Dear friends and partners,

The most successful regions aren’t defined by a single company, institution or organization. They’re defined by their ability to align—to connect their assets, organize around shared priorities, and bring together leaders from business, government, education, philanthropy and the community to solve challenges no one organization can solve alone.

That is the opportunity in front of Greater Rochester.

For generations, our region has been known for extraordinary assets: world-class innovation, globally competitive companies, renowned educational institutions, committed civic leadership and a quality of life that rivals anywhere in the country. But assets alone don’t create momentum. When OneROC launched in 2019 as ROC2025, the goal was to strengthen the region’s competitive capacity by aligning and investing in the organizations and strategies necessary to accelerate growth—with a name and a deadline that put urgency behind the work.

Over our first seven years, those investments have built a stronger foundation: more resources to expand business attraction, elevate regional marketing, advance talent strategy, strengthen downtown revitalization and support the innovation ecosystem. The benchmark numbers tell part of the story. Since 2019, the Rochester MSA’s ranking has improved 18 spots on job growth, 34 spots on labor force growth, 25 spots on regional GDP growth and 11 spots on unemployment rate compared to our 53-metro peer group. More importantly, they have proven something bigger: Greater Rochester can move further and faster when we organize around shared goals.

We see that today through the NY SMART I-Corridor Tech Hub, where partners across economic development, higher education, workforce and industry are building a globally competitive semiconductor ecosystem. We see it through the Regional Revitalization Partnership, where public, private and philanthropic partners are aligning resources around transformational investment in our urban core—Harper’s Corner, High Falls State Park, the West Main Gateway. And we see it through Springboard NY, the new entrepreneurial ecosystem accelerator helping center innovation and entrepreneurship as core drivers of regional growth, strengthening the network of organizations that support early-stage companies and positioning Greater Rochester and Western NY for greater private investment.

These efforts represent more than successful projects. They represent a new way of working. And they have clarified what comes next.

The biggest opportunities facing Greater Rochester don’t fit neatly into individual organizational lanes. Downtown revitalization isn’t simply a real estate or placemaking initiative. A thriving center city requires the full economic development ecosystem: business attraction, entrepreneurship, tourism, talent, marketing, infrastructure and investment, working together toward a shared vision.

Talent strategy isn’t just a workforce challenge. To attract and retain the people our region needs, we must also ensure companies are innovating, growing, creating opportunity and generating the high-quality jobs that allow us to compete nationally.

And innovation must become an engine we fully activate and invest in. Our world-class research, ideas and entrepreneurs must translate into new companies, new investment and new economic growth.

The next chapter of regional competitiveness requires us to organize around these interconnected missions. None of these priorities belong to any single organization. They belong to all of us.

Building the Workforce for Tomorrow’s Economy

Greater Rochester’s economy is evolving, and our approach to talent must evolve with it.

Over the past six years, the region has made significant investments to attract, retain and develop talent. As employer needs, workforce dynamics and industry opportunities continue to shift, OneROC has brought together Alliance partners and the broader workforce ecosystem to evaluate what is working, understand where gaps remain and align around the next generation of regional talent strategies.

This year, in partnership with Greater Rochester Chamber (OneROC’s lead Alliance partner for talent strategy) and a team of nationally recognized workforce and economic development experts, OneROC funded a comprehensive talent assessment that combines deep labor market analysis, employer insights and ecosystem engagement to better understand where targeted interventions can have the greatest impact and support growth sectors.

This work represents a shift from reacting to today’s workforce challenges toward intentionally building the talent systems required for the economy Greater Rochester wants to grow, particularly in high-value, tradeable sectors where the region has the opportunity to compete globally.

Downtown Rochester is the heart of our region’s economic future—a place where business investment, talent attraction, innovation, culture and community come together.

Through continued investments in Rochester Downtown Development Corporation (RDDC), OneROC’s lead Alliance partner for downtown revitalization, we are strengthening the capacity needed to accelerate downtown’s momentum and support a more vibrant, active and connected center city.

In 2025, years of coordinated investment continued translating into visible progress, with new housing, businesses, amenities, public spaces and experiences bringing more people downtown and supporting Rochester’s continued transformation into a destination for residents, workers, visitors and companies.

KEY INVESTMENTS:

+ Advanced downtown’s position as a regional economic engine, supporting new investment, business growth, residential development and placemaking initiatives.

NY SMART I-CORRIDOR TECH HUB

Powering New York’s Semiconductor Future

New York State is experiencing one of the most significant economic development opportunities in a generation, with more than $124 billion in semiconductor-related investment announced since 2022.

Anchored by transformational projects from Micron, GlobalFoundries, Wolfspeed and a growing network of companies across the value chain, this momentum is creating demand for suppliers, skilled workers, research commercialization, new technologies and regional collaboration.

By 2034, one in four American-made semiconductor chips is expected to be manufactured within 350 miles of Upstate New York.

Convened by OneROC, Buffalo Niagara Partnership and CenterState CEO, the NY SMART I-Corridor brings together more than 100 organizations to help position Upstate New York as a global leader in semiconductor manufacturing, innovation and workforce development.

In Greater Rochester, OneROC works closely with local implementation partners and Tech Hub sub-awardees—including Greater Rochester Enterprise, Greater Rochester Chamber, Monroe Community College, NextCorps, RIT, University of Rochester and others—to ensure companies, entrepreneurs, workforce partners and institutions can access the right resources.

This “no wrong door” approach reflects the way the Tech Hub is designed to operate: through coordinated partners with distinct strengths, working together to connect businesses and organizations to all available opportunities, funding and technical assistance across the NY SMART I-Corridor.

The semiconductor economy will create opportunities well beyond the fabs themselves. A collaboration with Empire State Development secured $11 million in competitive funding from the U.S. Treasury Department to launch the statewide Supply Chain Growth Access Program (SGAP), empowering diverse New York businesses to access lucrative opportunities in the growing semiconductor ecosystem. And the new PropelNY partnership with Next Street, supported by JPMorganChase, launches its first semiconductor supplier program cohort this summer, building capabilities needed to compete for emerging supply chain opportunities through personalized learning pathways, industry expertise and additional resources.

Made possible through the vision and support of the Ralph C. Wilson, Jr. Foundation, the WNY Entrepreneurial Ecosystem Accelerator is advancing the next chapter of a long-term effort to strengthen Western New York’s startup community.

Built on years of input from entrepreneurs, Entrepreneur Support Organizations (ESOs), funders and community leaders, the initiative is designed to create a more connected, inclusive and coordinated ecosystem where entrepreneurs have access to the relationships, resources and support they need to start, grow and scale.

The first phase of this work, Springboard’s rapid prizes, sparked innovation across the ecosystem, supporting new ideas, engaging diverse partners and demonstrating the power of small, catalytic investments to uncover opportunities and build momentum.

Now, as the lead intermediary for the Ecosystem Accelerator phase, OneROC is helping move the region from experimentation to coordination—strengthening connections across geographies, supporting collaboration among ESOs, elevating entrepreneurial stories and building the shared infrastructure needed for long-term startup growth.
