STRONG CRITICISM OVER SEEMINGLY SQUANDERED PUBLICFUNDS
Concerns overthe growing cost of salaries, benefits, and administrativeexpenditure within theThabo Mofutsanyana District Municipalityhaveonceagain come under thespotlight
TheDAraised theissue during thecouncil meeting on 29 May, where themunicipality’s budget wastabled foradoption.
Leona Kleynhans, DA councillor, warned that thecurrentspending priorities placed an excessiveburdenonthe municipality’s finances and left insufficient resources availablefor servicedeliveryand operational responsibilities.
According to Kleynhans, approximately 70%ofthe available budget is allocated to staff and councillorsalaries, benefits and relatedexpenditure,leaving less than 30%availablefor operational costs and the deliveryofservices to residents.
She argued this imbalancewas preventing themunicipalityfromfulfilling its primary mandates,including disaster management and environmental health services
TheDAclaimed the municipality’s environmental health mandatewas not being effectively implemented.While water and milk sampling, as well as inspections of
formal businesses,wereapparentlytaking place, concerns remainedoverinadequate oversight of informal businesses,refuse disposalsites and environmental pollution.
Thepartysaid it had proposedamendments aimedatredirecting spending towardsthe municipality's core functions and rationalisingthe staff complement.
However, accordingtoKleynhans, these proposals were not supported by the majorityofcouncillors. Shecriticised what she describedasagrowing cultureofexcessive administration at the expenseofmeaningful servicedelivery.
