Since 1936, the Port of Brownsville has served as a beacon of progress — strategically elevating the Rio Grande Valley’s economy for all. While change remains constant, our mission has not wavered. We remain dedicated to our stakeholders, our communities, and to building a port that delivers opportunity at every turn.

As Chairman of the Brownsville Navigation District, I’m proud to share the remarkable milestones we’ve reached. In 2023, we generated more than $12 billion in total economic activity for the state of Texas, marking a 400 percent increase from 2019. This growth reflects our port’s expanding capabilities and long-term vision to power sustainable success for generations to come.

Building upon the achievements at the port, the construction of our 118-acre business park is in the final stages. This development has already begun to attract forward-thinking companies seeking to capitalize on the port’s strategic location, logistical strengths, and nearshoring opportunities. This marks a key milestone in our long-term vision to build an ecosystem that fosters innovation, trade, and industrial growth in South Texas.

Our Brazos Island Harbor Channel Improvement Project is scheduled for completion in 2026. This effort will deepen the Brownsville Ship Channel from 42 feet to 52 feet, significantly enhancing navigational safety and efficiency for larger commercial vessels and increasing our capacity to serve global markets.

As we look to the future, the momentum continues. The Port of Brownsville continues to grow as a vital force in regional and international trade. As Port Director and CEO, I’m proud to share the progress made possible by the hardworking people who power our success every day.

In 2024, the port moved more than 28 million tons of cargo, up from 18.1 million tons the previous year. This significant increase reflects not only the strength of our infrastructure and private investment, but the dedication and expertise of our workforce.

Last year, we recorded 2,322 vessel calls, 95,000 railcar movements, and 450,000 truck crossings through the port. These milestones reinforce our role as a critical link in the global supply chain and a key driver of the regional economy. The U.S. Army Corps of Engineers ranked the Port of Brownsville 41st among the nation’s top 150 maritime ports for waterborne cargo—a milestone that speaks to our continued momentum.

Our growth is fueled by the men and women who make it happen including stevedores, logistics teams, administrative staff, and industry partners who ensure the safe, efficient movement of critical commodities that keep our economy moving.

The Port of Brownsville’s strategic advantages and wide-ranging benefits continue to attract new industries, with dozens of projects in the pipeline representing billions in private investment. Port of Brownsville: Building the Future of Trade, Jobs, and Growth

At the southernmost point of Texas, where the Rio Grande meets the Gulf, the Port of Brownsville is driving a new era of growth and opportunity. Vessels, trains, and trucks traverse the port’s industrial landscape, signaling more than just cargo in motion. This is the economic engine driving the Rio Grande Valley’s economy.

As the only deepwater seaport located on the U.S.-Mexico border, the Port of Brownsville has become a gateway for trade, a magnet for investment, and a catalyst for opportunity across South Texas. Currently, more than $20 billion in projects are in the pipeline, promising to further transform the economic landscape of South Texas.

The port’s long-term vision is guided by the Brownsville Navigation District Board of Commissioners. This five-member elected body oversees policy, planning, and major investment decisions. The current board includes Chairman Esteban Guerra, Vice Chairman Sergio Tito Lopez, Secretary John Reed, and Assistant Secretaries John Wood and Ernesto Gutierrez. The Port of Brownsville continues to play a central role in the success of the region. According to the U.S. Army Corps of Engineers, the port climbed to No. 41 among the nation’s 150 maritime ports for waterborne cargo, its highest ranking to date. In 2023, the port moved 11.2 million tons of waterborne cargo, up from 9.1 million tons in 2022.

That momentum carried throughout 2024, with total cargo reaching 28 million tons marking a 57 percent increase from 2023. Operating revenue at the port in 2024 surpassed $30 million for the fourth consecutive year, reaching $43.3 million.

This growth represents more than statistics. It means jobs for families, new business, and broader momentum across South Texas. Every ton of cargo supports a ripple effect that fuels the local economy.

