March 16, 1776 - 250 years ago & A call for U.S. today!

Continental Congress Proclamation

(Printed in the Pennsylvania Gazette, March 20, 1776)

“In times of impending calamity and distress; when the liberties of America are imminently endangered by the secret machinations and open assaults of an insidious and vindictive administration, it becomes the indispensable duty of these hitherto free and happy colonies, with true penitence of heart, and the most reverent devotion, publickly to acknowledge the over ruling providence of God; to confess and deplore our offences against Him; and to supplicate His interposition for averting the threatened danger, and prospering our strenuous efforts in the cause of freedom, virtue, and posterity.

The Congress, therefore, considering the warlike preparations of the British Ministry to subvert our invaluable rights and privileges, and to reduce us by fire and sword, by the savages of the wilderness, and our own domestics, to the most abject and ignominious bondage: Desirous, at the same time, to have people of all ranks and degrees duly impressed with a solemn sense of God’s superintending providence, and of their duty, devoutly to rely, in all their lawful enterprizes, on His aid and direction, do earnestly recommend, that Friday, the Seventeenth day of May next, be observed by the said colonies as a day of humiliation, fasting, and prayer ; that we may, with united hearts, confess and bewail our manifold sins and transgressions, and, by a sincere repentance and

amendment of life, appease His righteous displeasure, and, through the merits and of Jesus Christ, obtain His pardon and forgiveness; humbly imploring His assistance to frustrate the cruel purposes of our unnatural enemies and by inclining their hearts to justice and benevolence, prevent the further effusion of kindred blood. But if, continuing deaf to the voice of reason and humanity, and inflexibly bent, on desolation and war, they constrain us to repel their hostile invasions by open resistance, that it may please the Lord of Hosts, the God of Armies, to animate our officers and soldiers with invincible fortitude, to guard and protect them in the day of battle, and to crown the continental arms, by sea and land, with victory and success: Earnestly beseeching Him to bless our civil rulers, and the representatives of the people, in their several assemblies and conventions; to preserve and strengthen their union, to inspire them with an ardent, disinterested love of their country; to give wisdom and stability to their counsels; and direct them to the most efficacious measures for establishing the rights of America on the most honourable and permanent basis That He would be graciously pleased to bless all his people in these colonies with health and plenty, and grant that a spirit of incorruptible patriotism, and of pure undefiled religion, may universally prevail; and this continent be speedily restored to the blessings of peace and liberty, and enabled to transmit them inviolate to the latest posterity. And it is recommended to Christians of all denominations, to assemble for public worship, and abstain from servile labour on the said day.”

that a day be set aside to reaffirm the commitment of our first citizens and draw on the "solemn sense of God's superintending Providence" that sustained them during those troubled times.

Now, Therefore, I, Gerald R. Ford, President of the United States of America, do hereby proclaim Friday, May 14, 1976, as National Day of Prayer, 1976.

As the events of 1776 unfolded, our forebears knew they were on an uncertain course. On March 16 of that year, the Continental Congress, recognizing the "impending calamity and distress," asked each colony "publicly to acknowledge the over-ruling Providence of God," and urged the Colonists to observe a designated Friday in May as a day of "humiliation, fasting, and prayer.”

When later that year, the signers of the Declaration of Independence pledged to each other their lives, their fortunes, and their sacred honor, the pledge was made "with a firm reliance on the protection of divine Providence.”

In conformity with a Congressional request (66 Stat. 64), it is especially appropriate this year

I call upon all Americans to pray that day, each in his or her own way, for the strength to meet the challenges of the future with the same courage and dedication Americans showed the world two centuries ago.

In Witness Whereof, I have hereunto set my hand this sixteenth day of March, in the year of our Lord nineteen hundred seventysix, and of the Independence of the United States of America the two hundredth.”

