Goeiedag en welkom by ons 53ste uitgawe van OVERdeBERG. Soos altyd is dit heerlik vir my om vir julle hiérdie blad saam te stel en uit te gee. Dankie ook aan my medewerkers wat so stil agter die skerms saam met my werk om week na week die OVERdeBERG die lig te laat sien. Met so ‘n span, kan ‘n mens oorlog toe gaan! Sonder hulle is dié blad nie moontlik nie.

In hiérdie week se uitgawe is daar ‘n mengelmoes van baie interessante brokkies. Ons kuier lekker in die kombuis met nog twee watertandlekker resepte en lig jou in oor ‘n hele paar van die gebeurlikhede wat jy ‘n nota van kan maak in jou dagboek. Daar is skolenuus en dan ook twee bydraes uit Hermanus oor die ‘Country Market’ en die nuwe kleurstrandsones vir honde wat op strande in die Overstrand munisipale gebied ingestel is. Premier Alan Winde het weer ‘n gedeelte rondom die coronavirus geskryf en ons gaan loer ook weer in by die Nuwejaars Wetland SMA om te gaan kyk wat daar aan die gebeur is. Toortsie is weer terug met ‘n pragtig geskryfte deel oor ‘My dorp’ en dit is so mooi hoe sy hiérdie pragtige Bredasdorp van ons op haar eie unieke manier opsom.

Hermanus High School is deeply saddened by the passing of Mrs Leonie Wessels, who lost her battle with cancer on Monday 8 February. Mev Wessels was 'n onderwyser in Geografie, en later Afrikaans. Sy was 'n voorslag met spyseniering en was 'n staatmaker om die beeld van die skool ten alle tye hoog te hou. Suurlemoenhoender Bestandele: 1 heel hoender 2 uie (grof gesny) 2 wortels (grof gesny) 2 selderystokke (grof gesny) 2 aartappels met skil aan (in kwarte gesny) 3 suurlemoene 3 takkies tiemie 10 knoffelhuisies 100 ml hoenderaftreksel sagte botter om hoender mee in te vryf sout en peper (na smaak) Metode: Was die hoender en klad droog met kombuispapier. Plaas die uie, wortels, seldery, tiemie, 7 knoffelhuisies, 2 suurlemoene in skyfies gesny, die sap van een suurlemoen (hou die helftes om in die hoender te druk) en die hoenderaftreksel in ‘n oondbak. Sout en peper die hoender en smeer dit oraloor met botter. Plaas die twee halwe suurlemoene en 3 knoffelhuisies in die hoender se pens en sit dit op die groentebed in die oondbak. Plaas die gesnyde aartappels rondom die hoender. Bedek met foelie en bak vir 60 minute tot gaar. Haal die foelie af en bak tot goudbruin.

Hoender- & Suurlemoenpasta Bestandele: 250 ml vars room 2 jumbo eiergele 5 – 15 ml fyngerasperde knoffel 65 ml grofgekapte pietersielie 45 ml vars suurlemoensap 30 ml fyngerasperde suurlemoenskil 250 ml fyngerasperde Parmesankaas 300 g hoenderworsies (chippolatas) 15 ml olyfolie 30 ml botter 500 ml gaar, gedreineerde penne pasta Metode:

In ‘n bak, klits die room, eiergele, knoffel, pietersielie, suurlemoensap en -skil en kaas. Maak toe en bere vir later. Sny die worsies in die lengte net-net deur die vel. Verwyder die velletjies versigtig sodat jy nog steeds worsies het, maar net kaal. Braai die worsies in die botter en olie in ‘n pan tot bruin. Skep uit en sny die worsies in dun diagonale skyfies. Sit die worsies terug in die pan saam met die pasta. Herverhit die pan met worsies en pasta en voeg dan die roommengsel by. Roer stadig en versigtig oor lae hitte totdat die room kokend warm is en die eiergele die room verdik het. Verwyder die pan van die hitte en skep dadelik op. Bedien 4 met suurlemoenskyfies en ‘n basielie- en roketslaai. The annual Eskom Science Expo took on a new jacket during the later part of 2020 when the Covid lockdown prevented them from having their regional expo in its known format. 82 learners with 65 projects entered. South Africa’s promising young scientists have been awarded at the 2020 Eskom Expo virtual awards ceremony, after impressing judges with their exceptional scientific research investigations and engineering designs. The whole virtual event was live streamed via the Eskom Expo YouTube channel.

