s Mayor, as a Tigard resident for more than 20 years, and as a proud member of the Tigard Area Chamber of Commerce, I am honored to welcome you to our community. As a member of the Chamber’s Diversity and Community Engagement Committee, I have also had the privilege of working alongside business and community leaders who care deeply about making Tigard welcoming, inclusive, and connected. TIGARD CHAMBER BUSINESS ADVOCACY AND POLITICAL ACTION A core function of the Tigard Area Chamber of Commerce is serving as the voice of business and advocating for a strong economic future at the local, regional, and state levels. The Tigard Chamber is widely recognized as the trusted resource and leading business advocate for Tigard, King City, and our surrounding communities. Through our advocacy efforts, we help elevate the perspectives of the nearly 3,400 businesses that call the Tigard area home, representing a diverse range of industries and supporting approximately 45,000 jobs throughout the region. The Tigard Chamber focuses its advocacy work on issues that directly impact business success, economic vitality, and our quality of life for our residents and visitors. Key priorities include creating a competitive business climate, supporting workforce development, increasing workforce housing, improving infrastructure and transportation systems, expanding access to childcare and education and advancing policies that inspire economic growth. We work to ensure that business perspectives are represented in conversations and decisions that shape our community, while helping bridge the gap between the public and private sectors to address challenges and create opportunities. This past year, Tigard adopted its first-ever economic development strategic plan, a milestone made possible through the Tigard Chamber's ongoing advocacy efforts with meaningful engagement with our business community and the visibility created through programs and events that highlight the importance of local businesses to Tigard's future.

Government Affairs & Public Policy (GAPP) The Tigard Chamber’s Government Affairs & Public Policy (GAPP) Committee serves as the voice of business in public policy, helping shape advocacy priorities that strengthen our local economy. Comprised of business and community leaders, the committee evaluates key issues, engages with elected officials, visits with guest speakers, oversees the Chamber’s candidate endorsement process, and provides strategic recommendations to guide the Chamber’s advocacy efforts at the local, regional, and state levels.

The Tigard Police Commercial Crimes Unit is the only one of its kind in Oregon, and perhaps on the entire West Coast. Nationally recognized for their expertise in investigating commercial business crimes, CCU detectives follow up on a range of crimes affecting the Tigard business community. This may include organized retail theft, embezzlement, burglary, robbery, and other types of crime. Many of these cases can take months to investigate and often involve coordination with other law enforcement agencies, not only in Oregon but also across state lines. Uniquely funded through business license fees, the detectives regularly meet with business leaders and Tigard Chamber of Commerce members to present crime prevention strategies, discuss local concerns, and address questions. On average, the three detectives and one sergeant in the Commercial Crimes Unit are assigned roughly 77 cases every year. Thanks to their dedication, many of these cases are resolved with arrests and prosecution. CCU detectives participate in the Northwest Fraud Investigators Association, the Metro Area Fraud Investigator Association and helped establish the Oregon Retail Crime Association Network.

Economic Development Strategic Plan To advance the Council’s goal to “Elevate economic opportunities for current and future residents.” the city team developed an Economic Strategic Plan to adapt to changing market conditions , respond to community business needs, and position the City as a competitive and include place for business investments. In March 2025 the Tigard City Council adopted their first Economic Strategic Plan. This 3-year plan centers the City and activities around a unified vision statement, mission statement, strategic pillars, and guiding values. From the adopted plan a clear roadmap to guide the City’s investments, partnerships, and policy decisions to support business growth, job creation, and long-term economic resilience will focus on the following four strategic pillars • Business, Attraction, Support, & Growth • Partnerships and Navigation • Operations and Communication • Development and Placemaking

Operating as #WorkReady, the TigardTualatin School District, the Tigard Chamber of Commerce, and the Tualatin Chamber of Commerce are collaborating to bring businesses to the table for meaningful career and work exploration experiences for students in grades 8-12. Jacob Fuhrer, Public Affairs Officer for Tualatin Valley Fire and Rescue, has seen firsthand how powerful the program can be, “With demand for emergency services continuing to grow, we are always looking for ways to increase the number of people considering a career in fire service. The WorkReady program has allowed us to engage with student populations we otherwise would not have likely reached. In 2023, students came to our Logistics facility in Tualatin to learn about maintenance of our fleet of emergency apparatus, laying the groundwork for a future career. hat is Workforce Development and Why are We Doing It? Workforce development encompasses employment initiatives aimed at equipping workers with the skills they need for job and career advancement, whether they are just entering the workforce or are already employed. To ensure a vibrant future economy, business must partner with the education system. Business professionals from various industries can help students graduate from high school fully prepared to enter college or other post-secondary programs. Building partnerships between businesses, communities and schools aims to give students access to the education and hands-on training they need to pursue high-skill, high-wage careers. In today’s changing job market, a four-year degree is no longer

