From the President Summer has arrived in Texoma! With the arrival of our hot weather, marks the start of the busy season for our Association and Industry. New home construction continues to strengthen on the national level and this trend is holding true for our local market. New home residential permits are up compared to this time last year, and with abundant water in our reservoirs and a strong consumer confidence level, continued expectations for a stellar year are warranted for the industry. The Parade of Homes was a huge success this year! The kickoff luncheon was a hit with a large turnout, which carried over to the Parade attendance. Even with fewer homes than normal and rainy weather the first weekend, attendance numbers were at a five year all time high. A special thanks to the Parade of Homes Committee for all their hard work and to everyone who committed time and resources to make this year’s Parade of Homes such a great success. We are still actively working with the City of Wichita Falls on a revised change proposal for the Subdivision Ordnance. The importance of sensible regulations for our industry is important for public safety, but at the same time overbearing regulation would cripple the current local uptick in development and housing starts. We look forward to a continued positive working relationship with City of Wichita Falls representatives as we continue to work together to reach an outcome suitable for all interested parties. As always the North Texas Home Builders Association is here to serve its members and I encourage everyone to participate and be involved in the issues that face our industry.

2017 Parade of Homes June 2nd marked the Kick-Off of the 2017 Parade of Homes. After many months of preparation from the builders some were still making final preparations at the 11th hour. Even though a few homes needed minor polishing, on June 1st, parade home judges, Wichita Falls Association of Realtors President Sandie Hadsell, TAB Area II Vice President Gene Lantrip and District 4 Councilor Brian Hooker met Parade of Homes Chairman Barney Brock at the NTHBA Office to begin making the rounds to each parade home for judging. The homes would be judged in 6 categories: Best Kitchen, Favorite Master Suite, Best Outdoor Living, Best Curb Appeal, Best Use of Living Space and Best Overall. Each category had particular criteria it was judged on, for example, Favorite Master Suite was judged by: Overall Design & Functionality, Vanities, Tub & Shower,

There was a lot of items the judges had to take into consideration while giving each item a score from 1 -5 with 5 being the highest an item could score. After all judging was completed, the score cards were calculated and the winners were announced at the June 2nd Kick-Off lunch. Over 130 people weathered the rain to attend the Kick-Off lunch. The lunch was definitely worth attending. Bistro Express set up a spread of grilled tenderloin, sautéed green beans, corn soufflé, mashed potatoes, rolls and pecan blondie desserts. This was all compliments of our lunch sponsors: Archer Title of Texas, Guarantee Title Company, Landmark Title and Stewart Title Company. . After indulging in a great meal, Kolter Lukert acted as MC and thanked our Parade Sponsor – Builders Lumber Company and co-sponsor Patterson Family of Dealerships. He also thanked the above mentioned lunch sponsors along with the 2017 NTHBA Partners, Diamond – Atmos Energy, Platinum – Union Square Credit Union and Gold First National Bank. He wasn’t finished yet. He continued to thank those responsible for our silent auction items that

After expressing gratitude to so many on behalf of the Home Builders Association, Kolter introduced Mayor Santellana. Mayor Santellana addressed the crowd saying, I was thinking about what I should talk about and yes, I could talk about how the parade of homes helps to increase the tax base for the city, or how important the housing industry is on the basis of helping people with one of the biggest investments of their lives but I wanted to talk about what a home is. He mentioned how he had lived in several different homes at various stages of his life and how each one had a purpose for the time. He went on to tell the audience how important a home is in raising a family, making memories and a place to live and be a part of a community. He concluded with how blessed he was to be a part of this community and how much he enjoyed serving the people of Wichita Falls, a place he calls home. After a wonderful story from Mayor Santellana, Kolter introduced each of the Builders of the 2017 Parade Homes.

