From the President It is with great pleasure we congratulate Barney Brock with Lance Friday Homes on his appointment as the TAB Area II Vice President. Area II consists of Big Country HBA in Abilene, Greater Ft. Worth HBA and the North Texas HBA. Barney will be tasked with filling some very big shoes in taking the place of our dear friend Gene Lantrip of Lantrip’s Custom Homes in Abilene. Gene served as the TAB Area II Vice President for the past 4 years and with a lot of encouragement and support from our members we hope Barney will be a two term TAB Area II VP as well. Each Area Vice President shall act as a representative of the President and the Association on such matters as may be assigned. Area Vice Presidents are authorized to install new Association Members within their respective areas and shall be available to work to increase membership within their respective Areas if requested to do so by the Association. Each Area Vice President shall be responsible for serving as a conduit for information and facilitating communications to and from the Association and each Association Member within his or her respective geographic area. Each Area Vice President will also assist each such Association Member in developing membership retention and membership recruiting tools and policies. Each Area Vice President shall also serve as the chairman for each area caucus meeting that is held in conjunction with a meeting of the Association’s Board of Directors. Each Area Vice President shall prepare minutes of each such caucus meeting and deliver a copy of such to the Executive Committee at the Executive Committee’s meeting. Each Area Vice President shall also recommend to Members of his or her geographic area, potential Associate Directors that will represent his or her geographic area on the Board of Directors and to the President, Members from his or her geographic area that may be eligible or appropriate to serve on Association committees, councils and task forces. Each Area Vice President is a voting member of the Government Relations Committee Thank you for your continued support and involvement and let’s assist Barney in having a productive and successful term while representing the NTHBA as the TAB Area II VP.

North Texas Home Builders Association Host Mystery Dinner for Annual Christmas Party
Over a hundred people braved the arctic blast on December 7th, with a wind chill of 28 degrees, to attend the NTHBA annual Christmas Party. This year the committee took a leap of faith to do a Mystery Dinner with a twist. They were not disappointed. The committee was astonished when the talent was revealed of the twelve members and attendees that were handpicked to play the characters while the audience was amused. The title was “Who Stole the Silver Bells”. Barney Brock with Lance Friday Homes was the narrator/Detective Frost and began by reading the synopsis which enlightened everyone as to what was taking place. This was the annual dedication of the Silver Bells to the Christmas King or Queen of Holy Hills, who was chosen based on their Christmas spirit and festive decorations at their residence. This year Martha May Bells was being awarded the Silver Bells for the 8th year in a row for her bountiful Christmas spirit and the fabulous ornamentation and lights from all over the world decorating her home. Lindsey Sheppard of First National Bank played Martha May Bells who is an heiress who is used to getting what she wants with the exception of her secret childhood crush. Martha is a master at eavesdropping and doesn’t mind gossiping about any skeletons that might be lingering in the closets of the other characters. Her neighbors get annoyed at her ultra-competitive Christmas decorating during the holiday season. Sharon Ayres of Atmos energy played Carol Knight who is one of friendliest manicurist you will ever have the pleasure of meeting. She knows most everyone in Holy Hills since the majority of the town are clients of hers. She stresses during the

