Budget supports more jobs in primary sector Budget 2020 will make major investments in the primary sector to support more than 10,000 people into jobs. Agriculture Minister Damien O’Connor said our farmers, growers and producers would play a critical role in New Zealand’s economic recovery. “So, we’re making a $232 million investment to boost jobs and opportunities in the primary sector and rural New Zealand. It is a significant investment, which will grow and transform the primary sector. Together, as a nation, we are rebuilding from an economic shock not seen since the Great Depression. There is a clear path through, and the government is committed to getting New Zealand working again.” Mr O’Connor said there are significant employment opportunities in our primary industries and people will be trained with the skills they need for those jobs. “There are a lot of opportunities in front of us. We now need a skilled workforce to help us seize them.” An investment of $19.3 million into a range of initiatives will partner and support more than 10,000 New Zealanders in primary sector jobs. Displaced workers from other sectors such as hospitality, tourism and aviation will have opportunities to rapidly retrain. “There is also a $433 million package to fund 4,000 jobs for five years in regional environmental projects. The initiatives in this package will support the government’s objectives in its Action for Healthy Waterways. These initiatives show how environment-related actions can make a meaningful contribution to the post-Covid-19 economic recovery.” Budget 2020 will also see the government invest $5.4 million for four years to boost regional support for animal welfare around New Zealand. “That builds on our investment of $20.8m in Budget 2019.

“The combined effects of the Covid-19 response and the large-scale drought have placed significant pressure on farmers and rural communities. This pressure extends to their responsibilities around the welfare of animals in their care. “This funding will ensure more resources are available to help farmers identify and manage animal welfare issues as they recover and to ensure there is help available for future adverse events,” said Mr O’Connor. Challenges faced by rural communities have also been recognised with the government committing $20.2 million in assistance. Funding will increase access to support, advice and mental wellbeing services.

Finalists lined up for dairy awards by Denise Gunn

The finals of this year’s New Zealand Dairy Industry Awards will be held online this year due to Covid-19. Thirty-three finalists, selected from 11 regions will compete for the honour of winning either the 2020 New Zealand Share Farmer of the Year, 2020 New Zealand Dairy Manager of the Year or the 2020 New Zealand Dairy Trainee of the Year titles. General manager Robin Congdon said it has been fantastic to see the journey each finalist has taken, both professionally and personally. “Due to the current Covid-19 restrictions, finalists will be asked to submit their presentations for judging digitally and speak with the judges online rather than face-to-face.” “In the current environment, more than ever, it is important that success and resilience within the dairy industry is celebrated and the sector’s contribution to the nation as an essential service is acknowledged,” said Robin. Finalists were busy preparing their presentations, information and material, which was submitted to the New Zealand Dairy Industry Awards management by May 15. The three Taranaki finalists are sharemilkers Simon and Natasha Wilkes, farm manager Branden Darlow, and dairy trainee Sam Dodd. Simon and Natasha are 50/50 sharemilkers on Natasha’s parents 84ha effective farm near Hawera. The

Twenty-four-year-old Branden Darlow won the 2020 Taranaki Dairy Manager of the Year award

couple’s 302-cow Jersey herd is a fourth-generation herd and very special to them, as well as a major strength and asset to their business. Farm ownership by 2020 is their long-term goal. Former motorbike mechanic Branden has worked in the dairy industry since 2015, starting out as a farm assistant. The 24-year-old now manages a 152.7ha effective, 400-cow Inglewood farm. Branden and his partner Carina intend to go contract milking next season with sights set on sharemilking in five years. They currently own 150 dairy/beef animals in lease blocks ready for sale,

with more to rear for the following year. Twenty-three-year-old Sam Dodd was raised in Tauranga and began studying paramedics at university before deciding to look for work opportunities outside of the city. Initially taking up work for dairy farming relatives, Sam was later offered a farm assistant position in Taranaki. He is now assistant manager on a 370-cow near Hawera. Sam plans to build equity to go on to contract milking and aspires to own a herd in the future. The national winners will be announced on a date yet to be decided.

hawn and Jo England, together with Shawn’s parents Paul and Susan, set up the equity partnership in 2018. “It was set up as a way of making the extra land purchased in 2018 possible, as well as helping us both achieve our goals,” said Shawn. Paul and Susan have owned the Manutahi farm for the past 20 years, milking 240 Jersey-cross cows. In 2018, after purchasing the neighbouring farm over the railway line, cow numbers were increased to 400 on the 130ha-effective property. A bridge provides access to the additional land. Shawn was working as a carpenter before returning to the farm to work in

2009. He spent more than a year as a farmworker and then two years contract milking, purchasing the herd in 2012. For the past 12 years, Jo has worked off-farm as a teacher. The couple has two children, Xavier (four) and Evie (six months). “I always had a plan to complete a trade and have the freedom of working in a town job before going farming. The timing of Dad wanting to step back was perfect.” Shawn manages the day-to-day running of the farm, along with a fulltime worker. A relief staff member helps out during spring to feed calves. “The farm contour is flat to rolling, so the farm is managed accordingly,