As superintendent of the Tigard-Tualatin School District 23J (TTSD), it is my honor to lead a team of about 1,500 employees. We are particularly thankful for the community’s passage of our 2025 school bond, allowing us to provide students with safe, modern learning environments and up-to-date curriculum and technology.
Commerce. Through the local Chambers’ #WorkReady program, business partnerships give students essential opportunities to learn skills and be ready to obtain jobs at graduation. Career and technical education (CTE) in the Tigard-Tualatin School District exposes students to a variety of career possibilities through project based learning, connections with industry professionals, and active exploration of the wide variety of options in each career sector. CTE is even more impactful with strong partnership from the business community. Career Learning Begins in the Community The WorkReady partnership between TTSD and the Tigard and Tualatin Chambers of Commerce allows every TTSD 8th grader to explore the great variety of career opportunities in our local community. Over three days in
April, nearly 900 students heard from over 30 guest speakers and visited over 20 community partners to be inspired by possibility. TTSD Students Receive Mentorship from Industry Professionals The Tigard High School Construction Pathway regularly brings industry professionals and students together through project based learning. In May, with guidance from JHC, students competed in the Construction Industry and Education Foundation Design and Build Competition. Their final build will be a vendor booth at Pick-a-Thon and then find new life as an art space at Green Anchors PDX. At the end of the two-day event, the team won Outstanding Architectural Design in the Open Category. In June, Tigard High Construction

students completed a tiny home, learning about residential construction on a smaller scale. This project was made possible by industry partners who donated materials and services as well as provided mentorship to students: Rayborn’s Plumbing; Frahler Electric; Milgard Windows, Oak Hill Roofing, and Lakeside Lumber. The tiny home will be sold to fund future projects. Internships Create Opportunity for Deeper Learning This year, four seniors from Tigard and Tualatin High School connected their classroom learning to the workplace through internships in accounting and IT at Fought & Company. Students actively contributed to Fought & Company’s business office while also learning whether or not they saw themselves in these careers in the future. One intern was hired on to continue through the summer.

ine TriMet bus lines, WES Commuter Rail, Ride Connection and Washington County’s King City Link Community Shuttle, a pilot shared-ride service called SPOT Southwest, four park & ride lots and two transit centers provide public transit service in Tigard.
Tigard Transit Center is located in the downtown core on Commercial Street. It’s a WES station as well as a hub for bus lines, helping people connect to TriMet’s broader bus and MAX light rail systems. Washington Square Transit Center serves north Tigard and is a vital connection for mall employees and customers alike. Among the nine bus lines serving Tigard, Line 76-Hall/Greenburg is part of TriMet’s Frequent Service network, with buses arriving every 15 minutes for much of the day, every day. Once per hour, Line 76 runs on an extended route between Beaverton and Oregon City, also serving Tigard, Tualatin and West Linn. Regular trips run between Beaverton and Tualatin. All Line 76 buses stop at both Tigard Transit Center and Washington Square Transit Center. In addition, Line 12-Barbur/Sandy Blvd is also a Frequent Service bus line with service to Tigard Transit Center connecting Tigard to Southwest, Downtown, and Northeast Portland. PUBLIC SAFETY The Tigard Police Department protects and serves all who live, work and play in Tigard. As a
progressive and professional organization, the department values transparency in all aspects of policing. Our Tigard community showed overwhelming support for renewing the Public Safety Levy, which provides funding for additional police officers and support staff to better serve Tigard’s growing population, as well as advanced training in crisis intervention and de-escalation for every officer. In addition to the men and women in patrol who respond to police calls, TPD also has detectives focused on Criminal Investigations (the most serious crimes against people) and Commercial Crimes (crimes primarily affecting the business community), K-9 teams, School Resource Officers, a drone team, Traffic Safety Unit, and support staff in crime analysis, property & evidence, records management, public information and community engagement. In 2025, Tigard Police responded to 42,461 calls for service throughout the city, with only about 1/15th of 1% resulting in a force response. igard (pronounced TY-gerd) is a vibrant Washington County city in the lower Willamette Valley. This region was originally inhabited by the Atfalati Kalapuya Native Americans, who were part of the larger Kalapuya people. In the 19th century, settlers began to arrive in the area via the Oregon Trail, taking advantage of the land’s agricultural potential. The city is named after Wilson M. Tigard, a pioneer from Arkansas who arrived in 1852. Initially known as Butte and East Butte, the area was settled by people from various European backgrounds, including Germany, Prussia, Switzerland, England, and Denmark. According to Barbara Bennett Peterson’s Images of America: Tigard, “East Butte became a cosmopolitan blend of numerous European languages, which developed community spirit and
fostered prosperity.” Wilson Tigard was not the first pioneer in the area, but he played a significant role by helping establish the community’s first school. The area gained a focal point when Wilson’s son, Charles Tigard, opened a general store in 1884 at the intersection of what is now Pacific Highway and Gaarde/ McDonald Street. In 1886, Charles also established the area’s first post office, naming it Tigardville in honor of his family. This location became the commercial center of the community. The Oregon Electric Railway’s Tigard station opened in 1908, connecting Tigard with Portland, Salem, and Eugene. To differentiate it from Wilsonville, the railway named the stop Tigard, which spurred commercial development and shifted the commercial center to what is now Main Street. Cultural influences from Chinese immigrants, Japanese farmers, and Latinx migrants significantly shaped Tigard’s agricultural and commercial growth. Chinese immigrants helped connect the region by rail and cleared farmland,

