2026 marks my final year serving as Mayor of Happy Valley and as I reflect back on my time in this role, I am filled with gratitude for this wonderful community. Over the years my focus has been on ensuring Happy Valley continues to thrive while also maintaining our unique identity; one where businesses grow, families flourish and community remains at the heart of everything we do.
Our progress has never been the work of one office or one individual, however. It has always included you; our business owners, workforce, local leaders, volunteers and every single community member who has envisioned what could be and rolled up their sleeves to help make it happen. I am humbled by the things we have accomplished together.
Here in Happy Valley our local businesses serve as gathering places for our community. And at the core of those businesses are the people who help make this City what it is. Whether by sponsoring community events, contributing to local organizations or volunteering their time, our business leaders understand that the greatest impact they can have is right here, at home. This spirit of community investment extends to our residents too – whether it’s volunteering on City committees, participating in our schools or showing up for annual community celebrations – and it’s what makes Happy Valley so special.
As I prepare to pass the torch, I do so with immense confidence in the future of our city. We are well positioned for the road ahead. The foundation we have laid together is strong, and the next chapter, much like the ones before it, will be rooted in our shared values.

Serving on City Council has been a tremendous honor and allowed me to contribute to making Happy Valley a place where great ideas, thriving businesses, and impactful community initiatives can take off. In my role as mayor, I have been fortunate enough to serve as an advocate for our city’s needs and influence policies that shape our future on behalf of all residents. This work has been made easier because of the continued partnership from our local business community. They play an essential role in shaping our economy and contribute to the culture that makes Happy Valley a great place to live and work.
This community has been my home for 22 years - I’ve seen it grow from a small suburb to one of the fastest growing cities in the state. While Happy Valley is known for its great neighborhoods, the City Council and I have long prioritized growing and supporting the business community. Businesses are an important part of our community by providing job opportunities, services to residents, places to gather, and so much more. Looking ahead, I’m confident our future leaders will remain committed to thoughtful planning, strategic investments and strong regional partnerships to ensure we can support all businesses and residents who live here.

My journey to City Council started because I saw an opportunity to have an impact in my community. Serving in this role has been a privilege, one that has allowed me to collaborate with local business owners, other elected officials, and regional partners on important issues that affect our daily lives.
Happy Valley is a great place to live because of our small town feel with big town amenities and our goal has always been to improve our city, while thinking about the long-term impacts of our decisions. Working directly with our local business community has helped us gauge whether we are on the right path. Through proactive planning for growth, job creation, transportation and recreational services we will create a future where Happy Valley continues to thrive without losing the values and character that makes our community unique.
I am excited for what’s to come. The downtown district and regional park project on 172nd have the potential to be a game changer for our local businesses as well as our residents. I’m excited for what lies ahead and thankful for the opportunity to continue serving you.

Not quite a chamber of commerce and not quite a civic group, the HVBA is a hybrid of all things Happy Valley for business owners and neighbors looking to get an inside view of what’s happening. General meetings begin with introductions, followed by a presentation on a subject that appeals to small business owners. This might entail an economist discussing trends for the upcoming year or a career coach sharing tips on effective goal setting. The Business Spotlight helps members share information about their brick-and-mortar businesses and allows those in attendance the opportunity to connect names and faces with many of the local businesses we all enjoy.
There are also monthly updates from the Fire Chief, Police Chief, City Manager, Parks and Recreation, as well as the North Clackamas School District. Guests learn about everything going on in the city from current
concerns to new developments, upcoming community events, and any public health or safety issues that might be on the horizon. We’re not aware of any other city in Oregon that has this type of model that unites community members, civic leaders, and business owners in one forum.

