Guilderland, NY - A lot of September was pretty dry and pretty warmsome might even say hot on a few occasions. As we begin the transition to autumn weather, it will be interesting to see how long that warm weather stays around. We all know, though, that this is Upstate New York, so it won’t be around forever!

October is the month when the Town of Guilderland Highway Department begins its annual leaf collection program. From midOctober until late November, the Town’s leaf vacuum trucks will circulate through Town to pick up the leaves and pine needles that residents rake to the curb. Those who live on streets where conditions do not allow for the safe operation of the vacuum trucks will have the opportunity to bag leaves and needles and place them at the curb for pickup by Highway Department crews. The crews will also pick up brush that has been cut and tied in bundles that can readily be handled by a single worker. We ask that residents be safety-conscious when raking leaves by the side of the road, and that they avoid piling leaves and brush so high that it creates a possible visibility/safety hazard for pedestrians, bicyclists, or vehicles.

The street-by-street leaf collection schedule was included in the Guilderland TowNews newsletter that was recently mailed to Town residents. Collection dates are also

posted on the Highway Department page of the Town website, www.townofguilderland.org. Please feel free to contact the Highway Department at 861-5108 if you have any questions about the collection schedule or about what materials the Town accepts for pickup under this program.

The Guilderland Town Board has been working hard to advance the process of creating the Town’s 2016 budget. There have been meetings held in-house with the heads of various Town departments, as well as public workshops held for open discussion of budget matters. We remain committed to providing a reasonable balance between providing quality municipal services to all Town residents and keeping Town tax rates at the most affordable level possible. The Supervisor’s Proposed Budget was submitted on September 30, and is available on-line at the Town website, www.townofguilderland. org. The budget proposal once again keeps the Town below the 2% tax cap threshold set by New York State for its municipalities. The Town Board will vote on the budget at its November 5 meeting, Sidewalk construction on the south side of Western Avenue is now substantially complete. Work accomplished over the course of the past two building seasons has created a safe pedestrian environment in a corridor extending from Route 155 to the Albany City line. This project was designed

and constructed with NY State Department of Transportation oversight, with 0financial assistance facilitated by the Town of Guilderland. We are happy to see that they seem to get a lot of use. As the weather cools down with the arrival of autumn, quite a few residents begin to use their backyard and portable fire pits. These devices offer a great opportunity for socialization with friends and family on a crisp fall evening. However, while you and your company are enjoying that fire pit, I would ask you to please be mindful of good fire safety practices, and also to be good neighbors with regard to the hours you keep your fire pit burning and the level of noise your activity generates. Those who live nearby will surely appreciate it.

I hope that all of our residents will take advantage of the wonderful weather we usually see in Guilderland every fall to get outdoors and to enjoy some of the wide range of recreational opportunities that are found throughout Guilderland at this time of year.

DRY EYES

by Dr. Chad Vaughn Guilderland, NY - Dry eye is a condition in which there are insufficient tears to lubricate and nourish the eye. Tears are necessary for maintaining the health of the front surface of the eye and for providing clear vision. People with dry eyes either do not produce enough tears or have a poor quality of tears. Dry eye is a common and often chronic problem, particularly in older adults. With each blink of the eyelids, tears are spread across the front surface of the eye, known as the cornea. Tears provide lubrication, reduce the risk of eye infection, wash away foreign matter in the eye, and keep the surface of the eyes smooth and clear. People with dry eyes may experience symptoms of irritated, gritty, scratchy, or burning eyes, a feeling of something in their eyes, excess watering, and blurred vision. Advanced dry eyes may damage the front surface of the eye and impair vision.

What causes dry eyes? The development of dry eyes can have many causes. They include: • Age – dry eye is a part of the natural aging process. The majority of people over age 65 experience some symptoms of dry eyes.

• Gender – women are more likely to develop dry eyes due to hormonal changes caused by pregnancy, the use of oral contraceptives, and menopause. • Medications – certain medicines, including antihistamines, decongestants, blood pressure medications and antidepressants, can reduce the amount of tears produced in the eyes. • Medical conditions – persons with rheumatoid arthritis, diabetes and thyroid problems are more likely to have symptoms of dry eyes. • Environmental conditions – exposure to smoke, wind and dry climates can increase tear evaporation resulting in dry eye symptoms. Failure to blink regularly, such as when staring at a computer screen for long periods of time, can also contribute to drying of the eyes. • Other factors – long term use of contact lenses can be a factor in the development of dry eyes. Refractive eye surgeries, such as LASIK, can cause decreased tear production and dry eyes.