Contributing to the port’s success are consistent investments in infrastructure. A centerpiece of that effort is the Brazos Island Harbor Channel Improvement Project, which will deepen the 17-milelong ship channel from 42 feet to 52 feet. The increased depth will allow larger vessels to enter more safely, reduce wait times, and improve overall efficiency.

of Engineers, the Port of Brownsville, and energy company NextDecade. In 2019, NextDecade committed to funding Phase 1, a $400 million investment, which includes deepening the channel near its Rio Grande LNG site and building two ship berths and a turning basin. Great Lakes Dredge & Dock Company received the contract from NextDecade for work on Phase 1. Phase 2, led by the port and the Corps, is supported by $68 million in federal funding through the Infrastructure Investment and Jobs Act. In 2024, a $104 million contract was awarded to Callan Marine Ltd. The estimated completion date of the project is late 2026.

Infrastructure improvements on the port’s land are moving just as quickly. The port has expanded laydown yards, modernized roadways, and improved berths to handle high-volume cargo, including wind energy components. These updates are essential for maintaining the port’s competitiveness in a changing global market.

The Port of Brownsville continues to attract some of the largest private investments in the energy sector. Projects like Rio Grande LNG and Texas LNG are shaping the future of U.S. energy exports. Together, they are expected to create thousands of jobs and generate significant long-term economic benefits for the Rio Grande Valley.

Rio Grande LNG, built by Bechtel Energy Inc., is a natural gas liquefaction and export facility with up to 48 million tonnes per annum (MTPA) of potential capacity, making it one of the world’s largest LNG projects in development. Trains 1 through 4, representing about 24 MTPA and $25 billion in investment, are under construction and scheduled to begin operations between 2027 and 2030, supported by customers such as ADNOC, Aramco, Shell, ExxonMobil, and TotalEnergies. Train 5, with commercial agreements secured from Jera, EQT, and ConocoPhillips, is advancing toward a positive Final Investment Decision, while Trains 6 through 8 are in early development and permitting.

Texas LNG, a project of Glenfarne Energy Transition, is a planned 4 MTPA export terminal at the Port of Brownsville designed to be one of the lowest-emission LNG facilities in the world. It has secured offtake agreements with companies including EQT Corporation, Gunvor Group, Macquarie, and a major European utility. Texas LNG recently cleared

a key regulatory milestone with the Federal Energy Regulatory Commission’s Final Supplemental Environmental Impact Statement and is targeting a Final Investment Decision by the end of 2025. Kiewit Corporation has been selected as the engineering, procurement, and construction contractor, with the project expected to be completed by 2029.

The port is also prioritizing sustainability. From habitat restoration projects to native species conservation, it is working to ensure that economic development goes hand-in-hand with environmental responsibility. These efforts help maintain a balance between progress and preservation.

The port’s location and multimodal access position as a unique link between global trade and emerging industries. It plays a growing role in renewable energy logistics, particularly in the transport of oversized equipment like wind turbines. It’s also supporting the commercial space industry. Just a short distance from SpaceX’s Starbase launch site, the port offers specialized logistics that support space innovation and advanced manufacturing.

With competitive costs, unmatched logistics, available land, and a growing labor force, the Port Brownsville is one of the most attractive locations in the country for nearshoring and industrial investment.

New Business Park: Built for Growing Business

The Port of Brownsville Business Park offers 17 fully equipped lots with utilities, a foreign trade zone and is ideal for light to medium manufacturing across diverse industries.

As the only deepwater seaport located on the U.S.-Mexico border, the Port of Brownsville was built to foster and support global trade. Today, the tradition of creating opportunities to shape the economic landscape for success continues. Among the port’s latest developments is the construction of its 118-acre business park.

The Brownsville Navigation District (BND) Board of Commissioners broke ground on the transformative project in June 2023. Since then, port staff from the Engineering and Facilities Maintenance departments have completed the project with the majority of the work completed in-house.

In April 2024, Westa Inc., a food manufacturer, secured their position as the first tenant of the business park. Currently, the company is finalizing plans for a $20 million state-of-the-art wheat flour mill and sunflower

processing plant with storage silos on a 10-acre site at the port’s turning basin. With corporate offices in Miami and Toronto, Westa is expected to create 120 jobs and receive raw materials by barge from the Midwest, optimizing its supply chain for flour milling and sunflower seed processing. The project highlights the park’s strategic appeal, offering direct access to multimodal logistics and global trade routes, and marks a key milestone in the port’s efforts to attract new industrial investment.

Strategically designed to strengthen global supply chains, this premier development features 17 fully serviced lots equipped with utilities, Foreign Trade Zone designation, and seamless access to the USMCA corridor. The site boasts connections to three Class I railroads, 24/7 secured facilities, and direct entry to the port’s overweight corridor making it an ideal location for light to medium manufacturing across multiple industries.

