From the President Many of the homes we build will eventually be inspected by a Licensed Real Estate Inspector. If that’s the case, shouldn’t Builder’s know who these inspectors are? Shouldn’t we know what sort of training they have that enables them to inspect and judge our projects? A real estate inspector is a person who is licensed to perform an inspection of a property that is the subject of a real estate transaction. An inspector can work for either a buyer or seller and is required to follow a Standards of Practice, which provides the minimum standards an inspector must follow when inspecting a property. The Real Estate License Act, enacted in 1991, provided for the examination of home inspectors and established continuing education requirements. These and other requirements are contained in the Texas Administrative Code. The law requires home inspector applicants to work as apprentice inspectors under the supervision of a professional licensed home inspector. If an applicant is unable to obtain an apprenticeship, educational course work and an examination can be substituted. Home inspectors are regulated by the Texas Real Estate Licensing Board and the Texas Real Estate Commission. There are 3 levels of an inspector license (apprentice, Real Estate, and Professional) In order to be licensed as a professional home inspector one must take the 128 hour classroom course and one of the following: A. Have been actively experienced as a real estate inspector for at least 12 months and have completed 200 inspections (175 under Continues on pg 2

indirect supervision and 25 under direct supervision). B. Have completed an additional 200 classroom hours taken in specific topics approved by commission and one of the following must be met; 1) 120 hours in experience training module or 2) 120 hours inspecting with a licensed professional.

When an applicant for a license has met all licensing requirements, the Commission shall notify the applicant that the applicant must provide proof of professional liability insurance coverage for before the license will be issued.

An inspector must maintain financial responsibility during the period the license is active. The applicant must provide proof of insurance using a Certificate of Insurance form approved by the Commission and signed by the applicant's insurance agent.

2019 Dates to Remember

The examination for a real estate inspector license and for a professional inspector license consists of a national part and a state part. The Commission adopts the National Home Inspector Examination developed by the Examination Board of Professional Home Inspectors for the national portion of the examination. For the state portion of the examination, questions shall be used which measure competency in the subject areas required for a license and which demonstrate an awareness of its provisions relating to inspectors. Each real estate inspector applicant must achieve a score of at least 70% on the state portion of the examination. Each professional inspector applicant must achieve a score of at least 75% on the state portion of the examination.

become a Texas Home Builder. I suggested the TDLR should establish minimum state requirements for licensing Builder’s by way of exam and experience. I further suggested continuing education be required so builders can remain current in today’s building standards. This is not a popular idea among most Builder’s or the TAB as governmental oversite is seldom welcomed in Texas. Nevertheless, I think Texas Builder’s need to be educated and need to be able to meet minimum competency standards.

OK Concrete Company was established on September 25, 1970. Arthur Litteken bought half interest in the location on Sheppard Access Road in Wichita Falls, TX from T. C. Foley, who also owned City Concrete, Inc., on the other side of Wichita Falls. Four years later, in 1974, Arthur bought the remainder of OK Concrete Company. Nineteen years later, in June of 1989, OK Concrete Company purchased M & M Ready Mix in Vernon and Childress, TX, to expand to 3 locations when Brandon’s father David, moved his family to Vernon to run a company branch. Brandon grew up in Vernon, graduated from high school there and moved to Wichita Falls to attend Midwestern State University, where he earned a bachelor’s in business administration. “I grew up with OK Concrete in the background,” said Litteken who is assistant general manager of a company that manufactures and delivers concrete. “I worked with them on and off through high school and a little bit in college.” After going to Dallas/Fort Worth for a marketing job he later decided to come back to a smaller city. In 2011, he returned to Wichita Falls and became assistant general manager for the concrete company. Brandon currently handles everything from HR, accounts payable and receivable, sales, marketing, quotation, bidding and customer relations. 363rd Sidewinders become Marvel Characters for Hotter N’Hell Hundred rest stop #2

The NTHBA helps the 363rd Training Squadron put another year in the record books for being able to create a super awesome backdrop for their Marvel Character theme. Bikers were greeted by Spiderman, Thanos, Dreadpool, Captain Marvel and Thor along with a host of friendly hospitality and fun at the 363rds annually hosted rest stop.

The NTHBA had the pleasure of supporting the squadron monetarily and members donating supplies the past 5 years for the 363rd to stand out with their creative themes from DC Comics, Disney Characters, Jurassic Park and the latest Marvel Characters to name a few.