The tremendous struggles of March & April of 1776, were only 125-days away from our young fledgling nation declaring independence - and the beginning of The Revolutionary War The Fight for Freedom was on and it was worth the initiative of the 13 colonies. It is still worth it today and the 50 “United States” should stand strong in remembering where “We The People” came from - Born to be Free. In this freedom, we should not abase ourselves as the fight continues for morality - virtue, truth, integrity, justice - the very best traits of mankind that bring about true LIFE, LIBERTY, and the Pursuit of Happiness! The World-Famous Book Hits the Streets And everyone gets fired-up... Let’s begin with the end

“In the mode of collecting and in that of expending the public revenue, though in both there may be still room for improvement, Great Britain seems to be at least as economical as any of her neighbours. The military establishment which she maintains for her own defence in time of peace, is more moderate than that of any European state, which can pretend to rival her either in wealth or in power. None of these articles, therefore, seem to admit of any considerable reduction of expense. The expense of the peaceestablishment of the colonies was, before the commencement of the present disturbances, very considerable, and is an expense which may, and, if no revenue can be drawn from them, ought certainly to be saved altogether.

This constant expense in time of peace, though very great, is insignificant in comparison with what the defence of the colonies has cost us in time of war. The last war, which was undertaken altogether on account of the colonies, cost Great Britain, it has already been observed, upwards of ninety millions. The Spanish War of 1739 was principally undertaken on their account; in which, and in the French War that was the consequence of it, Great Britain, spent upwards of forty millions; a great part of which ought justly to be charged to the colonies. In those two wars, the colonies cost Great Britain much more than double the sum which the national debt amounted to before the commencement of the first of them. Had it not been for those wars, that debt might, and probably would by this time, have been completely paid; and had it not been for the colonies, the former of those wars might not, and the latter certainly would not, have been undertaken.”

“It was because the colonies were supposed to be provinces of the British Empire, that this expense was laid out upon them.

It is surely now time that our rulers should either realize this golden dream, in which they have been indulging themselves, perhaps, as well as the people; or that they should awake from it themselves, and endeavour to awaken the people.

If the colonies, notwithstanding their refusal to submit to British taxes, are still to be considered as provinces of the British empire, their defence, in some future war, may cost Great Britain as great an expense as it ever has done in any former war. The rulers of Great Britain have, for more than a century past, amused the people with the imagination that they possessed a great empire on the west side of the Atlantic. This empire, however, has hitherto existed in imagination only. It has hitherto been, not an empire, but the project of an empire; not a gold mine, but the project of a gold mine; a project which has cost, which continues to cost, and which, if pursued in the same way as it has been hitherto, is likely to cost, immense expense, without being likely to bring any profit; for the effects of the monopoly of the colony trade, it has been shewn, are to the great body of the people, mere loss instead of profit.

If the project cannot be completed, it ought to be given up. If any of the provinces of the British empire cannot be made to contribute towards the support of the whole empire, it is surely time that Great Britain should free herself from the expense of defending those provinces in time of war, and of supporting any part of their civil or military establishment in time of peace; and endeavour to accommodate her future views and designs to the real mediocrity of her circumstances.”

Continental Congressional records show that the second fast proclamation by congress, was orchestrated by William Livingston, a very prominent figure in New Jersey politics.

As noted in the Journals of Congress: Wednesday, March 13, 1776“Mr WilliamLivingston movedforleavetobringin a resolutionforappointinga fast,whichwasgranted . ”

From his “request for leave” and stepping-away that day, William Livingston moved quickly and took it upon himself to compose the “Prayer and Fasting” proclamation. Just three days after being charged with the task, Livingston submitted his proclamation to Congress, who upon the date of receiving itMarch 16th - authored its approval for a Friday, May 14, 1776 - “All American” day of Fasting and Prayer.

Wow, just 3 days? ... All of Congress? ... Think about that for a moment America. While most proclamations were composed by a committee, it would have been an unusual step to delegate this effort to one man. The fact that he appears to have taken the initiative in the matter speaks highly of his own spiritual interests.