Positioned at the Port of Brownsville’s turning basin, the park offers unmatched connectivity to ocean-going vessels and a robust barge system, delivering a competitive, cost-saving advantage unique among South Texas business parks.

North America’s Premier Nearshoring Gateway

The Port of Brownsville is the only deepwater seaport along the U.S.–Mexico border, strategically positioned at the southernmost tip of Texas and closest to Mexico’s industrial core. Direct access to Mexico’s manufacturing sector makes the port a vital link in cross-border trade and a premier hub for nearshoring operations serving both U.S. and Mexican markets.

As a multimodal logistics center, the port moves steel, refined petroleum products, grains, and aggregates across

more than 12 Mexican states and beyond. The port’s Foreign Trade Zone No. 62 — ranked among the nation’s best — offers tariff, duty, and cost savings that drive investment, jobs, and industrial growth on both sides of the border.

With more than 40,000 acres ready for development and seamless connectivity by rail, highway, and waterway, the port delivers unmatched access to North American supply chains. Located just seven miles by truck and 13 miles by rail from border

crossings, it links directly to key USMCA transportation corridors.

Steel is a cornerstone at the Port of Brownsville, with 2024 seeing a record 6 million tons moved, much of it for Ternium’s state-of-the-art plant near Monterrey. In June 2023, Ternium announced a $7.2 billion investment to build a new steelworks and cold-rolling facility at its existing site in Pesquería. Featuring multiple steel furnaces, the expansion will significantly boost production capacity to meet

global demand. This investment is expected to increase steel and metal throughput at the Port of Brownsville to more than 9 million tons annually.

The Port of Brownsville’s prominence in the steel industry continues to grow with Forza Steel’s investment of more than $85 million to construct a 650,000-square-foot manufacturing facility at the port. The Mexican company, based out of Salinas Victoria, Mexico, specializes in the manufacturing of carbon steel pipes and tubes for the automotive, construction, and oil and gas industries. The company selected the Port of

Brownsville to enhance its operations by getting closer to their customer base and close gaps in the supply chain. Once in operation, the facility will generate more than 600 jobs, strengthening the U.S. manufacturing supply chain.

The Port of Brownsville plays a major role in the distribution of refined liquid products—including premium gasoline, diesel, jet fuel, and lubricants—which are transported to markets in South Texas and Mexico. In 2024, more than 12.1 million tons of refined products were exported to Mexico via pipeline. The port’s tank storage capacity, currently at 8 million barrels, is undergoing expansion to meet growing demand, providing a strategic advantage for energy firms operating in the region.

A key logistical benefit of the port is its designation as Texas’ first overweight corridor. This allows trucks traveling to and from the port via a special route to legally carry up to 125,000 pounds—well above the standard U.S. limit of 80,000 pounds. This regulatory advantage translates into lower transportation costs, fewer trips, and improved efficiency for companies moving goods across the border.

With its strategic location, robust infrastructure, and ongoing investments in logistics and capacity, the Port of Brownsville is solidifying its status as a premier hub for international trade and nearshoring success.

Strengthening the Nation’s Shipbuilding and Recycling Legacy

The Port of Brownsville is home to world-class shipbuilding operations, supporting maritime innovation and skilled jobs in South Texas.

The Port of Brownsville is the only deepwater seaport in Texas with thriving shipbuilding and ship recycling industries making it a vital asset to the U.S. maritime sector and a powerful engine of economic growth for South Texas.

At the forefront is Seatrium AmFELS, the port’s largest employer, leading the charge in Jones Act shipbuilding.

In 2024, the yard launched Charybdis, the nation’s first Jones Act-compliant offshore wind turbine installation vessel, built for Dominion Energy to support the Coastal Virginia Offshore Wind project. At 472 feet, Charybdis was constructed with

U.S.-sourced steel and will be crewed by American mariners. Also, built by Seatirum AMFELS, the Frederick Paup is the largest self-propelled trailing suction hopper dredge in the United States. The Jones Act vessel, built for Manson Construction, measures 420 feet in length, 81 feet in width, and boasts a 15,000-cubic-yard capacity. Its completion represents more than a decade of planning, the dedication of Manson Construction’s teams, and the craftsmanship of the port’s workforce. The project highlights both a milestone in American shipbuilding and the Port of Brownsville’s growing prominence in the maritime industry.