ACCESSIBILITY STARTS HERE
Nestled on nearly nine acres of lush, forested land just west of SE 129th Avenue, Mt. Scott Creek Trail has long been a favorite for walkers, joggers, families and nature lovers looking for a peaceful escape.
However, after years of use, the trail’s infrastructure was in need of updates. With funds secured through a partnership with the Oregon Department of Transportation Community Path Grant the City of Happy Valley began construction. Improvements to the trail focused on upgrading sections to include a boardwalk, allowing visitors to traverse safely in wet conditions while also protecting the creek-side habitat and building a bridge to cross over the creek, improving connectivity and safety.
Most importantly, a series of ADA upgrades were made to ensure better access for people of all abilities. The trail was repaved with asphalt, new ramp entryways were installed, and the path was widened and grading was improved to make it more navigable.
For Happy Valley, the reopening of Mt. Scott Creek Trail signified more than just improved infrastructure. It represents the City’s ongoing commitment to accessibility and inclusivity. Over the last few years, multiple trails have been updated to ensure broader access and every City managed park features allabilities playgrounds.
In September of 2025, community members, city officials and trail enthusiasts gathered in Southern Lites Park to celebrate the grand reopening of the trail. The ribbon-cutting ceremony marked the completion of the project and the beginning of a journey through nature for many residents, one that would be markedly safer and more enjoyable for all.
All of the City managed trails throughout Happy Valley are maintained through the Parks & Recreation levy, which is funded by local taxpayers. Hopefully, residents will take advantage of the updated trail and enjoy the beautiful landscape of Happy Valley for years to come.
COMMUNITY PARTNERSHIP STARTS HERE
The City of Happy Valley is fortunate to have the support of several local organizations that collaborate in various ways to bring community events and programs to life. These partners provide heightened support and in return, benefit from being part of the planning process for various events. In 2025, the following entities offered their support to Happy Valley Parks and Recreation.
NATIONAL CHARITY LEAGUE – SUNNYSIDE CHAPTER
The National Charity League (NCL) is a nationwide organization with chapters across the United States. The local Sunnyside Chapter is made up of dedicated mothers and daughters who volunteer their time to support the community. They assist various non-profits such as the Wichita Center, Clackamas Bookshelf, Oregon Food Bank, and Special Olympics, and are a recurrent presence at all major Happy Valley events including Dumpster Day and the 4th of July Family Festival, where they help with clean-up efforts and special projects. BOYS TEAM CHARITY
Throughout the year, the Boys Team Charity (BTC) Happy Valley members can be found supporting nearly every local event, providing behind-the-scenes assistance and ensuring things run smoothly. Whether helping residents unload their vehicles on Dumpster Day, managing parking for the annual Car Show, helping with the clean up of the Christilla Cemetery, or supporting the recent Drive-In Movie event, their presence is always felt. BTC empowers young men in grades 7-12 and their parents to give back by volunteering their time to support various non-profit organizations. 2025 marked a major milestone for the Happy Valley Business Alliance (HVBA) as it celebrated 20 years of supporting local businesses, strengthening partnerships and helping shape a thriving community. What began as a small group of committed business leaders has grown into a strong organization that plays a key role in Happy Valley’s local economy and sense of community spirit.
For two decades, the Happy Valley Business Alliance has served as a connector, bringing entrepreneurs, small businesses and community partners together. The 20th Anniversary Gala offered a moment to reflect on that journey while celebrating the people and partnerships that made it possible. Attendees celebrated by donning festive masquerade masks while enjoying dinner, drinks, dancing and networking.

Throughout its history, HVBA has been instrumental in creating opportunities for businesses to connect with residents. Whether by sponsoring local community events, hosting ribbon-cutting ceremonies or participating in civic life, the Alliance has helped ensure Happy Valley remains a place where business and community grow side by side.
The 20th Anniversary Gala was more than a celebration; it was a reminder that meaningful progress starts with people coming together around a shared vision. For the Happy Valley Business Alliance, that vision has guided two decades of success and will continue to shape the years ahead.

HONORING THE LIFE AND LEGACY OF JOAN LUBAR-ALVAREZ

Fondly known as the Sassy Sage, Joan was deeply woven into the fabric of Happy Valley and the greater Clackamas County area. Through her active involvement with the Happy Valley Business Alliance (HVBA), the North Clackamas Chamber of Commerce, and her enthusiastic presence at countless ribbon cuttings and community events, she was a steadfast supporter of local businesses and organizations. Her passion for sharing wisdom on wellness, aging, spirituality, and civic matters touched countless lives—a legacy clearly evidenced by the steady stream of visitors and outpouring of support during her final week.
On a personal note, I had the privilege of spending many joyful years with Joan—through Jazzercise classes, West Coast Swing dancing at the Sunnyside Grange, and attending Happy Valley Park concerts. I was honored to escort her to her final city event, the HVBA’s 20th Anniversary Dinner, where she delighted in visiting with friends and, true to form, took to the dance floor both solo and partnering with me. It was a moment of pure joy, and a fitting reflection of the vibrant spirit she shared so generously with our community. She will truly be missed, but her words of wisdom and zest for living life to its fullest will remain a lasting beacon of light.

