Condado Osceola / Osceola County

Osceola County maintains general fund tax rate for 16th consecutive year Osceola County, FL – The Osceola County Board of County Commissioners unanimously adopted its Fiscal Year 2027 budget on Monday, September 21, maintaining the County’s General Fund millage rate at 6.7 mills for the 16th consecutive year while taking a measured approach to spending amid uncertainty surrounding Florida’s property tax system. The budget prioritizes essential services, fiscal oversight, and long-term financial stability while positioning the County to respond in the event Amendment 3 is approved by voters on November 3. “We are charged to govern for the needs of our community today while preparing for what may come tomorrow,” said District 3 Commissioner Brandon Arrington, Chairman of the Osceola County Board of County Commissioners. “This budget protects the services people depend on, maintains a stable tax rate, and gives us the flexibility to respond responsibly if our revenue picture changes. If difficult choices become necessary, our Board is prepared to make them carefully, transparently, and with the needs of our community at the center of that focus.” As part of the budget process, the County reduced planned expenditures by $12 million
and implemented conservative budgeting measures, including a hiring freeze with limited exceptions for critical operations, continued review of departmental spending, zero-based budgeting, and postponement of nearly $92 million in capital projects that would lead to new operating costs. Property taxes remain the County’s largest recurring revenue source for general government operations, supporting public safety, transportation, parks, libraries, courts, and community programs. More than half of property tax-supported general expenditures are dedicated to public safety, including the Sheriff’s Office, Corrections, Fire Rescue & EMS, Emergency Management, and Animal Services. Osceola County’s ad valorem tax base increased 6.2 percent based on the Property Appraiser’s July 1 certified values, including approximately $2.2 billion in new construction. However, Amendment 3 could significantly reduce future property tax revenues. If approved by at least 60 percent of Florida voters on the November ballot, the amendment would increase the homestead exemption to $150,000 in 2027 and $250,000 in 2028. Beginning in 2029, the exemption would increase annually based on an index. The Legislature would then establish a
schedule to further increase the exemption until all homestead property is fully exempt from non-school property taxes. Current County estimates project Amendment 3 could reduce Osceola County property tax revenues by approximately $94.5 million through Fiscal Year 2029, including an estimated $79.3 million from the General Fund. Of the County’s approximately $3.1 billion total budget, roughly $2.7 billion is committed to specific purposes and is unavailable to replace property tax funding, while approximately $495 million in property tax revenue supports general governmental expenditures. •
Stable General Fund Tax Rate: The adopted General Fund millage rate remains at 6.7 mills for the 16th consecutive year and is below the certified rollback rate.
•
Continued Fiscal Restraint: The County continues a hiring freeze, with limited exceptions for essential operations, along with zero-based budgeting and heightened review of spending related to future operating commitments.
•
Public Safety as a Priority: More than half of property tax-supported
general expenditures are dedicated to the Sheriff’s Office and other public safety functions, such as Corrections, Fire Rescue & EMS, Emergency Management, and Animal Services. •
Planning for Amendment 3: The County is maintaining financial flexibility in anticipation of the November 3 vote and the potential effect of expanded homestead exemptions on recurring revenues.
•
Managing Continued Grow th: Certified taxable property values increased 6.2 percent, including approximately $2.2 billion in new construction, reflecting a demand for infrastructure and services.
•
Protecting Long-Term Capacity: The budget maintains healthy reserves and avoids unnecessary new longterm obligations so the County can respond to changing financial conditions without compromising its ability to govern effectively.

Congressman Darren Soto (FL-09) and House Democratic Caucus Chair Pete Aguilar
Representatives Darren Soto and Pete Aguilar speak with Hispanic voters in Osceola County as Vote-by-Mail Ballots drop Buena Ventura Lakes, FL – On September 23, Congressman Darren Soto (FL-09) and House Democratic Caucus Chair Pete Aguilar visited Eterna—a small business in Osceola County—to meet with Hispanic constituents and community leaders as mail-in ballots begin to be sent out for the November 3 midterm elections. Florida’s Ninth Congressional District was previously over 50% Hispanic, but is now only 41% as a result of new boundaries. Republicans’ redistricting efforts across the
state specifically targeted this Hispanicmajority district to dilute the Hispanic vote, and the community is now split across multiple districts. For this reason, Chairman Aguilar joined Rep. Soto to remind Hispanic voters in Central Florida of the power of their vote, especially as Rep. Soto’s district has become one of the closest House races in the country. During the event, voters were surprised to learn about the dilution of the Hispanic vote within their own community. Many
expressed that while Hispanic communities are on the front lines of the Trump Administration’s widespread attacks, it is now more necessary than ever for them to vote for their families and for other members of their community. Members spoke to voters about how Trump’s war in Iran has increased the price of gas, how tariffs have raised costs for families, and Democrats’ ongoing work to fight corruption in Washington. As Chairman of the House Democratic
Caucus, Rep. Aguilar made the Democratic Party’s priorities clear: to lower costs for Americans, to make healthcare affordable and accessible, and to hold corruption accountable. He closed the event by noting how critical it is to have Rep. Soto back in Washington to deliver on this agenda for Florida’s Ninth Congressional District.

