have to take tough decisions while mitigating the effects of inflation on the middle to low-income groups. he emphasized that a few of the factors that have adversely affected the economic situation were beyond the

control of the government. these included exogenous factors like supply shocks, commodity super cycle and the Russia-ukraine conflict due to which commodity prices further soared. these factors were putting pressure

on the current account as well as foreign exchange reserves. the Minister stated that the government would take measures to reduce the burden on the economy while protecting the vulnerable sections of the population. the Minister further stated that we should aim to address structural issues so that pakistan is able to end its fiscal deficit and move towards sustainable growth. the finance Minister thanked the iMf Mission chief for iMf’s support at a difficult time for the global economy. both sides showed keen interest to complete the review successfully. it is pertinent to note that the finance Minister and Minister of state will be joining the team in doha early next week to conclude the discussion with the expectation to clinch an agreement for iMf’s continued support until the successful completion of the program.

GDP Growth estimateD at 5.97Pc for fY 2021-22

AKISTAN has estimated the Gross Domestic Product (GDP) growth in the range of approximately 6 percent for the current fiscal year with the major contributions of industrial and services sectors. Unlike the IMF projection of a 4 percent GDP growth rate for Pakistan, the Pakistan Muslim League Nawaz led government has estimated a 5.97 percent provisional GDP growth rate for the year 2021-22. The 105th meeting of the National Accounts Committee to review the final, revised and provisional estimates of GDP for the years 2019-20, 2020-21 and 2021-22 respectively was held on Wednesday under the chair of Secretary, MoPD&SI. The provisional GDP growth rate for the year 2021-22 is estimated at 5.97% as broadbased growth was witnessed in all sectors of the economy. The growth of agricultural, industrial and services sectors is 4.40%, 7.19% and 6.19% respectively. Similarly, the growth of important crops during this year is 7.24%. The growth in production of important crops namely Cotton, Rice, Sugarcane and Maize are estimated at 17.9%, 10.7%, 9.4% and 19.0% respectively. The cotton crop increased from 7.1 million bales reported last year to 8.3 million bales; Rice production increased from 8.4 million tons to 9.3 million tons; Sugarcane

production increased from 81.0 million tons to 88.7 million tons; Maize production increased from 8.4 million tons to 10.6 million tons respectively, whole Wheat production decreased from 27.5 million tons to 26.4 million tons. Other crops showed growth of 5.44% mainly because of an increase in the production of pulses, vegetables, fodder, oilseeds and fruits. The livestock sector is showing a growth of 3.26%. The growth of forestry is 3.13% and fishing is at 0.35%. The overall industrial sector shows an increase of 7.19%. The mining and quarrying sector has decreased by 4.47% due to a decline in the production of other minerals as well as a decline in exploration costs. The Large Scale Manufacturing industry is driven primarily by QIM data (from July 2021 to March 2022) which shows an increase of 10.4%. Major contributors to this growth are Food (11.67%), Tobacco (16.7%), Textile (3.19%), Wearing Apparel (33.95%), Wood Products (157.5%), Chemicals (7.79%), Iron & Steel Products (16.55%), Automobiles (54.10%), Furniture (301.83%) and other manufacturing (37.83%). The electricity, gas and water industry shows a growth of 7.86% mainly due to an increase in subsidies in 2021-22. The value-added in the construction industry, mainly driven by construction-related expenditures by industries, has registered a modest growth of 3.14% mainly due to an increase in general

sNGPL to ensure uninterrupted gas supply to textile mills aziz buNeri The Peshawar High Court (PHC) on Wednesday directed the Sui Northern Gas Pipeline Company (SNGPL) to ensure uninterrupted gas supply to textile mills. The order was issued by PHC’s two-judge bench comprising Justice Shakeel Ahmed and Justice Ijaz Anwar while hearing a writ petition submitted by the Khyber Pakhtunkhwa Textile Mills Association through Yasir Khattak, Farooq Afridi and Asadullah advocates. The petition stated that under the constitution, areas which produce gas have first right over it and only surplus gas can be provided to other parts of the country. “Khyber Pakhtunkhwa is self-sufficient in gas but it is provided to other parts of the country as a result, our industries have been subjected to constant outages,” The petition said. The petition that gas load shedding in KP is not only a violation of the constitution but also violates the earlier judgments of the Peshawar High Court. The petition said, “The southern districts are already economically weak and such a massive gas load shedding will have negative impacts on the industrial productivity.” The petitioner added that in such a situation, it will be very difficult to attract foreign or local investors to revive the ailing economy. Lawyers for petitioner said that the issue has been brought to the notice of Sui Northern Gas authorities several times but no action has been taken and the company has continued the “illegal” gas loadshedding. After heading the arguments, the bench directed to ensure smooth gas supply to the textile industry and adjourned the hearing of the case.

sale of bikes, rickshaws decline 4.36pc in 10 months MoNitoriNg report The sale of motorbikes and three wheelers in the country witnessed a decrease of 4.36 per cent during the first 10 months (July-April) of the current fiscal year 2021-22 on a year-on-year basis. During the period under review, as many as 1,529,745 motorbikes and three wheelers were sold in July-April 2021-22 against the sale of 1,599,613 units in July-April 2020-21, showing a decline of 4.36 per cent, according to the Pakistan Automobile Manufacturing Association (PAMA). However, the sale of Honda motorcycles went up by 5.40 per cent from 1,076,077 units in last year to 1,134,286 units during the period under review whereas the sale of Suzuki motorcycles also rose by 55.19 per cent from 19,973 units to 30,998 units. Similarly, the sale of Yamaha motorbikes also went up from 18,375 units to 20,021 units witnessing an increase of 8.95 per cent while the sale of Road Prince motorbikes witnessed a sharp decline of 34.74 percent from 122,154 units to 79,717 units. The sales of United Auto motorcycles also declined by 27.19 percent from 314,393 units to 228,899 units. Meanwhile, the sale of Road Prince three wheelers witnessed a decrease of 17.62 percent from 8,582 units in last year to 7,069 units during this year while the sale of Sazgar three-wheeler also dipped by 7.86 percent from 12,811 units to 11,803 units.

The finance and insurance industry shows an overall increase of 4.93% mainly due to an increase in deposits and loans. Real estate activities grew by 3.7% while public administration and social security (general government) activities posted negative growth of 1.23% due to high deflators. Education has witnessed a growth of 8.65% due to public sector expenditure. Human health and social work activities also increased by 2.25% due to general government expenditures. The provisional growth in other private services is 3.76%. Overall, the GDP of the country at current market prices has reached Rs.66.949 trillion in 2021-22 which has resulted in an