More about that in a moment - but first a little background about this interest from Livingston:

Being an offspring of a devout Presbyterian, Aristocratic “American” family, William was an outspoken supporter of American Independence. He had been well-educated as a young boy from good schools and private tutors. However, he received his “street smarts” through Anglican missionary work at age 14, where he lived with the Iroquois Indians in the Mohawk Valley. INTERESTING! A 14-year-old

That was all form 25-years earlier, in 1752.

From there, he enrolled in Yale College (graduating in 1741) William would then, upon his passing the Bar, practice law in New York City, for many years. During this time, Livingston had grown frustrated with Parliament's interference in Colonial Affairs. He was also opposed to Anglican control of King’s College (now Columbia University) In his opposition, William became co-author of the Independent Reflector, a weekly series of essays, condemning Anglican authority in the colony of New York, favoring instead, religious toleration & local government Livingston tackled the King’s College debate by arguing for liberal education.

By this time, he had done well and decided to exit law and build a large home on land he purchased in New Jersey ... naming the home - LIBERTY HALL. His desire now was to become a gentleman farmer where he would raise, he and his wife’s, 13 children. Did you get that? 13 children - no wonder he prayed!

Keep in mind the timeline - it was now March 1776 Things in the Colonies had gotten really-hot and that’s how long trouble in the colonies had been brewing Getting thrown back into politics, Livingston was elected to serve as a New Jersey delegate in both the First and Second Continental Congresses. Knowing that war was now on the horizon, Livingston left the Second Continental Congress before the signing of the Declaration of Independence and was commissioned in the New Jersey Militia as a brigadier general.

Five months later, In August 1776, Livingston was elected as New Jersey's first Governor under the new state constitution. He would occupy this office for 14-years (being reelected each year from 1776 until his death in 1790) When the Constitutional Convention took place at war’s end, in 1787, Governor Livingston would also serve as the New Jersey delegate and a signer of the United States Constitution.

In his leadership capacity, he felt the success of the American republic depended on the "kindly influence of Christianity" and its principles. Believing Christianity was essential to the moral foundation of a free, republican society (as he had always done), William took charge and called on U S to Pray!

The Gift of New Life for America

Is an extraordinary gift the entire nation should be desirous of and want to explore & receive.

Let’s test this statement by way of a few simple questions directly from you, our wonderful AMERICA THE BEAUTIFUL 250 reader(s): (By the way, this is not a tough test)

1. How do you think things are going in the country today? For you; your family; your friends; your city; your state; your country (and the world, as well)?

2. How do you think the physical, mental, spiritual, financial and societal health of the nation is?

3. How happy are you with how American society is behaving and operating as a whole?

4. How pleased are you with the leadership of the country over the past 20-30+ years (Presidents, Senators, Congressmen, Judges, Religious Leaders, Business Leaders). If one of them, it’s okay to answer!

6. How hopeful are you for your future and the USA?

7. If you were to ask for something for yourself, your family and the country at large, what would it be?

Through this brief exercise of thought, you may now better understand what was on the hearts and minds of the Patriots in 1776 - who were praying and fighting for New Life for the (their), country.

Our Forefathers sought a miracle also!

Throughout their “many” prior years of frustrations with the Motherland, conditions had crumbling to a point where New Life was what they sought, fought and were willing to die for ... And many did!

These - our Forefathers & mothers - were men and women of great learning, hard-work, accomplishment, moral fortitude, compunction, and resolve. Even more notable than that, they were people of faith ... holding onto an ideal that New Life was out there for them. They were also smart enough to know that this quest was going to require sacrifice and would take the work of a “Higher Power” to fulfill - And to Him they called upon for providential assistance.

George Whitefield, a notable evangelist of the “Great Awakening,” was an instrumental figure in spiritually uniting the colonies in preparation for American independence. He stoked the flames of Liberty with a call for “personal” and “national” salvation - A NEW LIFE! The most wonderful gift.

