Regional governance restructure proposed by Andy Bryenton
In a series of reform proposals touted as ‘simpler more costeffective local government’, parliamentarians Chris Bishop and Simon Watts announced the possible end of the regional council system as we know it, last week. The coalition government released information about proposals that could potentially see local mayors take over regional council powers and responsibilities. “Councils and their elected members shape the places we live, the local services we rely on, and make decisions that affect our everyday lives,” said Mr Bishop. He noted the reforms, if adopted, would be the biggest change to civic governance since 1989. “Local government is meant to serve communities, not confuse them. However, right now, the system is tangled in duplication, disagreements and decisions that defy common sense. The government does not think local government is serving New Zealanders well, and the time has come for reform.” Core to the proposed changes appears to be the RMA reform package, set to be introduced to parliament before Christmas. With fewer plans, consenting categories and consents overall, regional councils will have less to take care of, meaning the abolition of regional councillors is an idea Mr Bishop and Mr Watts are ready to discuss. Elected regional councils would be replaced by a Combined Territories Board under the new proposals; a coalition of mayors empowered to work together for their wider region. Voting in such a system is the key to how this might work. Population-based voting was mentioned by the ministers, which in rural
regions could give added weight to the authority of the mayor of the largest local municipality. Voting based on land area would conversely favour rural districts with their large area but small population base. It’s a consideration that has large implications for local democracy and the representation of small towns. “By removing regional councils, we can cut duplication, reduce costs and streamline decision-making,” Bishop said. Part of that duplication, that has provoked extensive debate, is the dualtier rating system currently prevailing for many citizens, who pay district and regional council rates on the same bill. Will these be amalgamated, and will the efficiencies Chris Bishop and Simon Watts speak of equate to a rates reduction? There’s also the matter of assets held by regional councils; a prime example comes from Northland, where the regional council has a major stake in the largest deep-water port; now touted as a possible replacement for Auckland’s docks. Similar assets of strategic significance could be ceded to civic councils — a major windfall. They could become Council Controlled Organisations, with the potential for private partnerships. Alternatively, they could be sold off to privatisers. A scenario already hinted at by those who oppose the scrapping of regional councils, as this would potentially provide no dividend to the ratepayers who have built up those assets.

While the debate surrounding carbon credits, methane measurements and other environmental issues continues in the rural sector, there’s a broad consensus on one ecological measure that’s fundamental. Recycling plastics used on farms is not a new concept, and it’s been supported by schemes such as Agrecovery and Plasback. Some have been in place and developing in tandem with farmers’ needs for two decades. Now, these two initiatives will be rolled into one, forming the basis for a single, unified nationwide plastic recycling scheme on farms. Parliamentarian Penny Simmonds, speaking at the announcement of the new programme, said that this industry-led push for recycling will be free to use, simple and accessible. “This initiative is about fixing the basics while building the future with practical solutions that protect the environment, support our farmers and ensure a productive, sustainable primary sector,” Ms Simmonds said. The key to implementing a nationwide rural plastics recovery scheme is a new set of regulations covering agrichemical containers and farm plastics. “We consulted on these regulations earlier this year and received strong support from the rural sector. Farmers and growers have been working towards this for a long time. Today, we’ve made it happen. “Plastic products are essential to New Zealand’s world-leading agri-economy, but
rural communities know that waste like containers, plastic bags and bale wrap can pile up.” The new scheme, announced in the first week of December, will share the responsibility for recovery and recycling between sellers, producers and end-users of farming products that use plastic for packaging. It won’t just benefit farmers. Forestry, manufacturing, hospitality, tourism and local authorities will also have access to national take-back services, making safe disposal easier for all New Zealanders. “Key industry stakeholders support the scheme because it offers a better alternative to burning or burying plastics, reducing environmental risk and supporting cleaner, safer rural communities.” Nadine Tunley, CEO of Horticulture New Zealand, and DairyNZ general manager David Burger both expressed support for the initiative. “It is a simple and efficient way for growers to optimise environmentally positive growing practices,” said Ms Tunley. “New Zealand dairy farmers are committed to reducing their environmental footprint, including minimising plastic