increase in per capita income from Rs.268,223 in 2020-21 to Rs.314,353 in 2021-22 besides the volume of the economy in dollars in 2021-22 stands at $383 billion. According to details, the meeting also updated the provisional GDP estimates for the year 2020-21 and revised GDP estimates for the year 2019-20 presented in the 104th meeting of the NAC held in January 2022 on the basis of the latest available data. The final growth rate of GDP for the year 2019-20 has been estimated at -0.94% which was -1.0% in the revised estimates. The revised growth rate of GDP for the year 2020-21 is 5.74% which was provisionally estimated at 5.57%. The crop sub-sector has improved from 5.92% to 5.96%. The other crops have improved from provisional growth of 8.08% to 8.27% in revised estimates. The growth of the industrial sector in the revised estimates is 7.81% which was 7.79% in the provisional estimates while the growth of the services sector has improved from 5.7% to 6.0%. Climate change to aﬀect mango production by 50pc ghulaM abbas Pakistan is going to face at least 50 per cent drop in mango production this year due to the effects of climate change and high temperatures. Due to the weather hazards, shortage of electricity and diesel, increase in cost of packaging processing and high freight charges, exporters as well mango growers have to face a crisis during the current mango season. Following the expected reduction in production of mango All Pakistan Fruit and Vegetable Exporters Association (PFVA) has also curtailed its export target by 25,000 tonnes as compared to last year in view of declining mango production during this season and has set an export target of 125,000 tonnes for the current mango season, head of the association Waheed Ahmed informed thus scribe. In case the country meets this new reduced target, it will fetch valuable foreign exchange of $106 million. According to Waheed Ahmed, due to climatic effects and high temperature, mango production has been severely affected during this mango season. The

average production of mango in Pakistan is 1.8 million tons and with 50% reduction, it is likely to be limited to 0.9 million tonnes. During the current mango season, the mid of March witnessed average temperature between 37-42 ℃ while the average temperature during the previous season was recorded as 34 ℃. The sudden rise in temperature has severely damaged mango production while irrigation problems, water shortage due to blockage of canals, power load

shedding and shortage of diesel during the season have further deepened the climatic effects. Expressing serious concern, Waheed Ahmed further shared that, the mango production and export during the current season are facing stiff challenges in the history of mango seasons. Depreciation of rupees, rising labour costs along with high tariff of electricity and gas have significantly multiplied the cost of processing mangoes. Packaging material has also gone up by 30% since

last season, making it quite difficult for mango exporters to compete in the international market. Exorbitant increase in sea freight has played a significant role in making competition stiff for Pakistani mangoes. Last year, sea freight for the Gulf and Dubai were $1,900 per container, but this year the cost of sea freight has risen $ 2,800 to 3000 dollars it is feared that with simultaneous increase in air freight charges, the transportation cost of mangoes would also be substantially enhanced. In case of rain, storms and strong winds along with climatic effects, losses of mango crop may further increase in the coming months , leading to severe negative impact on exports. The association in a statement has urged the Government to extend financial assistance to the mango growers and exporters so that their losses could be compensated. The Govt. shall extend 20% subsidy in sea and air freight, reduction in PIA freight charges to curtail the cost of export and facilitate competition in the international market for Pakistani mangoes.

PTI to challenge Hamza’s election as Punjab CM in LHC: Fawad News Desk Former information minister Fawad Chaudhry on Wednesday said the Pakistan Tehreek-i-Insaf has decided to challenge the election of Hamza Shehbaz as the Punjab chief minister in the Lahore High Court (LHC). Talking to reporters in Lahore, he said a quo-warranto petition (a plea questioning the authority of a public office holder) will be filed with the LHC on Thursday “and the court will be requested to remove Hamza as the provincial chief executive and order election on the coveted seat at the earliest”. He urged the court to take up the petition and conduct its hearing on a day-to-day basis, saying “we all know that courts are open 24 hours.” He said the speaker of the Punjab Assembly can issue a notification, but the party has decided to adopt a legal way to contest its case. “Instead of an

administrative action, we decided to approach the court and request it to sack the illegal chief minister.” He said the president can also ask Prime Minister Shehbaz Sharif to hold a session on the no-trust motion, as the federal government also now allegedly lacks the 172 votes required in the lower house of the parliament to form or retain the government.

He said he is not sure whether the establishment is pressing the government to hold early elections. “But any patriotic Pakistani can feel the damage the country is suffering, and immediate elections are the only solution”. He quoted the PTI lawyer as telling the ECP during a hearing that the party has asked its legislators in a meeting on April 1 to vote for Pervez Elahi. “In response, our lawyer asked for the written affidavit from Imran that the meeting in question actually took place.” Tarar said the meeting record could have been verified from CCTV footage, but said no such evidence was available. He said the PTI later retracted its statement and instead said it was a parliamentary meeting wherein such directions were issued. “The case is open and shut and we are not worried about it,” Tarar said as he insisted the current Punjab government will continue as it was in “majority”.

Sindh police chief Mushtaq Ahmad Mahar was removed from his office on the order of Chief Minister Syed Murad Ali Shah following a rise in incidents of militant attacks in Karachi, a notification announced Wednesday. The notification to this effect said Mahar, a BPS-22 officer of the Police Service of Pakistan (PSP), has been directed to report to the Establishment Division and a junior, BPS-21 officer Kamran Fazal has been given additional charge of the office. Reports citing sources revealed the names of Mohsin Butt and Ghulam Nabi Memon have been considered for the post. “Kamran Fazal will remain in office until his retirement,” they said. Mahar assumed the office in February 2020, replacing Syed Kaleem Imam who was made chief of the National Highways and Motorways Police. He was appointed as the Karachi police chief in July 2015, when he replaced Additional Inspector General (AIG) Ghulam Qadir Thebo. In July 2017, he was transferred and appointed as traffic police chief amid reservations of some stakeholders about the targeted operations underway in Karachi.

The mobile set of Rs3,000 on valuation of $30-100 the duty is proposed at Rs6,ooo, the mobile set of Rs7,500 on valuation of $ 101-200 the duty is proposed at Rs15,ooo, on the mobile set of Rs11,000 on valuation of $201-350, the duty is proposed at Rs22ooo; on the mobile set of Rs15,000 on valuation of $351-500, the duty is proposed at Rs30,ooo; and on the mobile set of Rs22,000 on valuation of above $500, the duty is proposed at Rs44,ooo. The business community had also urged the government to immediately put curbs on the import of luxury goods as the country is heading towards economic chaos.

A social media star with millions of followers is facing criticism after posing for a TikTok video by a forest fire in Islamabad, as a devastating heatwave causes widespread misery in the country. Humaira Asghar posted a clip of herself walking playfully in a silver ball gown in front of a burning hillside with the caption: “Fire erupts wherever I am.” It comes after police arrested a man earlier this month in Abbottabad for intentionally starting a forest fire as a background for a video. The police also lodged a case against Asghar on Wednesday for deliberating setting the forest at Margalla Hills on fire.

Temperatures have peaked at 51 degrees Celsius in parts of Pakistan in recent days, leaving the poor and vulnerable struggling to beat the heat in the country. Asghar, who has more than 11 million followers on TikTok, said in a statement released by an assistant that she did not start the fire and there was “no harm in making videos”. The prime minister called for collective efforts to eradicate polio from the country, days after health authorities documented the third case of the deadly virus of the year in the country in the city of Miran Shah in North Waziristan. Dr Mohammad Shahzad, the coordinator and spokesperson for the anti-polio programme, on Sunday said the virus was detected in a oneyear-old boy. Last year, just one case was reported in the country. Chairing a meeting of the National Task Force on Polio Eradication on Wednesday, Shehbaz Sharif assured that the federal government would extend every possible assistance and cooperation in this regard. He voiced his concerns over the detection of recent polio cases in the country. He said the stakeholders including federal departments, provincial governments and international organizations have rendered valuable services for the eradication of polio.

Similarly, Toba Tek Singh’s Muhammad Shehryar, Lahore’s Hammad ul-Hasan, Multan’s Muhammad Ameer and Muhammad Riaz have been given the job of naib qasid on the orders of the ombudsman office. Meanwhile, Muhammad Afzal from Sheikhupura and Muhammad Irfan from Hafizabad have been provided with the job of baildar on the orders of the ombudsman’s office, the spokesman added.