Equally significant is the port’s national leadership in ship recycling. Home to International Shipbreaking Ltd. (ISL), All Star Metals, and SA Recycling/ SteelCoast, the Port of Brownsville handles over 85% of all U.S. Navy and MARAD vessel dismantling. ISL is the only U.S. facility accredited under the European Union Ship Recycling Regulation, following a $30 million investment in safety and environmental upgrades.

The Port of Brownsville has earned a respected reputation as the final berthing place for U.S. Navy aircraft carriers and retired warships. Since 2014, seven aircraft carriers have arrived for dismantling, including the USS Forrestal, USS Constellation, USS Ranger, USS Independence, USS Kitty Hawk, and USS Saratoga. The USS John F. Kennedy is the latest to join this honored list, arriving in February 2025 to begin her final mission at ISL’s shipyard.

Together, shipbuilding and ship recycling at the Port of Brownsville support thousands of skilled jobs, advance environmental sustainability, and strengthen our nation’s industrial and defense infrastructure. From building the future to honoring the past, the port continues to contribute to America’s maritime legacy.

Built to Thrive: A Brief History of the Port of Brownsville

When the Port of Brownsville first opened on May 16, 1936, crowds gathered from all corners of the Rio Grande Valley and Northern Mexico to celebrate the dawn of a new era.

As the region’s first maritime port, and still today, the only deepwater seaport on the U.S. Mexico border, the Port of Brownsville has served generations of sea captains, entrepreneurs, and business owners seeking to shape their destiny while bringing

opportunities and prosperity to the area.

In the port’s early days agricultural goods like cotton and citrus were transported from local farms to markets around the world.

Today, the port ranks among the top U.S. shipbuilders in the Jones Act market and remains a globally recognized ship recycling center. With over 230 businesses operating throughout its 40,000 acres, the port continues to

boost regional economic growth. Through collaborative partnerships and strategic workforce development initiatives, the Port of Brownsville has solidified its position as a leading maritime hub by delivering immense economic benefits at both the local and state levels.

According to a recent economic impact study from Martin & Associates, in 2023 the Port of Brownsville generated $12 billion in total

economic activity, marking a 400% increase since 2018. Port-related operations directly and indirectly support 66,212 jobs across Texas, including 10,028 roles in the Rio Grande Valley.

The Port of Brownsville is also playing a growing role in advancing the space and energy industries, positioning the region for a vibrant and innovative future. By fostering industrial growth and supporting cutting-edge technologies, the port is helping shape a dynamic economic landscape that empowers the Rio Grande Valley to compete on a global scale while creating high-skilled jobs for generations to come.

Growing Jobs, Fueling Futures

Across the Port of Brownsville’s 40,000 acres, skilled workers lead daily operations. From stevedores unloading heaving cargo at the docks to truck drivers moving massive amounts of steel or project cargo, every job makes a difference in demonstrating safe, reliable and smooth transportation at the port.

As an active center for industrial development in the Rio Grande Valley and Northern Mexico, over 230 companies rely on the port to fulfill their business needs. Main industries driving the port’s economic impact include steel, petroleum products, and

other breakbulk commodities. Activity at the port is responsible for 66,212 jobs across the state. Personal income and local consumption expenditures from such employment totaled $3.8 billion. Direct, indirect, and induced jobs for the Rio Grande Valley totaled 10,028, bringing $1.1 billion to the local economy.

Recognizing the role of a strong workforce for the region, the Port of Brownsville actively partners with educational institutions, and workforce development leaders to create career pathways for the community.

Since its establishment in 2020, the Port of Brownsville Scholarship program has awarded $192,000 to high school students living within the Brownsville Navigation District.

Currently under construction at the Port of Brownsville is Texas A&M University’s new 30,000-squarefoot advanced manufacturing training facility at the Port of Brownsville. The $30 million South Texas Workforce Development Project, provided by the Texas A&M Engineering Extension Service (TEEX), addresses the need for a skilled manufacturing workforce in the RGV.

The facility’s classrooms and labs will offer hands-on instruction in advanced machinery, automation, digital technologies, communication, safety, quality control, and leadership, enabling residents to train and establish careers locally.

