OUR MISSION Outreach International delivers solutions to poverty by partnering with communities in low-income countries to build lasting, locally led programs that awaken their strength to overcome their struggles. WHY US? Community-led Development We don’t deliver temporary aid—we unlock potential. For nearly 50 years, we’ve trained local leaders to identify the root causes of the hardship in their communities, develop their own strategies to take action, and implement solutions that last for generations. We know from long experience that when communities lead their own progress, the results are more sustainable than any temporary aid can provide. LETTER FROM THE CHAIR Serving as Chair of the Outreach International Board continues to be one of the greatest privileges of my life. This year, I had the opportunity to visit our communities in Cambodia and see our work firsthand. It was a remarkable experience, not because of what Outreach International was doing for people but because of what people were accomplishing for themselves. Watching communities create their own path out of poverty through their own determination, supported by our incredible teams, reinforced my belief that community-led development is the most effective method for achieving sustainable improvement. As Elene completes her first year as CEO, I am more optimistic than ever about Outreach’s future. Her leadership, combined with the dedication of our staff, our partners, and the communities we serve, positions us to expand our impact and help even more people create lasting change. REFLECTIONS WHAT ARE YOU PROUD OF FROM 2025?
CHRISSY, PROGRAM COORDINATOR, MALAWI “A community that has inspired me is Chilowamatambe. Last year, one woman identified gender-based violence as a key issue. But both men and women dismissed her concern. Now, the group is actively addressing gender-based violence and has successfully mobilized the community for training on the topic, with both men and women participating. This transformation demonstrates how the Participatory Human Development process can change perceptions, encourage critical reflection, and inspire collective action to address important social issues.”

This model not only drives the local economy but also serves as the cornerstone for financial sustainability and the solid formation of new associations, led by people trained under the Participatory Human Development approach. Its success is so inspiring to me that our current goal is to replicate this very strategy in the municipality of Tiraque, adapting the lessons learned to empower more families.”

At the beginning, many women told me, ‘We cannot change what our ancestors have followed for generations.’ After the training, they began to see menstruation differently. They found the confidence to challenge harmful traditions and make their own choices. Today, many of them enter their kitchens during menstruation, sleep in their own beds instead of outside the room, participate in worship, and openly discuss menstruation with their fathers and brothers without shame. Witnessing this shift in confidence and dignity was incredibly moving.”

CRAB HATCHERY
COMMUNITY-LED DEVELOPMENT AT ITS BEST The coastal community of Hagmang, Philippines, has a deep connection to the ocean. For generations, families have relied on the blue crab for nutrition and livelihood. But climate change and overfishing have created a growing threat to the resources they depend on to survive. Through the Outreach community-led development process, local leaders brought people together to ask a simple question: “What can we do together to protect and fortify what we have, and ensure our children will be able to thrive here into the future?” What came next was extraordinary.
THE PROJECT The community launched a hatchery where egg-bearing crabs could hatch millions of baby crabs protected from the elements and predation. Residents built cages just offshore, nurtured the crabs, and monitored conditions, temperatures, and crab population.
THE RESULT This project answered so many needs at once—it increased the crab population, revitalized the community, began to restore environmental balance, and built resilience against climate threats. And it became so much more—a living classroom, a community enterprise, and a foundation for conservation driven by those most affected by the problem.

THE VIRAL NATURE OF COMMUNITY-LED DEVELOPMENT Nearby villages began to notice that Hagmang was again thriving. They saw what the fisherfolk had accomplished using only local materials, traditional knowledge, and newly learned technical skills. And they didn't see just a successful crab hatchery. They saw women leading meetings, young people recording data on cell phones and laptops. They saw neighbors returning to the sea—not to take but to give back. Even the local government expressed interest in replicating this hatchery model in other communities.
OUTREACH-INSPIRED CHANGE The project became a spark, one that spread not because of foreign intervention but through local inspiration, indigenous knowledge, and cultural awareness.
This project is about crabs, yes, but it's also about something deeper. It's about a community remembering their own power. It's about preserving local culture and identity through stewardship. AWAKEN STRENGTHS TO OVERCOME STRUGGLES
A MAKAHIYA PLANT NO MORE RIZALYN’S STORY Rizalyn is a wife and mother in Bosque, Philippines.
“Before Outreach, I had the same routine at home every day.” And she was shy to an extreme.
“I compared myself to the makahiya plant (the ‘shy’ plant). The makahiya is a plant that stays open, but when you touch its leaves, they fold inward. I was the same way. I didn’t want to be the center of attention. I didn’t want to be noticed.” Then we began our work, getting to know people and gaining their trust.
“When Outreach first started here, I wondered why they needed to stay overnight in people’s homes and eat with them. They don’t visit a family just once. They come back. Outreach returns. That’s how it is.” People became willing to gather and organize. But the process takes time, and the commitment is a challenge.

“I thought the repeated meetings would only lead to exhaustion. But our efforts produced results. That’s when I gained hope, realizing that even if the process takes a long time and the results don’t come immediately, when you take action, results do come.” And with support, Rizalyn began to flourish. “Before, I couldn’t interact with people. I would keep my head down. Now I can look them in the eye and greet them. I can talk to them and answer their questions. I’m now able to engage with them confidently. That’s how I became the secretary of our group.” Now, Rizalyn has a growing list of hopes for the future. “My husband and I both want steady jobs. For my children, I want them to finish their studies, get good jobs. I want to have a business where I can hire people. I hope to have a farm. I want to help my parents build a house. I want to help with their medical needs. Those are my dreams.” This is the core of the Outreach process, the foundation upon which a more prosperous and fulfilling future is built. “I’m no longer like the makahiya plant that folds up. Now I’m open.”

LETTER FROM THE CEO On September 1, I will conclude my first year as Outreach International’s CEO, and what an honor it has been. I have met so many of you, visited with you, spoken with you over the phone, or exchanged emails or mail. I have learned a great deal from you, about your close connection to Outreach International, the reasons why you support us, and your appreciation for our approach to addressing poverty. And from all of this, one message comes through. You believe that a world beyond poverty is possible. It's clear from our annual report that a future where families have access to clean water, proper sanitation, and enough food is within reach. That future gets closer when it is powered by local agency, efficacy, and collective action—when we honor the decisions of local communities, listen to what they need and want, and strengthen their internal agency to reach new goals. This is where the true potential of our work lies. You’ve read about that in this report, in Rizalyn’s story, and in the blue crab project from Hagmang.

I’m writing this letter as an end note not to have the last word but because I want to close our 2025 annual report with what lies ahead—because this is just the beginning of an amazing new chapter for Outreach. In 2027, we will officially launch Strategy 2030, through which we will deepen our impact of participatory human development. We will invest in the inherent potential of at least 70,000 more people, and support at least 100 more rural communities globally, by 2030. To put that into perspective, from 1988 until 2024 Outreach supported the development of 218 communities, impacting the lives of roughly 204,000 people. By the end of 2030, we are determined to make the biggest impact in Outreach’s history. I cannot wait to see how we reach these goals, and equally so, cannot wait to engage with you, our supporters on how we are making progress toward our goal.