Dog zones signs for the beaches of Overstrand Hermanus Country Market update Overstrand Municipality had a fruitful discussion with representatives of the Hermanus Country Market and the Hermanus Sports Club on Wednesday, 3 February 2021 regarding several issues, to ensure the continued operation of the Hermanus Country Market. Mayor Dudley Coetzee again emphasised the significant contribution made by the market for job creation and the livelihood of the traders. The market’s contribution towards the economy of the Overstrand and the promotion of tourism in the region is of great importance. The following issues were resolved: (1) The market will remain at its present location. (2) A long term lease will be considered by the Hermanus Sports Club. (3) Overstrand Municipality will assist with ensuring that the market stalls are structurally sound. (4) Hermanus Country Market will negotiate the use of the area with the Hermanus Sports Club, whereafter they will report back to the Municipality on the agreement reached. The meeting was chaired by the Mayor and attended by the Deputy Mayor Elnora Gillion, Ward 3 Councillor, Alderlady Kari Brice, and the Municipal Manager Dean O’Neill, as well as representatives of the Hermanus Country Market and the Hermanus Sports Club. Overstrand Municipality is busy erecting the new dog zone signs on the beaches in Hermanus (Grotto), and Kleinmond (Main Beach) and also Pearly Beach (near Gansbaai) in order to provide residents, dogs, birds and other wild animals space to enjoy the sea and coastline responsibly. The designated dog walking areas or better known as dog zones will include: • Red zones where no dogs are allowed (these are breeding areas for endangered birds and the blue flag beaches etc • Orange zones where dogs can be on the beach but must be leashed (all the time) • Green zones where dogs are welcome (not in effect while waiting for the By-law Relating to the Keeping of Dogs and Cats to be amended) Once above proposed dog zoning areas have been established and accepted, other zoning areas will be proposed and workshopped. For all zones, dogs must be under voice or signal control of their owner. Responsible dog walkers must always ensure they have a plastic bag to clean up after their dogs. An update on the coronavirus Premier Alan Winde The Western Cape has recorded 39 additional deaths, bringing the total number of COVID-19 related deaths in the province to 10 731. We send our condolences to their loved ones at this time. Additional data is available on the Western Cape COVID-19 data dashboard which also features active cases per subdistrict, active cases per 100 000 and 7-day moving averages. Access the data dashboard here: https://coronavirus.westerncape.gov.za/covid-19-dashboard During my State of the Province Address last year, I identified safety as one of our key priorities for 2020. Shortly thereafter, the province was hit by the first wave of COVID-19, and while this has had some impact on our plans, we have not lost focus. Safety remains one of the three key priorities for this government’s recovery plan along with jobs and dignity and wellbeing. Policing is not a provincial competency but having seen the impact of crime in our communities, and seen the grief and pain that drugs, gender-based violence and murder have wrought in residents’ lives, this province had no choice but to act. Despite the problems we have faced over the past yearwe have delivered on many of the commitments I made on safety last year-among them that our interventions would be data driven and evidence led. The safety focus of our recovery plan will be spearheaded by the HODs of Community Safety and Health-using the Cardiff Model. This violence prevention strategy focuses on sharing of information between the department of health, police and local government- allowing us to create a full picture of when and how crime occurs, and its impact. This system, when used in Wales, led to adjusted violence prevention strategies, which resulted in a significant reduction in violent injuries. This week we celebrated the anniversary of the passing out of the first 500 LEAP officers who have been hard at work. They were initially deployed into hotspot areas just before the lockdown, and during the lockdown, these officers supported in our COVID-19 response - conducting COVID-19 related operations and crime prevention operations. In October, they were redeployed in five hotspot areas-Bishop Lavis (Bonteheuwel), Delft, Nyanga, Khayelitsha and Philippi (Hanover Park) where officers are working closely with police and law enforcement to make these communities safer. They have recorded a number of successes, in the third quarter of 2020/1 alone, LEAP officers in the five hotspots have made over 300 arrests in these communities. Even with major budget cuts being experienced, the Western Cape Government has committed to continuing to roll out this programme, with the next 250 to begin training in April, and the next 250 after that beginning in July. By October, we will have introduced 1000 LEAP officers into the province since we launched our safety plan. When I visited Hanover Park recently, it was clear that the officers were are starting to build trust with the community, and I was pleased to see the close cooperation with SAPS. When I delivered my speech last year, the Western Cape Police Commissioner Yolisa Mokgabudi was newly appointed and I promised that we would work on building our relationship with SAPS and we have done just that both on the ground and at a leadership level. At the start of the pandemic in the Western Cape, I introduced expanded cabinet meetings which we now hold weekly. Continued on page 10 overdeberg2020@gmail.com