A group of shareholders, including veterinarians, farmers, lifestyle block owners, and artificial breeding specialists, have banded together to establish New Zealand’s only breeding flock of Ouessant sheep.

eilding shareholder Ross Edwards said the French breed first came to the attention of another shareholder. “One of our shareholders, Robyn How, saw some videos and photos of them and was hooked.” Speaking with a group of like-minded people, they all thought the Ouessant could be the perfect pet sheep for lifestyle blocks. The shareholders, all with a wealth
of sheep husbandry experience, formed the tiny sheep company Oui Ouessant Ltd in 2023. Ross said the company’s name is a play on words. “We liked that oui is yes in French. So, yes Ouessant — the perfect pet sheep.” Embryos and semen were imported from the United Kingdom that same year, and implanted into recipients from the New Zealand ewe flock. This
resulted in the birth of 34 purebred Ouessant lambs. “In 2024 and 2025, to diversify the genetic base, we imported more embryos and semen. We also lambed our purebred females at one year old. All got in lamb, and lamb survival was 100%. This is a testament to how hardy these little guys are. We are lambing more purebred Ouessant ewes this current spring.” The breed, which originates from the island of Ouessant off the coast of
Brittany, is mostly black or white, with some brown or caramel-coloured fleeces as well. Recognised as the world’s smallest breed of sheep, rams stand around 49cm tall at the shoulder, while ewes are slightly shorter at 45cm. The adult sheep weigh around 15kg. Ross said the shareholders weren’t sure what to expect when the first Ouessant lambs were due. The group wondered if the recipient ewes would accept them as their own

lambs, and if the lambs would be able to reach the ewes’ udders. “With high hopes and considerable investment at stake, the shareholders drew up a roster to provide round-theclock supervision of the expectant recipient flock. “As it turned out, this was over-thetop and our midwifery skills were not required. They hit the ground running, almost literally.” Some of the recipient ewes were implanted with an embryo from another breed as well as Ouessant. “Even when the Ouessant lamb was the second-born twin, it had got up, had a drink and done a few laps around the ewe before the other lamb even thought about standing.” Safe in the knowledge that all was going well, the 24-hour ewe lambing rosters were abandoned. Lambing
also went smoothly with the purebred Ouessant ewes. “Robyn was overseeing that phase, but it was a long time before she saw one being born because of the speed and stealth of the Ouessant birthing process. “One minute there was a pregnant Ouessant in the paddock. Next minute, there was a Ouessant ewe with a lamb running about. “As any sheep farmer knows, this ability to get up and going right after birth is so important when it comes to the survivability of any lamb.” It’s this survivability characteristic and easy-lambing ability that appeals to the shareholders. Ross said the ewes have a good milk supply, and the lambs are precocious. “We’ve been incredulous about just how easy-care they are in every regard, including their feet.”

So far, the Oui Ouessant flock hasn’t required any foot-trimming or footbaths. Shearing is only required every 12 to 16 months, and with a naturally short tail, docking isn’t necessary. The breed requires minimal drenching, too. The Oui Ouessant flock is farmed on a couple of lifestyle blocks in the region, along with other stock. Due to the breed’s small stature, adequate fencing is essential. Shareholders have found the biggest surprise is how hardy and easy care the breed is. “The most fun surprise has been their characters,” said Ross.
“We’ve found them remarkably entertaining just to have in the paddock, especially if you can see them from the house. It’s not just the lambs who tear around the paddock together in the evenings — the adults love to play as well.” Surplus purebred Ouessant wethers have been sold, with the next draft available in 2026. “We look forward in the future to offering females for sale, and we believe they’ll hold their value as they are such an engaging, easy breed,” said Ross.

While working to achieve their dream of farm ownership, Dave and Rita Hammond run four businesses, including a sustainable wool garden product enterprise.

he couple and their young family live on their five-acre Ohakune lifestyle block, which also provides a base for two of their businesses. Dave is a fourth-generation farmer in the Ohakune district. He attended Taratahi Agricultural Training Centre, followed by completing an agricultural diploma through Massey University before working as a shepherd. “With no pathway into farm ownership through any family means, I took a
sidestep away from shepherding into fencing and firewood,” said Dave. “This gave me the cashflow to purchase our farm.” Buying a 165-acre property is the Hammond’s first step on the ladder to farm ownership. The farm was considered rundown with low fertility, but Dave and Rita are improving and developing the property. “It is 100% flat market gardening ground, so a good opportunity to grow
our capital,” he said. There are also plans for riparian planting along the farm’s waterways. Dave has already finished a lot of the required fencing. The couple currently run 150 ewes, finish 45 R2 beef heifers, seasonal trade lambs and graze 100 dairy cattle between December to May. “We aim to get a larger block in the future. However, we need to finish the development on our current farm to enable us to do that.”