How are dry eyes treated? Dry eyes can be a chronic condition, but your optometrist can prescribe treatment to keep your eyes healthy, more comfortable, and prevent your vision from being affected. The primary approaches used to manage and treat dry eyes include adding tears, conserving tears, increasing tear production, and treating the inflammation of the eyelids or eye surface that contributes to the dry eyes. Steps you can take to reduce symptoms of dry eyes include: • Remembering to blink regularly when reading or staring at a computer screen for long periods of time. • Increasing the level of humidity in the air at work and at home. • Wearing sunglasses outdoors, particularly those with wrap around frame design, to reduce exposure to drying winds and sun. • Using nutritional supplements containing essential fatty acids may help decrease dry eye symptoms in some people. • Avoiding becoming dehydrated by drinking plenty of water (8 to 10 glasses) each day.

ATHLETES FEELING “OFF THEIR GAME”: If your athlete is complaining of joint and muscle pain as a result of sports and training, there is so much we can do. It is estimated that chiropractic care is used by 90% of world class athletes. It can improve body function and decrease pain which leads to improvement in their performance. You may be spending hundreds, if not thousands of dollars on sports leagues, the best equipment and gear, high tech clothing, extra training sessions and travel & lodging for tournaments. Please don’t forget that their most valuable piece of equipment is their own body. Playing sports many days a week will take its toll and when your athlete is feeling “off their game” it is time to bring to take them to a chiropractor.

I hope you find a little humor in my checklist. I wanted to give you some insight as to why children need chiropractic care. Please don’t roll your eye and turn the page…just read on J. Last year I was asked to come and speak to some local high school student about sports chiropractic. It was great! But I was surprised that most of the students had never heard about chiropractic. I’m sure that some of you are also unfamiliar with what chiropractic is and when it can help you and your family. When my son was born, the delivery didn’t exactly follow my “all natural” birth plan. After laboring for many hours, getting the epidural which I tried to avoid, the doctor finally had to use forceps on my sweet delicate baby. After things settled down and I could spend some time with my newborn, one of the first things I did was check his tiny neck for spinal misalignments and muscle spasms from using forceps. When you are lucky enough to be the descendent of a chiropractor, this continues for lifeJ. Earlier this week, my son came home from school and said with a desperate tone “Mom, you have to adjust me! I have a really bad headache, my sinuses are all stuffed up and my shoulders are really tight.” Well this is music to my ears! I did some myofascial release on his neck, upper back and face muscles, used a few sinus drainage techniques and adjusted my son’s cervical spine. He immediately felt relief of all that pressure, tension and headache. The following is a list of signs to look out for that indicate your children should be evaluated by a chiropractor: 1.

BIRTH: If you had a “not so pleasant” birth or your sweet little one is showing signs of discomfort such as fussiness, colic, irritable, difficulty nursing from both sides of mom, constipation and ear infections.

ecently my son Mete earned his learning permit to drive. I fondly remember all of the times spent with my older children Tamer and Emre, learning to drive on the way to school. I am very fortunate that I have had and continue to have the opportunity to drive with my children to work and help educate them in the ways of driving. Recently this has caused me to think a lot about learning and the best way to learn something that you are motivated to learn. There are two kinds of learners, from public school, to driving, through college and beyond. Those that learn for the purpose of passing a test and those that learn to increase their ability and knowledge. The second type of learning occurs when we are interested in the topic we are learning because we have desire that motivates us; this is the type I will discuss. If you are motivated to learn something that you are very interested in you can go through these phases in you quest for success: Watch – Imitate – Practice – Set a Goal – Work with an Expert – Practice (a lot) – Teach. The very first thing we do when we are interested in something is to watch people doing it. As we watch, we imitate what they do in our first attempt to perform the task. Next, we practice that task until we can perform

it solo. To continue to the next level, we need to set a goal. This goal will drive us to perfect the task. For me the goal is to become a National Level competitor in my style of Taekwondo. This goal drives me to increase my knowledge and ability by watching more and practicing more while refining technique. A person cannot reach the level beyond the casual learner and achieve a high level goal without next finding an expert. You need someone or some group to give you the details necessary to accomplish mastery and watch you perform. The best results from consultation with experts is in person, but today the Internet provides a tremendous source of forums and media warehouses that provide one-way and even two-way opportunities to learn. I am fortunate in that I found two experts locally and many experts around the world that help me proceed toward my goal. With your experts and advisors you have to practice, a lot, and forever, constantly revising and improving. To really get great at something and perhaps become an expert yourself, you must teach others the task. This is the best way to really learn something well because you must internalize the knowledge and analyze yourself and

how you do things. As a teacher I know that one of the best ways to help any student is to have them teach someone else. It is funny how many people poke fun at the martial arts model in which an instructor has their students teaching class, saying that the instructor is looking for free labor. The exact opposite is true; it is the best way for those special students to become experts. Teaching others is the final concept in the phases, but it is this concept that caused me to begin this article. Since I have been teaching Mete how to drive I have become more in tune with the details necessary to complete the task safely and properly. I constantly analyze my own driving and have become more sensitive to those driving around me. As a result I confirmed yet again in my life that the absolute best way to learn, after you know how to do something well, is to teach it to someone else. I do not consider myself an expert driver, but with a little more practice and a little more teaching, I may get there. I am an expert at my style of Taekwondo, but with a lot more practice, a lot more watching, a lot more consultation with experts, I may finally become a true National Competitor.