$21.1 Million announced for Kissimmee Gateway Airport improvements By: Kathiuska Egea Kissimmee, FL – Congressman Darren Soto announced a $21,108,836 Federal Aviation Administration (FA A) grant for Kissimmee Gateway Airport on Friday, September 25. Also present at the press conference were airport Aviation Director Shaun J. Germolus, Florida State Representative Jose Alvarez and Kissimmee City Manager Mike Steigerwald. The funding comes through the 2026 Airport Improvement Program and will support the second phase of a Taxiway A project, which consists of construction.
The FAA included the grant in its funding list announced on September 14. The project will shift the existing paved Taxiway A by 50 feet to bring the airport into compliance with current standards. It will also rebuild the taxiway lighting, which has reached the end of its useful life. Taxiways allow aircraft to move between runways and other areas of an airport, making their placement and lighting part of the infrastructure needed for airfield operations. The announcement highlighted the investment’s importance for the airport’s future and for Kissimmee. In addition to
funding construction, the project could support local economic activity and create work oppor tunities connected to the improvements. No specific number of jobs associated with this grant was announced. The funding comes as Kissimmee Gateway continues to develop. In May, the city reported securing a separate $10 million federal grant to support construction of a new air traffic control tower. City officials have described the airport as a center for business aviation, pilot training, tourism and regional economic growth. The tower and Taxiway A improvements are separate projects.
The FA A’s A ir por t Improvement Program funds infrastructure such as runways, taxiways, lighting and signage. At Kissimmee Gateway, the newly announced grant will move a specific construction phase forward and update a key part of the airport’s infrastructure.

Do You Need a Mammogram Before Age 40? It’s generally recommended that every woman starts their breast cancer screening mammograms at age 40 and continues to get them yearly until at least age 75. But what are the reasons to start your mammograms earlier? Women at higher risk for breast cancer are encouraged to start getting mammograms closer to age 30. Let’s look at risk factors for breast cancer so you can determine if you should start your mammograms sooner than 40, as well as how breast cancer impacts younger women.
recommends that African-American women start screening at age 30. •
•
Who Should Get Mammograms Before Age 40? You should start your mammograms earlier if you’re considered high-risk for breast cancer. You might be high-risk if you: •
A r e A f r i c a n - A m e r i c a n: T h e American College of Radiology
Are Ashkenazi Jewish: Ashkenazi Jewish women of Eastern European descent women have a much higher risk of breast cancer. The risk of having a gene that increases the risk of breast cancer is one in 400 in the general population. In the Ashkenazi Jewish population, it increases to one in 40. Have a family history of breast cancer: You are at increased risk if you have a sibling, parent or child with breast cancer. The more firstdegree relatives with breast cancer you have, the higher your risk.
•
Have dense breasts: Dense breasts increase your breast cancer risk by 25%.
•
Have had radiation exposure: If your chest has been exposed to radiation
between the ages of 10 and 30, you may need to get screened early. •
Have the breast cancer gene: If you or a first-degree relative has the BRCA1 or BRCA2 gene mutation, your doctor will likely recommend you get mammogram screenings earlier than 40. You can find out if you have the gene through genetic testing.
How Does Breast Cancer Affect Younger Women? While only 5% of breast cancer cases are in women younger than 40, it tends to be more aggressive and less likely to respond to treatment in younger women. It can also lead to problems with sexuality, fertility and pregnancy after receiving treatment for breast cancer. It’s important to pay attention to the warning signs no matter how old you are. One of the challenges for younger women
is that they tend to ignore symptoms, thinking they’re too young to have breast cancer. Delaying the diagnosis can lead to delayed treatment and decreased chances of survival. If you have lumps or unusual discharge, get your breasts checked as soon as possible. Schedule Your Mammogram Today At AdventHealth, we empower every woman to feel whole and stay well. Our advanced mammography screening for early detection is one way we’re helping you live your best life.
Kissimmee City Commission adopts $321.9M fiscal year 2027 budget Kissimmee, FL – The Kissimmee City Commission has adopted a $321.9 million budget for Fiscal Year 2027, which begins October 1, 2026, and ends September 30, 2027. The budget keeps the City’s property tax rate at 4.6253 mills, the same rate the City has held for 18 consecutive years. Balancing this year’s budget required difficult choices. To keep services steady without raising the tax rate, the City reduced positions, put a hiring freeze in place, canceled or deferred planned spending, and used about $5 million in reserves to close the remaining gap. The Commission adopted the budget following public hearings on September 9 and September 22.
Budget Highlights: •
Total budget: $321.9 million across all funds, compared with $310.3 million in Fiscal Year 2026.
•
General Fund: $159.5 million, including $37.9 million in reserves. That is about 1% less than the current year’s General Fund budget. The General Fund pays for most day-to-day City services, including police, fire, parks, and streets.
•
Property tax rate: 4.6253 mills, or $4.6253 for every $1,000 of taxable property value.
•
Taxable property value: About $7.5 billion, up about 7.7% from last year.
•
Public safety: Police ($39.6 million) and the Fire Department ($31.2 million) remain the City’s largest commitment. Together, they cost about twice what the City collects in property taxes.
•
Workforce: 934 authorized positions with no additional positions proposed over the next five years.
•
Changes Required to Balance the Budget
Florida voters will decide Amendment 3 on November 3, 2026. If approved by at least 60% of voters, the amendment would increase the homestead exemption for non-school property taxes, including
City property taxes, to up to $150,000 in 2027 and up to $250,000 beginning in 2028. It would also lower the yearly limit on assessed value increases for nonhomestead property from 10% to 5%. If approved, the changes would first appear on property tax bills in November 2027, which would affect the City’s Fiscal Year 2028 budget. The City estimates Amendment 3 could reduce its property tax revenue by an estimated minimum of $6 million per year once fully in effect. The Fiscal Year 2027 Operating and Capital Budget and a Budget in Brief are available at kissimmee.gov/budget.