An update on the coronavirus Continued from page 9 SAPS, and the Police Commissioner’s office have been a presence in all of those meetings, detailing their plans, responses and working with us. I want to thank the Police Commissioner for this cooperation and for the spirit in which she and her team have worked with us. As a province, we have also committed to changing legislation around the sale of alcohol which is one of the key drivers of trauma and accidents in our communities. We saw the impact of alcohol on crime and safety during lockdown levels when it could not be sold. This however is not a long-term or sustainable solution, as many people rely on this industry for employment in the province. We have established an alcohol harms reduction task team who are considering a number of targeted legislative interventions, which have been proven to have an impact on crime, violence and binge drinking in other countries. We are working closely with the Western Cape Liquor Authority who has conducted hundreds of operations throughout this year to monitor compliance with the regulations and to crack down on illegal sales of liquor.

In the past year, the Department of Community Safety has also funded two municipal K9 units in Swartland and in the City of Cape Town. The Department has also supported neighbourhood watches to improve their presence and visibility. During the lockdown, we supported 45 accredited neighbourhood watches to implement COVID-19 projects, by providing them with PPE and funding. Over the past year, the Department has accredited 87 neighbourhood watches and trained 15 accredited neighbourhood watch structures. I committed to scaling up the Chrysalis programme which has had such a phenomenal impact on many young people in this province. The programme was able to create ten youth hubs in Hanover Park, Khayelitsha, Harare, Nyanga, Samora Machel, Kraaifontein, Mitchells Plain, Mfuleni, Atlantis and Lavender Hill. Our Chrysalis graduates were also able to play a role in our communities, assisting with COVID-19 safety protocols and safety messaging. I will be making further announcements on safety plans and initiatives in my State of the Province Address on the 17th of February. We have achieved a great deal despite the difficulties we have faced this year, but our work is not done. This past year has been difficult, but it has also been a shining example of what this government can do when we set our minds to something, and what is possible when we work together as governments, communities, organisations and as individuals.