holidays, however, since her eccentric brother comes to town. Steven Hinson of Dennis Company played Sam Manger an obnoxious dog groomer at Manger Mutt Cuts. He is animal lover who really takes great care of the animals but is a terrible pet groomer with horrible ideas for pet haircuts. His newest style is the box cut. Michael Grassi with Classic Builders played Eddie Evergreen, a baker who is also obnoxious owns Cousin Eddie’s Cookies. He lives life the way he wants and doesn’t care about being judged. His nickname is 3C given to him by the town’s people and stands for crass, cluttered and chaotic. Frances Motley with Breegle Abbey Carpet & Floor played Ginger Starry a manipulative display designer for Nogstrum’s Department Store. She is known for her outlandish tree designs and gorgeous holiday décor throughout the store. She definitely has a creative spirit. Dianne Brock with Lance Friday Homes played Farrah Frost a beautiful ballerina who teaches private lessons to the kids in town during the off season. She is playing The Sugarplum Fairy at the Deck the Halls Playhouse. During the holiday season she is always on her toes. Mindy Schroeder with Archer Title Company played Roxy Rudolph an enigma to most of the people in Holy Hills. She is a talented Olympic and U.S. National Champion ice skater. Roxy has decided to put away her skates, slow down and enjoy life. Her plans are to open an egg nog shop in the winter next to Cousin Eddie’s Cookies. Justin Holcomb of Harmon & Holcomb Homes played Scut Furkus. He is a notorious neighborhood bully who plagued the Sugar Plum Point subdivision for many years. However when he inherited his grandfather’s candy store he turned over a new leaf when the towns people picketed. Nowadays Scut is one of the nicest people in town.
John Stoiloff of Farmers Insurance played Ralphie Chestnut. Ralphie is genuinely fun to be around because he was born for comedy. A dedicated train conductor for the North Pole Express, he loves to tell jokes during the ride. He’s known for the story about his mother buying him a BB gun for Christmas after months of begging and he nearly shot himself in the eye the first and last time he pulled the trigger. Jake Munholland of Pilgrim Bank played Kevin McAllister, a thirty something who still lives at home. Kevin suffers from post-traumatic stress disorder from his childhood when he was left home alone and had to fend of burglars on Christmas Day. The holiday season is mentally draining on Kevin, and he is not sure when or if he can ever get over his Christmas trauma. Eric Nelson of Guarantee Title played Howie Langston, a devoted father and overworked mattress salesman. Every holiday season, Howie will do anything it takes to find his son the perfect Christmas present. This year, he is at his wits end searching for a Supersonic Man doll. The cast of Characters acted out revealing 2 rounds of clues for the audience to take notes of. Then an announcement was made by Detective Frost: EVERYBODY PLEASE PAY ATTENTION. WE HAVE AN EMERGENCY! SOMEBODY HAS STOLEN THE SILVER BELLS FROM THE FOYER! WHOEVER DID THIS HAS THE LOWEST FORM OF ANIT-CHRISTMAS SPIRIT THAT HAS EVER BEEN KNOWN TO HUMANKIND. LET’S FIGURE OUT WHODUNIT AND FAST – BEFORE THE DIRTY THEIF GETS AWAY! Guest from each table were given the opportunity to turn in their Who Dunnit Guess. After the Who Dunnit guesses were turned in, characters read their information during their solution round that consisted of reasons why a particular character may have had reason to Continues on page 8

WOTUS Rule Would be ‘Devastating,’ Builder Tells Capitol Hill
The 2015 rule defining “waters of the United States� (WOTUS) would be devastating for his business, NAHB member Doug Davis told congressional staff at a briefing in Washington, D.C. Dec. 6. As president and CEO of Fletcher Davis in St. Augustine, Florida, a development firm creating sustainable communities in the Southeast for more than 50 years, Davis explained how the 2015 rule would expand jurisdiction to isolated wetlands more than three-quarters of a mile from a navigable water and require developers to get a federal permit for such features. “These permits already cost us between $100,000 and a million dollars per project and take anywhere from nine months to over a decade to obtain,� Davis said. The 2015 WOTUS rule expanded federal jurisdiction of the Clean Water Act to isolated wetlands, channels that only flow when it rains, and most manmade ditches. After facing a firestorm of litigation, it was quickly placed under a nationwide stay by the federal courts in October 2015. The Trump Administration is attempting to roll back the rule and replace it with a more commonsense regulation that limits federal Clean Water Act authority: consistent with the intent of Congress and Supreme Court precedent. Yet the 2015 rule isn’t dead yet, and small businesses like Fletcher Davis fear if by chance it survives, it will harm their livelihoods. “As part of a development philosophy that protects natural systems, we inventory the land in order to protect high quality wetlands, habitat, and cultural resources,� said Davis. “Yet, federal regulations protecting waters and wetlands are already so overwhelming under existing rules that
the 2015 WOTUS rule would be devastating to my business,� he said. Davis, joined at the event by Montana Attorney General Tim Fox and representatives from the Farm Bureau and the National Sand Stone and Gravel Association, Davis pointed out to Hill staffers that many of the features the WOTUS rule would cover are already protected by the states. “If put in place, it would create duplicative regulations without added environmental benefits. The cost of our projects would go through the roof and ultimately decrease the affordability of the homes and communities we build. “Even without the 2015 WOTUS rule in place today, there’s a lot of questions about Clean Water Act jurisdiction and the role of state and local regulations,� Davis said, stressing the need for a new rule that provides clarity for land owners while simultaneously allowing for responsible growth. steal the bells but did not, the thief eventually confesses. The Who Dunnit guesses were opened to reveal only one table guessed correctly. The table happened to have only two people seated at it and one happened to be the person who played the character of Kevin McAllister. Jake Munholland and his wife Anne received gift cards to Texas Road House for Anne’s winning guess. Everyone really enjoyed themselves and we had a great cast of characters! Throughout the evening guest feasted on prime rib, tenderloin, chicken, vegetables, salad and dessert.