The spokesman further explained that Shan Altaf and Hussain Abbas, belonging to Toba Tek Singh, have been recruited as tube well operators while Abdul Jabbar has been given the job of driver. Alongside, the district education authority has appointed Muhammad Bilal, a complainant from Faisalabad, as a lab attendant, and the district health authority has provided the job of ward servant to Muhammad Zia Ullah from Mianwali. Muhammad Arsalan from Lodhran has been recruited as a dispatch rider on a separate complaint submitted to the ombudsman office for employment under Rule 17-A, the spokesman said. The beneficiaries have thanked Ombudsman Khan for protecting their legal rights.

IHC seeks report from missing persons body News Desk The Islamabad High Court on Tuesday sought a detailed report from the Commission for Inquiry on Enforced Disappearance on its performance and standard operating procedures (SOPs) to address the issue of missing persons, according to a news outlet. IHC Chief Justice Athar Minallah asked the commission to tell the court about how it was formed, what its terms of reference (TORs) were and how they were implemented. Justice Minallah was hearing the case about the recovery of journalist Muddasir Naro and other missing citizens. The petitioner’s lawyer Iman Mazari appeared before the court. The court said it wanted to decide these petitions as early as possible. Since the cases were pending, the State seemed disconnected with the matter while the victim families had been protesting, it added.

Taking notice of the matter, the chief justice has fixed the matter for today at 1pm before a five-member larger bench to be headed by himself. The SC did not disclose the names of the members.

Confucius Institute to resume classes from Monday News Desk The Confucius Institute at the University of Karachi announced on Tuesday that it would resume classes online from May 23 (Monday). “This is to inform you that teaching and cultural activities will be resumed at the Confucius Institute at the University of Karachi from May 23,” said a notification from the institute. Cover for the Corrupt?

nneCeSSARILY assertive statements about the USA by former Prime Minister Imran Khan mired relations between Islamabad and Washington. The relations touched a new low after Mr Khan accused the USA of conspiring to dislodge his government with the help of local collaborators. Washington bluntly denied the charge saying the USA would not let “lies get in the way” of its bilateral ties with Pakistan. Within days of the installation of the new PML(n)-led government, messages welcoming Prime Minister Shehbaz Sharif started pouring in from the USA. Despite ups and downs in mutual relations, 75-yearold Pakistan-US ties have endured the test of time as these were based on common interest and were not meant to be at the expense of either side’s ties with other countries. Presently the USA is worried about the Taliban regime’s policies and would not like Afghanistan to turn into a hotbed of terrorist networks, which are concerns shared by Pakistan also. Being Afghanistan’s close neighbour Pakistan can be more helpful than any other country. The USA is important for Pakistan as it is the biggest destination for Pakistan’s exports. Besides Islamabad eyes investments from the USA and needs Washington’s help in straightening out its problems with the IMF and FATF. There are however differences also between the two countries. The USA has developed close ties with India to leverage it against China which is Pakistan’s close ally and which has invested billions of dollars in CPeC. . Pakistan’s new Foreign Minister, Bilawal BhuttoZardari, was invited to the USA to attend a ministerial meeting on ‘Global Food Security Call to Action’ at the United nations. He will now also have a session of bilateral talks with US Secretary of State Antony Blinken. Meanwhile a State Department spokesperson has assured of strong US support to rebuild the Pakistani economy and help increase investment and trade opportunities. According to the spokesman the USA also welcomes the ongoing IMF deliberations with Pakistan. While the new government needs to make use of the opportunity of improved relations with the USA, this must not happen at the expense of ties with China. During the height of the Cold War Pakistan managed to have friendly relations with both the USA and China. While this is a difficult exercise, this is the only sound policy.

n 5 August 2019, the Indian government under the leadership of Prime Minister narendra Modi abrogated Article 370 of the Indian Constitution that granted the special status to the state of Jammu and Kashmir in terms of autonomy and its ability to formulate laws for the state’s permanent residents. The former state was bifurcated into the Union Territories of Ladakh (without a legislature) and Jammu-Kashmir (with a legislature). This move was taken to promote and spread the Hindutva ideology in the illegally occupied Muslim-majority area as it was considered a roadblock in the Hindutva project. Furthermore, In March 2020, the delimitation commission was established by the Modi government. The commission has delivered two drafts in December 2021 and February 2022. now, the J&K Delimitation Panel signed its final order on 5 May 2022, and proposed six additional assembly seats for the Jammu region and only one more seat for Kashmir It was considered as an “assault on political centrality and supremacy” of Kashmir in J&K’s politics and taken as a part of the series of measures started by the BJP-led government from 5 August 2019 to disempower Kashmiris of Indian-Occupied Kashmir. Therefore, this shattered the rationale pushed by the Indian government that the ‘delimitation effort’ was aimed to ‘empower’ the local population. However, in reality, the new electoral boundaries would further disempower, marginalize and divide the people of the occupied territory. It would only pave the way for installing yet another puppet regime backed by the BJP-RSS combine. However, any illegal, unilateral, and mischievous attempt by India to allow disproportionately higher electoral representation to the Hindu population to the detriment of the Muslim population, is a mockery of all norms of democracy,

Delimitations in Indian Occupied Kashmir

He Supreme Court has decided the presidential reference on the Anti-Defection Clause definitively, holding that the votes of those voting against the party leader’s instructions must have their votes discounted. This implies that the PTI MnAs who did not vote for Mian Shehbaz Sharif as PM are not to be unseated, but those PTI MPAs who did vote for Hamza Shehbaz Sharif as Punjab CM will not only be unseated, but will also have their votes not counted. Without them, he cannot show a majority of members. The Supreme Court decision may be reversed only by the Supreme Court itself, presumably in some future case. It is probable that the Court (by then composed of other judges) may recognize that its abhorrence of defection, which is indeed a heinous act, may have led it to the imposition of the dictatorship of the party leader. And not just members of the majority party, but of the smaller parties as well. It is not yet clear what the decision will mean for the PML(Q) or the BAP, both of which split, with a member staying on the government’s side. The Supreme Court has also been forthright in saying that the votes must not be counted irrespective of whether the party head takes action leading to unseating. That means that the votes are not to be counted, even if the party leader does not take action leading to their deseating. It is perhaps not surprising that the election Commission of Pakistan has withheld the decision it was due to have announced on Wednesday, on the Punjab dissidents, because while they may escape deseating because of procedural lacunae, their votes cannot be counted. It is unfortunate but true that the decision merely worsens the complicated mess in the Punjab. Chief Minister Hamza Shehbaz faces a Governor who refuses to recognize him, but if he cannot prove a majority, neither can his rival, who would have to risk being supported by members who had voted against him. It is no help thst ther PTI supported Ch Pervez elahi for the post, but the Governor has since said that the previous incumbent, Usman Buzdar, didn’t resign after all. The reference decision may merely have precipitated a fresh round of court battles.