Rita’s farming experience was limited to her childhood on a Tauranga lifestyle block and a dairy farming grandfather, but she’s learnt a lot since the couple bought their farm. “Our children will be seventh-generation farmers, and it’s in their blood. They love being on the farm, helping with the stock and being outdoors,” said Rita. “Every generation of Hammond has been farmers since they came to New Zealand in the 1850s. Dave has broken-

in a lot of land this year, turning more acres into quality grass, which has meant the farm is more profitable and can run more stock.” Dave also works in his fencing contracting business, and splits logs to deliver as firewood. Over the past three years, Rita has developed her own business, turning waste wool into garden products under the label Sustaina Grow. “Our first product was wool pellets, and very quickly expanded into our wool pots and other home garden products,” she said. Over time, we developed our home garden range in wool products and our corporate gift range. The commercial range followed for vineyards, roading projects and bulk-planting projects.”

Wool is sourced from New Zealand Farm Assured Programme (NZFAP) farms. “We’ve just released our new product SeaWool™, which is wool pellets infused with seaweed. This was in collaboration with AgriSea, and a brand-new product to New Zealand.” Although busy parents to their three young children, the couple finds time to help out in the community. Dave is president of the Ruapehu Junior Rugby Club and coaches the boys’ team. He also recently stepped on to the local school board of trustees. Rita is a volunteer swimming coach for children in the summer, and runs the local lamb and calf day. “Dave and I often joke that we are after-hours farmers, as we still have to

run the firewood business, Sustaina Grow, and fencing contracting just to have the privilege of owning a farm. We hope to one day buy a larger-scale farm, so Dave can be solely a farmer, and I can just focus on Sustaina Grow, while supporting each other when needed. “However, until then, for cashflow purposes we need to do it all. I love farming, too, and the kids’ favourite thing is to be on the farm running around and playing in mud.” Rita said the juggle is the hardest aspect. “We have had to learn to remove egos from any situation, and just do the job that needs doing at the time. If Dave needs help with firewood or in the yards, I will jump in and help. If I have a large contract
on the go, which requires extra sewing, Dave will step up if we are low in staff.” The couple plans to continue pushing forward and supporting each other through the highs and lows of business. “We have learnt from business mentors we have gained along the way to celebrate big and small wins. This helps us keep going.”

Mandie Blair was camping on her family farm in Halcombe when the idea to establish a petting farm, with space to rescue and rehome animals, began to form in her mind.

s Mandie sat around the campfire, she watched animals interacting with her family members and friends. “My Aunty Joyce and her best friend Jenny are both neurodiverse. I watched Holly the sheep dance around the bush with our son Riley, playing hide-andseek. I watched the smile on my Aunty Joyce’s and Jenny’s faces as they laughed and laughed. Riley then involved Joyce, giving her dog biscuits, which are Holly’s favourite treat. Joyce then did some tricks
with Holly, and our hearts melted with the pure joy on her face. Jenny joined in feeding Holly and calling her. “I sat there thinking to myself that everyone should get to experience this joy.” Initially, Mandie planned to travel with her animals to schools, rest homes and disability centres. However, with an increasing number of animals, along with six people cramped in one vehicle, Mandie soon realised this idea wasn’t going to work.

“We decided the time had come. We desperately needed a base for everyone to come to us.” After a long search, Mandie, her husband, Daniel, and their family found a suitable property near Foxton Beach. Soon after moving into their Heartland Cottage property, the family started to receive phone calls requesting help to rescue animals and wildlife. “Heartland Cottage then grew from what could have been considered a travelling circus, into an education centre,
animal rescue, petting zoo and a hub for the neurodiverse community.” From a young age, Mandie had a penchant for saving and rescuing animals. She grew up on the family farm in Halcombe, raising a variety of animals. “I always loved animals, particularly training mine and my family’s lambs for our school lamb and calf day competition. I even rescued wild birds, mice, geckos, wēta and basically anything I could find that I felt needed to live in my bedroom in the warm, so it didn’t get cold and wet.”