WHO’S YOUR DADDY? by Margaret Tabak

have had men in my office from ages 18 to 80 crying crocodile tears over their shock and displeasure of finding out that they will be a father. As this is a family publication, I will not go through the obvious ways to insure that fatherhood does not occur. If you are on either side of this predicament, the following are things to think about: 1. Acknowledgement of Paternity – New York State has come up with a very civilized way to accept paternity, which can be done as early as at the time of the child’s birth. An Acknowledgement of Paternity form1 can be filled out at the time of the child’s birth. This should only be signed by someone who has no doubt that he is the biological father. By signing this form, the father takes on all the rights and responsibilities of fatherhood, including custodial rights and support obligations. 2. The Mother is Married (to someone else) – If the mother is legally married, even if she has been legally separated and lived away from her husband for

many years, he is still considered the “presumptive” father. This means that if you want bio dad determined, a paternity action must be brought in court against the biological father and the husband! While most husbands in this situation will make it very clear that they cannot be the biological father, if the husband does not consent, then DNA testing will occur. 3. Support- Once a father is determined; he can be responsible for the reasonable expenses of the mother’s confinement and recovery in connection with her pregnancy, as well as support for the child to age 21 including a share of health insurance, medical, childcare, and educational expenses. 4. Defenses – Fathers have often complained to me that representations were made to them so that an unplanned pregnancy would not occur. As we all learned in health class, even under the best of circumstances, nothing is 100%. Whether you were told this truthfully or not, a child will not suffer 1

from a mother’s misrepresentation. For my female readers, if you want a child keep in mind that your rights are no greater than Dad’s, and you now have a lifetime of co-parenting with this person. 5. What if someone has acted as the father and the biological father now comes along? – Sometimes, whether knowingly or not, a non-biological father may be raising someone else’s child. The biological father now comes along and wants to be declared the father. These are often very heartbreaking stories for both dads, as well as the child. The court can decide that a biological father may be barred from asserting his rights for many reasons, including that he had knowledge of the situation and did not raise it early enough. The issues of paternity are complicated emotionally, financially, legally, and scientifically, and should be addressed as early as possible with a qualified attorney.

ACTIVE MANAGEMENT CAN YOU WIN THE LOSER’S GAME? BY DANIEL BAUER

Guilderland, NY - Investors are faced with a choice between more than 8,000 distinct mutual funds (excluding multiple share classes of the same fund), according to data from Morningstar. How can investors be expected to choose wisely from such a large investment universe? As it turns out, the first step may well be to filter out all actively-managed mutual funds. Standard & Poor’s, a leading financial market benchmarking firm, prepares a semi-annual analysis called the S&P Indices Versus Active Funds Scorecard, or SPIVA Scorecard. The Scorecard seeks to compare the performance of various mutual funds to relevant benchmarks tracked by S&P. The Scorecard is particularly useful for the following reasons: 1. S&P considers all funds available at the beginning of a sample period, and not just those funds which survived through until today, thereby eliminating survivorship bias.

2. The Scorecard compares each mutual fund to a relevant benchmark, as opposed to comparing all funds to a single benchmark such as the S&P 500. 3. S&P provides analysis on an asset-weighted basis, which reflects the fact that an investor is more likely to have access to, say, the Vanguard Total Stock Market Index Fund ($381 billion in assets) than the Nuveen Growth Fund ($46 million in assets). For the period ending 06/30/2015, the SPIVA Scorecard showed that on a 10-year trailing basis, between 61% and 90% of US equity mutual funds were outperformed by a relevant S&P index. This means that even in the best-performing category of US equity mutual funds (those in the Large Cap Value space), only 39% of funds outperformed their benchmark. This lends strong evidence to the wisdom of utilizing index funds (rather than activelymanaged funds) to assemble a portfolio. We find two common objections to the advice to avoid actively-managed funds – the first is to only use actively-managed funds in the “less-efficient” asset classes,

such as small-company stocks or emerging markets stocks. However, the SPIVA Scorecard confirms that activemanager underperformance is as robust in these asset classes as it is in more common asset classes such as large-cap US stocks. The second objection we hear is that investors should limit their choice of actively-managed funds to those with good track records. Bradford Cornell’s 2008 paper “Luck, Skill and Investment Performance invalidates this strategy. His results “indicate that most of the annual variation in [fund] performance is due to luck, not skill.” If skill is scarce while luck dominates, then past performance should not be relied upon to make investment decisions for the future. As we are told time and time again, past performance is not indicative of future results. Finance author Charles Ellis offered this sage advice in his book ‘Winning the Loser’s Game’: “Everything I know is known by the market and worked in to the market…The best way to invest is through benign neglect. Get your asset allocation right and leave your investments alone.” We couldn’t agree more!