government service to start his own engineering consultancy which continued till his death. Maulana Abdul Sattar Khan niazi was another proud son of the niazi tribe of Mianwali, who had the guts to tell Zia-ul-Haq “You lie after praying, while Bhutto lies after drinking” Imran Khan will fight till the last ball, despite the odds pitted against him. He has succeeded in mobilizing the masses. A sovereign Pakistan is now on the cards, no more compromises against national interests. The question is of Azadi’ (Independence), not ‘Performance’ of his regime for which he had to depend on a non-performing system. There is a famous American saying, “ You can run but not hide “. The corrupt have been provided a cover but they stand marked and exposed. Their days are now numbered, even the establishment and the judiciary will not be able to protect them for long. Being a constitutional democracy, the will of the people must prevail through free and fair elections. Any attempt to rig the electoral process will result in serious backlash and confrontation. The corrupt have been served already, any attempt to force them into the corridors of power against the will of the people will result in dire consequences which may not be sustainable even in the short term. The current regime of the ‘ Crime Minister ‘ has so far performed to its own agenda of ‘Cover for the Corrupt’. This charade must end soon for normalcy to return. For them it is downhill from now on. Interim set-up is the need of the hour followed by free and fair elections. We were raised believing that crime does not pay. The Sharifs and the Zardaris have so far defied this golden principle. Modi visited Indian-Held Kashmir on the occasion of Panchayati Raj Diwas (the national day of the Panchayati Raj System in India). national Panchayati Raj Day provides an opportunity for leaders and others to directly interact with the representatives of the panchayats or village heads across the country. However, the sociopolitical experts opined that the visit’s real hidden agenda was in the context of pacifying the internationalization of the Kashmir issue in the wake of Indian human rights abuses inIndian-Occupied Kashmir and its political consolidation by the BJP through political coercion or demographic alterations. Subsequently, the argument has been validated with the signing of the J&K Delimitation Panel’s final order on May 5, and the order will be put into effect from a date announced by the central government paving way for assembly polls. Pakistan has rejected the Indian illegal move because, through this effort, India only wanted to lend legitimacy to its illegal actions of 5 August 2019. It indicates the ulterior motive of the Indian government was evident from the fact that, under the garb of so-called delimitation, the representation of Muslims in the re-designated constituencies had been reduced to their disadvantage. It indicates that the real motive of Modi’s visit was to muster support for the finalization and implementation of the J&K Delimitation Commission report. Modi kicked off a convincing campaign to develop a favorable public opinion for the acceptance of recommendations of the commission. The commission has been tasked with redrawing the boundaries of assembly constituencies after the splitting of the state into two Union territories. Consequently, the commission’s report had come up with sharp criticism, especially from the Kashmirbased political parties, after it had recommended an increase of six seats in Jammu province and one in Kashmir. the number of Lok Sabha constituencies at five but increased the assembly seats from the present 83 to 90 (adding six in Jammu and one in Kashmir). Apart from promising to hold elections soon, the PM had told the leaders that J&K’s statehood would be restored after the situation returned to normal. Traditionally, the BJP-RSS government intends to steer, even manipulate, political factors in its favour in total disregard of the aspirations of the people of Indian-Occupied Kashmir and Un resolutions. India has deliberately done the delimitation, so that it can hold and win elections and legitimize its illegal moves since 5 August 2019 to convince the world of its devotion to the democratic values and processes. Modi’s plan to impose Hindu Raj in Indian-Occupied Kashmir by political coercion, rig the elections through a politically oriented redrawing of constituencies, and throw up a Hindu Chief Minister in disputed Muslimmajority Kashmir has been exposed, and the people of Indian-Occupied Kashmir, its political leadership, and international stakeholders will outright reject any such attempt made by the Indian government. The Kashmiri leadership has termed the report as a blatant move of gerrymandering to redraw the limits of constituencies to create a Hindu majority. In representative democracies, gerrymandering refers to the political manipulation of electoral district boundaries with the intent of creating an undue advantage for a party, group, or socio-economic class within the constituency. Two principal tactics are used in gerrymandering: ‘cracking’ and ‘packing’. The people of IIOJK see a dark future under the Indian occupation and now they want to break the shackles of slavery forced upon them illegally by Indian expansionist designs. The Indian justice system has completely failed to stand with the oppressed rather it has turned soft on the oppressors. In a nutshell, the Indian government must refrain from bringing any demographic changes in the occupied territory and must hold a free and fair plebiscite under the Un auspices as enshrined in the relevant United nations Security Council resolutions. Why is the US getting closer to Bangladesh? The USA needs support in South Asia against China YuMiko FuMaDa

He USA is getting closer with Bangladesh day by day. The USA wants more engagement with Bangladesh now in the region. Although the two countries’ diplomatic ties began on 4 April 1972, when the USA recognized the newly formed Bangladesh. However, the USA’s current focus on Bangladesh reminds us that it desires a strategic partnership with Bangladesh. Both countries have had cordial relations for the past 50 years, strengthening collaboration in areas such as development, climate change, counterterrorism, democracy, and human rights. Over the last decade, cooperation in trade, investment, and security, particularly in counter-terrorism, has strengthened. After 2016, this collaboration grew even further. Bangladeshi items have a large market in the USA. The trade balance between the two countries favors Bangladesh, and thSAis the largest single market for garments produced in Bangladesh. By 2019, bilateral commerce had reached $9 billion, with US exports to Bangladesh totaling $2.3 billion, up 12 percent from 2018. Meanwhile, Bangladesh exported $6.7 billion to the USA, up 9.5 percent from 2018. The USA has made a significant contribution to the vaccine. Bangladesh is the thirdlargest recipient of US aid in South Asia. The USA praised Bangladesh for providing sanctuary to Rohingya refugees, noting that it had not only met its obligation but also continued to provide support and collaboration. The implementation of sanctions by the USA has fallen numerous times in the context of such a relationship. The year 2021 was a trying one for relations between the USA and Bangladesh. On 10 December 2021, the USA sanctioned Bangladesh’s Rapid Action Battalion (RAB) and numerous current and former officers for a long history of human rights violations, including extrajudicial killings. Bangladesh was not invited to the virtual Summit for Democracy that same month by the Biden Administration. In 2022, the USA produced a report on the situation of human rights in 198 countries. and the State Department has accused Bangladesh of human rights violations. The US decision to apply sanctions on Bangladesh, which include ideals like democracy and human rights, is considered as a strategic move by the Biden Administration in shifting geopolitical objectives and US foreign policy. For different causes, there are ongoing discussions, criticisms, and analyses of US-Bangladesh ties. Bangladesh held the 8th US-Bangladesh Partnership Dialogue on March 20, after a one-year hiatusdue to the Corona pandemic. The US undersecretary for political affairs, Victoria nuland, the third highest ranking official in US State Department, visited Dhaka on arch 19 and participated in the dialogue as the US delegate. The Bangladesh team, on the other hand, was led by Foreign Secretary Masud Bin Momen. Those two delegates came together primarily to strengthen the US Bangladesh 50 years bilateral connection and establish a “robust relationship.” It is surprising that the USA is more interested about Bangladesh and has included it in its strategic calculations today. Though, in the past, the USA did not do so, instead classifying Bangladesh as an underdeveloped country similar to niger and calculating Bangladesh on humanitarian grounds. However, the dialogue took place in two stages at the same location: first, Undersecretary nuland met with Momen; Bangladesh raised US sanctions against Bangladesh’s elite force Rapid