Resistance to tyranny becomes the Christian and social duty of each-individual…

THE GIFT OF NEW LIFE FOR AMERICA

As the Colonies and Continental Congress Representatives met and wrestled over all that was going to be needed for the colonies to declare independence from England, they well-recognized something great was taking place. Never in the history of mankind had something so profound “ever” taken place. They were embarking on a journey that would provide the colonies with selfgovernment and freedom. And they were all keenly aware and clear to recognize that it was God who would be giving this gift of New Lifethe gift of Independence and Freedom for AMERICA. They drew their inspiration from the Bible and were unashamedly, intent that America would be “One Nation Under God”... under who’s laws the “United States” would be orchestrated and established.

Mankind and the “New Nation” needed salvation then and mankind and the nation needs it now. William Livingston who established the 1776 Congressional proclamation for the national day of "humiliation, fasting, & prayer, ” (that we started this issue with), also once stated: “The land we possesses is a gift of heaven to our fathers and Divine Providence seems to have decreed it to our latest posterity.” Now it’s up to all of U.S.!

The Virginia state seal was created in 1776. The motto on the obverse reads: Sic sempertyrannis , (Thus,alwaystotyrants) - Which was a clear reference to the declaration of independence from Great Britain.

If Benjamin Franklin (when things were going poorly), could ask his fellow delegates how they could expect to create a new nation successfully without God’s help, how then should we not do the same today, for the Gift of New Life for U.S.?

Franklin exhorted his colleagues during the Constitutional Convention as such:

“Mr. President: The small progress we have made...after [weeks], of continual reasonings with each other - different sentiments on almost every question...is methinks a melancholy proof of the imperfection of the Human understanding...

In this situation of the assembly, groping as it were in the dark to find political truth, and scarce able to distinguish it when presented to us, how has it happened, Sir, that we have not hitherto once thought of humbly applying to the Father of lights to illuminate our understanding

a superintending Providence in our favor. To that kind Providence we owe this happy opportunity of consulting in peace on the means of establishing our future national felicity And have we now forgotten that powerful friend? or do we imagine we no longer need His assistance?

In a March 1776 letter to Benjamin Franklin from Rev. Samuel Cooper, he was asked:

“How is Common Sense relish’d among you; It is eagerly read and greatly admir’d here.”

Before Common Sense was publication, only one-third of the American colonists were in favor of separating from Britain. Over the next six months, before July 4th, the pamphlet had swayed nearly another third of the citizens.

Paine began his work by expounding on the nature and purpose of government. His arguments took immediate hold. On the topic of independence, his words ignited the people, and the colonies were soon stirred up.

Over 150,000 copies were sold within three months.

Common Sense was read aloud to troops and by town folks in taverns. It is one of the most influential political documents in American history.

COMMON SENSE THOUGHTS ON THE PRESENT STATE OF AMERICAN AFFAIRS

“Europe is too thickly planted with Kingdoms to be long at peace, and whenever a war breaks out between England and any foreign power, the trade of America goes to ruin, because of her connection with Britain.The next war may not turn out like the last, and should it not, the advocates for reconciliation now will be wishing for separation then, because neutrality in that case would be a safer convoy than a man of war. Everything that is right or reasonable pleads for separation. The blood of the slain, the weeping voice of nature cries, ‘TIS TIME TO PART. Even the distance at which the Almighty hath placed England and America is a strong and natural proof that the authority of the one over the other, was never the design of Heaven. The time likewise at which the Continent was discovered, adds weight to the argument, and the manner in which it was peopled, encreases the force of it. The Reformation was preceded by the discovery of America:

As if the Almighty graciously meant to open a sanctuary to the persecuted in future years, when home should afford neither friendship nor safety. The authority of Great Britain over this continent, is a form of government, which sooner or later must have an end: And a serious mind can draw no true pleasure by looking forward, under the painful and positive conviction that what he calls “the present constitution” is merely temporary. As parents, we can have no joy, knowing that this government is not sufficiently lasting to ensure any thing which we may bequeath to posterity: And by a plain method of argument, as we are running the next generation into debt, we ought to do the work of it, otherwise we use them meanly and pitifully. In order to discover the line of our duty rightly, we should take our children in our hand and fix our station a few years farther into life; that eminence will present a prospect which a few present fears and prejudices conceal from our sight.

