Asking for help Representative councils of learners (RCL) of three high schools in Monyakeng – namely the Phateleng High School, Ithabeleng High School and Monyakeng High School – held a peaceful march on Friday 28 August. A total of 162 RCL members participated in the march. The organisers said the march was planned because of a growing number of learners dropping out of school during the academic year, an increase in learners using drugs, and more and more learners joining gangs. In a memorandum they asked various government departments and law enforcement to, amongst others, send social workers to schools to assist learners and their families; and that the police endeavour to stop the selling of drugs in and around schools. In a memorandum the learners requested the Department of Social Development to provide regular drug awareness talks, counselling and support for learners who want to stop using drugs but find it difficult to do so on their own. They also asked for police patrols near schools during school hours to ensure learners are safe walking to and from school, and they requested programmes to help young people leave the gangs. Additional requests included free sanitary towels for all girl learners in Wesselsbron to ensure no girl misses school due to lack of sanitary products. Court highlights concerns about budget process
Tariff increase stalled MARTI WILL The Free State High Court has suspended Matjhabeng’s 25% water tariff increase pending the final determination of the Matjhabeng Community Forum’s review application. The DA said the suspended increase must stop, affected accounts must be corrected, and appropriate credits must be passed to residents.
DA councillor René Steyn also questioned a R250 plus VAT basic water service charge now appearing on accounts, asking where the charge was specifically deliberated upon, approved, and subjected to public participation. The DA said it would demand the council record and public participation record supporting the charge. If Matjhabeng cannot prove its authority to levy the charge, it must be removed and affected residents credited, the party said.
Steyn said residents deserve a government that serves the people. The DA said it had scrutinised Matjhabeng’s integrated development plan (IDP), budget and tariff processes for months, and formally objected to items placed before council before voting against the unfunded budget. Steyn said the court judgment demonstrated why scrutiny of the processes mattered. She said having the numbers to push an item through council by majority vote does not provide legal
immunity against non-compliance with the law, and that a majority vote could not cure a defective process or place a council decision beyond judicial scrutiny. The court recorded concerns about the process followed in adopting the IDP and budget, and the municipality’s justification for the 25% water tariff increase. The DA raised questions about implications for Matjhabeng’s financial recovery plan (FRP), stating that if the plan’s revenue projections relied on
the 25% increase now suspended by the court, those projections must be revisited. Steyn asked what would happen to positions taken by the Department of Cooperative Governance and Traditional Affairs (Cogta) or Treasury if they gave concurrence, endorsement or assessment based on the budget and financial assumptions now under judicial scrutiny. The ANC holds the majority in the Matjhabeng Local Municipality council.