Action Battalion (RAB), calling them “unjustified,” and the USA sought Bangladesh’s support in the Russia-Ukraine conflict. The primary debate of the dialogue was then commenced in the second stage in order to close the gaps in bilateral ties. President Biden stated earlier this year that he believed the Dhaka-Washington relationship would endure for the next 50 years and beyond. ‘Our defense cooperation is stronger than ever,’ the US president wrote to Bangladeshi Prime Minister Sheikh Hasina, adding that the Bangladesh Coast Guard and navy were vital allies in ensuring a free and open Indo-Pacific region, as well as contributing to the regional fight against human and illicit drug trafficking. On the heels of Russia’s invasion of Ukraine, Undersecretary nuland said the USA wanted to work together with Bangladesh on global security. “Bangladesh and the USA will work together to protect democracy and human rights at a time when Russia is invading Ukraine in the changed world situation and international law and human rights are under threat,” Victoria nuland said at the start of the eighth Partnership Dialogue, which discussed all aspects of bilateral relations. To enhance US investment in Bangladesh, Dhaka will have to work more. newly appointed US Ambassador to Dhaka Peter Haas praised Bangladesh’s contribution in promoting peace and prosperity in the Indo-Pacific region recently, saying the USA wished to work with Bangladesh to achieve their common goals. “Bangladesh and the US have opposing but remarkably similar views for the Indo-Pacific area. We can– and do– collaborate to enhance areas where our visions intersect,” he remarked. Bangladesh and the USA can “move faster together” in expanding trade and investment connections, according to Ambassador Haas at an event titled ‘US-Bangladesh Business Forum: Building on 50 Years of Friendship’ held in Dhaka on May 08, hosted by HSBC Bangladesh, in partnership with the US-Bangladesh Business Council (USBBC). During nuland’s visit to Dhaka, she signed a draft defense cooperation agreement, which represents that endeavour. However, Washington may continue to view Dhaka as a regional security partner. The USA now seeks to establish a strategic engagement and relationship with Bangladesh. The USA’s recent increasing attention on democracy and human rights in Bangladesh raises the question of why the US is taking this action now. There are several options. One possibility is that the USA has a larger role for the country in its Indo-Pacific strategy. Bangladesh favours regional peace. Bangladesh still believes in the non-Aligned Movement’s “importance” (nAM). The USA must recognize that Bangladesh is allied with it Bangladesh believes the US sanctions are motivated by geopolitics, while the USA` claims the Rapid Action Battalion is harming the rule of law, human rights, fundamental freedoms, and eco-

nomic prosperity of the Bangladeshi people. Finally, the US sanctions against Bangladesh are nothing more than a South Asian geopolitical plan. Because of China’s overwhelming domination in South Asia, the USA will have no friendly states (except India) in the region. Of course, Bangladesh will be able to help solve this diplomatic dilemma. Bangladesh Prime Minister Sheikh Hasina Wazed has asked the USA to consider Bangladesh a prospective partner for increased trade and investment, claiming that the two nations’ trade volume will double. The prime minister made the remarks during a meeting with the US-Bangladesh Business Council’s inaugural executive business delegation in Dhaka on May 10. While Bangladesh’s top concerns are sanctions and investment, the USA wants to ensure its security in the region. It must maintain its security in the Indo-Pacific area amid the current great power rivalry. In order to accomplish so, the USA plans to sign two defense agreements with Bangladesh: General Security of Military Information Agreement and Acquisition CrossServicing Agreement. Through these accords, the USA hopes to strengthen military ties by enhancing intelligence sharing and exchanging logistical and technological support. Bangladesh should pursue its policies and maintain its soft demands in order to enhance its ‘Mutual Understanding’ with the USA and become a trustworthy ally. Because the USA is Bangladesh’s single largest export market for ready-made garments, accounting for 83 percent of total exports. The USA was also Bangladesh’s top source of foreign direct investment ($3.5 billion in 2019). Bangladesh should retain strong connections with the USA for two reasons: 1) investment and 2) the Rohingya Crisis. In the Partnership Dialogue, Bangladesh had followed the strategy. According to the most recent data, there are 213,372 Bangladeshis living in the USA, contributing to the country’s economy. Last but not least, through numerous scholarship and study programmes, the USA has made important contributions to Bangladesh’s knowledge space. Both countries have been showing signs of progress for some time, with Bangladesh establishing human rights cells and sending out human rights reports. At the same time, the USA has reaffirmed its commitment to working with Bangladesh to improve the country’s human rights situation. Bangladeshi garments are primarily exported to the USA. Bangladesh supports the US Indo-Pacific strategy of freedom and openness. Bangladesh requires the USA for its development. It’s worth noting that Bangladesh aspires to be a South Asian economic miracle. Its financial success is now commendable. As a result, it is dependent on the USA and the eU to maintain the current rate of rapid economic growth. Bangladesh is not a threat to the USA. Bangladesh is a firm believer in international friendship. Bangladesh may be one of the trusted allies of the USA in the region.

IT is with extreme concern and love for animals that I write to you this letter. I have always been fond of animals especially lions alongside many others. Seeing such wild animals who are supposed to be free in jungles, is sad, dying alone in cages with no proper food and medical care at all. It is not just in zoos that we find such animals, various thugs in Pakistan consider keeping and controlling lions as a symbol of elitism. The owners who keep them, find amusement in torturing such beautiful wild species thinking that controlling the king of the jungle would make them the king of this country. Alas! They have all forgotten how much it is prohibited in Islam to torture an animal unjustly and how rewarding it is to help an animal in need. Also, for the last two years, I actively observed and sometimes helped several stray dogs and abandoned puppies all on my own. I’ve observed that there is a stigma and taboo associated with dogs in our country. It is so bad that even a four-year-old wouldn’t miss a chance to shoo them away with multiple stones in hand. Having said that, I am not denying the idea of selfdefence or Islamic rulings on keeping a pet dog but I do believe that Islam doesn’t promote cruelty either. Moreover, on the other side, families here have made it a business of owning breed dogs like German Shepherds or Labrador retrievers. After mating them, they carry out sale of their puppies at high prices later on. This excessive breeding is done without thinking that giving birth to six-six puppies twice a year can be extremely exhausting for the female dog too, in turn making her more aggressive in the coming years. If the dog continues to behave that way, the owners simply abandon them which in turn increases the risks of a dog bite to manifolds. It tears my soul each time I see such cruelty to animals, but unfortunately, like many others, I am not a rich girl with many resources who could take any action and help these animals in need. However, I just want to request the government of Pakistan to take legal actions against such culprits by cancelling their licenses and putting heavy fines on them that later can be donated to people working for stray animals. I also urge our respective bodies to draft proper regulations in favour of stray animals, against the domestication of wild animals and animal cruelty. Lastly, to all the citizens of Pakistan, in these extreme heat waves in South Asia, put fresh waters on your balconies, roofs, and outside your homes. Please don’t throw stones or unnecessary irritate street dogs, feed them a few biscuits and stay safe from dog bites. Animal welfare is a responsibility that is not just restricted to governments but all humans as well. Live-Court THe Islamabad High Judicial recently decided to record and live-stream court proceedings. It was made clear, however, that such an option would be available only after consultation with the appropriate people. In addition, the court established an e-committee to draught guidelines for live-streaming court hearings. High Court judges, Pakistan Bar Council and Islamabad Bar Association delegates, and high court press reporters will make up the committee. In a nutshell, the initiative in question can act as a link between the public and the judiciary, so increasing public trust, credibility, and confidence. In today’s world, the judiciary is accustomed to talking through its decisions and depending on third-party interlocutors to defend itself, such as court reporters and the media. However, it may be time to abandon this strategy in favour of a more straightforward one. Targeting state institutions VICe President Richard nixon and Al Gore famously conceded controversial US Presidential elections in 1960 and 2000 respectively despite significant voter fraud in Illinois and Florida. Atal Bihari Vajpayee lost a motion of no confidence by a single vote in Lok Sabha, the Indian parliament but managed to come back strongly in 1998. By deliberately confronting state institutions, Imran Khan is acting like a petulant child, he has a chance to go back to the masses and win the election, as nixon did in 1968 or Vajpayee managed to come back in 1998. Carefully orchestrated street agitation, refusal to accept decisions and criticism on social media platforms will harm PTI politics in the long run. even their 2014 sit-in dharna was ultimately unsuccessful. Current agitation politics of PTI gives an impression that party officials are looking for one-party rule in the country. Genuine democracies do not work this way. Publicly slamming US or the West is portraying the image of Pakistan as Iran of the late 1970’s or early 80’s. It appears our country has not learnt any lesson from the PnA movement of 1977 against Bhutto. Phyyric victory it was, as all involved in the PnA movement had to wait for 8 years instead of 90 days for the next general election. IndIa’s exPorT shock exacerbaTes a gLobaL food crIsIs