It would be amiss if we didn’t give a big THANK YOU to Habitat for Humanity who spends countless hours preparing bags for every parade home entry with tickets and cash for the ticket sales each day of the parade. They also are responsible for counting the tickets and money each day after the parade has ended. In order to make this all happen Carla Dowlen, marketing director for Habitat for Humanity has to recruit over 100 volunteers. She also is the backup plan if a volunteer is not able to fulfill their obligation. Carla Dowlen has done a fantastic job each year coordinating the event as well as keeping a superb daily record of tickets sales and informing the NTHBA how successful each weekend of the parade is. The North Texas Home Builders Association was delighted again this year; even with a low number of homes to tour, there were approximay 1700 people attend the parade of homes, almost 400 more than last year. Age of Construction Workers BY NA ZHAO ON JUNE 7, 2017 • (0)
A scarcity of labor remains an important headwind for home builders and the entire construction industry. NAHB analysis of the most recent 2015 American Community Survey (ACS) data reveals that the median age of construction workers is 41, which is the same as the median age of the overall labor force. As home building continues its recovery, there are significant labor market developments. Unfilled jobs in the construction sector have been on a generally rising trend. Moreover, while the residential construction sector has been adding net jobs, nearly 714,600 more positions since the low point of employment after the Great Recession, home builders continue to cite labor shortage as a top business challenge
The median age of construction labor shows regional patterns. The color coding in the map above tracks the median age of construction workers. States with older construction workers are in the Northeast and parts of the Midwest. For example, the median age of construction workers is 47 in the state of Vermont, followed by 46 in Rhode Island, and 44 in Connecticut, New Hampshire, New Jersey, and Pennsylvania. Construction workers are younger on average in the central part of the
nation. Half of all construction workers in Nebraska, and Idaho, North Dakota, South Dakota, Utah, and Wyoming are under 38 years of age. The second data series mapped above is the difference between the median age of construction workers in each state and the median age of the overall workforce. These estimates are reported as the numbers mapped on each state. A positive number indicates that on average, construction workers are older than a typical worker in the state labor force. Rhode Island is the state where the median age of construction workers is 4 years higher than the overall median, followed by Kentucky and Vermont (+3). The ACS data also permit an examination of median age by occupations. The medians are presented by occupations below. Construction occupations with younger workers include helpers, roofers, and equipment operators. Older workers are concentrated in managerial positions such as inspectors, construction supervisors and construction managers.
Given ongoing labor access issues in the industry, attracting the next generation of construction workers will be a challenge the sector will face in the coming years.

The Hotter’N Hell grew geometrically for several years. The Hotter’N Hell Hundred is still the largest single day 100 mile bicycle ride in the nation. The HHH weekend includes mountain bike races on Friday and SA Cycling Criterium races on Friday and Sunday.AT A ROUTE DISTANCES 10K – 25 mile – 50 mile – 100k – 75 mile – 100 mile
A lot of things are going on during the HHH weekend but there is no way to describe the electrifying experience of the START. Riders begin to assemble as early as 4AM. They are joined by 10,000+ other riders who have trained to complete their chosen distances. All that pent up human energy is unleashed after the American National Anthem, Air Force Fly Over and Cannon Blast. If you are going to ride 100 miles, the best place to do it is at the Hotter’N Hell Hundred! The Endurance ride will test just that, but there are a number of rides for all abilities. HISTORY The Hotter’N Hell Hundred grew out of efforts to find a special way for Wichita Falls to celebrate its centennial in 1982. Roby Christie of the Wichita Falls Bicycle Club proposed a bicycle ride – 100 miles in 100 degree heat to celebrate 100 years. The original HHH committee promoted the idea as a unique and fitting event to honor the spirit of Texoma and the people who first settled the area. A consulting company from New York City had proposed a rocking chair marathon, but after lengthy discussion the Centennial Committee agreed with the HHH committee that early settlers were not rocking chair people. Gritty people capable of riding 100 miles in Texoma heat was a more fitting symbol of the tenacity of our early settlers. During the first year of HHH, there were 1200 riders. Endurance cycling was relatively new to Texas but 1200 riders celebrated the first year as the largest single day 100-mile ride in the nation.