NAHB Supports Final Tax Bill
Filed in Capitol Hill on December 16, 2017 House and Senate conferees have produced a final conference report on the Tax Cuts and Jobs Act, tax reform legislation that will be voted on by each chamber next week. After significant improvements made during the legislative process, and due to the robust engagement efforts of NAHB and its membership, NAHB supports this final tax bill. We believe it will help middle-class families, maintain the nation’s commitment to affordable housing and ensure that small businesses are treated fairly relative to large corporations. Lower tax rates and a fair tax code will spur economic growth and increase competitiveness, and that is good for housing. An overview of the Tax Cuts and Jobs Act, with all changes taking effect for the tax year
starting Jan. 1, 2018: Mortgage interest deduction. Retains the mortgage interest deduction and the deduction for second homes, but reduces the mortgage interest cap from $1 million to $750,000. State and local property taxes. Allows taxpayers to deduct up to $10,000 of state and local taxes, including property taxes and the choice of income or sales taxes. Capital gains exclusion. Maintains existing law that allows home owners to exclude up to $250,000 (or $500,000 for married couples) in capital gains on the profit from the sale of a home if they have lived in the house for two of the last five years. HELOC. Eliminates the deduction for interest on home equity loans. Continues on page 10

Private activity bonds. Retains private activity bonds (PABs), which will enable the Low Income Housing Tax Credit to maintain its effectiveness as the most indispensable tool for the production of affordable housing. Without PABs, we would face the loss of more than 788,000 affordable rental units over the next decade. Alternative Minimum Tax. Eliminates the Alternative Minimum Tax (AMT) for corporations and increases the AMT exemption amounts and phase-out thresholds for individuals. Individual tax brackets. Retains seven tax brackets, with rates ranging from 10% to 37%. This will provide tax relief for individuals and small businesses and represents a tax cut for most taxpayers. Estate tax. Doubles the estate tax exemption. Carried interest. Retains existing carried interest rules, but assets must be held for three years. Pass-through deduction. Allows most taxpayers with pass-through income to deduct 20% of that income based on wages or on wages plus a capital element. Business interest deduction. Provides the taxpayer a choice of making a one-time election for a deduction limited to 30% of adjusted gross income; or for real estate, a 100% deduction for business interest, but with certain trade offs. Like-kind exchanges. Preserves the benefit for real estate investors to make tax-free exchanges of property, commonly referred to as “like-kind” exchanges. Multifamily depreciation. Gives the taxpayer the choice of taking 27.5 or 30 year depreciation, depending on how they elect to treat their business interest. Individual tax provision sunsets. Almost all individual tax elements – mortgage interest, state and local property taxes, individual brackets, etc. – expire at the end of 2025. Unless Congress acts, starting in 2026 these modifications will revert back to the tax code as it exists today in 2017. NAHB was at the forefront of the tax reform debate and we earned clear victories on the real estate exception to the business interest deduction, second homes, private activity 10
bonds, the capital gains exclusion, and many other provisions. We are urging the House and Senate to move swiftly to pass the legislation. It is expected that both chambers will approve the bill during the week of Dec. 18 and get the legislation to President Trump’s desk before Christmas. For more information, contact J.P.