ELL, that was an abrupt and unwelcome U-turn. a month ago India was boasting it would combat the gathering international food crisis by releasing some of its bounteous wheat stocks on world markets. Last saturday Narendra Modi’s government downgraded its ambitions from feeding the world to just feeding India, announcing an export ban on wheat after sudden heatwaves pushed down forecast domestic production and drove up prices. With Ukrainian wheat production expected to fall by a third this year and Russia seizing Ukrainian grain and destroying its farms, the risk of the food crisis spiralling out of control just went up another notch.

HE truth will have its day.” although 107,000 of the Vote Counting Machines (VCMs) performed flawlessly, during the early hours of voting on May 9, media focused its attention on the 200 or only 0.0018 percent of the total number of VCMs that were reporting issues. the juicy story of the failing VCMs gathered momentum on social media just as most negative stories do. However, another more interesting story passed seemingly unnoticed. Faced with the choice between going home or waiting for the machines to start working, voters were refusing to surrender their ballots to poll workers. they preferred to wait as long as it was necessary until they could feed the VCM with their marked ballot themselves. the real story here speaks of an electorate that has come to appreciate the vote counting machines and the automated Election system (aEs). Memories of a distant past, when voters went home without knowing if their vote would be tallied, may have played a role. With the May 9 election already in the rear mirror, it’s important to reflect on the evolution of election administration in the Philippines. Despite the media noise, amplified by diligent citizens reporting on social media any minor issue, the truth is that the deployment of the aEs continues to improve with each election. Vote after vote, the learning curve is leading to greater efficiency and transparency. In these 2022 general elections, 99.9982 percent of the VCMs performed flawlessly. Results were published online shortly after polls close. On election night, transmission reached more than 85 percent of election returns, a remarkable feat that puts the Philippines in a league of its own in the region. the evolution of election administration in the country is unquestionable, no matter what key performance indicator is measured. statistics teach us that two data points are not a trend. the successful completion of our fifth national election is an unequivocal confirmation that automation has drastically transformed Philippine elections. Historically, Philippine elections were marred

with fraud. For years, the country struggled to conduct free and fair elections. Each new election cycle was marked by electoral violence, contested results, a slow vote count, and widespread distrust. after monitoring an election in 2004, the International Foundation for Election systems wrote: “the Philippine elections are marred by allegations of cheating and fraud. this fundamentally undermines not only the credibility of election administration, but also the legitimacy of the elected institutions of the state.” the aEs has drastically improved election administration in the Philippines since it was first implemented in 2010. Vote after vote, with faster election results, and an accurate, transparent count has enabled Filipinos to trust their elections. this is probably why, according to a Pulse asia survey conducted after the previous national election, 9 in 10 voters want their future elections automated. 2010 marked a turning point. From that election on, the country has consistently improved all election metrics. the 2022 election, with results available on election night and peaceful acceptance of results by the overwhelming majority of candidates will mark yet a new, positive milestone in the history of Philippine elections. We got this statement from akbayan partylist last May 10 via email and want to share this with our readers for what it’s worth: “the Commission on Elections (Comelec) en banc’s decision to deny the disqualification petition that we filed against Bongbong Marcos Jr. is a catastrophe for the country’s electoral democracy. It is both a colossal and institutional failure on the part of the Comelec to safeguard our electoral system from an unqualified candidate, a plunderer and convicted tax evader. It has undermined to the core the sanctity and integrity of our elections by throwing established rules out the window, and opening the doors wide open for all corrupt and criminal politician-wannabes to make a mockery of our electoral exercise. “While the decision is expected, its massive repercussions on our democracy cannot be discounted. What started as an opportunity for the Comelec to uphold our election laws and strengthen our institutions has ended in a twisted tale of farce. the penalty for tax evasion is perpetual disqualification. this is as clear as day. all the Comelec had to do was follow through. Instead, the Comelec has failed the test of integrity and consistency. “this setback does not discourage us however. In fact, it strengthens our resolve and conviction to move forward. there are other legal paths open to us. “akbayan will appeal this case to the supreme Court. We will pursue this case to its logical and just conclusion. We know that the law is on our side. We will not allow Marcos Jr. to sleep soundly. For there can be no rest for the wicked. and if the lessons of history have taught us anything, it is that the moral arc of the universe bends towards justice. all liars are exposed eventually, and the truth will have its day.”

bad harvests, including in the southern Us states, mean that the wheat stocks held by the biggest global exporters are at their lowest in a decade. In India’s case, it wasn’t just bad luck with the harvest. the problem has arisen from a complex and inefficient way of distributing wheat, which is bought by a government agency, the Food Corporation of India, and sold on at subsidised rates or added to public stocks. there’s actually been plenty of wheat in the country, but mismanagement of procurement has left the FCI suddenly scrambling to meet its needs. as ever, global problems stem from domestic ones, and frequently from political choice rather than economic inevitability. Food crises aren’t usually about an overall lack of food. they’re about the inability of the authorities to get it to where it’s needed, usually through some combination of lack of

data, poor policy and neglect. a while back I wrote about Modi saying India wasn’t allowed to export wheat to resolve the crisis because the World trade Organization told it not to. this was a slight exaggeration on his part, but it’s true there are WtO rules against countries inefficiently subsidising farmers with high fixed prices and dumping the food cheaply abroad. Rules stopping cheap food reaching world markets may look odd, but this weekend’s news from India shows their longterm benefits. It’s not sensible to let food-importing countries become dependent on subsidised and dumped exports that can suddenly be turned off at source. the world needs some more efficient large-scale food producers who systematically and reliably prioritise exports, and so far it doesn’t have enough. there is still distressingly little sense of a well-planned response to the food crisis, either internationally or through the actions of individual countries. there’s lots of talk about co-ordinated action, but India’s sudden change of tack shows how hard it is to make plans stick.

