

Every month, when you receive your electric bill, there's a line item labeled "cost adjustment." It plays a vital role in how we keep your power reliable and reasonably priced.
The largest portion of this adjustment is called the Power Cost Adjustment, or PCA. The PCA isn't a fee we create; it's a "pass-through." When our wholesale power provider, Western Farmers Electric Cooperative, experiences changes in the cost of generating electricity, those changes are passed on to us and, ultimately, to you. We don't profit from the PCA; it's simply a way to reflect current market conditions at your power's cost.
So what causes those costs to change? Supply and demand heavily influence the energy market. During periods of high demand, the price of fuel used to generate electricity can spike. WFEC uses various power sources, and when demand is high, they may need to turn to more expensive, less efficient plants.
As a result, the PCA on your bill may rise or fall from month to month. It's not a sign of mismanagement — it's how the power market works. Fortunately, WFEC has managed these fluctuations well. While natural gas prices are the primary driver of PCA changes, they've remained relatively stable in recent years.
This adjustment accounts for about one to two cents per kilowatt-hour on your bill. While that may not seem significant, it adds up over time and reflects the reality of operating within a dynamic energy market.

Many factors can contribute to fluctuations in electric bills. The first, and most obvious, is the weather. We expect our electric bills to be reflective of the different seasons and the changes in routine each one brings. Other events, such as adding members to our household, a leaking water well or the addition of a pool, can cause an increase in costs as well. But what happens when our bills are noticeably higher when we've made no sizable changes? The answer can likely be found in the Cost Adjustment.
"Rather than generating our own power, OEC purchases the power at wholesale cost and delivers it safely to members' homes and businesses," said Key Accounts and Advocacy Specialist and rate expert Tim Ferree. "The Cost Adjustment is a separate line-item on each bill that reflects the increases and decreases of the power we purchase from Western Farmers Electric Cooperative (WFEC)." 5507115302
The fluctuation in the Cost Adjustment is caused by changes in the cost of fuel for electric generation, mainly natural gas. Natural gas prices were above $9 in 2022, $2.13 last August. It is currently around $3 per MMBtu, but has been over $4 most of 2025.
A portion of OEC’s cost of power is already included in the energy charge, or kilowatt hour (kWh) charge. When the cost of power is greater than the amount included in the energy charge, the Cost Adjustment reflects that increase. When the cost of power purchased is less, the Cost Adjustment appears as a credit on electric bills.
For about a three years now, the electric industry has experienced record highs in the cost of generating electricity.
These increases are caused mostly by the record high natural gas prices but supply and demand, the economy, seasons and weather, storage costs or alternative energy cost shifts play a role.
Essentially, all electric consumers are affected by these events and are experiencing increases in their costs of power.
"Despite these hardships, WFEC is a leader in the integration of renewable energy that benefits all OEC members," said Ferree. "WFEC has been able to maintain a reliable supply of wholesale electric service across their region. They understand the importance of a diverse portfolio of resources in today's energy market."
OEC prices remain below the national average price of electricity, and we continually work with WFEC to ensure that remains the case.

Youth Tour contest open to high school juniors
Youth Tour offers high school juniors a week-long, all-expenses-paid educational trip to Washington, D.C. in June of each year. Four deserving students travel with the Oklahoma delegation (70+ students) to our nation’s capital where they tour historic sites and national landmarks, meet Oklahoma’s congressional delegation and more.
Currently, the Youth Tour trip is scheduled for June 13-19, 2026. Dates are estimated based on past years and are subject to change. OEC will follow the guidance of the Oklahoma Association of Electric Cooperatives (OAEC) and the National Rural Electric Cooperative Association (NRECA) to determine the final schedule and details of the trip.
Applicants will submit an essay or written speech on the topic outlined below.

In this contest, judges look for each applicant's power of persuasion – first in writing and then in oration.

OEC announces Drive-Thru Annual Meeting to be held Friday, Oct. 17 from 11 a.m. to 6 p.m.
After a record-breaking Annual Meeting in 2024, OEC’s board of trustees decided to move forward with another drive-thru event this year.
“We registered 3,731 members last year in our second Drive-Thru Annual Meeting —beating the 2023 attendance record,” said Brianna Wall, manager of marketing and member relations. “Those numbers along with the positive responses we received on post-meeting surveys led to the decision to continue with a drive-thru format.”
While logistical improvements will be made to the event, one of the biggest changes members will see is to the prize pack they receive for attending.
Members attending the Drive-Thru Annual Meeting on Oct. 17 can expect to receive a $30 bill credit on their electric bill or prepaid account and have the chance to win a gift card in their registration prize pack, as well as one of four $500
grand prizes.
In addition to the $30 bill credit and chance for additional prizes, members will also receive a handy 2-gallon bucket, ball cap and ice cream spade upon registering at the event.

OEC board of trustees approves $2 million in capital credits to be paid to members from 2011
OEC’s board of trustees has authorized the distribution of $2 million in capital credits to members of the cooperative who purchased electricity during parts of 2011.

Thousands of current and former members will receive a check this month.
Unlike investor-owned utility companies that strive to generate profits for shareholders, electric cooperatives like OEC operate on an at-cost basis. Any profits made by OEC - referred to as margins - are returned to the consumermembers. Capital credits represent these dividends.
Some who were members in 2011 might no longer be members but are still owed capital credits. Please visit okcoop.org/capitalcredits and, if you see a name you recognize on the list who could’ve been an OEC member during 2011, please have that person submit the online form and any accompanying documents. All address updates must be received in writing.

Capital credits are allocated to each member based on the amount paid to OEC over the years. Currently, we “retire” or issue capital credit checks on a 10-15 year cycle.
If you see the name of a family member who is deceased and you are the rightful heir, you can download the form from okcoop. org/capitalcredits and return it along with the appropriate paperwork to transfer all remaining capital credits into your name.
Checks were not issued for less than $25 unless a member has no further refunds due for future years. Refunds of less than $25 are retained until and added to the next distribution.

1/4 cup brown sugar
1/3 cup honey
1/2 cup ketchup
Directions
2 Tbsp soy sauce
3-4 cloves garlic, minced
28 oz. lil’ smokies
1. In a medium bowl, mix together brown sugar, honey, ketchup, soy sauce and garlic.
2. Place cocktail weenies in a 3-4 quart crockpot and pour sauce over sausages.
3. Stir so they are coated evenly. Cook on HIGH for 2-3 hours or on LOW for 4 hours, stirring occasionally.
