Mayor accused of meddling with finances Payments questionable

Revelations have surfaced about exorbitant spending on renovations of the Ferdi Meyer Hall, which has resulted in a substantial financial burden for Matjhabeng taxpayers whilst basic services continue to deteriorate

Vista has received credible information indicating that nearly a million rand was allegedly remitted to the company involved in the renovation in a manner that bypassed required procurement and supply chain processes

Sources allege that payments were made without proper submissions, relying exclusively on quotations from a single service provider Senior officials claim that the executive mayor, Thanduxolo Khalipha, has applied relentless pressure on managers to authorise deviations to justify the unauthorised payments, with most payments having been made without formal submissions

The pressure to compel officials to authorise deviations has triggered widespread concern and a significant increase in absenteeism, including sick leave, among both senior and junior staff members The refusal to authorise deviations was subsequently endorsed by several managers, including the executive director of Infrastructure, who has allegedly been subjected to verbal abuse

The R6 million allegedly spent on the Economic Summit has outraged residents struggling with deteriorating roads, sewage spills, and uncollected refuse for months This wasteful expenditure occurs whilst the South African Municipal Workers Union (Samwu) has protested the shortage of personal protective equipment (PPE) that has persisted for months, further undermining municipal operations

Stakeholders, including Samwu, have questioned the decision to host the fifth summit amid ongoing service delivery failures and implementation of the financial recovery plan Despite operating under administration, the executive mayor ’ s event hosting continues unabated, undermining the gravity of the municipality’s financial predicament

The Municipal Finance Management Act (MFMA) strictly regulates when and how municipalities can deviate from standard competitive procurement processes Deviations are permitted only in exceptional circumstances, such as emergencies or when a single provider is the sole option These deviations are tightly controlled, require comprehensive justification, and must be reported to the relevant treasury and auditor-general (AG) Frequent deviations indicate poor planning or governance failures

Despite full implementation of the Financial Recovery Plan

(FRP), municipal management continues to undermine Administrator Makalo Mohale and his team from the provincial and national treasury Contrary to the FRP team’s directive to halt position advertisements except for the municipal manager role, management proceeded with interview processes for internal audit positions and attempted to conduct interviews for the labour relations manager position The evidence reveals a blatant disregard for the FRP, highlighting municipal leadership’s apparent determination to continue irregular spending practices

Expenditure on imbizos continues to burden ratepayers, whilst excessive spending on media advertising a practice the executive mayor pledged to halt upon assuming office has escalated dramatically Recently, the communications department was allegedly allocated nearly R1 million to promote the investment summit

This pattern of financial mismanagement continues whilst residents endure collapsed basic services, raising serious questions about accountability and governance oversight in municipalities operating under provincial administration The situation in Matjhabeng exemplifies the challenges facing local government financial management Municipal officials were not available for comment

Dire state of finances spreads concern amongst residents

An urgent forensic audit of the Matjhabeng Local Municipality’s substantial debt of more than R14 billion is being demanded following recent reports that the municipality is facing imminent collapse

The audit must include the examination of unlawful expenditure and irregular contracts, with criminal referrals required where corruption or financial misconduct is identified Coreen Malherbe, DA councillor for the municipality, says comprehensive measures are essential to address the crisis “There must be immediate ring-fencing of water and electricity

revenue to prevent diversion of funds For these plans to succeed, there must be stability in the municipal manager ’ s office, with appointments made on merit, not factional loyalty”

She emphasises the need for transparency regarding implementation of the 2028 recovery milestones, with quarterly public reports that must be strictly adhered to

“Whilst these revelations have now entered the public domain, residents of Welkom, Virginia, Odendaalsrus, Allanridge, Hennenman, and Ventersburg have long been living with the consequences of a municipality in freefall What is emerging with even greater clarity is that Matjhabeng’s crisis is not only financial but political as well,” Malherbe states

Political interference has systematically

undermined governance structures, paralysed financial decision-making, and transformed municipal manager appointments into a revolving door for cadre deployment, ensuring that no long-term systems are ever successfully implemented

There have been repeated warnings about the cost of mismanagement, and this price is being paid not in figures on a spreadsheet but in the daily suffering of residents

