Fighting Corruption and Promoting Business Integrity in the Electricity Sector in Iraq Aim of the Project

The project assists governmental institutions and representatives from the electricity sector in Iraq to fight corruption and promote integrity in the electricity sector by:
The Project is implemented by the Middle East and Africa Division, Global Relations Secretariat and the Anti-Corruption Division of the OECD and the Private Sector Development (PSD) Project commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), cofunded by the European Union (EU) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Contributing to a more transparent business climate through public and private integrity actions; Raising awareness of both government officials and private sector representatives on OECD recognised integrity norms and standards to combat corruption and their related tools; Support capacity building of different government institutions concerning the economic impact of bribery and the implementation of anticorruption measures; Identifying corruption risks and anti-corruption needs and priorities in the electricity sector by engaging in extensive consultations with all private and public sector stakeholders (e.g. using surveys and awareness raising events); Promoting the development of voluntary compliance tools and collective actions to fight corruption.

Planned Activities Inception Phase 1.
Elaboration of an initial note on the business integrity landscape of the Iraqi electricity sector to assess the state of play and inform future activities. The note will identify the main stakeholders, initiatives, practices, challenges and risks of corruption in the electricity sector. It will be based on desk research and consultations with relevant stakeholders.
Implementation Phase 2.
Official launch of the project in Bagdad: “Kick-off” seminar aiming to engage the stakeholders in the project and to assess their needs.

Capacity building seminars held at the OECD Istanbul Center: The first seminar will be dedicated to experts from public institutions involved in electricity policies and anticorruption entities. This activity will aim at raising a higher awareness of the different tools available and developing skills and capacities of public officials to fight corruption more efficiently. It will also look at how integrity measures can be implemented in each sector, drawing on similar experiences in other countries. The second seminar will be targeted at companies and business associations in the electricityindustry. It will inform participants on how compliance tools can be implemented in the private sector and how it can engage in collective actions against corruption.
Each of these activities will be followed by a stakeholder follow-up survey in order to assess the impact of these activities on the awareness and compliance practices of participants. 4.
Conduct a final review aimed at helping the private sector identify and put in place the most relevant compliance measures, as informed by their risk profile. The review will include the main features for effective corporate anti-corruption compliance, and a plan to implement collective actions to further innovative anti-corruption solutions.
5.
Final seminar in Bagdad with the objective of assessing how the knowledge learned in the workshops can be applied in practice.