Though I would carefully avoid giving unnecessary offence, yet I am inclined to believe, that all those who espouse the doctrine of reconciliation, may be included within the following descriptions.”

It is the good fortune of many to live distant from the scene of present sorrow; the evil is not sufficiently brought to their doors to make them feel the precariousness with which all American property is possessed. But let our imaginations transport us a few moments to Boston; that seat of wretchedness will teach us wisdom and instruct us for ever to renounce a power in whom we can have no trust. The inhabitants of that unfortunate city who but a few months ago were in ease and affluence, have now no other alternative than to stay and starve, or turn out to beg. Endangered by the fire of their friends if they continue within the city, and plundered by the soldiery if they leave it, in their present situation they are prisoners without the hope of redemption, and in a general attack for their relief they would be exposed to the fury of both armies.

Men of passive tempers look somewhat lightly over the offences of Great Britain, and, still hoping for the

best, are apt to call out, Come, come, we shall be friends again for all this. But examine the passions and feelings of mankind: bring the doctrine of reconciliation to the touchstone of nature, and then tell me whether you can hereafter love, honour, and faithfully serve the power that hath carried fire and sword into your land? If you cannot do all these, then are you only deceiving yourselves, and by your delay bringing ruin upon posterity. Your future connection with Britain, whom you can neither love nor honour, will be forced and unnatural, and being formed only on the plan of present convenience, will in a little time fall into a relapse more wretched than the first. But if you say, you can still pass the violations over, then I ask, hath your house been burnt? Hath your property been destroyed before your face? Are your wife and children destitute of a bed to lie on, or bread to live on? Have you lost a parent or a child by their hands, and yourself the ruined and wretched survivor? If you have not, then are you not a judge of those who have. “This is not inflaming or exaggerating matters but trying them by those feelings and affections which nature justifies, and without which we should be incapable of discharging the social duties of life or enjoying the felicities of it. I mean not to exhibit horror for the purpose of provoking revenge, but to awaken us from fatal and unmanly slumbers, that we may pursue determinately some fixed object. ‘Tis not in the power of Britain or of Europe to conquer America, if she doth not conquer herself by delay and timidity. The present winter is worth an age if rightly employed, but if lost or neglected the whole Continent will partake of the misfortune; and there is no punishment which that man doth not deserve, be he who, or what, or where he will, that may be the means of sacrificing a season so precious and useful.

‘Tis repugnant to reason, to the universal order of things, to all examples from former ages, to suppose that this Continent can long remain subject to any external power. The most sanguine in Britain doth not think so. The utmost stretch of human wisdom cannot, at this time, compass a plan, short of separation, which can promise the continent even a year’s security. Reconciliation is now a fallacious dream. Nature hath deserted the

connection, and art cannot supply her place. For, as Milton wisely expresses, “never can true reconcilement grow where wounds of deadly hate have pierced so deep.”

Every quiet method for peace hath been ineffectual. Our prayers have been rejected with disdain; and hath tended to convince us that nothing flatters vanity or confirms obstinacy in Kings more than repeated petitioning and nothing hath contributed more than that very measure to make the Kings of Europe absolute. Witness Denmark and Sweden. Wherefore, since nothing but blows will do, for God’s sake let us come to a final separation and not leave the next generation to be cutting throats under the violated unmeaning names of parent and child.

To say they will never attempt it again is idle and visionary; we thought so at the repeal of the stamp act, yet a year or two undeceived us; as well may we suppose that nations which have been once defeated will never renew the quarrel.

As to government matters, ‘tis not in the power of Britain to do this continent justice: the business of it will soon be too weighty and intricate to be managed with any tolerable degree of convenience,

by a power so distant from us, and so very ignorant of us; for if they cannot conquer us, they cannot govern us. To be always running three or four thousand miles with a tale or a petition, waiting four or five months for an answer, which, when obtained, requires five or six more to explain it in, will in a few years be looked upon as folly and childishness. There was a time when it was proper, and there is a proper time for it to cease.