Thanks to the vision and leadership of the Brownsville Navigation District Board of Commissioners, local graduating high school students have additional support to pursue higher education.

In 2020, the BND Board of Commissioners established the Port of Brownsville Scholarship Program awarding students a $1,000 scholarship upon enrollment at a college, university, or technical school. Recipients represent 17 public and private high schools within the navigation district.

To date, the program has awarded $192,000 to 192 students attending schools within the district.

BRG Strengthens Port’s Supply Chain

The Brownsville & Rio Grande International Railway (BRG) is a vital component of the Port of Brownsville’s comprehensive logistical network enhancing the port’s capabilities and economic impact.

Formed in 1984 by the Brownsville Navigation District, the BRG provides consistent, safe and reliable service to users of Port of Brownsville and the greater Brownsville region, operating on more than 45 miles of rail within and around the port. Since 2014, OmniTRAX Inc., under agreement, has managed the BRG enhancing services for port rail users while aiming to attract new shippers in the manufacturing and distribution industries.

Class I railroads — Union Pacific, Burlington Northern Santa Fe and Canadian Pacific Kansas City for access into Mexico for the Port of Brownsville and its customers.

Railcar movements at the port have consistently grown. In 2024, the number of annual carloads broke yet another record with 95,000 railcar movements, an 11 percent

increase over the previous year’s 85,000 railcar movements.

The Port of Brownsville caters to a diverse and expanding array of industries across North America, ensuring the efficient transport of steel, wind energy components, refined petroleum products, aggregates, agricultural products, and other commodities.

The Port of Brownsville’s short-line connects port tenants and users to the North American rail network, moving steel, agricultural goods, bulk cargo and wind energy components strengthening the port’s role as a major trade hub.
With direct access to the Port of Brownsville’s ship channel, rail transports cargo from dock to destination with maximum efficiency.

Fishing Harbor Anchors a Proud Tradition

Along the Port of Brownsville’s 17-mile-long Brownsville Ship Channel, its fishing harbor is a vital piece of the Gulf Coast’s working waterfront. From the harbor shrimp boats, trawlers, and longliners fill the slips, ready to head out toward the Gulf waters known for their abundant catches and generations of tradition.

Roughly five miles east of the turning basin, the harbor features three basins, each 14 feet deep, with nearly 9,000 linear feet of dock space. This infrastructure supports year-round activity, allowing fishermen to work efficiently while fueling the local economy.

Each July, the commercial shrimp season begins with a traditional Blessing of the Fleet. Families gather dockside to pray for safety and a successful harvest as the fleet prepares to set sail.

This year, Texas shrimpers also have a reason to celebrate. During the 89th legislative session, state lawmakers passed Senate Bill 823, requiring food suppliers and distributors to clearly label imported shrimp. Starting September 1, 2025, restaurants will also be prohibited from falsely advertising imported shrimp as domestic, Gulf, or Texas-caught. Violators could face penalties from local or state health departments marking a significant step toward protecting Texas’s shrimping industry.

Seafarer Center Welcomes Crews from Around the World

The International Seafarer Center at the Port of Brownsville has been a place of comfort and support for mariners since 1974. For crews traveling long distances along global trade routes, the center offers rest and connection during their time at the port.

Chaplain Andreas Lewis has served the center since 2009, extending hospitality to seafarers of all faiths. He regularly boards vessels to greet crew members, provide SIM cards, assist with shopping needs, and ensure access to essential supplies.

At the Seafarer Center’s modern facility, mariners can seek counsel, relax, or connect with family. Services are free of charge, sustained by

contributions from visiting ships, local churches, SIM card sales, and donations that help cover transportation costs.

On the Frontline: Port Police and Security Safeguard the Gateway to Global Trade

The Port of Brownsville Police and Security Department stands at the forefront of protecting life and property, ensuring commerce flows safely across 40,000 acres and a 17-mile ship channel.

With round-the-clock patrols by land and water, officers enforce traffic laws, verify identification at entrances, and monitor activity with 24/7 surveillance. Ongoing training

and infrastructure upgrades strengthen their mission. The department also joins more than 20 agencies each year in the Area Maritime Security Training and Exercise Program (AMSTEP), ensuring strong regional coordination for incident response. In partnership with federal, state, and local authorities, port police and security ensure operations move safely and smoothly.
