Renewable Energy in Ireland

Renewable Electricity Target

The Climate Action Plan 2023 sets a target to achieve 80% renewable electricity generation by 2030.

Solar Energy Ambitions

The government has increased its 2030 target for solar energy generation to 8 GW, up from a previous range of 1.5 GW to 2.5 GW.

Local Power engaged ORS to deliver a comprehensive service package for their 4MW Anaerobic Digestion facility in Carnaross, Co Meath, encompassing planning application preparation, detailed design, and thorough EIAR and NIS assessments. Critically, ORS proactively led stakeholder consultations, ensuring effective engagement and communication with the public and relevant authorities throughout the process. The facility will process 76,500 tonnes of agricultural feedstock to produce renewable biogas, upgraded to biomethane for the Gas Networks Ireland network.

This project will also generate renewable CO2 for the food industry and valuable nutrient-rich digestate for local agriculture, thereby reducing reliance on chemical fertilisers.

BESS Developments

We offer a comprehensive range of services for Battery Energy Storage System (BESS) projects, specialising in planning and development coordination. Our expertise includes navigating the complex planning process, managing stakeholder engagement, and ensuring compliance with local regulations. JSA Planning were engaged to prepare and coordinate a planning application for a large-scale Battery Energy Storage System (BESS) on an existing data centre campus in Wicklow This involved navigating the planning process, engaging with stakeholders, and ensuring regulatory compliance for the BESS integration. Having previously coordinated applications for three data centre buildings, a substation, and a grid connection at the same site, we were able to build on this experience. After submission, the Planning Authority granted permission without appeal

JSA also led pre-application consultations with Wicklow County Council to address key issues and collaborated with a team of consultants, including architects, engineers, and environmental specialists, to prepare a detailed planning application.

ORS partnered with FuturEnergy to analyse potential wind turbine delivery routes for a site in Cul Timahoe, Co Laois Our work involved preparing transportation reports to identify the most cost-effective and feasible route from port to site.

Once a route was determined, ORS conducted desktop surveys, topographical surveys, and a route drive survey to identify potential hazards. Pinch points were assessed through swept path analysis to evaluate route feasibility

ORS provided technical drawings to help our client approach landowners for land negotiations ORS also informed landowners of potential overhangs during turbine delivery.

We provided multidisciplinary services for a client in County Wexford, supporting both the planning and environmental assessment processes for a solar development with over 40MW capacity.

Our services included the preparation of planning reports, EIA pre-screening, ecological assessments, and biodiversity management. Additional assessments addressed flood risk, landscape and visual impact, glint and glare, noise, safety, and archaeology. We also developed traffic management plans, construction and environmental management plans, and GISbased mapping to support the seamless delivery of the project.

We have vast experience working with international Engineering, Procurement, Construction (EPC) contractors in both large infrastructure and energy projects. GIL Generation Power Plant, Monksland, Co. Roscommon consisted of the construction of a 100 MW dual-fuel generation asset outside Athlone, Co. Roscommon. The site contains multiple buildings and consists of five gas reciprocating engines exporting power to the grid via an adjacent 110 kV connection The project will use natural gas as its primary fuel with gas oil as a back-up in the event of interruption to the gas supply

The ORS team provided local engineering design support to a renowned international power infrastructure contractor. The roles carried out by ORS on this project were design certifier, CSA (testing and certification of gas appliances in North America) design, M&E design and resident engineering.

Luke Wymer Executive Director

Luke holds a Masters in Regional and Urban Planning (UCD, 2017) and a BA in Geography, Archaeology. He has significant experience leading large-scale renewable energy projects (solar, biomethane, energy storage) and managing planning applications, Environmental Impact Assessments in Ireland. Luke is a Corporate Member of the Irish Planning Institute (MIPI) and serves on the Executive Committee of the Royal Town Planning Institute Ireland

Oisín Doherty Associate Director, Environmental Services

Oisín is a Chartered Environmentalist with over 15 years of experience in environmental services. Specialising in renewable energy, environmental impact assessment, and waste management, he project manages Environmental Impact Assessments (EIA) and Industrial Emissions (IE) licence applications for Anaerobic Digestion Facilities. Holding an MSc in Environmental Management, Oisín is a member of the National Standards Authority of Ireland Expert Panel on Biomethane.
