a session of the national assembly to deliberate on the no-trust motion moved against the prime minister by the multi-party Pakistan democratic movement (Pdm) alliance of unified opposition was adjourned after the tabling of the motion. national assembly opposition leader shehbaz sharif, who is also the president of Pakistan muslim leaguenawaz (Pml-n), tabled the motion in the session which was presided over by deputy speaker Qasim khan suri. national assembly speaker asad Qaiser summoned the session, the 42nd meeting of the current legislative assembly, at 4:00 pm, a notification issued from the house secretariat said. the motion seeking the ouster of imran khan was submitted to the office of the speaker on march 8. it accused him of mismanaging the economy and poor governance in the toughest challenge he has faced since taking power in 2018. according to article 54 of the Constitution, once a session of the national assembly has been requisitioned with signatures of at least 25 percent of the mPs on it, the speaker has a maximum of two weeks to do the same. therefore, Qaiser had to call the house in session by march 22. instead, the session began on march 25 but the speaker adjourned the motion until today. addressing a press conference on sunday, minister for interior sheikh rasheed ahmed said the voting on the motion will take place on april 4 if Qaiser allowed its tabling on monday (today), hinting the government could further delay the process to buy time for the prime minister to muster support after a spate of defections from his party. last week, the opposition parties termed the conduct of Qaiser “partisan” and demanded that he should not preside over the session on the fateful day of voting.

he finance ministry maintained that domestic political conditions can not only further hamper the positive outlook of Pakistan’s economy but also aggravate the macroeconomic imbalances. The finance ministry stated in its monthly Economic Update and Outlook March 2022 that Pakistan’s economic performance remained

strong and is still on a trajectory compatible with an economic growth target of around 5 per cent in the current fiscal year and if this trend continues in the next months, economic growth will be driven primarily by the expansion of manufacturing capacity. It also stated that inflation and the current account deficit are still under pressure and the government is taking measures to limit as much as possible further increases in the cost of living in the coming months.

Over 60pc loans given to textile sector, businesses: Reza Baqir MonItoRIng RepoRt State Bank of Pakistan (SBP) Governor Reza Baqir said that in order to improve exports the central bank has disbursed its 60 per cent loans to the textile and other key sectors, according to a media report. The SBP governor said that the exports could be improved through valueaddition and they have lured the investors in the country through multiple incentives for local production. “The SBP is also giving incentives to the commercial banks while we are also giving away loans for business development,” he said. In addition to the measures taken for development of textile sector in the country, Reza Baqir said that 60 per cent of the loans disbursed by the central bank have gone to textile and other sectors. “Loans were given on priority for small businesses,” he said and added that there are multiple opportunities for promoting exports in Pakistan, there is a need to take advantage of them. It is pertinent to mention that Pakistan’s textile exports have reached new heights after they reached Rs1.55 billion in January 2022, the highest ever exports from the sector in a month. “Pakistan has already left behind India and Bangladesh in the export of textile goods to the United States and European countries,” said Senator Faisal Javed.

Govt completes 19 reforms under capital market development program StAff RepoRt Federal Minister for Economic Affairs Omar Ayub Khan witnessed the signing ceremony of the Capital Market Development Program (Subprogram 2) amounting to $300 million between the Economic Affairs Division and Asian Development Bank (ADB). The objective of the program is to strengthen market stability, enhance market facilitation, enhance supply-based measures and improve demand-based measures for capital market development. It will help develop Pakistan’s capital markets, promote private investment in the country, and mobilize domestic resources to finance sustainable growth. As per the details, Pakistan has successfully completed 19 prior policy actions under the Capital Market Development Program (Subprogram 2). These include market stability strengthened, market facilitation enhanced, supply measures enhanced, facilitate and expand the issuance of sovereign sukuks, facilitate listing of SOEs on the PSX to broaden and deepen the capital markets, promote the introduction of alternative asset classes, such as exchange-traded funds, options, futures, and sharia-compliant (compliant with Islamic principles) products; and issuing a framework for women entrepreneur bonds whose proceeds will help finance SMEs owned or led by women as well as demand measures enhanced. The Minister for Economic Affairs acknowledged the ADB’s continued assistance to the government of Pakistan. It was further highlighted that Pakistan has recently completed various reforms under ADB’s technical and financial assistance including Trade & Competitiveness Program ($800 million), energy sector reforms and financial sustainability program ($600 million) and capital market development program ($600 million). The Minister expressed that the government is also committed to introduce reforms in other areas such as domestic resource mobilization, climate change and public-private partnerships. Domestic resource mobilization would help the government to create fiscal space through enhanced revenue collection and overcome the challenge of fiscal deficit. The minister further stressed on using digital tools for effective project management and monitoring. At present, 37 ADBfunded development projects amounting to $7.9 billion are under implementation across the country in energy, road and transport, agriculture, urban infrastructure and social sector. During the current fiscal year, ADB has disbursed over $1.1 billion for various development projects and programs.

Moreover, the government measures designed to stimulate exports and discourage unnecessary imports are expected to contribute to constrain current account deficit. The monthly report mentioned that the production of wheat is expected to be near the allocated target of 28.9 million tons with improved inputs availability of seeds and pesticides, irrigation water and increased agriculture credit disbursement. Additionally, the government has increased the wheat

support price from Rs1,950 to Rs2,200 per 40 kg. Similarly, the Large Scale Manifesting side, during July to January FY 2022, was recorded at 7.6 per cent against 1.8 per cent last year with car production and sales increased by 61.6 per cent and 57.5 per cent, respectively. The ministry of finance said that remittances have increased to $20.1billion in the first eight months which was $18.7 billion from July to February 2022.

In addition, exports have recorded $20.6 billion (28 per cent increase) whereas imports surged to $47.9 billion in eight months. Whereas, the current account deficit (CAD) recorded $12.1billion from July to February. The report states that the total foreign investment including FDI as well as portfolio investment surged to $1.8 billion comparable to $799 million in eight months of last year. FBR revenue was recorded Rs3,802 billion whereas non-tax revenue and

PSDP witnessed declines by 16 per cent and 21 per cent respectively in the first eight months. On the other hand, the fiscal deficit also surged to Rs1862 billion comparable to Rs1309 billion from July 2021 to February 2022. The agriculture credit also witnessed an increase by 3.6 per cent to Rs835 billion, credit to private sector Rs873.3 billion, policy rate 9.75 per cent, CPI 12.2 per cent, large scale manufacturing 8.2 per cent.