Two contented pigs enjoy a snooze
It was no surprise that Mandie later studied veterinary technology and vertebrate zoology. As Mandie became known for having conversations with her animals, she soon earned the nickname Mrs Doolittle. “I then realised I wanted to teach the neurodiverse how to talk to animals because it’s so calming and freeing.” Mandie began teaching her nephews as they trained horses, lambs, pigs and chickens together. Heartland Cottage now hosts volunteers, mothers of children undertaking Mandie’s school education programme, homeschooled children, Massey veterinary students and UCOL students. Two-hour farm tours are also available. Heartland Cottage covers 2.13ha where the animals requiring daily care are housed and grazed. Family and friends
also graze some of Mandie’s animals on their properties. The variety of animals is extensive. “It’s a mixture of rescues and owned animals,” said Mandie. “We rescue hundreds of animals a year, rehome what we can, and train what can’t be rehomed. It could be for health reasons, or it could be the animal has suffered neglect that has led to behavioural issues. We generally keep these animals, and our amazing volunteers teach them love for sometimes the first time in their lives. Animals are so relatable, patient and understanding. The skills and personal growth our members have gained is unexplainable.” Finances are the biggest obstacle due to the unique challenges faced at Heartland Cottage. “For example, it would be simple to just run a rescue centre with able volunteers

Most supplies and equipment used to feed and water chickens aren’t practical for people with physical disabilities, so we have had to source and make waters and feeders that our members can use. horses, and train chickens, pigs, goats and sheep. “Seeing my dreams come to life has been magical,” she said. “My heart melts when our members with neurodiversity can stand in front of a crowd and educate the public. They feel heard, important and educated, and that’s something special.”

Suzuki has carved out a niche in the car market very different from that filled by its motorcycles; while the two-wheeled GSXR and Hayabusa are all about performance and speed, the Jimny and Swift are about compact, affordable fun. When farmers and tradies worldwide call on a ute for a hard day’s work, they’ve had a popular go-to choice since 1968. The Toyota Hilux has developed more than a reputation across eight big iterations of the brand; it’s developed a personality. It may not always have been the best-selling ute in New Zealand, with contenders vying for the crown in a competitive market, but there are still plenty of examples on the road, which prove the popularity and durability of Toyota’s legendary workhorse. A new Hilux has been in the works for four years, and anticipation runs high as the ninth evolution of the flagship Toyota ute gets ready to roll out. Whispers began in October and culminated in a big reveal in November, which surprised the world with the announcement of a battery-electric Hilux — the first of its kind. This will sit beside a whopping 12 diesel and hybrid diesel options, all centred around the 1GD-FTV 2.8-litre turbo-diesel engine, delivering more usable torque at lower rpm. A hydrogen fuel cell variant is also said to be on its way. Drivers will of course have the choice of two-wheel and four-wheel drive, three cab size options, and a wellside deck or the option to go flat or custom. “For generations, Kiwis have trusted Hilux to deliver strength, reliability and

Taking easy time out Life on the farm has plenty of stresses and strains, and people like the folk at DairyNZ have lots of advice for looking after your physical and mental wellbeing and maybe taking a few days off to unwind. Now a farming mate of our acquaintance reckons that’s good advice and his wife has been looking at just that, a break away from the cows and sheep and crops and all the concerns of the farm from day-to-day. “Taking meal and rest breaks throughout the day is good. It’s just as crucial to get away from the farm entirely, aiming for a few consecutive days off following the busy periods,” she told him, and they started looking only to discover somewhere right on their doorstep — Palmerston North. “We haven’t taken time out there dear,” she told him. “Not even a cafe afternoon with a latte or two.” So this holiday period the vibrant Manawatū centre is hosting our farming couple with its world-class lattes, outstanding eateries and, for her, enough shopping to cut out the wool cheque perhaps. She had an ulterior motive? For our farming mate, he reckons he’s heading for the coast and the seaside, as long as he gets back to town and some great pubs by beer o’clock. He reckons he’ll need a beer or three because she’s got her eye on a bit of culture and insists he comes along to see “some of the most impressive art, culture and heritage collections, dear. Anyway, you will just love the New Zealand Rugby Museum eh?”

