Theofficial oppositionparty in Matjhabeng, the DA,argues that theseincreasesplace an unfair financial burden on residents andbusinesseswhile failingtoaddressdeteriorating service delivery.

TheMatjhabengBusiness Forum, whichrepresents approximately450 businesses, hasalsorejectedthe proposed tariff increases.

As an alternative, the DA proposed limitingwater tariff increasestoa maximum of 4% until waterlossesand leakages arebroughtunder control.

Theparty further calledfor inflation-related increaseson property rates, refuseremoval, sewerage and other municipal tariffs.

TheDAalsoargued that the proposed R550 minimum business water charge should be scrapped and that any fire services levy should be fundedthrough existingmunicipal revenue until residents canbeassured of afunctional emergency service

Theparty criticised the Economic FreedomFighters(EFF) forsupportingthe budget, despitewhatitdescribed as the negativeimpact on unemployed residents,pensioners, strugglinghouseholdsand localbusinesses.

TheANC’s regional executivecommittee (REC) in Lejweleputswahas called for theimmediate removal of councillor Thanduxolo Khalipaas executivemayor of theMatjhabeng Local Municipality following his conviction on chargesofassaultand crimen injuria.

In astatementreleased after a meeting at the ANCregional officesin Welkom on Thursday 28 May, regional secretaryIrvin Riet said the REC strongly supports theurgentreconfiguration of theMatjhabengtroika,

includingKhalipa’s removal, in the interestsofthe organisationand the people of Matjhabeng.

TheANC IntegrityCommission found that Khalipa’sconduct had broughtthe organisationintodisrepute

Thenational executive committee (NEC) endorsed this position and referred the matter to the national disciplinarycommittee forfurther processing, with the NEC actingasthe complainant.

“TheREC fullysupports the position taken by the IntegrityCommission and the NEC.Wefurther

welcome the fact that the RECitself hasbeencompletely exonerated regardingallegations surroundingthe conduct of the executivemayor,” Riet said. TheREC expressed concern over Khalipa’s continuedconduct, stating hisconduct hadcontributed significantly to divisions within the ANC and instabilitywithin themunicipality Riet said theREC wasaware of allegations regardingthe ill-treatment of senior officials within the municipality,includingthe resignationofsenior engineers, the former municipal manager, andthe technical director.

“Some of theseconcerns were reportedly raised in resignation communications and arecurrently subject to further scrutinyand investigation

“Theill-treatmentgoesfurther to workersofthe municipality, even to an extent that the South African Municipal Workers’ Union (Samwu) hadtoleadathree-monthlongstrike advancingthe rights of workersinthe municipality,”hesaid.

Theinquiry’s findings focusedprimarily on the Matjhabeng and Nala localmunicipalities, both of whichare under varyingdegrees of provincial oversightdue to persistent failuresin financial managementand servicedelivery

TheMatjhabengLocal Municipalityemerged as the mosttroubledofthe two, with thecommittee findingthat it hadfailedtocomplywith amandatory financial recovery plan.

Themunicipalityhas reportedly adopted unfundedbudgets,ignored legallybinding directives,and providedincomplete reporting to council structures

The financial position is severe.

Theamountoftotaldebthas risentoR18.8 billion, whilst expenditureoninfrastructure maintenance standsatjust1.2% of the budgeta figure the DA described as “catastrophic.”

Waterand electricitylosseswithinthe municipalityare reported to be at critical levels, with residents bearingthe consequences of prolongedservice delivery failures

TheDAhas calledfor the removalofthe executivemayor for Matjhabeng and member of the ANC,Cllr Thanduxolo Khalipa, citing apattern of non-compliance andinadequate leadership responsetothe municipality’sdeteriorating condition.

Theparty is alsoadvocatingfor the appointmentofanindependentadministratorto stabiliseoperations

TheNalaLocal Municipality, also under provincial intervention, hasshown some improvementbut remains financially precarious.

Themunicipality’srevenue collection rate sits at 40%, and creditor liabilities have grownto R1.6 billion.

Thecommitteenoted that consequence managementefforts at Nala have been hamperedbycouncil disputesand legalchallenges, while severalcritical postsremain vacant

Themunicipality’scontinuedrelianceon external service providershas addedfurther strain to an already constrainedbudget.

TheDA, whoseparty members participated in the oversightcommittee, hasurged theFree StateProvincial Legislature to enforce stricter accountabilitymeasuresacrossall underperformingmunicipalities

“Thepeople of theFreeState deservetransparent, competent, and service-drivenlocal government,”the partysaid in astatement following the inquiry.

Welkom’s long-distance runner Nkhetheni Masupa wasamong theworld championship athletes who competed in the2026 Sanlam Cape Town Marathon on Sunday24May.

Masupa finishedthe marathoninatime of 02:44:18, endinginposition 204 of18 507 runnersoverall. In the men’scategory he placed 191 of 11 593, andinhis agegroup (50 to 59) he finished17th outof2438 runners “It’salwaysagreat feelingseeingmyself invitedtothe AgeGroup Championships every year.LastyearIwas in NewYorkand if my performance tops again I’ll probably be invited to go runinTokyo marathon on 7March 2027,” he says Oneofthe biggestrequirementsfor World Marathon Major(WMM) consideration is provingglobal appeal, logistical strength and world-class race organisation.