THE SCHOOL DAY STARTS HERE

After shuffling their way through neighborhood streets, the last stop for thousands of North Clackamas students and families who walk to school each morning often comes at a crosswalk, where they’re met by a friendly crossing guard who makes sure drivers stop at the flashing lights blinking from all directions.
But what if all those flashing lights were actually woven into the friendly crossing guard’s clothes? That’s the case at Oregon Trail Elementary, where rain or shine every morning, students and families are guided across SE 152nd Avenue by volunteer Gordon Hubbard…who lights up kids’ faces by always reporting for duty decked out in blinking multicolored lights from head to toe.
“I’m just trying to help out my community,” says the 78-year-old Hubbard, who first started volunteering at Oregon Trail last year after a long stint volunteering at a local hospital. “Wearing all these lights in my clothes came from me just being silly and helping people get outside their comfort zone. It’s been great to see all the smiles on kids’ faces and just pass it on. I think we all need to do that more.”
Hubbard, who self-proclaims to have a “crazy personality,” not only wears shirts and pants with built-in rechargeable blinking lights, but owns several twinkling hats and at least four different pairs of light-up shoes, all of which he also unabashedly wears away from campus during his daily walks through the Oregon Trail neighborhoods. “Somone just asked me if I can do the
moonwalk,” he laughed.
Oregon Trail students and families can barely hold in their excitement when they see the glimmering grandpa at the crosswalk each morning. “I think the best thing about him is his clothes because I like rainbows and lights,” says fifth grader Harper Corti. “Seeing him makes me feel good.”
“I think it’s fantastic,” adds Oregon Trail parent Chris Ogden. “It makes all the kids smile, it makes all the parents smile, and he’s super nice. I have fun talking to him in the morning.”
Spend any amount of time with Hubbard and it doesn’t take long to learn that “having fun” is a common theme from everyone the retiree meets. “He’s always bringing us treats here in the office,” says administrative assistant Kim Webb. “He comes all lit up in his suit, and the kids love it—they call him ‘the light-up man.’”
And luckily for the Oregon Trail community, “the lightup man” plans to keep shining for years to come. “I obviously enjoy it,” says a smiling Hubbard. “It bounces back on you when you do something like this. It’s the smiles that come back that are so important for kids and for me too, as I get older. You want to be some help and make a difference.”
Thanks to Hubbard, that difference keeps coming to light every morning when Oregon Trail students and families cross the street to school.

HAPPY VALLEY POLICE DEPARTMENT
The City of Happy Valley proudly partners with the Clackamas County Sheriff’s Office (CCSO) to provide dedicated law enforcement services tailored to our community. Police services in Happy Valley are offered through an annual contract with CCSO, where deputies are specifically assigned to serve Happy Valley. This unique partnership allows the City to maintain local control and a distinct community identity for its police force while benefiting from the resources and capabilities of a larger law enforcement agency.
Funding for these essential services is entirely covered by a special Public Safety Levy, voted on by residents every five years. This levy supports 24/7 police patrols, investigations, crime prevention, proactive traffic enforcement, school safety, and quick emergency response.

COMMUNITY SERVICE OFFICERS
Comprised of experienced Community Service Officers, the City of Happy Valley’s Code Enforcement Department is responsible for promoting livability in Happy Valley neighborhoods and implementing the rules of our municipality.
The day-to-day responsibilities of our Community Service Officers can vary widely from reuniting a lost pet with their owner, to conducting a home safety check, to supporting local law enforcement and the fire department during an emergency. They are also responsible for patrolling City parks, partnering with local businesses to ensure our commercial areas remain safe, and supporting vulnerable populations in need of wraparound resources. Through collaboration and proactive problem-solving, Community Service Officers work in partnership with residents and businesses to ensure Happy Valley remains a great place to live and work.

The Clackamas Fire District (CFD) plays a vital role in keeping the City of Happy Valley safe. The CFD manages Stations 5, 6, 7, and 8 in Happy Valley, providing rapid emergency response through medical services, fire suppression, and special operations.

INVOLVEMENT STARTS HERE – IN YOUTH!
Happy Valley’s Youth Council are influencing tomorrow
Functioning as an advisory board, the Happy Valley Youth Council empowers local teens to serve as advocates for their peers in the community. Since its inception in 2010 the Youth Council provides a forum for local high school students to share ideas, support community events, and participate in educational and mentorship opportunities with local, state and federal elected leaders.
The Youth Council serves as a platform for teens to voice their opinions and lead impactful projects. Discussions have focused on critical issues such as teen mental health, school safety, and the effects of social media. These discussions have inspired Youth Councilors to create and support key local programs such as Prescription Drug Turn-ins, Bully Block Day, and the Youth Town Hall.
Youth Councilors are also dedicated volunteers, supporting local community events like Dumpster Day, the 4th of July Family Festival and National Night Out. By helping with everything from event setup to clean up the Youth Council’s involvement not only ensures each event runs smoothly but also strengthens their
connection with the broader community.
The Youth Council has also partnered with other councils across the state and the country to amplify the teen voice and exchange ideas related to cultivating youth civic engagement and encourage student-led programs. Youth Councilors have regularly attended the League of Oregon Cities’ annual conference the annual National League of Cities Congressional City Conference in Washington D.C. These travel experiences have included behind the scenes tours of the Capitol Buildings in both Salem and Washington, D.C. and direct interactions with legislators at both the state and federal levels.
Participating in the Youth Council is an extraordinary opportunity for students, as it offers them a firsthand look at how their efforts can lead to meaningful changes and shape the future. Their work today is demonstrating to both their peers and City influencers just how pivotal and influential their voices can be in driving progress and positive developments within the community.

Keeping your lawn free of weeds involves many choices—some are hazardous to our families, pets, and waterways.

Annually aerate, de-thatch and over-seed bare spots in the spring. This will keep the lawn dense and healthy, which keeps out weeds. Use a long-handled weed removal tool for easy weed removal. Fertilize only in fall with a slow release fertilizer, if at all.