MPCL starts gas supply from Goru-B reservoir at Ghotki StAff RepoRt Mari Petroleum Company Limited (MPCL) on Monday announced the commencement of the first supply of gas from the Tipu compartment of “Goru-B” reservoir located in Ghotki district of Sindh province. According to MPCL, initially, approximately 20 mmscfd of pipeline quality gas will be supplied to Sui Northern Gas Pipelines Limited (SNGPL) after processing at MPCL’s newly constructed Sachal Gas Processing Complex (SGPC) via a newly built 25km long cross country gas transmission pipeline. Construction and commissioning activities of the remaining phases of the project are progressing to bring additional 90 mmscfd of gas volumes into SNGPL network during the course of the current year, said the MPCL. “Mari Petroleum Company Limited (MPCL)is pleased to announce the commencement of first gas from the Tipu compartment of “Goru-B” reservoir

and gas production from a newly constructed Sachal Gas Processing Complex – (formerly known as GTH Gas Processing Facilities),” reads the statement MPCL issued on Monday. As per details, MPCL made a new significant discovery of gas in 2017, after its recent exploratory efforts at the Tipu-1 exploration well drilled in the Mari Drilling and Production (D&P) lease area in Ghotki. This well was spudin on July 5, 2017 and is 3,944 metres in depth. It was drilled with the objectives to test the hydrocarbon potential of the northern compartment at the lower GoruB sand level and assess the hydrocarbon potential of Semberas — a probable shale/tight gas potential. According to sources, with the commencement of gas supply from the Tipu compartment of “Gory B” reservoir located in Ghotki will help control the gas shortage of the country while this supply of gas will also be made to the industries by injecting the cheaper local gas into the gas distribution system. The price of imported Liquefied

Natural Gas (LNG) has been witnessing an upward trend in the international market and at present it is available at $30-35 per million cubic feet per day (mmcfd) while the price of local gas is at $3-4 per mmcfd, said sources. “The gas will be supplied via MPCL’s newly constructed 25km long gas transmission pipeline while the construction and commissioning activities of the remaining phases of the project are progressing satisfactorily and are expected to be completed this year,” said the sources. Faheem Haider, Managing Director and CEO of MPCL, in a statement issued on Monday, said that after commencing the gas supply of up to 40 mmscfd of undrawn volumes of HRL reservoir to SNGPL in June 2021, this is another major milestone for the company which demonstrates our commitment to enhance country’s indigenous gas production. He also said that the connectivity of Mari field with the SNGPL network via MPCL’s own transmission pipeline is a major

achievement for the company that will go a long way in providing flexibility and maximising gas production from the single largest gas field in the country. Waqar Malik, Chairman MPCL Board of Directors appreciated the operational excellence demonstrated by the company in the implementation of the project and expressed that once completed, the project will be a major milestone in the company’s history and bring approximately 6 per cent increase in indigenous gas supply. It is pertinent to mention that MPCL is the operator of Mari D&P lease area with 100 per cent working interest share and is highly encouraged by the positive results of said seismic data that has identified additional new prospects at different reservoir levels, which it plans to drill in the next two to three years to chase the significant additional hydrocarbons in the area. Mari Petroleum operates seven D&P leases, has 11 exploration licenses, joint venture interest shares in six other exploration blocks, and four D&P leases.

Terming next 72 hours crucial, Minister for Interior Sheikh Rasheed Ahmed on Monday said the outcome of the no-confidence motion against the prime minister would be clear by March 31. Addressing a press conference in Islamabad, the minister said the real game would start tomorrow (Tuesday) and everything would be crystal clear in the next 72 hours. “Imran Khan would play the match till the last ball,” he added. If the resolution is tabled in today’s session, then voting will be held on next Monday. However, he said the situation could be changed even in the last hour. Ahmed said he was not aware of the existence of any letter that proved a foreign-funded conspiracy to oust the government as suggested by Khan who told a mammoth rally of his party workers and supporters on Sunday that some foreign powers were trying to bring down his government since he was trying to pursue an independent foreign policy. The prime minister said he had been threatened “in writing,” and that he was also in possession of a letter that could be used to substantiate his claim. Ahmed lamented the fact that no government in

Pakistan has ever been allowed to complete its term in Pakistan. The minister also refuted the notion he was a spokesperson for state institutions. “I’m not a mouthpiece of those or any institution for that matter.” He reiterated he stood firmly behind Khan whether the prime minister remained in power or not. Sunday’s mammoth public gathering of the ruling party opened the eyes of the people and the political career of Khan was not going to end anytime soon, he added. He said Khan had proved his popularity amongst the public through the gathering. The minister lauded the PM for announcing the Leh drain project for Rawalpindi. He said the opposition had to bring 172 MPs for the no-confidence motion against the prime minister on the day of voting. Regarding the Pakistan Muslim League-Nawaz (PML-N) rally, he said the opposition party had failed to attract crowds despite crossing through various cities. A no-objection certification (NOC) had already been issued to PML-N for holding a rally in Islamabad tonight, he added. He said full security would be provided to the PMLN rally like provided to Pakistan Tehreek-i-Insaaf (PTI) and Jamiat Ulema-e-Islam-Fazl (JUI-F) power shows. The JUI-F does not have the NOC to hold today’s rally and show causes notices have been served on its

leadership for violation, he added. He said PML-N leadership was coming to address a gathering of clerics and they would be guest actors. As per the directions of the Supreme Court, no one would be allowed to stage sit-in the capital, he added. To a question, he said only bold and courageous leadership of economically weak country could devise an independent foreign policy. After the opposition submitted the no-trust motion against the PM on March 8, many of the premier’s celebrity supporters professed their loyalty towards him. While some took to Instagram and Twitter to share their views, others like actors Haroon Shahid and Ahmed Ali Butt showed their support on-ground at Pakistan Tehreek-i-Insaf’s (PTI) mega rally that was held in Islamabad on March 27. Actor Adnan Siddiqui took to Twitter to call Khan a “mass leader”, saying that people’s love for him was proof of this. He also requested those playing “dirty politics” to let Khan complete his term before writing him off. Actor Mahira Khan tweeted in favour of the prime minister as well. Actor Humayun Saeed shared he has been a fan of Khan since his cricketing days and he still “admires his

leadership”. Like Siddiqui, Saeed too wants Khan to have the chance to complete his tenure. Singer Bilal Maqsood believes that Pakistan “needs Imran Khan” for at least 10 more years. “He made one call and they came running and this is not even 1 per cent of the turn out. You cannot dispute the trust, love and faith this nation has for Imran Khan,”

HE Islamabad High Court (IHC) Monday barred the Election Commission of Pakistan (ECP) from taking any punitive action against the prime minister during the hearing of a petition against Imran Khan and his ministers blaming them for violating the election code. Barrister Ali Zafar pleaded with the court to bar the commission from imposing a fine on the prime minister. Justice Aamer Farooq listened to the arguments and asked the ECP to issue a notice in case of any violation of the election code. “Do not take any action except issuing a notice until next hearing,” Justice Farooq directed the body and also asked it not to disqualify or impose a fine on anyone. The high court on April 6 sought further arguments from the parties.