The 363rd TRS deﬁnitely knows how to live large. When they’re not training at SAFB, traveling TDY or in harm’s way defending our country, they are in the community volunteering, participating in events or contributing to the economy. We are blessed to have so many wonderful friends from the 363rd Training Squadron! 8

Army Air Corps training center on 17 October 1941, following the arrival of the first military members on 14 June. As the Army Air Corps became the Army Air Forces, facilities were completed sufficiently to allow the first class of 22 aviation mechanics to enter training that October; the class graduated 23 February 1942. During World War II, then-Sheppard Field conducted basic training, and it also trained glider mechanics, technical and flying training instructors and B-29 Super fortress flight engineers. In addition to the basic flying training, the base also provided advanced pilot training. Sheppard Field was deactivated 31 August 1946 and declared surplus to the War Department's needs. Control and accountability for Sheppard Field was transferred to the Department of the Air Force 1 August 1948 and was reactivated 15 August 1948 to supplement Lackland AFB, Texas, as a basic training center renamed as Sheppard

The NTHBA’s annual meeting of the members, September 5, 2019 will not soon be forgotten. Colonel Michael Donahue had no clue what he had committed to when he was asked to speak in less than a week before the event. In spite of all the obstacles that kept trying to ruin the day, with the major difficulties being the audio to go with his presentation, Colonel Donahue being the professional he is, stayed calm, cool and collected as if nothing out of the ordinary had happened. Thank you Lt. Colonel Olson of the 363rd Training Squadron for procuring Colonel Donahue to speak with short notice. The Colonel started his presentation with telling the audience when he was asked to speak, he asked what he could talk about. He was told anything you want to. Therefore, he said he felt it was only appropriate to start with the history of SAFB. He mentioned, a lot of people in the room have probably never heard how SAFB originated.

Over the next three decades, three training schools were stationed at the base training students in a i r c r a f t maintenance, transportation, communication, civil engineering, aircrew life support and field training.

The base began as Sheppard Field on 300 acres (1.2 km²) just south of Kell Field, named for the businessman Frank Kell. A Texas cattleman, oilman, and philanthropist, Joseph Sterling Bridwell, sold the land to the U.S. Army for one dollar. It was officially opened as a United States

The 3950th Technical Training Wing was designated the Sheppard Technical Training Center in 1959 with two subsequent name changes it is now the 82d Training Wing. The 3630th Flying Training Wing was activated in 1965, and it assumed the helicopter training program. It began providing undergraduate pilot training in the T-37 and Northrop T-38 Talon. provided undergraduate pilot training for pilots of the Republic of Vietnam Air Force. The Wing designation was changed to the 80th Flying Training Wing in 1973. The 80th Flying Training Wing began conducting the Euro-NATO Joint Jet Pilot Training Program in 1981. This one-of-a-kind program includes 13-NATO countries. They are: Belgium, Canada, Denmark, Germany, Greece, Italy, the Netherlands, Norway, Portugal, Spain, Turkey, the United Kingdom and the United States.

Colonel Donahue is the Commander of the 82nd Training Group which graduates over 19,300 annually, has 124 resident, mobile and distance learning courses with approximately 800 instructors, military training leaders and support staff per year The 82nd Training Group is responsible for aircraft maintenance and armament and munitions including nuclear munitions. The 82nd TRG provides aircraft maintenance and munitions training to satisfy the full range of customer requirements for respective apportioned United States Air Force specialties, including officer and enlisted initial skills courses in 17 different Air Force Specialty Codes, advanced and supplemental courses, the Maintenance Course for Operational Commanders, and the Mission Generation Road Course. The training group has four squadrons including three at Sheppard and one at Eglin Air Force Base, Florida.

In y 1992, restructuring and downsizing of the Air Force caused a realignment and renumbering of units at Sheppard. Some of the training wings were redesignated as groups, and the technical training groups became squadrons. Between 1960 and 1966 the Strategic Air Command (SAC) had training units stationed at the base that conducted aerospace rescue schools and weather instruction. In addition, The 494th Bombardment Wing, a Strategic Air Command operational wing of B-52D Stratofortress bombers and KC-135A Stratotanker aircraft, previously designated as the 4245th Strategic Wing, was based at Sheppard.

In conclusion, Colonel Donahue mentioned that Wichita Falls has been the most receptive community for the people at SAFB and he has been to many bases. Those involved in the adopted squadron program have been very hospitable, involved and helpful to those stationed at SAFB. He mentioned that SAFB plays a huge economic factor in Wichita Falls and due to the important operations at SAFB he does not see any fear of SAFB ever going away. Lastly, he mentioned housing is one of the things that has been an issue since the privatization of base housing. Those stationed at Sheppard have a tough time finding affordable housing or rentals outside of the base. This would be the most important thing those at Sheppard would like to see more of.