Japanese farmers tilled the soil, and Latinx migrants contributed to the harvest. Post-World War II, Tigard evolved from a farming community to a more urbanized area. The construction of Oregon Highway 99W and Interstate 5 in the 1950s and 1960s facilitated this transformation by increasing accessibility and population growth. Incorporated on September 11, 1961, Tigard became an official city over a century after the first settlers arrived. The city’s population and geographic size more than doubled within ten years of incorporation. By 2021, the population exceeded 50,000, with over 3,300 businesses. Despite its growth, Tigard retains historical charm with its historic homes and windmills. For more information, visit the Local History Room at Tigard Public Library. Tigard, celebrating over 60 years of incorporation, is one of Oregon’s newer cities. Today over 57,000 residents call Tigard home, making it the 12th-largest city in the state. Since its incorporation in 1961, Tigard has grown into a desirable
and affordable community within the Portland Metro Area, with a median household income of over $105,000. It plays a vital role in the vibrant west side of the Portland region. Residents enjoy 16 miles of paved trails and nearly 550 acres of parks and open spaces, catering to sports teams, active seniors, and families alike. hether you want to skate, bike, run, walk, kayak, fish, picnic, play with your kids and/or your dog, Tigard's got you covered with over 600 acres of parks, greenways and natural areas and over 16 miles of paved trails. Pick from four dog parks, four community gardens, a skate park and 28 more parks scattered throughout Tigard. More parks are slated for development. On the banks of the Tualatin River, the 79-acre Cook Family Park is the largest park in the City and has something for everyone. Whether baseball, basketball, volleyball, softball, or soccer is your sport, you can burn up some energy on the many courts and fields available. Cook Family Park also offers horseshoe pits, a fishing dock, small boat ramp for easy water sport access, two playgrounds and several walking trails and bike paths (over two miles of hard surface trails and 1/2 mile of soft trails). Picnic shelters can be reserved here for a variety of picnic events and include barbecue pits and picnic tables. The Bishop-Scheckla pavilion
can be reserved for performing art events. Reservations open the first business day of the new year, and facilities are available for use April through October. NEWLY OPENED The City of Tigard’s newest park will be opening in the Fall of 2026. Steve Street Park is located off SW 84th Avenue and SW Steve Street in Tigard. This 1.4-acre neighborhood park will include open lawn space, wood chip trails, nature play area, a picnic table, and play structures.
This new park is funded by Parks System Development Charges Fund and Metro Local Share fund. Metro Local Share dollars were made possible through a Parks and Open Spaces Metro Bond that voters approved in 2019. The City of Tigard is working to provide equity in park services across the city by providing a high quality and well-maintained park within a 10-minute walk of all residents. This new park will serve a gap area identified in the Parks System plan.

TIGARD TRIANGLE TIF DISTRICT: BUILDING A MIXED-USE COMMUNITY
TIGARD ENTERPRISE ZONE: A STRATEGIC ADVANTAGE FOR BUSINESS
Since its establishment in 2006, the Downtown Tigard TIF District has helped transform Tigard’s city center into a more connected, walkable, and dynamic area. With over $50 million in planned and completed investments, the district supports infrastructure, mixed-use development, affordable housing, and small business growth.
Created in 2017, the Tigard Triangle TIF District targets an underutilized area with high potential bounded by I-5, Highway 217, and 99W. The district is envisioned as a high-density, walkable, and transit-connected urban center.
Tigard’s Enterprise Zone, administered in partnership with Business Oregon, offers valuable tax incentives for eligible businesses making new investments in buildings, equipment, and job creation. This tool helps Tigard attract traded-sector industries such as manufacturing, technology, and logistics that bring high-wage jobs to the region.

ART IN THE BURBS Local Artists and The Foundation for Tigard Tualatin Schools will come together in November with original works from over 90 juried artists available for sale. 20% of artist sales will be donated to performing and fine art programs in all Tigard-Tualatin schools (Elementary, Middle and High School). LIVE THEATRE Broadway Rose Theatre Company is Oregon's premier musical company serving the Portland-metro area since 1992. Broadway Rose's mission is to create unparalleled musical theater experiences that invigorate audiences and enrich our communities. The company produces main stage musicals year-round and offers children's theater and a teen workshop production each summer.