Karachi police chief announces measures to improve prosecution KARACHI: In a bid to improve prosecution in high-profile cases, Karachi Additional Inspector General (AIG) of Police Ghulam Nabi Memon on Monday said the force has divided investigation officers into nine categories. Sharing the details of the reforms, Memon said that now one police officer will pursue only a certain type of cases in order to help him achieve specialisation. For example, “an official working on murder cases will only probe such cases,” he explained. He said that in the first phase, they will work on five categories which included murder, killing or injuries while resisting robbery bids, rape and narcotics cases. “A list of investigation officers will be maintained at the level of the police station,” he said. “The prosecutor general will be apprised regarding a list of officers working on particular cases,” Memon said. Memon further said cases will be prosecuted on a day-to-day basis in model and anti-terrorism courts. He further said CCTV has helped the police in catching the real culprits and crime scene unit has been upgraded to improve evidence collection from the spot including the gathering of CCTV footages from the all angles of the concerned neighbourhood. KP livestock dept makes eﬀort to control poultry prices In order to control the rising poultry rates, the Livestock department has sought financial assistance from the Khyber Pakhtunkhwa (KP) government. According to Livestock Extension Director General Alamzeb Mohmand the price of one day old chickens in KP has now exceeded Rs90 while the price of live chicken is Rs306 per kg. He said due to Lumpy skin disease in Punjab and Sindh, citizens prefer chicken. Alamzeb said that the demand for chicken is likely to decrease during Ramadan while the effect of disease will also decrease in Punjab and Sindh in next two to three weeks after which the price of chicken will stabilize. He said efforts are now being made to increase poultry production in the province and in this context a plan has been launched to revive 1,700 closed poultry farms. He also requested finance, planning and development departments to release additional funds, claiming that 28 poultry farms have been reactivated in the newly merged districts while more than 15 poultry farms in the settled districts will be operational within next one month. Alamzeb said that it has been decided to activate 50 poultry farms in tribal districts and 50 poultry farms in settled districts. The opposition in the Punjab Assembly moved a noconfidence motion seeking the ouster of Chief Minister Usman Buzdar on Monday. 122 lawmakers from the Pakistan Muslim League-Nawaz (PML-N) and seven from the Pakistan Peoples Party (PPP) signed the motion before submitting it to the office of speaker, said Rana Mashhood Ahmad Khan of the PML-N. Signatures of 74 lawmakers are needed to trigger a no-confidence vote in the chief minister, Khan added. He further said 119 MPs demanded Speaker Pervaiz Elahi to convene a session to table the motion which claimed the chief minister has lost the confidence of the House. The former Punjab minister said the opposition had collected signatures for the motion on March 8 when the no-trust move was submitted against the prime minister. “God willing, on the day it will be tabled [for the vote], more than 200 MPs will vote to oust Buzdar,” he said. The 17th assembly of the 371-seat House is dominated by the ruling Pakistan Tehreek-i-Insaf (PTI) party whose government is supported by a coalition of 199 lawmakers. Of these, 184 belong to

the PTI, 10 to Pakistan Muslim League-Quaid (PMLQ), one to lesser-known Pakistan Rah-i-Haq Party (PRHP) and four independents. According to the laws governing the House, the speaker is bound to summon a session within two weeks of the submission of the motion. While reports claiming Buzdar prepared a summary announcing the dissolution of the House emerged over the weekend, Khan said the chief minister “cannot dissolve the assembly once the motion is submitted”. GOVERNMENT VOWS TO FIGHT MOTION: Responding to the motion, Hasaan Khawar, a spokesperson of the government, observed the party has required numbers to win the vote. “We will give a surprise to the opposition in Punjab,” he said in a series of tweets. Khawar also expressed hope the PML-Q and a posse of disgruntled party members led by former party secretary-general Jahangir Tareen will support the government. OReIGN Minister Shah Mahmood Qureshi on Monday said Afghanistan must not be seen through a regional prism, rather as a “shared and collective responsibility”. “Instability in Afghanistan will have negative consequences for the entire world,” he said in his address at a seminar organized by the Centre for Afghanistan, Middle east and Africa (CAMeA) of the Institute of Strategic Studies, an Islamabadbased think tank. The seminar held in collaboration with Friedrich ebert Foundation focused on the situation in Afghanistan, particularly from the perspective of the humanitarian crisis. Qureshi said the emergence of new conflicts did not mean that the world can afford to forget old ones, adding the wounds of 40 years of war and bloodshed in Afghanistan would take a long time to heal. “Failure is not an option. If the world community fails Afghanistan yet again, it will result in a fresh influx of refugees, enhanced space for terrorism, and a rise in drug traffick-

ing,” he said. He hoped that with the help of regional countries and international partners, the Afghan nation could once again rise to become an important country in terms of regional peace and stability, economic trade, and regional connectivity. The foreign minister said since August last year, the interim Afghan government remained embattled with the humanitarian and economic crises, as well as a liquidity crunch, exacerbated by the lack of a functional banking system. He mentioned at the same time the positive aspects mainly internal stability, no civil war, the opening of girls’ schools, and the interim government’s commitment to addressing terrorism. He said Afghanistan currently stood at a critical crossroads as for the first time in over 40 years, there was a single unified dispensation over its entire territory. The foreign minister said over four decades of war and bloodshed were over and there had been a demonstrable decrease in corruption, leading to an increase in revenue. He said there was a hope that Afghanistan had the potential to

move toward a viable and sustainable future. “Therefore, the immediate task that the international community, in general, and regional countries, in particular, need to focus on, is the stabilization of the country,” he said. Qureshi said Pakistan had always advocated consistent engagement with Afghanistan and stressed the importance of delinking humanitarian assistance from political considerations. “Pakistan believes that continued engagement between the interim Afghan government and the international community would help ensure a sustainable and prosperous future for Afghanistan,” he said. He said if the international community repeated its mistakes of the past and abandons Afghanistan, the fallout would not only affect our region but will be felt globally. “Besides the immediate need to avert a humanitarian crisis in Afghanistan, we also have to focus on long-term infrastructure and connectivity projects in Afghanistan,” he said. He said in the long run, Afghanistan had the potential to develop as the trade and energy corri-

The top court has ruled that the Sindh government travelled beyond its authority and encroached upon the mandate of the Minimum Wages Board by issuing a notification of raising the minimum rates of wages for unskilled adult and juvenile workers employed in all industrial/commercial establishments in the province to Rs25,000 per month with effect from July 1, 2021. “Taking into consideration the provisions of the (Sindh Minimum Wages Act, 2015) Act and the objective behind it, we are of the view that the Government travelled beyond its authority to encroach upon the mandate of the Board and issued the Notification without lawful authority,” an eight-page judgment authored by Justice Syed Mansoor Ali Shah said while setting aside the Sindh

The order said, “At the same time, it needs to be said that we are not unmoved by the considerations which urged the Government to issue the Notification. Rather, we do appreciate the concern shown by the Government for the welfare of the workers. However, the revision of minimum wage is to be done according to the policy and mechanism laid down in the Act. The Government cannot go against the provisions of the Act and arrogate to itself the function entrusted to the Board.” The court emphasised that it was concerned with the legality, and not the merits of the decision of the government. “No matter how noble the purpose or

objective be, the Government cannot skirt around the mandate granted by the legislature. “The Act makes the Government responsible for fixing the minimum rates of wages in certain industrial undertakings. It is the Government that takes cognisance of the circumstances necessitating fixation of the minimum rates of wages and sets the ball rolling by either referring the question of fixation of the minimum rates of wages to the Board under Section 4 of the Act or directing the Board under Section 5 of the Act to make recommendations on the said rates of wages and then the Government accepts the recommendations of the Board with or without exceptions or modifications or sends it back for reconsideration.” The judgment said that once the board submits its recommendations to the government, the government cannot

A total of 110 people were reported to have recovered from the pandemic over the last 24 hours, bringing the total number of recoveries to 1,485,426, showed data from the NCOC. In addition, one more death was registered during the last 24 hours, raising the overall death toll to 30,346. Sindh is the worst-hit province with 574,803 infections recorded, followed by Punjab which has reported 504,894 cases so far.