Small islands not capable of protecting themselves are the proper objects for government to take under their care; but there is something absurd, in supposing a Continent to be perpetually governed by an island. In no instance hath nature made the satellite larger than its primary planet; and as England and America, with respect to each other, reverse the common order of nature, it is evident that they belong to different systems. England to Europe: America to itself.

I am not induced by motives of pride, party, or resentment to espouse the doctrine of separation and independence; I am clearly, positively, and conscientiously persuaded that it is the true interest of this Continent to be so; that everything short of that is mere patchwork, that it can afford no

As Britain hath not manifested the least inclination towards a compromise, we may be assured that no terms can be obtained worthy the acceptance of the Continent, or any ways equal to the expence of blood and treasure we have been already put to.

The object contended for, ought always to bear some just proportion to the expense. The removal of North, or the whole detestable junto, is a matter unworthy the millions we have expended. A temporary stoppage of trade was an inconvenience, which would have sufficiently ballanced the repeal of all the acts complained of, had such repeals been obtained; but if the whole Continent must take up arms, if every man must be a soldier, ‘tis scarcely worth our while to fight against a contemptible ministry only. Dearly, dearly do we pay for the repeal of the acts, if that is all we fight for ; for, in a just estimation ‘tis as great a folly to pay a Bunkerhill price for law as for land. As I have always considered the independancy of this continent, as an event which sooner or later must arrive, so from the late rapid progress of the Continent to maturity,

the event cannot be far off. Wherefore, on the breaking out of hostilities, it was not worth the while to have disputed a matter which time would have finally redressed, unless we meant to be in earnest: otherwise, it is like wasting an estate on a suit at law, to regulate the trespasses of a tenant whose lease is just expiring. No man was a warmer wisher for a reconciliation than myself, before the fatal nineteenth of April, 1775, but the moment the event of that day was made known, I rejected the hardened, sullen-tempered Pharaoh of England for ever ; and disdain the wretch, that with the pretended title of FATHER OF HIS PEOPLE can unfeelingly hear of their slaughter, and composedly sleep with their blood upon his soul.

But admitting that matters were now made up, what would be the event? I answer, the ruin of the Continent. And that for several reasons.

First. The powers of governing still remaining in the hands of the King, he will have a negative over the whole legislation of this Continent. And as he hath shown himself such an inveterate enemy to liberty, and discovered such a thirst for arbitrary power, is he, or is he not, a proper person to say to these colonies, You shall make no laws but what I please!? And is there any inhabitant of America so

ignorant as not to know, that according to what is called the present constitution, this Continent can make no laws, but what the king gives leave to; and is there any man so unwise as not to see, that (considering what has happened) he will suffer no law to be made here but such as suits his purpose? We may be as effectually enslaved by the want of laws in America, as by submitting to laws made for us in England. After matters are made up (as it is called) can there be any doubt, but the whole power of the crown will be exerted to keep this continent as low and humble as possible? Instead of going forward we shall go backward, or be perpetually quarrelling, or ridiculously petitioning. We are already greater than the King wishes us to be, and will he not hereafter endeavor to make us less? To bring the matter to one point, Is the power who is jealous of our prosperity, a proper power to govern us? Whoever says No, to this question, is an Independant for independency means no more than this, whether we shall make our own laws, or, whether the King, the greatest enemy this continent hath, or can have, shall tell us there shall be no laws but such as I like.”

“Sir - I have the Pleasure to inform you, that this morning the Ministerial Troops evacuated the Town of Boston, without destroying it, and that we are now in the full possession; upon which event, I beg leave to Congratulate you, and sincerely wish if the Ministry persevere in the same unconstitutional and despotic measures, which too long have ,marked their conduct, that our opposition and resistance, in every Quarter, may be crowned with the Success they have been here. On March 25, 1776, just eight days after the evacuation of British troops from Boston, the Continental Congress authorized a medal, “George Washington before Boston,” commemorating the event. Congress authorized this first medal in 1776, howevee, the first one (in gold), was not presented to Washington until 1790. Throughout the eight years of war, Congress commissioned eleven medals in the “Comitia Americana” (American Congress) series - most of these were made in Paris..

