From the President This month kicks-off our 65th Annual Parade of Homes. We are delighted to have 8 remarkable homes to show case in this year’s parade. We are also excited the Parade of Homes Committee is bringing back the judging of the parade homes. Prizes will be awarded for these categories: Best Kitchen, Best Master Bath, Best Curb Appeal, Best Outdoor Living Space and Best Overall. We are pleased to have our Area II TAB Vice President Gene Lantrip, the Wichita Falls Association of Realtors President Sandie Hadsell and Wichita Falls District 4 Councilor Brian Hooker as our judges. We look forward to announcing the winners in next month’s reporter. The parade is scheduled for June 2nd, 3rd, 4th and 9th, 10th, 11th. Tickets are $10.00 each and benefit our local Habitat for Humanity. We encourage everyone to attend and support the North Texas Home Builders Association builders. A lot of effort goes into the planning, building and executing the parade of homes and activities leading up to it. Family Night! Thursday, May 18th was the NTHBAâ€™s annual family night. This year we ventured out to Jellystone Park at Coyote Ranch Resort. Here With a long list of attractions: splash pad, swimming pool, miners maze, miniature golf, and jump pillow to name a few, we were looking forward to a night of exceptional fun and fellowship, we were not disappointed. Here In spite of t h e warnings in the area we had 40 b r a v e souls come out and enjoy the attractions along with a great hamburger and hot dog meal cooked and served by First Bank. As the evening progressed the clouds kept getting darker and darker until the threat of rain and hail were upon us. At this time it was in the best interest of everyone to head home. In spite of a short evening, the camaraderie and fellowship was awesome. The NTHBA says, â€œthank you, First Bankâ€? for sponsoring our meal for Family Night. You continue to graciously volunteer and patiently wait, while we watch the weather and decide if the show will go on or be rescheduled. Your commitment to us is unwavering and we cannot thank you enough.

The NTHBA would also like to thank those of you who did come out and support us even though we were threatened with all kinds of weather conditions. We are already looking forward to next yearâ€™s family night. The NTHBA has decided to schedule it in August, as a back to school bash, with the anticipation of having more favorable weather.

Area HBA's Have Joint Planning Meeting 5Vice President Barney Brock and Executive Vice President Teri Gibson attended a joint area planning meeting on May 11th at the West Texas HBA in Lubbock. West Texas HBA Executive Officer, Gena Godinez along with her staff and several members welcomed, Officers and EO’s from Abilene, Amarillo, El Paso, Ft. Worth, North Texas and San Angelo into their new state of the art facility.

Lubbock Member, Richard Benson, West Texas Regional Sales Rep was responsible for the joint meeting and his company James Hardie Siding sponsored a delicious ribeye lunch with awesome sides, catered by one of the West Texas HBA’s newest member, Teddy Jack’s. The purpose of the planning meeting was to discuss the different events HBA’s have annually to raise money for their associations as well as gain and retain membership. It was also meant to share the success and failures HBA’s have had with their events. The goal was to help HBA’s gain ideas to implement to help their HBA be more successful and knowledge to avoid things that can be potential failures. Continues on page 6

The meeting began with each person introducing themselves. Afterwards the main topics were discussed with the allotment of 5 minutes for each HBA to deliberate on how their HBA conducts their events of this type. Main topics consisted of: Membership Base, Luncheons, Home & Garden Show, Community Outreach, Parade of Homes and Vendor Support Activities. During the course of the day, we learned a lot about which events have been successful and which events have failed. During the meeting everyone learned how most HBA’s had the same type of events but with many variations and outcomes. One event most of the HBA’s all have is the Home & Garden Show. While some were successful and handled the entire show themselves, others hired professional event coordinators or advertising campaign professionals. One particular HBA who has contracted outside the HBA described concerns an HBA should be aware of if this idea was utilized by others. The Lubbock HBA that has a very successful Home & Garden show, started a Lego house -build contest at theirs. This not only gave the kids something to enjoy, it has started an annual trend for attendees to look forward to coming back to the next year. As with the Home & Garden Show where most HBA’s have an annual event and some don’t, San Angelo brought back their Parade of Homes in 2017 after not having one for over 10 years. 6