ast week, adarna House – a publisher of children’s books in the Philippines – posted on social media about a discount it was offering: 20% off on a #Neveragain book bundle. the selection includes Ito ang Diktadura, the tagalog translation of Equipo Plantel’s así es la Dictadura, or this is a Dictatorship. the book was originally published in spain when the country was transitioning from the Franco regime. What seems like a mundane moment of online marketing was in fact a significant political act. two days before the sale, Ferdinand “Bongbong” Marcos, the son and namesake of the late dictator, won the Philippines’ presidential election by a landslide. Marcos sr was one of the dictators identified in the children’s book, alongside others such as Nicolae Ceaușescu, Idi amin and Pol Pot. Under Marcos’s two-decade rule, thousands were killed, tortured and “disappeared”. the Philippines became a kleptocracy as the Marcos family and their cronies plundered up to Us $10bn. In 1986, the Philippines decided that time was up for the Marcoses. a peaceful mass uprising forced the family into exile in Hawaii. Democratic institutions were rebuilt, albeit slowly and imperfectly. But in 2022, the nation seems to have changed its mind. Marcos Jr was a consistent frontrunner in the presidential campaign. His victory was expected. there are various factors that contribute to the Marcoses’ political comeback. some argue that this started more than 30 years ago, when the Marcos family was allowed to return to the Philippines from exile. since then, they have been normalised as part of the Philippines’ political life. Imelda Marcos ran for and lost the presidency twice but won a congressional seat in her home town. the Marcos children, Bongbong and Imee, also won seats in congress and the senate. Lifestyle magazines and talkshows glamourised the family, instead of ostracising them. a magazine called Metro put Bongbong on their anniversary issue’s cover page in 1990 next to the words, “the best and the brightest”. For Imee’s 60th birthday in 2015, she posed for the cover of the Philippine tatler’s fashion issue wearing a gown in blood red. this glamourising has gone into overdrive during the last 10 years. Media studies scholars tracked the sharp increase of Youtube channels that portrayed the Marcos

legacy as the building of bridges, hospitals, cultural centres and windmills, which made the Philippines the envy of the world, without any mention of the alleged corruption and massive debts that this “edifice complex” incurred. stories about the source of the Marcos wealth have also gone viral on tiktok. according to a pro-Marcos theory, Marcos sr, a lawyer, received payment for his legal work in gold bars – thus explaining away the source of the family’s wealth. Marcos Jr himself is active on social media – so active that he refused to take part in any debate and press conferences during the campaign. He said he preferred to talk directly to the people, often through his vlogs which showed him and his family living their best lives. tiktok influencers portrayed his son sandro as a heartthrob worthy of a Korean drama. “Family rebranding” is how a Cambridge analytica whistleblower described the memo from the Marcos family when they reportedly requested their services. (the Marcos family denied that these reports were accurate.) adarna House’s book bundle is one of the many ways publishers, historians, teachers, researchers and journalists are pushing back against the now prevailing narrative that the Marcos era was a golden age. two days into the Marcos presidency, there have been calls to digitise and protect the historical archives that document the atrocities and plunder committed by the regime. artists and celebrities have also pushed back on tiktok with videos that counter the revisionism. But this will be an uphill battle. already, the national taskforce founded to counter “communist insurgency” called out adarna House for “radicalising” young children. Before the election, independent bookstores that carried literature critical of the dictatorship were vandalised with anticommunist graffiti. One of Marcos Jr’s first cabinet appointments has been to put his running mate, sara Duterte, at the department of education. Duterte is the daughter of the incumbent president, Rodrigo Duterte, whose brutal drug war prompted the international criminal court to approve an investigation into crimes against humanity – this was paused last year at the request of the government. Rodrigo Duterte’s spokesperson has said that any deaths were due to a “legitimate police exercise”. Educators wonder what kind of human rights education will be conveyed to young Filipinos in the years ahead. social media will also be a challenging field for dissent, for opposition voices have been constantly harassed on various platforms by an army of trolls. the experience of Marcos Jr’s main opponent, vice-president Leni Robredo, is exemplary. throughout her campaign, tiktok was flooded with spliced videos that portrayed her as dumb and incoherent. these attacks are consequential, for they send a signal to all critics that they too could go viral for the wrong reasons. the return of the Marcoses is a warning to the world. their return to the political centre stage did not happen overnight. Ke awards 500/220 KV KKi grid station contract for 4th interconnection with national grid KARACHI: In another milestone towards securing Karachi’s energy future, KE has awarded the EPC contract for the construction of 500/220 kV KANUPP - K-Electric Interconnection (KKI) Grid to Siemens (Pakistan) Engineering Company Limited. The signing ceremony between Siemens and K-Electric was held at KE’s Head Office. KKI Grid will be the addition of fourth interconnection in KE’s network following the existing NKI and KDA Grids and the upcoming Dhabeji Interconnection. The estimated value of the EPC contract is around USD 84 Million. KE had also entered into agreement in February 2022 for the construction of a 220 kV double circuit transmission line for evacuation of power from the KKI Grid. The KKI Interconnection, will enable KE to off-take 500 to 800 megawatts (MW) of electricity from the National Grid from summer of 2024 (evacuation capacity of KKI Grid is more than 1000 MVA). Additionally, the infrastructure enhancement will improve system stability and reliability for consumers. As per NEPRA’s State of Industry Report 2021, KE registered a sales growth of 25% among its industrial consumers in 2021, almost 11 percentage points higher than the rest of the country. Coupled with sustained investment of over PKR 430 billion since privatization, Karachi’s appetite for energy is increasing at a rapid pace. NDIA’S top court on Wednesday ordered the release of a man jailed over the assassination of former prime minister Rajiv Gandhi, more than 30 years after he was first arrested. A bench headed by Justice L. Nageswara Rao invoked extraordinary powers to grant relief to A.G. Perarivalan, 50, who was already granted parole in March. Perarivalan was convicted for supplying batteries used in a bomb that killed Gandhi in the southern state of Tamil Nadu on May 21,

1991. The bombing was carried out by the Liberation Tigers of Tamil Eelam (LTTE), a Sri Lankan armed separatist group. Gandhi’s killing by a suicide bomber was seen as retaliation for a 1987 Indian government pact with Sri Lanka to disarm the Tamil guerrillas. India later withdrew troops deployed to the island country after losing 1,200 of them at the hands of the rebels. Perarivalan, who was arrested in 1991 and was 19 at the time of the assassination, was first sentenced to death, but later had his punishment commuted to a life sentence.

His case was mired in legal wranglings since he filed a mercy petition in 2015 between the state and the central government. Tamil Nadu’s governor passed the decision on the plea to India’s president, but the Supreme Court ruled that this did not have “constitutional value” and invoked special powers to order Perarivalan’s release. Six others are still in jail serving life sentences in the case. Rajiv Gandhi became India’s youngest-ever leader after his mother, Prime Minister Indira Gandhi, was assassinated in October 1984. He ruled until losing an election five years later.