While the Governor, militia officers & Nassau citizens ”decided” not to oppose the Americans, they did get sneaky that night and under the cover of darkness, removed 162 barrels of gunpowder from the fort, to two nearby ships not being watched. Those two ships managed to “Cruise Away” undetected. However, the capturing of other enemy ships and guns set the stage for Continental Naval power and put Britain on alert that British possessions from Canada to the Caribbean were now at risk of being taken ... (In a nice way, of course)!

The causes of this improvement in the productive powers of labour, and the order according to which its produce is naturally distributed among the different ranks and conditions of men in the society, make the subject of the first book of this Inquiry.

Whatever be the actual state of the skill, dexterity, and judgment, with which labour is applied in any nation, the abundance or scantiness of its annual supply must depend, during the continuance of that state, upon the proportion between the number of those who are annually employed in useful labour, and that of those who are not so employed. The number of useful and productive labourers, it will hereafter

appear, is everywhere in proportion to the quantity of capital stock which is employed in setting them to work, and to the particular-way, in which it is so employed. The second book, therefore, treats of the nature of capital stock, of the manner-in-which, it is gradually accumulated, and of the different quantities of labour which it puts into motion, ac- cording to the different ways in which it is employed.

Nations tolerably well advanced as to skill, dexterity, and judgment, in the application of labour, have followed very different plans in the general conduct or direction of it; and those plans have not all been equally favourable to the greatness of its produce. The policy of some nations has given extraordinary encouragement to the industry of the country; that of others to the industry of towns. Scarce any nation has dealt equally and impartially with every sort of industry. Since the down-fall of the Roman empire, the policy of Europe has been more favourable to arts, manufactures, and commerce, the industry of towns, than to agriculture, the Industry of the country. and established this policy are explained in the third book . Though those different plans were, perhaps, first introduced by the private interests and prejudices of particular orders of men, without any regard to, or foresight of, their consequences upon the general welfare of the society; yet they have given occasion to very different theories of political economy; of which some magnify the importance of that industry which is carried on in towns, others of that which is carried on in the country. Those theories have had a considerable influence, not only upon the opinions of men of learning, but upon the public conduct of princes and sovereign states. I have endeavoured, in the fourth book, to explain as fully and distinctly as I can those different theories, and the principal effects which they have produced in different ages and nations.

To explain in what has consisted the revenue of the great body of the people, or what has been the nature of those funds, which, in different ages and nations, have supplied their annual consumption, is the object of these four first books. The fifth and last book treats of the revenue of the sovereign, or commonwealth.

And with all that going onin March and April of 1776, It was a time to cast The First Vote for American Independence

In the first few months of 1776, the colonial assemblies desire was for a self-governing status within the British Empire. But this was not so for North Carolina - especially after the Patriot victory at Moores Creek Bridge, on February 27th Shortly after that battle, a meeting of The Fourth Provincial Congress of North Carolina was convened. The NC delegates met in Halifax, in March of 1776, and on the 12th of April, a unanimous consent was passed for a resolution to empower its delegates in Philadelphia to concur with other colonies that “declaring independence from Great Britain” was the way they should go.

The North Carolina Congress, outlined misdeeds perpetrated by the Crown against the colonists, which justified the relationship between the colonies and Great Britain being severed. These measures were called the Halifax Resolves. The crucial document passed in Halifax, urged the Continental Congress to seek independence from the motherland and to form foreign alliances.

The Fourth Provincial Congress, met in Halifax, North Carolina. It passed the resolution to empower its delegates in Philadelphia to join with other colonies in declaring independence.

The first Vote for Freedom

Carefully outlining grievances against the British Crown, the Halifax Resolves marked the first official action taken by a colony, which authorized its delegates to vote for independence from Great Britain. It prompted other colonial assemblies to follow suit, and within months, the FIRST U.S. VOTE and ultimate fight for independence was on