10 killed as vehicle falls into ravine in Upper Dir ISLAMABAD Staff RepoRt

At least 10 people were killed and 16 others injured when a passenger vehicle fell into a ravine in the Upper Dir district of Khyber Pakhtunkhwa on Monday, reports said. The accident happened when the vehicle’s driver lost control over it while negotiating a sharp turn in the hilly area of the district, the reports said. The injured were shifted to a nearby hospital where four of them were said to be in critical condition. Imran Khan’s reliance on crowds After shrinking support in NA

MRAn KHAn managed to collect a fairly sizeable crowd which was however ludicrously smaller than the promised gathering of one million. Khan’s use of religious terminology was exposed when one of the party’s widely known figures failed to correctly perform the “azaan,” leading to protests from the crowd. Imran Khan showed no trump card at the public gathering that he had claimed he possessed. He presented no proof of the alleged foreign funded conspiracy that he claimed was behind his political troubles other than a folded piece of paper that he waived for a moment only to put it back in his pocket. How come the country’s security agencies which Khan once claimed were the world’s best and Pakistan’s first line of defence had no knowledge of the conspiracy? Had Imran Khan possessed any solid evidence of an international plot to politically destabilize the country, the best way for him would have been to take the matter to Parliament and expose those involved. It appears that the claim was fake like Khan’s earlier oftrepeated statement regarding “35 punctures” that he later conceded was no more than a ‘political statement,’ in other words a political gimmick. An appeal to the crowds indicated that Imran Khan had lost hope of winning the battle for survival in the nA. Attempts to remain in power have led Imran Khan to sacrifice Punjab CM Buzdar and offer another ministry to MQM. The opposition has meanwhile won over four BAP, one PML-Q and another Balochistan MnA. The MQM has yet to decide its future. If the 14 PTI dissidents resign or are disqualified for life, Imran Khan will be short of over a dozen voters. The no-confidence move has been presented in nA. The nA Speaker is required to hold voting within seven days. even if the PM manages to wait out the crisis, which seems quite difficult, he would emerge as a much weaker PM with a minority government.

ne of the more deep-seated human weaknesses is the desire to sound knowledgeable about things one has absolutely no clue about. Although traces of this are found in almost everybody, some individuals demonstrate it more than others. To their own detriment, of course, because all they do when they talk about things that they do not have the foggiest idea about is show how foolish they are. especially when it comes to scientific and technical terms, it is better to leave them alone unless one knows what one is talking about. Of course, words can have various meanings, and it is the context that makes all the difference. An example would suffice for illustration of this. While in everyday life it is all right to use the words ‘tension’, ‘stress’ and ‘strain’ to mean the same thing – that is, emotional/mental distress or uneasiness – when it comes to engineering, they are quite distinct terms that can never be used interchangeably. One cannot be too precise when it comes to scientific and technical terms.

Another gas crisis looms

S if managing the political situation in the country that continues to become more precarious, uncertain and volatile with each passing day was not enough to contend with, navigating the economy through this instability is proving to be as difficult a task for the ruling government. The latest blow, that will surely affect businesses and households alike, is the impending summer gas crisis after Singapore LnG trading company GUnVOR backed out of delivery of four LnG cargoes that were to be delivered in the remaining four months, in April, May and two in June of its five-year contract ending in July 2022, and the decision of Pakistan LnG Limited not to procure spot LnG cargo for April either. That the Petroleum Division is reportedly ‘extremely worried’ that it will be unable to meet gas demand of the power sector means the deficit will be supplemented from other sectors leading to certain industries suffering outages. The government is already managing an increased import bill owing to the global geo-political situation following the Russian invasion of Ukraine that has sent international oil prices skyrocketing. Businesses are therefore facing higher cost of doing business and a weaker rupee, that reached a new low against the dollar, touching 182.00 in the interbank market yesterday, is not helping. Apart from dollar flight in the form of foreign divestment in government backed securities from the country owing to political uncertainty, there have been a number of debt servicing payments falling due, with all this pressure being worsened by speculators seeking safe havens, with the result that the value of the rupee has been facing tremendous pressure, which has led to its slide. The State Bank of Pakistan has found itself obliged to use its foreign exchange reserves to prop up the rupee. It is pretty clear that the economy is headed towards another bout of instability, the worst effects of which will, as always, inevitably be borne by the citizens of the country. It is imperative therefore that whatever constitutional procedures need to be executed, should be, without any unnecessary or unconstitutional delay. As things stand, no one comes out of this as a winner, be it the opposition or the ruling PTI government as they will both be met with an extreme economic crisis to deal with on the other side.

ndian courts are submerged in a deluge of mundane cases. Ordinarily, they should avoid dabbling in religious matters to find time to dispose of the plethora of pending non-religious cases. But, they dabble in religious matters though India’s constitution guarantees freedom of religion. Their religious verdicts reflect that they have succumbed to Hindutva influence. They consider a Hindu temple essential to Hindu worship but not a masjid essential to Muslim worship. Follow what looks certain: Islam is not a monolithic iron-clad jacket. Besides the literalist and the Shia, there are Hanbali, Maliki, Shafiee, and Hanafi schools of thought. All religious schools derive their edicts from the Holy Quran and ahadeeth. Imam Abu haneef (ahlurrai, school of opinions) advised that if any of his opinions were incompatible with the Quran and hadeeth, throw it away. One can follow any school in the light of the following hadith: “Leave that which makes you doubt for that which does not make you doubt”. This hadeeth was narrated by at-Tirmidhi (2442), Ahmad (1630) and Ibn Hibbaan (722) from al-Hasan ibn ‘Ali (may Allah be pleased with him) who said: I memorized from the Messenger of Allah (blessings and peace of Allah be upon him): “Leave that which makes you doubt for that which does not make you doubt, for truth leads to reassurance and lies lead to uncertainty.” Classed as saheeh by Shaykh al-Albaani (may Allah have mercy on him).

Probably the most frequently misunderstood and misused scientific term is ‘theory’. One periodically hears people contemptuously dismissing something by saying: ‘But that is only a theory!’ This verdict is delivered with a finality that does not allow for any more discussion on the issue. Sometimes the response is a little more elaborate than that. For example: ‘That is just a theory, not a fact,’ or ‘That is only a theory as opposed to a law.’ Among laymen, there is an unbelievable amount of confusion regarding scientific facts, scientific laws, and scientific theories. That said, it is not exactly rocket science; and can be learned by anybody who is even reasonably intelligent. With a lot of readily accessible material available on the subject, interested parties can educate themselves easily. Until they do so however, they can do worse than using these terms casually. Suffice it to say here that a scientific theory – being much more elusive and respectable than a fact or a law – can never be summarized as ‘only a theory’. The theory of relativity and quantum mechanics are not ‘just’ theories. They explain physical phenomena in two large and important spheres of physical observations. neither will be the so-called theory of everything – the holy grail of physics – ‘only’ a theory if (when) it is realized. Theories are the biggest deals there can be in science – and are therefore nothing to be scoffed at. einstein and newton happen to be the favourite targets of our simpleton friends. On many occasions I have had the fortune (or misfortune) of hearing newton’s third law and einstein’s theory of relativity

interpreted in exceedingly peculiar ways by armchair scientists of this ilk. First the theory of relativity: Time is relative, not absolute. Because the passage of time seems slower when one is having an unpleasant time, and faster when one is enjoying oneself. While this interpretation is extremely interesting, it suffers from the minor fault that it has nothing whatsoever to do with einstein’s theory of relativity, which is about how time passes and not about how it ‘seems’ to pass. newton’s third law of motion: every action has an equal and opposite reaction. Therefore, if you irritate somebody, he is sure to irritate you back and in equal measure. Any wife would tell you that that is not true. Furthermore, (and what concerns us more today) this has nothing to do with newton’s law, which is for inanimate objects and not for sentient beings capable of choosing or not choosing to behave in a particular way. Of course, it depends on whether one includes husbands in the category of sentient beings – no doubt a tough call. Be that as it may, a scientific law is not a law in the legal sense where it is up to an individual to follow it or otherwise (albeit with its consequences: jailing, etc). A scientific law is a relationship between quantities that always holds; takes one back to the need for brushing up on scientific facts, scientific laws, and scientific theories. My purpose here is not to discourage anybody from creative thinking and giving free rein to his or her imagination – far from it. By all means, go ahead and express your insights and any brilliant thoughts you are struck with from time to time. But do not involve poor newtons and einsteins in it. They are long dead and therefore in no position to defend themselves. Present your findings as your own. There is way too much gloom in the world; and quality entertainment is always welcome.