Yes, Christmas is a time of gift-giving to our loved ones, but what about our local charities, which work hard to bring joy to people in need during this holiday season? In 2023, 39.8% of people fell into the lowest decile quintile according to Infometrics, affecting 77,169 individuals. The average decile rating, with one being the most privileged throughout Northland, was 7.1. So, next time you visit the neighbourhood store and see an appeal or find a local Christmas Shoebox or an alternative seeking support, think about the people you could impact.
Fortunately, many organisations want to give back, and to do that, they require donations or funds to make Christmas a joyous occasion for sick or vulnerable people. Sometimes, it’s ensuring children at Starship Hospital are reunited with their families at home; other times, it’s about ensuring children aren’t left off of Santa’s list because of their socioeconomic status. Other local causes to keep in mind are places like the Women’s Refuge. Often

The prestigious Tractor of the Year awards have been handed down, following a big Agritechnica event in Italy, and the winner’s circle is filled with the big names in agriculture. Agritechnica is the largest agricultural festival and showcase of technology on Earth. It’s made all the more interesting as it’s also the forum for the international Tractor of the Year awards, judged by a panel of Europe’s top engineering and machinery critics. Called by some the ‘Top Gear of Tractors’, a victory at TOTY is a big achievement for any company, no matter how large and well-established. This year, the high-output category was won by the Claas Axion 9.540 Terra Trac, a half-tracked machine delivering smooth and silent operation with exceptional flotation over soil. At the same time, it delivers a shedload of usable torque. The Axion’s six-cylinder, 8.7-litre engine delivers ample power, and it’s mated to a stepless ZF TMG HD transmission, which can handle the biggest of modern implements in the field, but still cruise at 40km/h on the roads between jobs at only 1,350rpm. The high-power category, like heavyweight boxing, is seen as the highlight of extreme tractor engineering, and Claas added 370-litres a minute hydraulic flow, advanced braking technology, 11 tonnes of rear lift capacity and a comfortable, four-point suspended cab to the mix to really push the envelope. In the mid-power category, the workhorse range for most contractors and farmers, it was the Fendt 516 Vario Gen 4, which came out on top. Delivering 164hp and a handy 792Nm of torque, the jury highlighted the versatility and efficiency of the Vario overall, but were very impressed with cab comfort and the intuitive nature of the control layout, making the 516 Vario Gen4 a great allrounder. It’s exactly what’s needed in a mid-power tractor, which may need to complete all kinds of tasks in a single day.
Valtra was hailed as gold medalists in the utility tractor competition, with the G125 CVT Active redefining the capabilities of CVT transmission. Tuned for front-loader and mixedfield operations, the CVT box in the new Valtra is engineered for smoothness and precision control, allowing operators to put the machine just where they need it. Also helping out when it comes to absolute finesse with a front loader is the excellent visibility from the wrap-around cab, optimised for ergonomic comfort. All three of these tractors represent the pinnacle of the craft and will be rolled out for 2026 to make their mark on farms worldwide. If you’re keen to upgrade, consider the best, as judged by the TOTY panel. Their seal of approval means it’s worth your while to book a test drive.

While it sounds tedious and frustrating, the process can be easier if you are clear about your plans with your mortgage adviser from the start. It’s also important to note that in recent times, the news media have been full of the disastrous collapse of building companies nationwide and clients being left high and dry with either incomplete builds or none at all. Many have been stuck with large mortgages and still have to pay them regardless. That’s something everyone wants to avoid when proceeding with new construction. Choosing a builder can be made easier by asking for local recommendations, especially if you are new in the community you’ve chosen to live in. All builders are required to be licensed building practitioners under rules introduced several years ago. They cannot proceed
with construction unless they have that licence. Never take your potential contractor’s word for it. Always check on the Licensed Building Practitioners website at www.lbp.govt.nz/forhomeowners/find-an-lbp. The same applies to any subcontractors your builder may engage for work such as plumbing and electrical, which requires certification by a registered electrician. Your builder and their subcontractors should all have public liability insurance — your bank will require verification of this and a copy of the building contract,
especially if it is a fixed-price one. At each stage of the building process, your bank will only release funds once each part of the project has been certified as completed by a registered valuer. Your budget should include this to cover all the inspections the valuer will make at each completed stage of the project. They will then furnish your mortgage lender with a report confirming completion. If your builder asks for more funds for your build, then you should ask why. Fixed-price contracts are legally binding on the builder and client — any extra costs should be questioned. Once the house is complete and the council inspector has done the final certification, if there are concerns, engage an independent building inspector to ensure your new home meets the required specifications. There is usually a grace period of two weeks for due diligence on your new home after moving in before the final settlement is made with your construction professional.