So, I used to work at the Baseball Hall of Fame… Some on the staff here at GPL have observed that my long tenure at the Baseball Hall of Fame has influenced my choices in the types of programs that I like to personally hold here at GPL. “Too much baseball, Tim” they say. “Not so!” I reply, “We’ve had hockey events, too.” Okay, so maybe there’s a bit of truth to it. As evidence, I point to an upcoming “Monday Night Baseball Series,” which brings authors and singers to GPL for an entertaining celebration of America’s Pastime. FALL RECYCLING EXTRAVAGANZA

on Saturday, October 24 from 8 a.m. to 2 p.m. at Farnsworth Middle School. The Guilderland Central School District, in conjunction with Albany County’s Live Life Local event, will be hosting a Fall Recycling Extravaganza on Saturday, October 24 from 8 a.m. to 2 p.m. at Farnsworth Middle School. This is a community-wide event and is open to both residents and non-residents of the school district. This is the district’s 10th Recycling Extravaganza, and new this year, the district will be partnering with Albany County. Working with our community partners, the following items will be collected:

• County Waste/Waste Connections: Hard plastics (# 1-7’s) • American Clothing Recyclers: Rags/textiles (Please do not include any rags which are moldy, wet, or have been exposed to dangerous chemicals)

• Grassroot Givers: Clothing/linens/small household goods/books/unopened toiletries • GHS Key K Club: Deposit bottles • Han Hannaford: Plastic bags • Tro Troy Bike Rescue/Bikes For Humanity: Bicycles, tricycles, scooters • Prote Protek: Electronics • T. by Vince Coppola, owner of Scrapster, LLC AT LONG LAST, Fall has arrived! So what does that mean exactly? I looked up the origin (etymology) of the phrase “at long last”. It first appeared as “at the long last” in a 1523 poem by John Skelton. The Oxford dictionary suggests “last” is used here as a noun, meaning a continuance. I wonder if John Skelton was alive today and detailing his car, would he wax poetic? But I digress. Next I considered “Autumn”. While I could bore you with the details, because hey, it’s fun to be annoying sometimes, the short version is that it’s history is kind of known, but not really. It basically means “end of summer”. From etymonline.com: “Unlike the other three seasons, its names across the Indo-European languages leave no evidence that there ever was a common word for it.” So it’s like the pyramids in a way, right? Work with me on this one: Humans were just hanging around, catching some rays and eating grapes by the pool. Suddenly a cold breeze, some hi-tech meddling aliens land and they build several impossibly giant and perfect structures. When they finished , sometime around harvest time, they said: “See you guys later…hey, by the way, start calling this season Autumn.” Then they took off into space and made us wait for George Lucas, Steven Spielberg and J.J. Abrams to be born to tell us more about these crazy aliens! At long last, I looked up “Fall”. I was drawn to the 13 th century definition meaning "to pass casually (into some condition)". Perfect description. Like everyone else around here, I love summer, but have been waiting for the heat and humidity to go away already. Every Indian summer day meant one less day of decent cool weather. Now that we have finally passed casually into Fall itself, I am taking advantage by getting some long overdue projects out of the way. With 10,000 square feet of warehouse to organize I really have my hands full. I am building shelves, organizing everything that goes together, cleaning out about 200 bins of who knows what, throwing out all the junk, etc. So what about YOU? Maybe you AUTUMN FALLOW my lead? GUILDERLAND, NY—Seven Guilderland High School seniors were recently named semifinalists in the 2016 National Merit Scholarship (NMS) Program. Jeremy L. Collison, William Z. Dong, Sarah Jones, Joseph P. Petitti, Catherine E. Seita, William Y. Wang, and Michael Y. Zhu are among a field of 16,000 students nationwide who will continue in the competition for some 7,600 National Merit Scholarships that will be offered next spring. More than 1.5 million juniors in more than 22,000 high schools entered this year’s National Merit Scholarship Program by taking the 2014 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), which served as an initial screen of program entrants. To become a finalist, a semifinalist must have an outstanding academic record throughout high school, be endorsed and recommended by the high school principal, and earn SAT scores that confirm the student’s earlier performance on the qualifying test. Semifinalists must also submit a detailed application and essay outlining their participation and leadership in school and community activities. National Merit Scholarship winners are expected to be announced in April 2016.