Kissimmee honors the legacy of Guillermo “Bill” Hansen with a plaza in Kissimmee Lakefront Park

Pliego Moreno, Consul of Mexico in Orlando.
People who remember Guillermo’s contributions came forward—such as Augusto Sanabria, the director of Prospera USA, who recalled that Guillermo led the campaign to bring Prospera to Osceola County over 20 years ago, an initiative that has helped hundreds of businesses. The Venezuelan community also reminded us that, thanks to his support, the first major event for them—”La Bajada de la Chinita”— was held; this festival commemorates the Virgin of Chiquinquirá and is a significant tradition for the Venezuelan community. While it is impossible to recount everything Bill Hansen did, as Mexican Consul Iván Pliego noted, it is deeply significant that—in these challenging times—authorities have chosen to name a public space after a Hispanic figure like Guillermo “Bill” Hansen.

Kissimmee, FL – It is rare to be able to say that sharing news brings such pleasure and happiness, as is the case now, seeing how many media outlets have come together for an event that is a source of pride for the entire Hispanic community. Words like those from the Osceola News Gazette: “Every city should have a Guillermo Bill Hansen… Bill Hansen Plaza: Dedicated to the man who gave local Hispanics their first voice.” Outlets such as Telemundo, La Prensa, and Positively Osceola all covered the event as well. The City of Kissimmee held a dedication ceremony on September 23 at Kissimmee Lakefront Park to unveil a new sign at

The Kissimmee City Commission approved the renaming on September 9, 2026, following a public hearing. The request came from State Representative Jose Alvarez and was considered under the City’s Memorial Naming of Public Facilities policy, which recognizes individuals who have made a significant contribution to the City’s well-being and betterment. “Bill Hansen brought people together and created opportunities for people to celebrate the cultures that make Kissimmee special,” said Mayor Jackie Espinosa. “By naming this plaza in his honor, the City Commission is giving our community a lasting way to recognize his service and the difference he made in Kissimmee.” “ We are eternally grateful for this immense honor from the City of Kissimmee and State Representative Jose Alvarez for the naming of the Bill Hansen Plaza and recognizing the great impact he had on our entire community,” said Yanin Hansen, daughter of Bill Hansen. “This is very special because it fulfills one of my father’s wishes and allows his work to continue paving the way for Hispanics and making them more visible, as he always did.”

