2028 Strategic Plan Shaping Tomorrow, Together
Message from Neil Samahon, President & CEO
For more than five decades, Opportunity Enterprises has worked to maximize independence and enrich the lives of individuals with disabilities. Our commitment is rooted in the belief that inclusion strengthens communities and creates opportunities for everyone. Our mission, vision, and values remain unchanged. They are the foundation of everything we do. What is new is our roadmap: a bold strategy designed to meet today’s challenges and create a future where every person belongs.
As we look toward 2028, this plan focuses on expanding access to essential services, strengthening our workforce, and building inclusive spaces where every person is valued. From vocational training and supported living to community education and advocacy, we are working to ensure that individuals with disabilities have the tools and opportunities they need to thrive.

Grounded in the same mission, vision and values, Opportunity Enterprises’ 2028 Strategic Plan provides a roadmap to secure what matters most: our services, the people we serve, and the families who trust us.
Mission: To create inclusive and equitable opportunities for people of all abilities.

• Innovation: We pursue innovation and embrace change to define the future and discover whole new worlds of opportunity.
• Stewardship: We responsibly manage and grow the resources entrusted to us to ensure the sustainability of the work of the agency.