They reported although there was a lot of skepticism the Parade was very successful and some builders who did not attend this year have already committed to 2018. Lubbock has unique requirements for their Parade of Homes and conduct their major one in the spring and follow-up with a Fall Tour of Homes. This meeting was very informative with some ideas we brought back that will be discussed with committees to use in Wichita Falls. One of the major topics of discussion that has been discussed continually, for over the past 5 years, at the TAB Winter, Summer & Fall Meetings, from NAHB and at the TEOC Seminars and conference calls is membership. Before 2008, TAB had almost 14000 members. Today there are around 9800. Even though the economy has changed, the building industry has not. Every two years there is a legislative session. Taken from an email from TAB Director Scott Norman dated May 15th. This year over 9000 pieces of legislation was filed. Rest assured that your TAB team is working hard to pass good legislation and prevent bad bills from passing. SB 744 by Kolkhorst/HB 2052 by Phelan – Require cities to grant tree mitigation fee credits back to the builder/developer/property owner of at least 50% for all trees planted by the property owner either on site or on property mutually agreed to by the owner and the city. Each bill with identical language has passed its originating chamber and normally this would mean we are in very good shape. Unfortunately, we are having to deal with some House/Senate rivalry between our bill authors and a larger dispute between the Lt. Gov. and the Speaker and we are innocently caught in the middle as our bills are pawns in this fight. There are two weeks remaining to get one of the two bills passed. HB 1449 by Simmons – Prohibits cities from imposing “linkage fees” on any type of new construction or remodel in Texas (single family, multifamily or commercial). The bill has passed through the House (102 to 38) and was voted out of the Senate Business & Commerce Committee on Thursday. Next, the bill will go before the full Senate. HB 1704 by Kuempel – Authorizes property owners to seek attorney’s fees and costs when challenging a local government that has violated your vested property rights (per. Ch. 245, Local Govt. Code). The bill has unanimously passed the House and was voted unanimously out of Senate State Affairs on Thursday. The bill is expected to go before the full Senate next week. HB 2040 by King, Phil– Clarifies building code requirements in the unincorporated areas of the state (maintains builder-controlled 3rd party inspections and prohibits the creation or expansion of county building/inspection departments for building code compliance or enforcement).The bill has passed the House and was voted unanimously out of the Senate Business & Commerce Committee on Thursday.

We hope to have the bill before the full Senate very soon. HB 639 by Anderson, Doc – Authorizes public schools to purchase additional insurance for students participating in career and technology programs off campus (i.e., at construction sites) and to include the students on the I.S.D.’s insurance policies. The bill also extends the schools’ immunity from liability protections to the students and the employers for CTE school activities off-campus. The bill has passed the House and was voted out of the Senate Education Committee on Thursday. We hope to have the bill before the full Senate in the coming days. HB 890 by Geren – Amends the Texas Real Estate Commission seller’s disclosure to state that certain property located near a military installation could be affected by high noise or air installation compatible use zones. The bill came from the San Antonio Builder/Developer community working with the City of San Antonio, Bexar County and the Army and Air Force. The bill has passed both chambers and has been sent to the Governor and is awaiting his signature. As a member of TAB, you can trust that your industry is in good hands. Thank you for your support. Protecting our existing employers is the most important thing we can do to maintain our economy. Sheppard Air Force Base is the largest of those employers. When the issue of wind farm encroachment came up, and it became clear how big a threat these developments could be to the future of the base, your community mobilized in a big way. Throughout the legislative session, a team from Wichita Falls maintained a constant presence in Austin, attempting to fight off the dozens of lobbyists employed by wind farm developers. In the end, protecting our military assets won out. Senate Bill 277 does not prohibit developers from installing wind farms near military bases. However, it does keep them from using state tax breaks to do so. Studies show that wind farms are not typically profitable without these incentives, so the bill should do its job of keeping flight lines clear and free of obstructions. There’s no way to acknowledge every single person who helped make this happen, but we need to thank the individuals who worked so hard on our behalf. Senator Craig Estes and Representative James Frank took the lead in the Senate and the House; other key participants included Mayor Stephen Santellana, Reno Gustafson, City Manager Darron Leiker, City Planning Administrator Karen Montgomery-Gagne and the entire team from the Sheppard Military Affairs Committee, led by its President Glenn Barham. In addition, the folks from the base did a great job of educating the public and our elected officials, especially Colonel Beaumont and Lt. Colonel Manning. We owe them all a standing ovation for a job well done.