Pentagon probe rejects claims US covered up civilian deaths in Syrian airstrike WaSHinGTOn AFP

A US military investigation found that American troops did not violate the law of war or deliberately cause civilian casualties in a 2019 airstrike in Syria that killed dozens of people, including women and children. It did find that the military committed procedural mistakes in the aftermath of the attack. The Pentagon said Tuesday that no one, including the ground force commander, was disciplined as a result of the strike, which was launched in support of Syrian partner forces who were under heavy fire from the so-called Islamic State group near the town of Baghuz, in eastern Syria. Defence Secretary Lloyd Austin, who ordered a new review of the airstrike last November, said he was “disappointed” with deficiencies in the handling of the initial review of the operation, which missed deadlines and led to delays in reporting to Congress and the public about civilian casualties. “The process contributed to a perception that the Department was not committed to transparency and was not taking the incident seriously – a perception that could have been prevented by a timely review and a clear explication of the circumstances surrounding the strike,” Austin said in a memo released Tuesday. The investigation comes amid new scrutiny on the US military for strikes that cause innocent deaths. And it has all prompted Austin to order the department to create a new “Civilian Harm Mitigation and Response Action Plan” to better prevent civilian deaths in military operations. He

also ordered Army Gen. Michael Garrett, currently the head of US Army Forces Command, to do an independent review of the Baghuz strike. Late last year, another independent review concluded that a US drone strike that killed innocent Kabul civilians and children in the final days of the Afghanistan war was not caused by misconduct or negligence. It found breakdowns in communication and in the process of identifying and confirming the target of the bombing. The strike killed a longtime employee of an American humanitarian organization and nine of his family members, including seven children. The US has promised to pay financial

reparations to the family, and potentially get them out of Afghanistan, but none of that has happened yet. In the Tuesday memo, Austin directed department leaders to meet deadlines in reporting civilian casualties, conduct thorough reviews, and reinforce the importance of the procedures to commanders across the force. US firearms makers produced over 139 million guns for the commercial market over the two decades from 2000, including 11.3 million in 2020 alone, according to a new government report. Another 71 million firearms were imported in the same period — compared to just 7.5 million exported — underscoring how the country is literally swimming in personal weapons that have stoked a surge in gun violence, murders and suicides, according to the Justice Department report. The report shows that while Americans have made favourites of semi-automatic assault rifles seen in many mass shootings, they have bought en masse the increasingly cheap, easy-to-use and accurate semi-automatic 9 mm pistols like those that most police now use. And, the report shows, authorities face a surge in unregistered “ghost guns” made at home with parts that can be bought online and produced with a 3-D printer, and pistols and short-barrelled rifles that are as powerful and lethal as the semi-automatic assault rifles used in mass shootings. “We can only address the current rise in violence if we have the best available information and use the most effective tools and research to fuel our efforts,” said Deputy Attorney General Lisa Monaco. “This report is an important step in that direction. The Department will continue to gather the data neces-

sary to tailor our approach to the most significant drivers of gun violence and take shooters off the streets.” The report came out after a shocking weekend showed how the vast surplus of guns has made its mark on US society. In Buffalo, New York an 18-year-old white man

driven by racist hate used an assault rifle to murder 10 African Americans; in Laguna Woods, California a man shot five people in a church frequented by Taiwanese with a 9 mm pistol; and in Milwaukee, Wisconsin, more than 20 people were wounded in shootings in one evening in the downtown entertainment district.

Last week, the Centers for Disease Control and Prevention said the number of gun deaths in the United States underwent a “historic” increase in 2020. The US racked up 19,350 firearm homicides in 2020, up nearly 35 percent over 2019, and 24,245 gun suicides, up 1.5 percent. The firearm homicide rate stood at 6.1 per 100,000 inhabitants in 2020, the highest for more than 25 years. The CDC said the rise might be blamed in part by the stresses of the Covid-19 pandemic and poverty. The gun industry has rocketed in two decades. In 2000, there were 2,222 registered active manufacturers. By 2020, the number hit 16,963. Annual commercial gun production likewise surged: 3.9 million in 2000, hitting 11.3 million 20 years later. But that was down from the peak of 11.9 million in 2016. Of those sold in 2020, almost exactly half were pistols, doubling their share of the market since 2000: the year 2020 saw 5.5 million pistols, and nearly a million revolvers, enter circulation. Firearms made by official manufacturers must have serial numbers that allow them to be traced by law enforcement. But officials are increasingly worried about homemade “ghost guns” that have no such markings and are increasingly found in crimes. In 2021, the report said, officials recovered 19,244 such guns, compared to just 1,758 five years earlier. The new report was the first in a four-volume study of gun markets and illegal trafficking.

A decision on the new host of the 2023 Asian Cup will be made by the Asian Football Confederation’s executive committee following China’s decision to relinquish their rights to the tournament on Saturday. The AFC’s congress voted in favour on Wednesday of a proposal to allow the decision-making body to appoint the replacement after China withdrew from hosting the quadrennial competition due to the ongoing impact of the Covid-19 pandemic. The Chinese had been due to organise the tournament next June and July but the country’s continuing efforts to follow a zero-Covid policy has resulted in the 24-team competition moving elsewhere.

Delegates at the congress, which was held online and chaired from Bahrain by AFC general secretary Windsor John, voted overwhelmingly in favour of giving up their right to decide the replacement host. The proposal from the executive committee, which was passed with 42 out of 45 members associations voting in favour, stated the AFC congress should no longer take the final decision. Instead, the confederation’s administration will define the terms and requirements of the bidding process to find a replacement host and submit a report to allow the executive committee to make a final decision. No timeline was given for the decision and the next executive committee meeting has yet to be scheduled. The move comes after the Japan Football Association revealed it has been

Foreign Minister Bilawal Bhutto Zardari on Wednesday held a meeting with US Secretary of State Antony Blinken in New York and discussed bilateral relations and global and regional issues. Former Prime Minister Imran Khan on Wednesday said the families of army personnel will also take part in his upcoming march to Islamabad to remove the “imported government that came to power through a US-backed conspiracy”. Addressing a huge public meeting here in Gujranwala, Imran said the police will also help you [in getting to Islamabad]. “They will send their family members with you and government employees will [do the same] as well. And I know my army’s families will also come with us to Islamabad,” he added. Imran said he would unveil the date of his long march during a rally in Multan on May 20 (Friday). The PTI chief hoped he would win the “fight for real independence in Islamabad this month”. Imran Khan said that he neither bowed before anyone in a servile manner nor will let the people of Pakistan do that. Khan commented on his ouster and said that the office of the prime minister had no value before his eyes. The former premier — while referring to the no-confidence motion that ousted him from power — said that the country’s biggest thieves were brought together to overthrow an elected government through a “foreign conspiracy”.

He reiterated that he was calling the nation to march toward Islamabad to thwart the foreign conspiracy and to fight for the real freedom of Pakistan. Praising his government and shedding light on the ongoing economic turmoil in the country, the PTI chairman said that there was a significant increase in exports during his tenure. “During the last nine months, the country’s exports increased by 26%,” he maintained. Khan said that his government reduced petrol prices and also the prices of “Fazlur

Rehman (diesel)”, adding that the government provided relief to the masses when the inflation was rising globally. He also said that his government helped the farmers and they benefitted the most during the two years of the PTI government. “During the COVID-19 pandemic, our country prospered with the increase in the employment rate,” he said, adding that these thieves ousted our government when our country was heading towards its betterment. Commenting about PPP Co-chairman Asif Ali Zardari, Khan said that he is happy that everyone is abusing the PML-N. “He is present at the Centre, ruling Sindh, making money while the people are abusing PM Shehbaz and PML-N,” he said. Berating the Sharif brothers, the PTI chairman said: “Shehbaz Sharif is asking what to do after becoming the prime minister. He said that inflation is rising and foreign exchange is tumbling. The two brothers (Shehbaz and Nawaz Sharif) are now trapped and they are wondering what to do.” He said that PM Shehbaz thought he would save himself from the Federal Investigation Bureau (FIA) after becoming the prime minister. He warned the PM that he will recover all the money from him and send him to jail. Khan thanked the Supreme Court for serving justice to those “who sold their consciences (turncoats).”