Similarly, Articles 29 and 30 in Part III of the Constitution provide certain cultural and educational rights to minorities. These articles are rooted in “equal-respect” theory of secularism; one that bound the State to deal with all religions on an equal- respect basis The 42nd Amendment (Act 1976, cl. 2(a)) to the Constitution of India replaced the words “Sovereign Socialist Republic” with “Sovereign Socialist Secular Democratic Republic”. Officially, India has no religion. But, practically most organs of the State are engaged in Hinduisation of Indian society and polity. There are special provisions in the Constitution guaranteeing the freedom of conscience, free profession, practice and propagation of religion, and the freedom to manage religious affairs as also the protection of interests of minorities. essential and inessential in religion: Several judicial pronouncements try to sift the essential from inessential in religion (treple talaq, necessity of a mosque, etc). It damages far more than Muslim girls’ education. The verdict uncannily skids the Muslim out of the political and social mainstream. The Muslim have been alienated as they feel that they have no freedom to practise their religion they way they like. In most US schools there is no prescribed uniform. Yet their educational system is par excellence. They have produced steady stream of noble laureates in several field. It means that wearing a prescribed uniform does not ipso facto promote good education. The judicial advisory to the Muslim is “set up your exclusive schools”. This verdict would please only the obscurantist theocrats in India. concluding reFlections: The hijab ban was counterproductive in France. So, it will be in India. John R. Brown points out that `French public figures seemed to blame the headscarves for a surprising range of France’s problems, including antiSemitism, Islamic fundamentalism, growing ghettoisation in the poor suburbs, and the breakdown of order in the classroom (Why the French don’t like headscarves, 2007, Princeton University Press, new Jersey, p.1). The voile was considered a `symbol of mounting Islamism and decaying social life’ (p. 1, ibid.). The law was ostensibly based on recommendation of the presidential Stasi commission. But, this commission itself was formed under stimuli from the anti-Muslim media and politicians. The media, through its reportages and cartoons, portrayed headscarves as `great danger to the French society and its tradition of secularism’ (laicite). In another judgment, the Supreme Court of India held that a mosque was not essential to Muslim mode of worship. This opinion lends credence to demolishing all mosques and mausoleums, particularly about 5000 mosques that the Muslim conquerors allegedly built over sites of razed temples. The court took no action against the Hindu mob who demolished the Babri mosque. But, it agreed with Hindu fanatics that the Babri mosque was built on the site of a razed temple. Wearing a Hijab did not violate constitutional or humanitarian principles. Yet it was outlawed in schools. The courts took no cognizance of the Hindu caste structure. The Hindu say that the avarna, savarna is mandated by manu smriti and Hindu scripture Bhagwad Gita. By corollary, the practice of untouchability is lawful in schools though it mocks at the secular provisions in the Indian Constitution. Should NATO enter the Russian-Ukrainian fray? It is hard to describe the excruciatingly painful destruction Putin is inflicting on Ukraine

HeRe are growing voices from academia, the military, and former and current American and eU officials calling on the Biden administration to heed Ukrainian President Zelensky’s appeal to impose a no-fly zone over Ukraine. Beyond a no-fly zone, they raise a legitimate question — do the US and its allies have a limit as to how far and for how long Russia’s President Putin can indiscriminately bombard Ukrainian cities, killing thousands of innocent men, women, and children, before nATO intervenes to end the slaughter? Indeed, everyone with a conscience feels the horror of this unprovoked and utterly unjustified war. However, if we want to prevent an all-out war in europe, we have to be extraordinarily prudent and not allow our sense of outrage about the war succumb to our compassion and moral obligation, albeit it should be the right thing to do. There are many reasons why we should not confront Russia directly, especially now that we are taking many non-military measures, including crippling sanctions, while remaining united and resolved to indirectly inflict heavy military losses on Russia and render it a pariah state. In addition, once they become aware of the unspeakable horror Putin is inflicting on the people and cities of a peaceful neighbor, the Russian people would rise against their corrupt and brutal leader who is misleading them and subjecting them to nothing but more pain and misery. Here are several reasons why nATO should not get directly involved in this horrific war and what it must do to inflict indirectly the heaviest toll on the Russian army while exposing Putin as a war criminal. First, introducing a no-fly zone would pit nATO directly against Russia, as it will require an extensive campaign against Russian jet fighter planes, as well as destroying Russia’s S-300 and S-400 air defense systems, which Russia would certainly use to intercept nATO missiles enforcing a no-fly zone. This move would escalate and draw nATO into a broader war. Second, at the present the Russian people are demonstrating in growing numbers against the war as the public is becoming increasingly informed, with nearly 5,000 arrested at protests. However, if nATO intervenes and expands beyond Ukraine’s borders, and nATO begins to attack numerous targets inside Russia, it would doubtless galvanize Russians against Western powers, when in fact the precise opposite is what the nATO alliance wants to realize.

Third, several european countries who are not nATO members, especially Sweden and Finland, do not want nATO to go to war with Russia, fearing that they would eventually be dragged into it without having nATO’s protection, such as the case with Ukraine. They prefer to see Putin suffer from the consequences of his ill-fated misadventure. Fourth, while most military analysts agree that Russia will lose any conventional war against nATO, given Russia’s history and imperial mindset, losing a conventional war against nATO will be a recipe for the next war between them. This would destabilize europe for decades, which should be avoided unless Russia attacks any nATO member state first. Fifth, by avoiding direct military involvement, nATO will spare the lives of tens if not hundreds of thousands of soldiers and civilians on both sides. And so long as the West continues to supply Ukraine with military equipment while Russia is sustaining crimpling sanction and heavy military losses, nATO should continue with this strategy which may precipitate a coup inside Russia itself. Sixth, a direct confrontation with Russia could deliberately or accidently escalate and engulf many countries beyond the european theater. This will essentially put us at the precipice of World War III. This must be avoided by any means possible unless Russia attacks first and leaves the West with no choice other than waging an all-out war against Russia. Seventh, prior to escalating the conflict with Russia, nATO must consider where China stands. As Putin’s atrocities are exposed, the Chinese may well heed the US’ call to play a constructive role by using its influence on Putin to end the war without further catastrophic losses. Given however the closeness between Putin and President Xi, the latter would not do so if nATO engages Russia militarily. eighth, given that Russia’s conventional weapons are still limited and considerably inferior to the combined forces of nATO, and given Russia’s considerable losses, Putin may resort out of desperation to using tactical nuclear weapons which is the mother of all catastrophes. This is the worst of all possible scenarios. The US and its allies must spare no effort to prevent it. Finally, regardless of how distasteful it would seem to make any concession to Putin to end the conflict, we need to weigh the consequences of a prolonged war on the Ukrainian people. To avoid that, it will be necessary to offer Putin a face-saving way out, bearing in mind that there are no other realistic alternatives. This may include Ukraine becoming a neutral country and committing not to join nATO, to which President Zelensky has already conceded. And instead of recognizing the independence of Donetsk and Luhansk, as Putin is demanding, Zelensky could offer to declare