The family has been fencing and planting the farm’s waterways and wetlands silage wrap usage. Currently, silage wrap is taken back to our contractor for recycling.” The average annual rainfall for the property is 1,250ml. When Paul purchased the farm 20 years ago, he spent the first year fencing off a 10ha gorse-covered gully. It allowed natural ferns and grasses to regenerate. In 2008, the family started to plant areas to help speed up regeneration and introduce more species to help filter nutrients. They also fenced off less productive land, improving the look of these areas of the farm. Shawn said close to 400 plants are purchased each year, and his father generally plants these during the course of a few weeks. All of the farm’s waterways are fenced with a remaining five per cent left to

plant during the next two years. There is now less gorse to control, minimal stock losses and tidier gullies. Overall the farm’s appearance has improved while the family is doing their best to help preserve and develop the land. A contractor, enlisted to carry out pest control, has almost reduced the farm’s possum population to zero. Occasional night shoots keep rabbits in check. Prior to purchasing the new block, the farm averaged 440kgMS a cow. Last season that figure reduced to 430kgMS a cow or 172,000kgMS across the farm. Shawn believes this was mostly due to bringing different herds together to build numbers. “The farm manages to have a fairly low empty rate each year so we’re able

brought in next season, we hope to get back to culling out older, unsound cows and get back to the herd profile we had before.” Increasing production, without the additional costs of cow numbers, is the partnership’s short-term goal. Shawn and Jo plan to continue purchasing shares in Streamline Limited Partnership to eventually buy out Paul and Susan’s portion of the farm.

Lifelong love for poultry by Denise Gunn

Winner of the Poultry Industry Trainee of the Year 2019 award, Sandra Armstrong, has been involved with poultry from a young age.

he Taranaki woman is the assistant manager at Tegel’s Taranaki parent stock breeding farm for meat chickens. “It’s a breeding facility for roosters and hens that produce fertile eggs, which are then transported to a meat chicken hatchery,” said Sandra. Sandra’s early introduction to poultry came through her great-grandmother. “My great-grandmother was a poultry farmer. As we lived with her, I was two when I started collecting eggs and caring for the birds, with her.” In 1978, after applying to a newspaper job advertisement, Sandra began working in the poultry industry. She worked in the Lepperton hatchery for 10 years and then took time off to raise her family, returning to work on the breeding farms in 2010. During her time with Tegel, she has worked her way up

through a variety of roles including egg collector, general farmhand and chargehand. Her current assistant managerial role involves helping to run the farm on a day-to-day basis. “The difference between a farmhand and my current position is I have a lot more responsibility, and I am trained to the level of the manager,” said Sandra. “My current position involves being responsible for all aspects of running the farm with the support of the manager who oversees two farms.” One of Sandra’s favourite job aspects is spending time with the birds and caring for them. Every flock she helps to rear is different. Sandra said she also enjoys working with a great team of people who strive to meet targets and exceed them. “There are many challenges with farming, but each one gives us the

opportunity to learn. The primary focus is always providing the best possible care for the birds, so they deliver the best results.” The Poultry Industry Trainee of the Year award is given annually to the top-performing trainee in all of the training courses run by the poultry industry, in cooperation with Primary ITO. Sandra’s course, the National Certificate in Poultry Husbandry (Level 3), is aimed at personnel currently in or progressing towards management roles. It comprises a mix of on-the-job training, written assessments and block courses. Sandra said the Primary ITO course was always interesting. “I had to sharpen my time management skills to keep on top of the coursework deadlines, along with a full-time job. There were also work-life challenges with study being done at home. It was a great experience in terms of gaining extra knowledge and being in contact with lots of knowledgeable people.” One of Sandra’s local course teachers, John McBride said he enthusiastically recommended her as a suitable candidate for Trainee of the Year. “Sandra completed a good level two course in 2016, and was impressive in her dedication and ability in the 2017– 2018 level three.” Sandra found out she had won the award following a phone call from Michael Brooks, who is executive director of the Poultry Industry Association of New Zealand (PIANZ). “I was very surprised and felt privileged to have my hard work acknowledged,”

Mr Brooks said the Poultry Trainee of the Year award reflects the industry’s strong commitment to training and education. “A highly-skilled and knowledgeable workforce is vital for the growth and profitability of the industry. “It is notable that the poultry sector has the highest number of personnel with Primary ITO qualifications compared with any other agricultural sector. Our

heartiest congratulations to Sandra.” As part of her award, Sandra travelled to Auckland to meet the PIANZ board and attend a lunch at which she was the guest of honour. Sandra plans to continue her career with Tegel and make the most of every opportunity available.

rowing up on his parents’ Tariki farm, and armed with a keen interest in agriculture, Jacob took up relief milking jobs while at high school. Leah was raised in New Plymouth and studied beauty therapy when she left high school. “I would help him in my polka-dot gumboots,” said Leah. “Usually that meant teat spraying or just being good company.” Jacob moved on to work as a dairy assistant, followed by a herd manager position. At the age of 20, the couple decided to form their own company, Menai Limited, in 2011. Leah said this was the beginning of their 50/50 sharemilking adventure.