For most living in a rural area, the good old septic tank is part of life and gets emptied every few years — most of the time. However, what if you’re new to it all and you get left with a rather full problem? It happens. The property is bought, and the moving in gets sorted out. Then, a few days later, there’s a rather messy problem because the previous owners didn’t have the septic tank emptied for many years, before they headed for the wild blue yonder. If you’re thinking about giving rural living a try, then this is for you. The first rule is: always ensure you obtain information from the vendor of the property about when the septic tank was last emptied and inspected, and how often. Most councils have bylaws that require the tank to be inspected at the time of emptying by a certified septic tank drainage company. This includes checking for any leakages or cracks in the tank. The more people in the household, the more often the tank should be emptied; around every three to five years is the best approach.

Signs your septic tank needs emptying Gurgling sounds in the pipes and slow drainage Gurgling occurs when something inside the pipes traps air and prevent liquids from flowing down the drain. It causes air pockets to form, which leads to the gurgling sounds. It could also be a blockage. Avoid putting anything down the drains, such as sanitary products,
wet wipes and other items that can cause a blocked pipe. Excessively lush growth If you see the grass suddenly greener and longer around the effluent field, compared to the rest of the property. It’s usually a prime sign the tank needs emptying. Water pooling around the septic tank If you find water pooling around the area where the tank is and it has an odour, it’s a sign that the tank is overflowing. Rainwater has no odour. Sewage backup in the drains If you notice raw sewage coming back up in your bath and shower drains, you should immediately call a plumbing service or professional septic service. When the sewage is backing up to this point, it can cause damage to your home and become a health hazard.

Nationwide, the debate over whether or not the fencing and planting of waterways are beneficial has been a hot topic for several years. With ever-increasing environmental regulations imposed on farmers, the benefits of planting waterways and wetlands outweigh the loss in productivity

overall. Using natives locally sourced from your region is a far better option than attempting to plant with exotics, which may block up the waterway as they mature. Planted streams, lakes, dams and wetlands have the potential to provide spawning habitats for native fish, such as īnanga, and vegetative cover for native birds and beneficial pollinators, such as bees, butterflies and other insects. Natives also filter sediment and nitrogen from exposed pastures and stabilise erosion-prone areas. At the same time, riparian zone plantings also improve and maintain water quality. Once established, riparian plants shade the water and lower its temperature, providing stability for native fish, eels and koura that may be inhabiting the ecosystem. The shade also helps prevent the rapid growth of unwanted aquatic weeds and algae, which can clog the flow and deplete the water of oxygen. Free-flowing water increases oxygen diffusion. During dry periods, water will be conserved for far longer periods if shaded.

Riparian planting helps restore biodiversity and water quality
In mature plantings, if time is taken to look carefully, there will be a noticeable increase in species biodiversity where each species has a role in the food web connected to the aquatic ecosystem. In turn, each species benefits the other and the plants on the water’s edges. They also take advantage of the shelter provided by the plant roots to avoid other predators or for use during the day if they are nocturnal. As with forest habitat, riparian
areas have what is known as zones. The upper zone only floods sometimes. Drought-tolerant plants such as broadleaf, tōtara, pōhutakawa and kōwhai are an excellent choice for this area. For the middle zone, plant swamp flax (Phormium tenax), cabbage trees, toetoe, kānuka and mānuka. Then, in the low zone, where it will get flooded, native sedges and rushes, including raupō, are the best species to plant in this area.