these two provinces semi-autonomous and also agree to acknowledge Russia’s sovereignty over Crimea, which in any case Russia is unlikely to ever relinquish. An agreement along these lines would make Ukraine a buffer zone between east and West as long as its independence, national security, and territorial integrity are guaranteed by both Russia and the US. This general framework for a solution is neither fair nor morally correct, but it must be weighed against the potential continuing massive destruction and loss of lives in the tens, if not hundreds, of thousands. Moreover, the prolongation of the war could escalate and pit nATO against Russia with the potential of introducing weapons of mass destruction, which will be catastrophic and of unprecedented scale and must be avoided at any cost. Any war, regardless of causes and circumstances, is tragic. Though the Ukrainians have and continue to suffer unimaginably, the big loser is Russia and Putin in particular. The Russian people, who are acutely suffering from the sanctions, will sooner than later find out the scale of destruction and death that Putin has inflicted on a peaceful neighbor, which many Russians believe to be historically, culturally, and linguistically part of Russia. It is incomprehensible to many how their leader, who has been invoking this affinity to Ukraine, would wage such merciless war against innocent men, women, and children, and decimate their cities to a degree unseen since World War II. Putin knows that; he is boxed in and desperately needs a way out. Putin will be watching carefully what comes out of the summit between nATO heads of states. The message Putin should receive must be unequivocal, clear, and absolutely credible. He should be warned that nATO’s response to the use of any kind of weapons of mass destruction will be quick, decisive, and painful, which would render Russia a bankrupt, pariah, and failed state, and he will personally be charged with war crimes. Putin will be remembered as the Russian despot who not only failed to restore his pipe dream of the Russian empire but savagely destroyed Russia’s international standing, from which it will take decades to recover. The West must learn a cogent lesson from this gruesome war and remain united, vigilant, militarily prepared, and become energy independent from Russia. They should know that the Russian bear will still be lurking in the dark for years if not decades to come, but will dare not threaten the West knowing that only a humiliating and costly defeat will await him.

THIS is with reference to “Letter to editor” published with heading “Gas Woes” in Daily Pakistan today i.e. 26-03-2022. Mr. Abdul Jalil Jamil, Gulberg-II, Lahore Consumer’s gas meter was replaced on 11.06.2021 and sent to Meter Workshop for inspection and checking of its accuracy wherein it was reported confirm tampering. Accordingly case was referred to Regional committee for finalization of charges. In the light of meter inspection report, consumer was booked detection charges amounting to Rs.75,542/- including 100% meter damage cost Rs.9,004/- in nov-21 bill. Subsequently, consumer made 40% payment of detection charges and requested to take his case in Regional Review Committee, which is under consideration. It is pertinent to mention here that subsequent bills from Dec-21 to Feb-22 were also issued on actual meter reading however, consumer did not make payment against current bills for Jan-22 amounting to Rs.77,212/and Feb-22 for Rs.73,573/- resulting in accumulation of outstanding arrears owing to which gas supply at the premises has been disconnected. Analysis of previous year’s data indicates that consumer has history of high gas consumption in peak winter months and snaps of meter images, confirming accuracy of meter reading of consumer’s gas bills, are available on record. It is worth mentioning here that complainant was specifically apprised by Senior executives of SnGPL regarding accuracy of current gas bills being issued as per actual meter reading. Evil of dowry In Pakistan, giving and accepting dowry serves as a token of pride and affluence, which is why we have witnessed dowry gifts range from miscellaneous items to gold, cars, houses, etc. I personally see dowry as the price of the bride, which her family pays to the groom’s family for accepting their daughter. The practice dehumanises girls as their marriage prospects depend upon the value of dowry their parents can give. While the rich can afford an expensive dowry, the poor or lower-income families avoid marrying their daughters because they cannot afford it. Some are forced to take out hefty loans, which they repay for the rest of their lives. A survey revealed that nearly 56% of Pakistanis want girls to bring dowry and most people believe dowry plays an important role in strengthening marriages. However, even years after marriages, parents-in-law and husbands subject women to mental or physical abuse over unsatisfactory dowry. Some families continue to pressure women and their families to fulfil dowry demands. Often the pressure becomes unbearable for women, and they resort to extreme measures such as suicide. The practice of dowry is ruining the institution of marriage and transforming it into a form of transaction. Given that dowry is not an Islamic practice and several laws banning dowry have been passed in the country, one would expect some relief for girls’ families. However, this is far from reality and girls’ families are still under considerable strain. The relevant authorities should ensure rigorous implementation of the laws and punish those coercing families into giving dowry. Changing world order THe ongoing conflict between Russia and Ukraine has made Western hypocrisy and racism increasingly apparent. The same countries that previously mistreated and refused to accept non-white refugees are now welcoming Ukrainian refugees with open arms. Unlike the rebel fighters of Vietnam, Iraq, Afghanistan and other non-european countries who have been labelled terrorists, the rebels of Ukraine have been hailed as heroes. The Western media, which regularly ignored war crimes committed against the Palestinians and Kashmiris, is now consistently reporting over Russian brutalities in Ukraine. Although most Western countries have now imposed sanctions on Russia, they have not seized properties of Russian oligarchs within their respective countries. In London, demonstrators occupied a Russian oligarch’s mansion to protest the invasion and reclaim the property for Ukrainian refugees. Unfortunately, the protestors were arrested by the police. Perhaps, the UK government has remained slow and cautious in imposing sanctions to protect its future interests. The Ukraine-Russia conflict is a stark reminder to Muslim countries as well as other conflict-ridden areas that global powers i.e. the US, Britain and eU only intervene in conflicts where it serves their vested interests. They have a discriminatory view towards conflicts outside of north America and europe. Considering historical events and the current situation, all Muslim countries should strengthen cooperation with one another and work on resolving conflicts in different parts of the Muslim world collectively. Nepotism WHILe, due to fewer job opportunities, it is already difficult for fresh graduates to find employment, the task has become even more challenging due to nepotism that runs rampant in different sectors that generate jobs. Many organisations and companies appoint staff based on references, personal preferences, and nepotism. This is demoralising and disheartening for young professionals who tirelessly fill out lengthy application forms only to witness all their efforts go in vain. Many graduates who are unable to find a job fall into despair and depression while others turn to criminal activities to make ends meet. This sets a bad precedent for other students as well because they find no use in acquiring a degree and instead prefer gaining employment through references or recommendations. HEN drones attacked oil production facilities in Abqaiq, eastern Saudi Arabia, on Sept. 14, 2019, Japan was quick to condemn — and actually was the first to call it what it was: A terrorist attack. I remember this very well, because both Taro Kono, the Japanese defense minister at the time, and I were participating in the annual G1 Global Conference (aka “Davos of Tokyo”) and I took the opportunity to ask the question. “The most pessimistic scenario right now is that something happens in the Strait of Hormuz and the oil supply gets cut down, and that would send a shockwave through the global economy. I think the price of oil is already rising after this attack on Saudi facilities, so that’s the most worrying scenario right now,” he added. Kono, of course, is a veteran Japanese politician, a former foreign minister and is currently minister of administrative and regulatory reform. Japan is a net importer of energy, with Saudi Arabia supplying nearly 40 percent of its needs. Naturally, the topic of the Abqaiq attacks dominated the conference and the Japanese headlines for days to come — as one would expect in a country which risked losing nearly half of its energy supply if such a threat persisted. Fast forward nearly two years and a half to Friday’s drone attacks on the Aramco facilities in my hometown of Jeddah. I couldn’t help but compare Kono’s nuanced, farsighted and accurately worded comments to the weak, bland and nearly pointless statement issued by Anthony Blinken, the current US secretary of state. While on one hand, the chief US diplomat must be applauded for finally describing the Houthi actions as “terrorist attacks,” and for recognizing that Saudi oil production facilities clearly classify as “civilian infrastructure,” there still remains a very simple — albeit Voltairian sounding — question to be an-

