Sea Scouts from across the north of New Zealand gathered for a fun regatta at Kai Iwi Lakes last weekend. Members of the scouting movement still enjoy the kind of outdoor adventures and challenges that founder Robert Baden-Powell envisioned more than a century ago. Saturday and Sunday saw Scouts from as far afield as Auckland set up their camp at Kai Iwi Lakes, participating in a series of nautical challenges. After a summer of wild weather, the weekend was crisp but sunny for the Scouts, who rowed and sailed in friendly competition, appreciating the facilities and surroundings of Pine Beach.

Three Waters faces many questions The Water Services Legislation Bill, to establish the government’s Three Waters programme, is in select committee this week, as politicians debate the many questions asked in submissions on the bill. Local Government New Zealand (LGNZ), the organisation advocating for councils like the Kaipara District Council, presented a submission with at least 133 points of concern to the committee, highlighting what they see as weaknesses in the proposed law. It’s one of 442 submissions questioning parts of the proposed law. Chief amongst them are fears that rates must rise, despite government assurances that Three Waters would deliver cheaper water services. Concerns were also raised that the transfer of assets to new Water
Services Entities could occur without there being agreement as to the assets and land specifically to be transferred. ‘When economies of scale and scope are lost as a result of Three Waters services ceasing to be part of the portfolio of council activities, councils may need to increase their general rates to cover the real costs associated with their remaining functions,’ the LGNZ report states. The organisation was also adamant that councils should not act as ‘debt collectors’ for the new WSEs, as this, too, would bump up council costs.
‘Councils oppose being compelled to collect revenue for a service they no longer control and deliver, partly because it will exacerbate public confusion about who is accountable for water services,’ opined LGNZ. In addition, it was noted that rural supplies to small communities would no longer be able to opt out of the WSE regime and instead come under community control. Chairing MP Kieran MacAnulty and the committee will read all submissions before suggesting changes to the Water Services Bill in May.