Restaurantes / Restaurants

Fat One’s Hot Dogs & Italian Ice opens at Universal CityWalk By: Kathiuska Egea Orlando, FL – Universal CityWalk has added a new dining option with the opening of Fat One’s Hot Dogs & Italian Ice, the restaurant created by *NSYNC member
Joey Fatone and his longtime business partner and manager, Joe Mulvihill. Osceola Star Newspaper attended a special media preview on September 18, one day before the restaurant officially
opened to the public on September 19. During the event, Fatone and Mulvihill shared details about the concept behind the restaurant, while members of the media had the opportunity to experience the new
location and sample several items from the menu. Fat One’s offers a casual dining concept centered around hot dogs featuring creative combinations and flavors inspired by different cultures. The menu includes nine specialty options, including The Fat One, a foot-long hot dog topped with roasted pork, pepperoni, chili beans, cheddar cheese sauce, red onion sauce, potatoes and scallions. Other selections include The Brazilian, featuring grilled linguiça and Brazilianinspired flavors, and the Dirty K-Pop Dog, influenced by Korean cuisine and topped with kimchi slaw, spicy gochujang mayo, scallions, crispy onions and black sesame. Among the menu items with a more personal connection to Fatone is El Fonsi, created in honor of his friend Luis Fonsi and featuring ham, turkey, Swiss cheese, sofrito, onion jam, mayo-ketchup and potato sticks. Another option, The Angelo, draws inspiration from Fatone’s character in My Big Fat Greek Wedding, while The Cubano combines roasted pork, ham, Swiss cheese, mustard and pickles. The menu also includes a vegan option and choices for guests looking for a more traditional hot dog. The experience is complemented by Italian Ice, inspired by Fatone’s childhood memories growing up in Brooklyn. Flavors include lemon, cherry, mango, tropical, cotton candy and blue raspberry. Specialty beers are also available. The opening at Universal CityWalk carries a special connection to Orlando for both Fatone and Mulvihill. The longtime friends attended Dr. Phillips High School and both worked at Universal Studios Florida during their younger years. Before achieving international fame with *NSYNC, Fatone was also a performer in Universal’s Beetlejuice’s Graveyard Revue. Fat One’s originally launched in Orlando in 2016 and has evolved through different formats over the years. Its new permanent location at Universal CityWalk marks a new chapter for the restaurant concept created by Fatone and Mulvihill. Fat One’s Hot Dogs & Italian Ice officially opened to the public on September 19 and is located on the upper level of Universal CityWalk, across from Antojitos Authentic Mexican Food.

El panel c ontó además c on la participación de Mauricio Murillo, Manager, Diversity, Equity & Inclusion de USTA; Sergio Peralta, Public Park Tennis Fellow de USTA Florida; y John Leffort, Director of Tennis for the City of Kissimmee Parks

Kissimmee, FL – Children, teens, and adults gathered Saturday, September 26, at Oak Street Park Community Center in Kissimmee for Tenis Para Todos (Hispanic Heritage Celebration), a free community event celebrating Hispanic and Latino culture through tennis and community engagement. The event, presented by USTA Florida in partnership with Tenis Para Todos and local collaborators, brought together families and players of various ages and experience levels. Throughout the day coaches from different Kissimmee tennis academies, including Julio Infante Academy and Topspin Tennis, offered free lessons to children and adults. The Tenis Para Todos initiative seeks to expand access to tennis and introduce the sport to diverse communities, creating opportunities for children, teens, and adults to experience and enjoy tennis regardless of their skill level. Community events like this provide new players with an opportunity to experience the sport for the first time in an accessible, family-friendly environment, while those who already play can continue developing their skills. The celebration also emphasized Hispanic and Latino representation within
the game, meet coaches, and discover opportunities to continue participating in the sport.
The program also featured a Hispanic Heritage Panel Discussion focused on the impact of Hispanic and Latino culture through tennis. The conversation was moderated by Gabriela Hansen, Senior Program Coordinator for Adult Tournaments and Collegiate Programs at USTA Florida.

The event drew a strong turnout of people of all ages and provided an opportunity to introduce tennis to more local families while recognizing the contributions of the Hispanic and Latino community to the sport. The celebration took place at Oak Street Park Community Center, 717 N. Palm Ave. in Kissimmee, a public facility that serves as a venue for sports and recreational initiatives for the community. USTA Florida provides information about tennis programs, events, places to play, and participation opportunities throughout Osceola County and communities across the state through its official website.
Panelists included Mauricio Murillo, Manager, Diversity, Equity & Inclusion at USTA; Sergio Peralta, Public Park Tennis Fellow at USTA Florida; and John Leffort, Director of Tennis for the City of Kissimmee Parks & Recreation and owner of Topspin Tennis. The panelists shared their experiences and discussed their journeys through tennis and the sport’s connection to the community. The discussion reinforced one of the central messages of the event: the importance of creating spaces where more people can discover tennis and find opportunities to stay active, learn, and connect with other members of their community.