swered by his administration. Who apart from terrorists commit terrorist attacks, Mr. Blinken? So, why in God’s good name, is the US administration still not re-listing the Houthis as a terror organization? By the way, readers might think that I am beginning to sound like a broken record in my columns by repeatedly calling for holding the Houthis accountable. This is true, and it is true because, like many around the globe, we in this country expect America, as leaders of the free world, to do the right thing and not because we are dependent on American protection — imagine, if we were. Just look at Ukraine! Those reading these words in the US should know that thanks to our brave troops at the border and our civil defense officers at the fire site, life returned to normal shortly after Friday’s attacks in Jeddah, where a Formula 1 race continued as planned this weekend. The bad news, however, is that they — US readers and others around the world — are the ones who will feel the pinch the most as oil prices worldwide are expected to continue to rise because of supply concerns. Exactly as former Japanese defense minister Kono warned it would. A few days ago, Saudi Arabia made an announcement saying that it could not be held responsible for any oil supply issues resulting from Houthi attacks on its facilities. Of course, ever since its first international shipment of oil in 1939, the Kingdom has continued to be a reliable supplier for its clients around the world. Even when the Abqaiq attacks occurred in 2019, we managed to restore our oil production capacity in record time — and earlier than expected. However, the Kingdom cannot — and must not — be left alone to safeguard global energy supplies at a time when the entire world is unanimously hurting from price hikes which have been further sparked by the uncertainty due to the situation in Ukraine. As Ukraine continues to battle the Russian army, President Volodymyr Zelensky appeared in a video and addressed Qatar’s Doha Forum on Saturday. Interestingly, he urged an increase in the output of energy. “I ask you to increase the output of energy to ensure that everyone in Russia understands that no one can use energy as a weapon to blackmail the world,” Zelensky told the Doha Forum. Of course, no matter how much energy output is increased, markets will not be able to rest assured so long as production facilities are targeted and shipments threatened by Iran and its goons. This is an international issue that impacts almost every household around the globe. Saudi Arabia, therefore, deserves all the support it can get. Maximum pressure — and not maximum appeasement— must be put on the Houthis and their backers in Tehran to ensure that messing about with global energy security, let alone deliberately targeting civilians, does not go unpunished. S President Joe Biden wrapped up his visit to Europe on Saturday. During his four-day trip, Biden engaged in intensive diplomatic events focusing on the Ukraine crisis. He attended summits of NATO, G7 and EU. However, after so many summits with the aim to strengthen the role of so-called trans-Atlantic alliance, no actual measure was put forward to promote peace and talks - not even a public statement. In contrast, Biden motivated the enhancement of sanctions on Russia, striving to prevent his European allies from falling back on this issue. Besides, the joint statement, which demonstrates Washington’s stance, even took an aim at China, demanding that China cooperate with the West’s sanctions. US National Security Advisor Jake Sullivan previously set redlines. He told reporters that China and every significant economy should not take advantage of business opportunities created by sanctions, help Moscow evade export controls or process its banned financial transactions. As the initiator of the Ukraine crisis, the US is trying to push the entire world into its huge trap. The US has lured and threatened developing countries including China, attempting to make the international community share the responsibilities and consequences of the crisis. Nevertheless, it must be pointed out that no other country is obligated to pay the price for the crisis created by the US and that Washington is not qualified to set redlines for other countries. During Biden’s trip to Europe, the US and the EU signed a historic agreement on liquefied natural gas, in a bid to reduce Europe’s reliance on Russian energy. But many Western media expressed pessimism about the deal because the US doesn’t have enough capacity to export more gas, so the deal will be largely symbolic. This is the strategic risk Washington is happy to take: It has only the ambition to create chaos but has no intent to clean up the mess. From Afghanistan to Iraq and Syria, the US has left the world in too many messes. After the outbreak of the Russia-Ukraine conflict, the US has continued to escalate sanc-

tions against Russia and coerce the world to choose sides, adding to the hardship of global economic recovery and causing undue damage to the livelihoods of all countries. People see that the US is turning into a deformed giant, with an arm of sanctions or even war used to suppress others becoming exceptionally developed, and the arm of peace and development becoming greatly atrophied and degenerated. This has led Washington to claim to oppose war while waging war on all fronts, and to claim to maintain peace while wantonly destroying it. In the 1990s, former US diplomat George Kennan, known as the “father of containment,” warned that “expanding NATO would be the most fatal error of American policy in the entire post-cold-war era.” If NATO’s expansion is the decision of politicians with a penchant for zerosum games, then Washington has to face the reality that the spirit is willing but the flesh is weak. Although the US has a muscular arm to suppress others, it is still facing an increasingly stretched dilemma, and it cannot weave a network of sanctions against Russia alone. It needs the firm support of its allies, as well as the broad cooperation of non-Western countries. That’s why warning China not to support Russia has become a deliberately prominent issue in Washington, while pulling in its allies to reinforce sanctions against Russia. Thus, it continues to suppress China, which it considers its strategic rival, while expecting China to cooperate with it in sanctioning Russia. Of course, there is a deeper reason for this: The US would rather have a two-front war against China and Russia, lest China be given a strategic respite. There are waves of smears against China from the US to prevent it from staying out of this trouble. The US has long sought enemies around the globe, and even if there is none, it creates one. We might remind Washington that the established powers are often not defeated by emerging powers, but dragged down by the cost of maintaining hegemony. Recently, the US wanted to kick Russia out of the G20, but several countries have clearly expressed their opposition. Today’s world is no longer in the era when a few countries like the US can hoodwink the public; most countries will not join the “self-mutilating game” by helping the US maintain its hegemony.

HE Russia-Ukraine conflict is the largest geopolitical event since the end of the Cold War, and its impact is far-reaching. It is more of a geopolitical game between Russia and the U.S. than a war between Russia and Ukraine. The U.S., in the 250 years since its founding, has refrained from getting engaged in a war interfering in the internal affairs of another foreign country for only less than a period of 20 years. It’s fair to say, then, that the U.S. is a warlike country. By stoking Russia-Ukraine tensions, the U.S. has driven a wedge between Russia and Europe, wrecked the Nord Stream 2 natural gas pipeline project, re-activated NATO, and further weakened Russia, with itself clearly benefiting from all of these results. Russia and Ukraine used to be friendly neighbors, and then they went separate ways at some point in history; now they have met each other on the battlefield. The U.S. played a role in the deterioration of Russia-Ukraine relations. With containing and weakening Russia as its strategy, and its attempt to show that Russia is a bad neighbor that threatens regional stability, the U.S. chose Ukraine as a pawn in its strategy of containment targeting Russia, leaving the Russia-Ukraine conflict to fester into a scar of geopolitics that could never fully heal. The Russia-U.S. relationship experienced its “honeymoon” period after the end of the Cold War, and then it deteriorated to a level considered worse than that dur-

ing the height of the Cold War. This is a natural result of the American strategy of containing Russia. In 1992, then Russian President Boris Nikolayevich Yeltsin visited the U.S. twice in a year, and the two countries signed many cooperative agreements. While addressing the U.S. Congress, Yeltsin won 21 rounds of warm applause from the audience. While Russia was actively engaged in exchanges with the West, the U.S., however, was actually making preparations to promote NATO’s eastward expansion. In January 1999, U.S. Secretary of State Madeleine Albright visited Russia, expressing that the U.S. would like to develop a constructive relationship with Russia based on equality, mutual respect and consideration for each other’s interests. However, after just two months, the U.S.-led NATO alliance carried out an aerial bombing campaign against the Federal Republic of Yugoslavia, and in the same year, Poland, Hungary and the Czech Republic joined NATO. By expanding its influence several hundreds of kilometers to the east, NATO was unable to significantly enhance security for the U.S. and its allies because Russia’s nuclear-tipped missiles have firing ranges that are capable of reaching very distant targets. If Russia plans to launch a nuclear attack against the U.S., it can execute the attack above the Arctic, instead of doing it via other routes. Why did the U.S. then make repeated attempts to push for the eastward expansion of NATO? The reason is that the U.S. wants to squeeze Russia’s geopolitical space, force Russia to react strongly, and then be in a position to describe Russia as a regional threat. In 2004, the U.S. launched the first “color revolu-