“Jacob used a $10,000 inheritance left to him by his grandfather, whose ashes were spread over Menai Straits in Wales.” “Our slogan is ‘a link to the past, a bridge to the future’ — which really sums up our business,” said Leah. Jacob’s brother and sister-in-law helped get the company off the ground with equal shareholdings. “The idea was they were to help us get into the industry. After three years, we were able to run our own ship and bought them out. Now we solely own Menai Limited.” The Prankerd’s first 50/50 sharemilking position was with Daniel and Patrice Kennedy in Inglewood. Jacob and Leah then moved on to leasing Pat

Jacob runs the farm’s day-today operations, and Leah takes care of relief milking, bookwork and calf-rearing in addition to working off-farm as a rural accounts manager. The Adlam’s farm covers 72ha of undulating to steep country, milking the Prankerd’s 200 Jersey-cross cows. “We have a 20-bale rotary with inshed feed system where we bring in around 100 tonnes of PKE.” The farm’s annual rainfall averages 3.5m, which can make winter difficult, causing pugging and pasture damage. Wintering 40 of the heaviest cows for 40 days on a 4ha run-off near Lepperton helps alleviate this. Maize is grown on the run-off too. “We also grow a turnip crop on the home farm as an insurance policy for summer.” Since the Prankerds began sharemilking on the farm, production has increased from 56,000kgMs to 78,500kgMS. This season, they are on track to reach 80,000kgMS. A few years ago, when leasing the 100ha Ngaere farm, the couple faced huge challenges. Cow numbers were increased, along with debt, but then the payout dropped to $3.90. The herd also had an extremely high empty rate. Tough decisions had to be made, including letting their worker go. “Everything seemed hard on that farm. Whatever we touched, it would break, and nothing seemed to come

The couple is into their second season as 50/50 sharemilkers on Andrew and Jill Adlam’s farm in Midhurst easy. Some days getting the cows to walk in the shed was hard. “I would milk with Jacob morning and night, and in between would drive 45 minutes to and from New Plymouth where my full-time job was. Industry jobs plentiful DairyNZ wants people who have lost jobs due to Covid-19 to know there is plenty of work on dairy farms, especially in Waikato, Canterbury, Otago and Southland and that they might well earn more than in their previous role. With the national unemployment rate forecast to rise sharply due to Covid-19, DairyNZ is encouraging people to consider work on dairy farms in a new Go Dairy campaign that also includes entry-level training to help their transition to farming. “Immediately, there are 1,000 jobs up for grabs on dairy farms,” says DairyNZ’s chief executive Dr Tim Mackle. “As the new season gets underway on June 1, even more positions are likely to become available. For people who are looking for work and like the idea of caring for animals and the environment, there are lots of jobs and career progression opportunities.” While the Go Dairy career changers campaign, which is supported by Federated Farmers, aims to create awareness of the job opportunities, there is a big emphasis on ensuring new staff understand what is involved in farm life. “We want a win-win situation — for new dairy farming employees to be happy and fulfilled in their new lifestyle and jobs, and for farm employers to have great talent working for them,” Dr Mackle says. “Dairy also pays one of the highest average wages of all the

primary sectors. For the most part, we are anticipating interested people will be from the regions where there are big job losses in tourism and hospitality — and where there is dairying close by. “An example is the dairy heartland of Waikato, which is also home to the Hobbiton and Waitomo Caves attractions, and the neighbouring Rotorua area, where there have been job losses, both direct and in the local support businesses.” Other dairy farming regions where there have been significant job losses include the South Island, in particular in Canterbury, Otago and Southland. “While new entrants to dairy farming would start off in the more junior roles, they can anticipate a rewarding career pathway. Even though they are new to farming, many people already have skills that are readily transferrable and valued on dairy farms. “That is because dairy farming these days is quite diverse and there are many roles, from doing the farm books, to working with machinery, working with animals, and managing staff, and making full use of technology along the way. Kiwi tradesmen, as well as their customers, are protected under the Consumer Guarantees Act (CGA) in the rare case a disagreement may ensue, but this process may be limited during current alert levels. Talk to the relevant business in the first instance because with Covid-19 as a major unexpected event — usual services may not be possible. Businesses need to meet their obligations under the CGA, but it may be reasonable for a repair, replacement or refund to take longer to process under current conditions. If you pay a business to provide a service and it’s sub-standard, you can ask them to fix the problem under the act, but in turn, they might not be liable if the reason they couldn’t finish was something out of their control. The act covers services usually bought for personal or household use. There are, in fact, four guarantees that apply, including: 1. Services will be provided with reasonable care and skill, and any work done must be at least as good as the work of a competent person

with average skills and experience for that type of work. 2. Services will be fit for purpose. When you have told the service provider what work you want them to do, and they accept the job, they must make sure you get what you want. However, if you are not clear about what you want, the service provider might not be responsible if you don’t get it. 3. Services will be done within a reasonable time if no timeframe is agreed. If you and the service provider have not agreed on a time to finish a job, the provider must do so within a reasonable time. 4. Services will be a reasonable price if no price is agreed. You can work out what a reasonable price is by checking with other providers in your area. These guarantees apply automatically — whether or not you sign a contract.