OFF ROAD Starting from the JS Bridwell Agriculture Center, this 13.1 mile route is a single track with quick short climbs and drops. The route is fun, but riders are reminded that these nature trails are on natural surfaces surrounded by trees, water, wild animal’s pointy objects and poison ivy. Off roading requires caution and skill from the rider. The trail will be open all day and will be swept for survivors Friday at 6 PM and Sunday at 1 PM. The Off-Road Trail Ride begins Friday at 10 AM and Sunday at 7 AM. TIME Timing Chips are provided for all registered riders. Timing results will be posted categorically by “distance ridden” and age groups. Endurance Ride results for Early Registration riders will be online by Sunday night. MEDICAL There are MASH units at each rest stop and at the finish line. Medical volunteers treat everything from bees embedded in rider’s ears to emu bites, road rash, under hydration, over hydration and hard landings.
ENTRY FEE Early Registration is $35 and expires May 31, 2017 – The family rate is $30* per person. *4 discounts/household (expires May 31, 2017) The family discount is applied to registrations from the same household after the first full fee is paid. All family discount registrations need to be received at one time and paid all together. * Regular registration is $40 beginning June 1, 2017 through August 20, 2017. Late registration is $45 onsite August 24, 25 & 26, 2017. Riders can register online, by mail, fax, for early & regular registration or in person at late registration.

NAHB Officers Hold Productive Talks with HUD Secretary Carson
In a broad agenda focusing on regulatory reform and housing affordability, NAHB senior officers today held productive talks with HUD Secretary Ben Carson. Topics covered included: • The Federal Flood Risk Management Standard. NAHB believes that HUD’s proposed rule to expand its floodplain management oversight should be withdrawn because it fundamentally threatens access to FHA mortgage insurance programs for single-family home buyers and multifamily builders. • Small Area Fair Market Rents. HUD has instituted a rule to make Small Area Fair Market Rents based on ZIP codes rather than an entire metropolitan area. Among other things, NAHB urged HUD to rescind most of the rule and reinstate the Fair Market Rent regulations in effect prior to the new rule. • Affirmatively Furthering Fair Housing. This HUD rule requires, states, local governments and public housing agencies to conduct a formal fair housing planning process as a condition of receiving certain HUD funds. NAHB urged HUD to revise the rule to address concerns about its potential for inappropriate federal encroachment on local land use decisions and legitimate business practices, such as a landlord’s refusal to accept rental subsidies. • HUD Section 3 program. Under Section 3, builders who receive federal HUD funds must offer job training and opportunities to low-income residents in their neighborhoods. Although well-intended, Section 8 has had unintended consequences for some builders, including increased costs, administrative burdens and project delays. We offered to facilitate discussions with builders with Section 3 experience and suggested that HUD partner with HBI, NAHB’s workforce development arm, in developing job training resources. • Davis-Bacon. Home builders are subject to costly and administratively complex Davis-Bacon wage requirements when they use HUD funding or FHA multifamily mortgage insurance to construct affordable rental housing. NAHB urged HUD to reaffirm existing guidance which calls for application of a single “residential” Davis-Bacon wage determination for low-rise multifamily properties. We also asked Secretary Carson to help us weigh in with the
Department of Labor to advocate further Davis-Bacon reforms. • Mortgage insurance premiums. Shortly after the inauguration, President Trump reversed an action by the Obama administration to lower the fee for FHA mortgage insurance by one-quarter of one percent. NAHB believes the FHA insurance fund can readily sustain the modest 25 basis point mortgage insurance premium reduction and urged HUD to reinstate the rate cut to help more qualified first-time home buyers to afford home loans. Those attending the meeting with the HUD secretary included NAHB Chairman Granger MacDonald, First Vice Chairman Randy Noel, Second Vice Chairman Greg Ugalde, Third Vice Chairman Dean Mon, Immediate Past Chairman Ed Brady, Government Affairs Committee Chairman Justin MacDonald and Housing Finance Committee Chairman Greg Peek.