Rehabilitation of our wetlands The Nuwejaars Wetland SMA is working together with the WWF South Africa to rehabilitate the Palmiet and Berzilia wetland along the Nuwejaars River. Through the project, we're removing invasive alien vegetation and where appropriate, planting indigenous trees. Agricultural areas are fenced off, to keep livestock out while the wetlands recover. WWF South Africa’s support allows us to employ a team of six people, led by Gerty Holtzhausen, on a permanent basis. Can you also spot the ‘heart’ in this aerial photograph of the Nuwejaars wetlands close to Cape Agulhas? If you look closely, there’s more than one. This is a shining example of how we can restore wetlands so that they can continue to supply freshwater for people and nature. Toortsie skryf oor... My dorp. Toe ek my oë vanoggend oopmaak, sien ek die silo’s. Soos ek dit elke oggend sien. Die ou bekende silo’s en ek het so ‘n rustigheidjie in my hart: Dis my dorp. Ons silo’s. Die silo’s wat ek al van kinderjare af ken. Eers was dit net die ou silo’s, ‘n paar buise, wat gebou is al voor my geboorte. Later het nog ‘n paar vetteres bygekom. Later nóg en nóg. Deesdae ook lang, wit silosakke om graan in te berg, maar dit bly ons silo’s. Ons dorp het nie eintlik vreeslik baie hoë geboue nie. Eintlik net die silo’s en die kerk, maar ek kan nie die kerk vanuit ons huis sien nie. Ek kan tog soms sy klok hoor en dit is een van die mooiste klanke. Kleintyd as ons by my ouma geslaap het, het ek al saans vir die klok lê en luister. Elke kwartier ‘n ander deuntjie. Ook in my koshuisdae. Jy weet dit is kwart oor, kwart voor of half, maar jy weet nie watter kwart oor, kwart voor of half nie, tot die uurklok lui en jy dan die slae kan tel. Dis dinge wat my rustig maak. Dinge wat my laat voel dat ek behoort. Tog is die kerk vir my ‘n baken, nie net ‘n lewensbaken waar ek my Geestelike lewe voed nie, maar ook ‘n baken as ek in die dorp beweeg. Soos ons berg. Nou nie dat dit die hoogste berg is nie, maar ek ken ons berg. Sy vorm. Hy was nog altyd hier. Het nie geskuif nie. Net so, Swellendam se berg wat ek die meeste dae kan sien. Ek het hom vir soveel jare uit ons plaashuis kon sien, nou, op ‘n helder dag, kan ek hom steeds sien. Dan, die distrik. Die bekendheid van hom wat in my lewe ingegraveer is. Die graanlande. Nou is dit vaal en droog, maar kom ‘n goeie dag se reën en alles verander. Dankbare wêreld. Na-aan-die-aarde mense. Eerlike mense wat dalk vir jou reguit iets gaan sê. En saans as dit donker is en die hele dorp se liggies brand, sien ek hoe groot ons dorp regtig geword het. Vir meer as vyftig jaar het ek gedink dat die silo’s aan die kant van die dorp is. Nou het ek geleer dat dit eerder amper aan die ander kant van die dorp is en dat daar nog ‘n groot stuk dorp anderkant hom lê. Ek is lief vir my dorp en distrik. Ek is lief vir sy mense. En elke mens op ons dorp, in ons distrik, wie dit ook al is, is ons dorp se mense. Hulle lê my ná aan die hart, selfs al ken ek hulle nie almal nie. Hulle is vir my kosbaar. Assistance for entrepreneurs Grootbos Foundation, in partnership with Overstrand Municipality's Local Economic Development (LED), offers an opportunity to individuals who want to start their own small business or expanding an original business. The entrepreneurship programme will start on 2 March 2021. The workshops will be held in Hawston, Gansbaai, Mt Pleasant, Stanford, Zwelhile and Elim. Only 30 participants per area will be selected to take part. Participation is free of charge. The best ideas will receive support including start-up money and business coaching. Participants will have a chance to present their business ideas one month after the workshop. Unique Overberg Divers Continued from page 16 swimming for the past 10 minutes or so, were in fact black, tarnished silver ingots (not buffed up by the sand action). History had been made and more was to follow as the six divers went on to find, record and recover many silver ingot and thousands of pieces of eight, four, two and one reales (cob coins).

