The Work Health and Safety Management Plan (WHSMP) has been prepared by Orbit Homes Queensland Pty Ltd to ensure that the principles and processes for managing the residential construction site are clearly set out and understood. Orbit Homes is committed to creating an incident and injury free workplace and expect their contractors and subcontractors to work towards the same objective.

Sub-Contractors (PCBU) are to complete and submit the Sub-Contractors Pack and Safe Work Method Statement (SWMS) prior to commencing work with Orbit Homes Queensland Pty Ltd. The Sub-Contractor Pack and Safe Work Method Statement (SWMS) are to be reviewed annually.

The WHSMP outlines how health and safety will be managed on site between the Principal Contractor (PC) - Orbit Homes, and the persons engaged to complete the work Subcontractors (PCBU)

The WHSMP has been implemented under the guidelines of the WHS Regulations 2011 section 309 – 311, 313.

The Sub Contractors SWMS will form part of this WHS Management Plan

RESPONSIBILITIES

The Responsibility diagram outlines the WHS responsibilities of the work to be carried out by the relevant personnel:

Orbit Homes General Manager

The General Manager has a responsibility to demonstrate due diligence regarding work health and safety. This includes taking steps to:

• understand the operations being carried out by the person conducting the business or undertaking in which they are employed, and the hazards and risks associated with the operations, by means of signing off SWMS.

• ensure that the person conducting the business or undertaking (PCBU) subcontractor has, and uses, appropriate resources and processes to eliminate or minimise health and safety risks arising from work being done

• ensure that the PCBU has appropriate processes in place to receive and respond promptly to information regarding incidents, hazards and risks

• ensure that the PCBU has, and uses, processes for complying with duties or obligations under the WHS Act

Sub Contractor (PCBU)

• Prepare and submit to Orbit Homes Queensland appropriate Safe Work Method Statements (SWMS) for high-risk activities prior to commencing work on site;

• Conduct works in accordance with the SWMS for all high-risk activities being performed on site and make reasonable additions to their SWMS as requested by Orbit Homes Queensland;

• Contact an Orbit Homes Queensland representative immediately following the occurrence of any incident, injury, near miss, emergency or incident involving any person, including an employer, self-employed person, worker or member of the public;

• Discuss with an Orbit Homes Queensland representative any workplace activity or hazard that is identified as being not satisfactorily controlled or dealt with on site;

• Undertake activities and work in a safe and healthy manner and in accordance with Orbit Homes Queensland requirements, Subcontractor SWMS requirements and the requirements of the Queensland WHS Act and Regulations, and relevant codes of practice; and

• Carry out inspections, monitoring programs and audits to ensure the effective implementation of their health and safety system.

• All employed and subcontracted personnel are to read and understand the Orbit Homes Queensland Safety Plan prior to commencing any work.

• Sub Contractor to ensure they read the on site Safety Plan located in the meter box to identify any additional site risks.

• Sub Contractor to ensure all workers understand any additional site risks for this site.

• Where there is no power supply within 25m of the work area, a generator set may be used. This will require a separate risk assessment based on the model and type of plant and the workplace conditions at the time

Applies to all ladders

• All ladders are to be adequately secured against displacement whilst in use. Ensure that the structure/material supporting the top of the ladder can withstand the load.

• All ladders are to have firm, level footing

• No objects are to be carried in workers hands whilst traversing a ladder. All objects must be carried in a suitable backpack or manipulated by using a haulage line.

• All ladders used are to be of an industrial strength & clearly marked "For Industrial Use" with a load rating of not less than 120kg.

• Only one (1) person is to access a ladder at any one time

• All sub contractors must utilise a 2 lank min 450mm wide when using planks and trestles under 2m off the ground.

Extension ladder specific requirements

• Single & Extension Ladders are to be pitched at an angle of approximately (1) horizontal to (4) vertical (1:4) or approximately 75 degrees to the horizontal.

• Single & Extension ladders are not to be used to support planks.

• Ladders are to be placed so that they extend approximately 1 metre above the area requiring access.

• If a person is to use a Single or Extension Ladder for access:

o The person maintains three points of contact

o The ladder is secured at or near the top and/or bottom to prevent it moving.

• Sub Contractor to notify the Project Manager immediately if they find the scaffold to be unsafe to work on.

• Operator to be competent and have licence for EWP with a boom over 11 metres ( high risk work licence required).

• Where the EWP has a boom under 11m the person will have a yellow card & SL ticket for scissor lift.

• The workers undertaking work in the EWP must consult with other workers in the vicinity and ensure that are aware of the hazards involved.

SITE RULES

The following site safety rules apply to the site. Any persons deliberately violating these rules or other WHS requirements will be subject to disciplinary action. All personnel on site must ensure:

• All safety signs are to be complied with in full. All danger tags and signs on electrical equipment and scaffolding must be obeyed.

• Work is to be done in a safe and professional manner. Safe systems of work and appropriate documentation must be available upon request. I.e. SWMS.

• No alcohol or illegal drugs are permitted on site and any person found to be affected by alcohol or drugs will be denied access to the site.

• Appropriate footwear, high-visibility clothes and correct PPE for the work activity being performed must be worn at all times.

• Do not use unsafe or faulty tools, ladders, electrical leads or other equipment under any circumstances. All plant and equipment must be fit for purpose and suitable for use.