Families now experience water shedding from 17:00 until 05:00 daily, with many neighbourhoods enduring outages lasting for days A staggering 57% of potable water is lost through leaks, whilst sewage spills continue to contaminate streets and homes Additionally, 28% of electricity distributed never reaches paying

customers, meaning that paying residents effectively subsidise illegal connections

Revenue collection has plummeted to 42,3%, far below the national norm of 95%, signalling an irreversible erosion of public trust in municipal services

“Despite repeated interventions, service delivery has deteriorated, demonstrating that an administration without accountability is simply another layer of failure Billions owed, yet money found for vanity events,” Malherbe notes

She describes it as unconscionable that whilst Matjhabeng risks total collapse, the municipality continues to spend millions on non-essential events and patronage-driven programmes

“The residents of Matjhabeng deserve a municipality that serves them, not a political elite”

A life of seeing to others’ needs wholly celebrated

The remarkable journey of Moratwe Mmaneo Elizabeth Gaitsiwe Motsamai began on 8 August 1945, the day she was born in Senekal

Moratwe is the second-born daughter of Mohoje Jeremia Motsamai and Violet Motsamai, and her dedication to education and the arts has left an indelible mark on the Thabong community and beyond

After completing her schooling in Matwabeng, Senekal, Moratwe began her teaching career in 1963 and served the profession from 1964 until her retirement in 2020

During this remarkable 56-year career, she pursued further studies part-time, earning a Secondary Education Certificate (SEC) in 1987, a Secondary Education Diploma (SED) in 1990, a Bachelor of Arts (BA) degree in 1997, and a BA with Honours in 1999

Beyond the classroom, Moratwe is a woman of many talents who has been recognised with numerous awards for her contributions to music, choral performance, and cultural activities, including the prestigious Monyanyako and Moqoqopelo accolades

Talent put to good use

Her creative spirit also shines through in her writing She authored the celebrated piece Dinnete tsa Mmakoma, which continues to inspire learners at the Lenyora School and the wider community

In addition to her artistic pursuits, Moratwe is an accomplished entrepreneur Her product, Motsumi, showcases her business acumen and commitment to local enterprise She has also penned a book, further cementing her role as a cultural leader and mentor

‘Squad’ not trusted

A female security officer has opened an attempted murder case against the head of Matjhabeng’s controversial “rogue unit”

This follows a shooting incident that has raised fresh questions about the municipality’s disputed investigative unit

It is alleged that the former Welkom Tactical Response Team member who was appointed to a position not reflected in the Matjhabeng Local Municipality’s approved organisational structure, discharged a firearm whilst pointing it at the female security officer on 13 November 2025

The alleged incident occurred at the vandalised Amogela Mall in Welkom’s central business district (CBD)

A case of attempted murder has been opened at Jan Hofmeyr Police Station in Welkom

In South Africa, pointing and discharging a firearm at someone constitute serious criminal offences that can result in charges ranging from pointing a firearm to aggravated assault, reckless endangerment, unlawful possession of a firearm, or attempted murder, depending on specific circumstances and intent

This represents a specific offence under Section 120(6) of the Firearms Control Act 60 of 2000, which prohibits pointing any firearm real or imitation, loaded or unloaded at a person without justifiable reason, such as a credible self-defence situation

The person in question also serves as a driver for the executive mayor, Thanduxolo Khalipha, during after-hours and weekend periods

During his tenure with the SAPS, he was arrested and faced several charges, including possession of gold-bearing material weighing 125kg and valued at R2 million, as well as possession of an unlicensed firearm and ammunition

Court records indicate multiple cases against him, during which five suspects were arrested and registered

As far as Vista can ascertain all of these cases were withdrawn between 2017 and 2019 He re-

signed from the police in 2023

Another security superintendent working alongside him, who serves as Khalipha’s driver, faces his own legal challenges A case has been opened against him involving his wife allegedly discharging a municipal firearm last year in Odendaalsrus

Neither officer has faced disciplinary proceedings nor been charged by the municipality

Both officers allegedly belong to what critics term the “Matjhabeng Rogue Unit” within Public Safety, which has been flagged by the South African Municipal Workers Union (Samwu) following irregular appointments and accusations of unlawful activities both within and outside Matjhabeng