Like the unique group of phenomenal divers before them ‒ Brian Clarke, Tubby Gericke and Peter Leube ‒ these six divers also clearly etched their ‘footprints’ in history. In the years to come, the names Tommy Botha, Andre Hartman, Gavin Clackworthy, Charlie Shapiro, Eric Lombard and Bert Kutzer will more than likely often come up in discussions on salvage and significant finds. The extraordinary talent, ingenuity, bravery, drive and persistence of this unique team of individuals have significantly added to our knowledge of the Overberg’s maritime history. History from the Overberg Jimmy Herbert Unique Overberg Divers SEALIT In the late 1970’s, a group of extremely talented divers called Sealit, each had ample enthusiasm and guts to do what very few people are prepared to do ‒ venture almost all in the quest of a dream.

Their dream was, like the dream of this author and many a young adventurous boy over the years, to search for lost treasures and make significant history and archaeological finds. In short, a quest to make a significant difference. Maybe to even achieve and make a gigantic maritime difference by aiming to emulate the size of the land find of the great Harold Carter of Tutankhamun fame. This remarkable group of individuals consisted of:

by swimming, snorkelling and scuba diving. This was a daunting task when taking into account the size of the area in question. Also the fact that not only is the water there invariably extremely dirty, but the area is also notorious for the large Great White sharks frequently seen prowling up and down that stretch of coastline. On 23 November 1982 four divers went down to one of the many reefs slightly east of the camp site at “Die Dam”. This reef is situated about 1km offshore. Three of the divers had spear guns and snorkelled up and down on the reef. The 4th diver (Gavin Clackworthy) stayed on the bottom with scuba gear and a metal detector.

Charlie Shapiro: († 1944 - 2013): A most hard working and dedicated diver renowned for his “never give up” drive and his almost uniquely maritime love more for history, archaeology and preservation than treasure and pure financial gain. Gavin Clackworthy: A very lik able, classy, natural leader, negotiator and strategist. Someone this author is proud to call a friend. In the 80’s Western Province Underwater Hockey side had an appointed captain, yet we always only listened to Gavin. Bert Kutzer: The m ost placid and w ell-natured in the group; someone who always appeared to place more value on participation than personal achievements. Tommy Botha: Apart from being one of only two of our country’s divers with double Springbok colours in the underwater sport and, in essence, for many years South Africa’s very best underwater specialist. Legend also has it that “if there is a coin on a wreck – even only one – Tommy will find it”. Andre Hartman: A m ulti-talented diver with the most cognitive and smartest approach and insight to all underwater challenges that this author has ever had the privilege of knowing. This same ability also later ensured Andre’s rise to Great White Shark fame as a pioneer in the field. Erik Lombard: A K aroo boy that rem ark ably went on to become one of South Africa’s best spear fisherman ever. Al-though quieter than most, Eric was one of the most detailed observant in the group. This made him ideal for the ‘KGB approach’ to scrutinise any and all situations. Mickey Shapiro: He is Charlie’s brother and a nice bloke. As a very successful entrepreneur and businessman in his own right, Mickey was a ‘made man’. It was also these abilities that he brought to the group. At the time, they had no sophisticated search and survey equipment, so the six of them started systematically covering the area 16

After close to an hour of searching, one of the spear fishermen, André Hartman, decided to play a prank on the scuba diver. He silently submerged and dropped to the bottom just behind Gavin with the metal detector. Once in position André stealthily moved his metal spear to a position under the search coil. Naturally, the detector’s alarm went off, sounding in Gavin’s ears who then frantically started moving the metal detector to establish the exact position of the "reading". On the way up André, the laughing prankster, suddenly realised the big black object next to the submerged diver with the detector, which until then he had thought to be nothing more than a reef, was in actual fact a large iron cannon. Gavin was still experiencing the continuous sounding of the detector’s alarm in his headphones and soon also realised the reading was coming from a very large piece of iron – an old iron cannon. Once all had been informed of this ships armament find, it was not long before the first silver was discovered, still lying in-situ on the bottom where it had spilt from the hold of Joanna some 300 years earlier. A few metres further, the divers found an area with ingots and coins that were shiny due to continuous sand action. Even though they were novices at the time, it was clear to even them that the objects were man-made and more than likely of silver.