• No piggy back leads or double adaptors are to be used on site.

• Electrical equipment and leads are to be inspected and tagged (3 monthly) and placed to avoid damage on site. A register of all plant must be available and kept on site.

• Ladders must only be used as per manufacturer’s requirements and be industrial 120 kg or above rated strength only.

• Work areas are to be kept clean with access ways free from hazards at all times. Rubbish is to be placed in the appropriate bins provided on site. All deliveries are to be placed in a safe storage location.

• A copy of the respective MSDS and Safe Work Method Statement is to be given to Orbit Homes Queensland upon request.

• All personnel undertaking works where a licence is required to operate plant must hold the appropriate licence before operating relevant plant. All personnel are to be trained and instructed in the use of other plant and equipment where required. This includes general competency, certificates,

licenses etc as required. Under no circumstances are operators permitted to use mobile phones whilst operating powered mobile plant.

• A blue/white construction induction card is required by all individuals entering a construction site.

• No person is to alter or remove any plant, equipment or safety device on site. This includes scaffolds, handrails, barricades, signage, guards, etc.

• All work at heights must be risk assessed and relevant controls implemented. Work conducted at 2m or over must have appropriate controls implemented and documentation provided.

• Safety Harness to be used as a last option, if a safety harness is to be used all relevant safety controls to be implemented. JSA, Rescue Plan and Certification of Harness to be provided.

• Maintain protection over all protruding elements, bolts or fixings.

• Penetrations or core holes are to be made safe at all times.

• Ensure all temporary bracing or propping is securely fixed and not liable to fall if knocked.

• Avoid working above other workers. Barricade around raised work platforms.

• Before using oxy acetylene welding equipment or igniting any flame, ensure charged fire extinguishers are brought to the area of the work.

• Theft of any kind will not be tolerated and will be reported directly to the police.

• All accidents/incidents, near misses, and injuries are be reported to the Orbit Homes Queensland Construction Manager/Site Project Manager immediately.

• Comply with instructions given by Orbit Homes Queensland Site Management at all times, without exception.

THE SUB CONTRACTOR IS TO ENSURE THE ABOVE SITE RULES ARE DISCUSSED WITH ALL WORKERS PRIOR TO STARTING WORK.

Incidents, First Aid, Fire & Emergency Response:

Notifiable Incidents

• The PCBU must notify WHSQ on 1300 362 128 of any notifiable incident. - An incident is notifiable if it results in the death, serious injury or serious illness of a person or involves a dangerous incident. The PCBU must also notify the regulator once they become aware of a serious electrical incident (SEI) or dangerous electrical event (DEE)

• The scene of a notifiable incident must not be disturbed unless instructed to do so by the WHSQ or Police.

The emergency response procedures for the site

Communication & Consultation:

Provide summary details of specific communication devices to be supplied as well as pre-work and ongoing consultation to be undertaken during the work scope.

• All Workers involved in the job will receive instruction in the Work Health and Safety Management Plan & their SWMS from the Sub Contractor prior to commencing works on site.

• All questions or clarifications regarding the methods used on this project will be directed to the ORBIT HOMES Project Manager in the first instance, then to the Business Owner/Director

• Please raise any WHS issue with the ORBIT HOMES Project Manager

Specific Training/ Competency:

Provide summary details of specific training, inclusive of WHS related training/courses that specific on-site workers involved have undertaken including licence/certification numbers.

Prior to commencement of works on site, All workers have completed the General Construction Safety Induction in addition to one or more of the following

o Trade Qualification ; or,

o Undergoing a trade Apprenticeship or

o Be trained in the tasks the are undertaking; and

o Be directly supervised while onsite.

Supervision:

Provide summary details of specific controls to protect other persons in and around the work area and prevent unauthorised access.

Safe Work Method Statement (SWMS) Requirements: For each of the checked work activities identified, a corresponding Safe Work Method Statements (SWMS) must be developed by the work party and attached to this WHS Management Plan; or made available on request.

• The ORBIT HOMES Project Manager will provide indirect supervision of the work

• All Workers undertaking this job will read this WHS Management Plan or have it read and explained to them by the Sub Contractor (PCBU)

• All workers must sign the WHS Management Plan when they understand the job and accept the conditions outlined in the plan

• All workers on site are to make themselves familiar with the site and consult with other workers prior to commencing work.

• Responsibility of the PCBU is to ensure any new workers have read and understood the WHS Management Plan.

• Each sub contracting company must nominate a person in charge to supervise the work activities being undertaken by the contractor for their workers onsite.

• All visitors must be escorted while on site.

• Site Gates/ Doors will be locked at the close of business each day and when the site is unattended.

• Construction Signage on the entry, hoardings in the public areas notifying of a Construction Area – Authorised personnel only.

WHS MANAGEMENT PLAN

Method for Monitoring / Reviewing Controls:

The following sets out how we will monitor and review the controls during the duration of the works .(Including any inspections or checks and the responsible party/s who may undertake the monitoring)

The ORBIT HOMES Site Project Manager will monitor the activities on site periodically and report it in the monthly inspection audit

The ORBIT HOMES Management will conduct periodic inspections on the implementation of this plan and provide feedback to the site Project Manager monthly.

Safety Plan Communication: (tick one of the following)

☒ The Safety plan is available onsite in the meter box. All sub contractors are to review this prior to commencing work on site.