The establishment of this investigative unit generated significant controversy in 2022 when Samwu raised alarms about positions being advertised despite not appearing in the municipality’s approved organogram

The municipality proceeded with advertising, interviewing, and appointing former police officers despite negative vetting process results and the police’s advice against the appointments

Samwu has referred these unlawful appointments to court and has issued several media statements calling for a forensic investigation into the unit’s alleged illegal operations

The former Samwu provincial secretary, Tiisetso Mahlatsi, has questioned the unresolved allegations surrounding this “ rogue unit” , particularly in light of missing municipal firearms

This is a scandal that raises grave concerns about public safety, covert operations, and the potential militarisation of local governance, he believes “Who authorised this unit? Who financed it? For what purpose was it created? The people of Matjhabeng demand answers, ” Mahlatsi asked

The latest incident adds to mounting pressure on the municipality to address concerns about accountability and oversight within its security operations

Municipal officials were not available for comment when going to print

Human faith often pleads for a change in our circumstances, begging God to alter the reality we see God’s faith, however, speaks to the reality He sees

Remember the story of the prodigal son From a human perspective, the wayward son was lost, defiled, and worthy only of being a hired servant

This was the“faith”of the elder brother and likely the surrounding village

But what was God’s faith? What did the Father believe about this specific

situation?

While the son was“still a long way off,”covered in the grime of his poor choices, the Father saw him He did not see a servant; He saw a son His heart did not resonate with condemnation but with compassion He did not wait for a perfectly rehearsed

apology; he ran, embraced, and kissed his child in Luke 15:20

Before any transformation had occurred, before any amends were made, the Father’s belief about his son was unchanging: This is my child, worthy of love, restoration, and honour

As we head into a festive season, celebrating the birth of Jesus Christ, who came to His own, to restore an eternal bond, may we also see our damaged relationships through the same eyes of faith

Recent clean-up effort appreciated

Concerned resident, Thabong:

I am writing on behalf of the residents of ward 29 especially those living near the Tlholohelo Public School to thank the Matjhabeng Municipality for finally removing the illegal dump that has plagued our open field for several months

On Monday 17 November at about 11:00, the trucks arrived and cleared the waste that had been a health hazard for our children and the surrounding community

The dump’s proximity to the school and to Full Gospel Church which sits directly opposite the site has caused great discomfort

During the heat of the recent weeks, church members were forced to keep doors and windows closed to avoid the foul odour, and the health risk to our children was a constant worry

Unfortunately on Sunday 23 No-

vember at approximately 11:40, we observed a young woman unloading rubbish on the same spot

We approached her, explained the effort it took to have the dump removed, and asked that the area be kept clean While we are grateful for the municipality’s action, it is disheartening to see disregard for our neighbourhood continue

The pastor of Full Gospel Church, Past Lefa Mponeng, together with the church committee urges all residents of ward 29 especially those who live near the field to refrain from dumping waste, particularly in front of the church

A clean environment protects the health of our children, our worshippers, and the broader community

Thank you for giving a voice to our concerns and thank you again to the Matjhabeng Local Municipality for hearing the residents’ pleas

Welkom educator given recognition for water programme

The Department of Water and Sanitation (DWS), together with the provincial Department of Education, has presented a token of appreciation to educator Dikeledi Mokhothu, who was awarded national winner at the recent Baswa le Meetse 2025 competition under the Water and Sanitation Education Programme (WSEP).

Mokhothu, an educator of the Setshabelo Primary School in Welkom, mentored learners who participated in the competition and secured the first position for the Matjhabeng Local Municipality in the Free State, whilst also claiming the national first position

in the Poster category

The team led by Mokhothu participated in a series of competitions, progressing from district level through to the national adjudications held in Benoni, Gauteng, from 6 to 11 October

The presentation ceremony took place on 11 November at Setshabelo, attended by the school governing body, learners, educators, and school management, who celebrated the achievements of their dedicated educator

In addition to the R30 000 monetary prize won by the learners on behalf of their school, the department recognised the need to acknowledge hardworking educators who guided learners throughout the competition Mokhothu

received a tablet as appreciation for her dedication to ensuring learners are equipped in education and career development

