A recent study conducted by the Institute for Public Opinion Research (IPOR) has revealed widespread violations of tobacco control laws across Pakistan with the vast majority of cigarette brands being sold in open defiance of regulatory requirements According to the research findings, 455 out of 477 cigarette brands available in the market are non-compliant with existing tobacco product regulations The report states that these brands are either being sold without Track and Trace System (TTS) stamps lack mandatory health warnings or do not display the legally required retail price on their packaging Such violations directly contravene regulations enforced by the Federal Board of Revenue (FBR) and tobacco control laws aimed at curbing illicit trade and protecting public health IPOR’s survey findings indicate that only 51 percent of cigarette brands were compliant with the Track and Trace regime while 49 percent were found to be non-compliant Although this reflects a marginal improvement of five percentage points compared to 2024, the overall level of noncompliance remains alarmingly high Among the non-compliant brands, 46 percent were identified as smuggled products while 54 percent were locally manufactured brands evading taxes and regulatory oversight highlighting weaknesses in both border controls and domestic enforcement The study further highlights serious violations of the Minimum Legal Price (MLP) policy Of the total non-compliant brands, 392 were being sold below the legally mandated minimum price Within this segment, 195 brands were found to be priced between PKR 131 and PKR 160 These findings underscore how price manipulation is being used to expand the footprint of illicit products in the retail market The survey was conducted across 38 markets in 19 districts, covering 1,520 retail outlets These included pan shops, karyana stores, tuck shops, and general stores The research focused exclusively on the retail sector to assess market dynamics and on-ground compliance at the point of sale IPOR stresses that isolated administrative actions will not be sufficient to address the problem