At the end of 2013, the Maidan Revolution took place in Ukraine at the instigation of Joe Biden, who was then the U.S. Vice President. Victoria Nuland, who is now U.S. Under Secretary of State, also played a role in starting the revolution. Through the Maidan Revolution, Russia had seen the true colors of the U.S. In 2014, Arseniy Yatsenyuk, who took office as the prime minister of Ukraine, and Petro Poroshenko, who took office as the Ukrainian president, after the Maidan Revolution, visited the U.S. successfully. In addition to vowing economic support for Ukraine, the U.S. claimed that it would do its best to protect Ukraine’s sovereignty and territorial integrity. Ukraine, feeling that it was being supported, totally discarded its strategy of balancing its relations between Russia and the West and accelerated the process of joining the European Union and NATO. Former U.S. Secretary of State Henry Kissinger pointed out in 2014 that Ukraine shouldn’t become a chess piece in the political game between the U.S. and Russia, but instead should serve as a bridge of communication. Apparently, the U.S. doesn’t need a bridge, but a fortress to bolster its offensives against Russia. Since Biden took office as U.S. President, U.S. officials at various levels have constantly expressed support for Ukraine, scaled up military aid for Ukraine, and sent warships to participate in joint military drills with Ukraine, all in an effort to boost Ukraine’s morale to counter Russia. In August 2021, Ukrainian President Volodymyr Ze-

lensky visited the U.S., during which the U.S.-Ukraine Strategic Defense Framework (SDF) was signed and the U.S. announced that it would provide extra military aid to Ukraine. After that, the U.S. Secretary of Defense Lloyd Austin visited Ukraine, announcing that the U.S. supported Ukraine’s aspirations to join NATO. With the strong “support” it received from the U.S., it seemed that Ukraine was about to join NATO without much fanfare, and the U.S. would help Ukraine bear any consequences that might come along. However, after Russia launched a “special military operation” in Ukraine, the U.S., which had always acted as a guardian of Ukraine, expressed that it wouldn’t send any troops into Ukraine nor impose any no-flight zones in Ukraine. This proves that the U.S. won’t sacrifice its own interests to protect those of Ukraine. Ukraine, a beautiful country with a hospitable people, used to be the grain barn of Europe and once possessed highly developed industries, but now it has become a country suffering from the scourge of war. If Ukraine could properly balance its relations with Russia and the West, it could have benefited a lot from such endeavors, instead of becoming a battlefield in the game between the world’s two major powers. To return to a state of peace in Ukraine, major powers like the U.S. should demonstrate political courage, abandon Cold War mentality, refrain from confrontation, and create conditions for restoring global and regional peace and stability. HE tenth steering committee meeting of Ehsaas Undergraduate Scholarship project took place today at the Higher Education Commission. Senator Dr. Sania Nishtar, SAPM and Chairman HEC, Dr. Tariq Banuri cochaired the meeting. The steering committee discussed policy questions, financial impacts, sustainability features and refinements needed in light of the assessment study conducted under the Ehsaas umbrella. Detailed deliberations were held on findings of

the study. The assessment covered 35 public sector universities across all four provinces and ICT. Under the study, the eligibility criteria for selection of students by the respective Institutional Scholarship Award Committees of the universities were gauged. The study revealed that the programme provided level playing field for students from low-income households nationwide. Overall, 138,000 scholarships were awarded to students enrolled in four-to-five-year degree undergraduate courses at 129 public universities in two years. Students with a monthly family income below the threshold of Rs. 45,000 were

eligible to apply, and scholarships were given out based on need-cum-merit basis. Fifty percent of the scholarships are reserved for girls. The results of the study also highlighted the need for categorization of universities based on their performance under Ehsaas Undergraduate Scholarship project. Members of the committee also discussed capacity building plan for universities with weak compliance systems. “Our priority is to draw on findings of study and to refine systems for effective execution of Ehsaas Undergraduate Scholarship project”, said Dr. Sania. She also thanked the Ehsaas and HEC teams for their collaborative

efforts in conducting the assessment study. Lauding the quality of the programme, Chairman HEC commented, “Ehsaas Undergraduate Scholarship is one of the landmark projects of the federal government to support higher education of low-income students.” The scholarship award process for the current financial year was also discussed under which 122,744 applications have been received through the online portal. The meeting adjourned with the decision that the next steering committee meeting will be convened next month. It was also agreed that Vice Chancellors’ Conference will be held after a month.

Pakistan Telecommunication Authority (PTA) and Asia Pacific Network Information Center (APNIC) Australia jointly organized two workshops of five days each on Internet Protocol version 6 (IPv6) for Cellular Mobile Operators (CMOs) and Internet Service Providers (ISP). The workshops were conducted by Mr. Tashi Phuntsho, Mr. Dave Phelan and Mr. Warren Finch from APNIC, supported by local trainers: Mr. Fahad and Mr, Tahir Hussain. During the workshop, the best practices for transition to IPv6 were explained which will help Pakistani operators achieve smooth transition. This is in line with the PTA’s efforts for transitioning telecom infrastructure from IPv4 to IPv6. Keeping in view of this, PTA is continuously engaged with its licensees for capacity building through international organizations like APNIC, ISOC, ICANN and SANOG. Majority of its operators have already configured their core networks to support dual stack to support both IPv4 and IPv6 simultaneously. Furthermore, this transition to IPv6 will help in adopting 5G and IoT technologies in Pakistan.

Meanwhile, Chief Justice Bandial also directed the police to arrest the perpetrators involved in the attack on Sindh House and directed the attorney general to submit a compliance report by tonight. The chief justice said he had ordered implementation on the plea as per law and even if there is a complaint then concerned forums should be reached out for redressal. While grilling Khan, the top judge asked him why court orders regarding the arrest of the suspects were not implemented. “We have added concerned sections in the FIR, however, the case does not fall under terrorism charges,” Khan told the chief justice who then said the suspects should be arrested under new charges framed against them.

To this, the attorney general responded they have arrested the suspects but they secured bails from the courts. “The bails were granted when the case was filed under bailable offences,” Justice Bandial said. He then ordered a report be submitted by Tuesday (tomorrow) regarding action needed under fresh charges. It is pertinent to mention here Islamabad police chief Ahsan Younas has submitted to the Supreme Court a report of the mob storming Sindh House. In his report, Younas said over two dozen people staged a protest outside the gate of Sindh House and damaged its gate. A case has also been registered against those involved in hooliganism, the report said and added two MPs were also present outside the Sindh House and were also booked in the case. It further said the sections included in the case are bailable and therefore they were released on personal guarantees.