Matjhabeng faces fresh allegations MARTI WILL The Matjhabeng Local Municipality is facing fresh allegations of financial misconduct and governance failures, with sources inside the municipality claiming that it is continuing to disregard its approved financial recovery plan (FRP) and a recruitment moratorium imposed by Free State Exco Representative Makalo Mohale. The allegations, reportedly already brought to the attention of relevant authorities and law enforcement agencies, centre on the alleged irregular appointment of contractors and procurement processes that may have taken place outside established legal and municipal supply chain management procedures. The FRP is intended to impose greater financial discipline on the municipality through strict cost containment and measures aimed at reducing financial pressures, including the wage bill. The latest allegations have therefore raised questions about whether Matjhabeng is complying with measures designed to place
its finances on a sustainable footing. Sources allege that recruitment and contractor appointments have continued despite the moratorium imposed by Mohale, who was appointed as part of the provincial intervention aimed at stabilising the municipality. If confirmed, the alleged appointments could undermine both the provincial intervention and the objectives of the FRP, particularly if they result in additional financial commitments. The most serious allegations concern Matjhabeng’s supply chain management (SCM) processes. Multiple sources claim that contractors have been appointed without going through the required bid specification, bid evaluation and bid adjudication committees, potentially placing the municipality in contravention of the Municipal Finance Management Act (MFMA) and its own SCM policy. It is further alleged that officials in supply chain management, corporate services, infrastructure, public safety and community services have been placed under pressure to backdate minutes of bid committee meetings. According to the allegations,
backdating the minutes would create a paper trail intended to retrospectively legitimise appointments that had already been made, particularly where tender adverts had expired. If proven, the manipulation or backdating of official records could carry serious criminal, disciplinary and financial consequences. At the centre of the reported concerns are appointments of service providers for several high-value renovation and maintenance projects, including that of the Thabong Community Hall, Meloding Community Hall, Virginia municipal offices, Welkom Swimming Pool and municipal fire stations. Sources allege that some of these appointments did not follow the prescribed competitive bidding process and that costs may have been inflated above market-related values. These claims have not been independently verified. Further concerns relate to the alleged use of expired tender adverts. Sources claim that contractors have been appointed using adverts that closed months earlier, without evidence of the required extensions of tender validity.
Under SCM procedures, tenders have a defined validity period. Where a tender cannot be awarded within that period, the municipality must follow the prescribed process to extend the validity, where permissible, or cancel and re-advertise the tender. Sources allege that, in some cases, no formal requests for extensions were made to bidders or the relevant authorities. Instead, expired adverts were allegedly “revived” to facilitate the appointment of preferred service providers. The alleged practice reportedly includes projects involving the Thabong and Meloding community halls, Virginia municipal offices, Welkom Swimming Pool and fire stations. If procurement is found to have been conducted outside the applicable legal framework, the resulting expenditure could be classified as irregular and become subject to investigation and disclosure in the municipality’s financial records. The latest allegations could further undermine Matjhabeng’s efforts to implement its FRP and restore financial stability. The municipality’s response will be published once received.
Man shot dead at Welkom filling station MARTI WILL A 49-year-old man was shot at a filling station in Flamingo Park, Welkom, on Tuesday evening, 1 September. The Welkom Serious and Violent Crimes (SVC) Unit has launched a murder investigation following this fatal shooting. Police were summoned to a shooting incident in Constantia Road at about 18:49 on Tuesday. On arrival, officers found a man lying motionless on the driveway of the filling station.
The victim, identified as Setsumi Jeremiah Motaung, had sustained multiple gunshot wounds to the head. He was declared dead at the scene. According to police information, Motaung was standing at a fuel pump next to his black Mercedes-Benz C-Class when he was allegedly approached by two unidentified African men, both armed with handguns. Several shots were fired at Motaung before the suspects fled the scene on foot. He sustained fatal injuries in the attack.
The motive for the murder remains unknown and no arrests have been made. Investigation to identify and trace the suspects responsible for the shooting are continuing. Police are appealing to anyone who may have information that could assist with the investigation to come forward. The Bongani Regional Hospital launched its employee assistance programme (EAP) services to strengthen employee health, wellness and psychosocial support in the workplace. The launch, on Friday 28 August, began with a 4,9 km fun walk, followed by an aerobics session led by trainers of the Slater Gym, one of the event’s sponsors. The EAP promotes the health, wellness and psychosocial wellbeing of employees through early intervention, counselling, health promotion and support services. Given a taste of what could be Five learners of Welkom-Gimnasium earned top honours at the 2026 North-West University (NWU) Science Convention, held in Potchefstroom on 24 and 25 August. “As part of the second round, our learners had to participate in a science olympiad, followed by a two-day campus excursion where they had the opportunity to experience what student life could one day feel like,” said Renee du Plessis Erwee of the school. In Gr. 11, Karabelo Semela was first overall in the Free State. In Gr. 10, Mthunzi Twhala came first in the Free State and Janke Rossouw placed third. Learners debut in robotics competition The Setshabelo Public School in Thabong has made an impressive debut in the world of coding and robotics, with a team of young innovators securing third place at the prestigious Spring Bots Competition held at the Harmony Primary School in Virginia on Saturday 29 August. Under the guidance of school governing body- (SGB) appointed teacher Lerato Bilingane, the learners spent weeks training after school, learning coding
from scratch and developing their skills in building and programming robots. The competition attracted schools from across the Free State, with more than 150 learners taking part in challenges involving coding, robotics design, and problem-solving. Despite being first-time competitors, the Setshabelo team impressed the judges with their teamwork, creativity and innovative coding solution. Their performance earned them a bronze
medal and certificates. The successful team comprised Thuto Tshehlane, a Gr. 4 learner; Kopano Mokhethi (Gr. 5); Dimpho Mofokeng (Gr. 4); and Bokamoso Molefi (Gr. 6). Bilingane praised the learners for their dedication and commitment. “I am so proud of these young minds. They trained for weeks. To come third at our first competition is incredible. They have made Setshabelo and their families very proud,” she said.

Clivia enthusiasts and gardening lovers will have the opportunity to admire and purchase some of the finest examples of the indigenous plant when the Northern Free State Clivia Club hosts its 15th annual Clivia Show on Saturday 12 September. The show will be held at the NG Moeder Gemeente Church Hall on the corner of Stateway and Arrarat Road. Judging of Clivias will take place on Friday 11 September with the show opening to the public on Saturday from 08:30 to 16:00 for viewing and sales. Described as the “aristocrat of horticulture”, the Clivia is expected to be the star attraction, with visitors invited to bring their families and enjoy the colourful displays. Food stalls and refreshments will also be available throughout the day. The Northern Free State Clivia Club was established 19 years ago with just six members. It now has 32 members and meets quarterly.

The police are investigating a case of culpable homicide after a 53-year-old woman was killed in a collision on Toronto Road in Welkom. The incident is reported to have occurred at approximately 06:00 on Sunday 30 August. According to the police, officers responded to the scene
after receiving a report of an accident involving a pedestrian. It is alleged that the woman, identified as Karen Liebenberg (53), had just alighted from a white Volkswagen Polo, which she had been driving northwards, when the incident occurred. Liebenberg allegedly crossed to the opposite side of the

Shaylené Basson and her horse, High Society, won the gold medal and became the 2026 South African Champions in the 90 cm division.
The 26-year-old Free State rider competed from Tuesday 4 to Saturday 8 August against the country’s best adult show jumpers – and emerged as one of the championship’s standout performers. Basson’s first national title came aboard her trusty steed, High Society, in the fiercely contested 90 cm division, where 65 riders lined up for honours. The pair immediately showed their class, finishing second in the Speed Class before winning

Champions. With more than 100 competitors in the 1 m division, the victory underlined the strength of the Free State team. For Basson, however, the medals represent far more than a successful week in the equestrian arena. As a member of the BRS Equestrian Centre outside Riebeeckstad, she trains approximately four times a week and has been coached by her mother, Belinda Basson, since she was just two years old. Years of discipline, preparation and trust developed between both rider and horse finally paid off on the national stage. Basson described the championships as an absolute highlight of her equestrian career. Now, with two South African titles to her name, the young Free State rider has every reason to celebrate.