According to Vukani Mtya, deputy director of the WSEP, the competitions expose learners to water conservation and hygiene initiatives that they subsequently use to educate their communities

“Through educators, we channel the right information to learners so that they become responsible citizens and further their career interests within the sector,” Mtya explained

Mokhothu participated in the Baswa le Meetse (Youth in Water) programme, presenting a theme that connected with

artistic expression, where character and conduct combined to create a winning poster at the National Awards

“As an educator, I managed to present my learners’ poster, which covered issues on water, hygiene use, and care of sanitation facilities

“The support from the DWS really warmed my heart because educators are not recognised in most competitions we participate in,” Mokhothu

stated

The SANBS and the Western Cape Blood Service (WCBS) will join blood services across Africa for a groundbreaking blood donation event, Red Saturday, scheduled for Saturday 30

November

The event aims to engage thousands of donors across five nations, collecting life-saving blood donations to support hospitals and patients in need

The SANBS, in partnership with Round Table Welkom 40 will host a collection drive at Goldfields Mall operating from both Entrance 1 (Woolworths) and Entrance 2 (Rhino) from 09:00 to 16:00

The organisers are calling upon all businesses, organisations, schools, and the Welkom community to join the life-saving initiative

Each participating group is en-

couraged to bring 10 people to help achieve the target of 100 units of life-saving blood

Red Saturday represents more than a blood drive it embodies African unity and solidarity, a collective effort to address blood shortages across the continent, and a celebration of the life-saving power of voluntary blood donation

The initiative carries a simple yet powerful message:

Complaints on deaf ears

Opposition politicians are calling for urgent reforms to the Matjhabeng Local Municipality’s failing complaints system as residents endure weeks of service delivery collapse across the region

The DA has demanded immediate strengthening of the municipality’s call centre to ensure service complaints are properly logged, tracked and resolved within 48 hours

“By restoring an efficient complaints system, residents will once again experience reliable service delivery,” said Cllr Marie van Rooyen, DA representative for the Matjhabeng Local Municipality

Van Rooyen argued that unaddressed service failures expose residents to health risks, financial strain, and declining living standards She emphasised that an effective call centre with competent personnel has become critical in Matjhabeng, where residents have lost confidence in municipal services

“A call centre must be staffed by officials who can handle and redirect service complaints to the appropriate municipal departments, sup-

forcing residents to hire private contractors at their own expense whilst continuing to pay municipal rates for undelivered services

“The council makes daily promises that effective service delivery is a priority, yet there is no accountability Complaints are lodged every day, to no avail,” Van Rooyen said The DA has outlined three key demands: the implementation of an effective call centre; the restoration of weekly refuse removal; and the deployment of trained officials capable of managing tasks within established timelines Rooyen argued that a properly functioning municipality should respond to the following complaints within 48 hours:

■ water leaks requiring urgent attention;

■ sewerage spillages and raw sewage flowing in streets;

■ potholes and deteriorating road infrastructure; and

■ littering incidents and prosecution of offenders Van Rooyen concluded that paying residents deserve reliable services,

Two full-feature films created by international film company Redeemer Pictures will be screening at Alpha Cinema in Welkom, starting this weekend

Based in Welkom, Redeemer Pictures is the brainchild of Skeelo Khumalo, an established cinematographer who states: “I create films to awaken humanity”

Engines roaring for policing patrols

The Thabong Police Station Commander, Brig Envor Solomon, has welcomed three new Isuzu pickup vehicles to the station’s fleet, marking a significant boost to crime prevention capabilities ahead of the festive season

Two of the vehicles will be deployed to Visible Policing operations under the Community Service Centre (CSC), whilst the third will be utilised by the Crime Room for investigations

VICTIM REMAINS UNIDENTIFIED

The police in Thabong are investigating a case of murder after an unidentified African male was discovered with stab wounds

On 10 May at approximately 02:14 police were summoned to a scene where the victim had been severely injured On arrival a member of the community pointed to the area where the male victim was found lying on the ground, bleeding from the chest and stomach Next to him police found a knife with blood stains, which was then confiscated for further investigations

The victim was rushed to the hospital for medical treatment, where he later succumbed to his injuries The

motive for the murder is unknown Police investigations are still ongoing

The victim was found wearing a blue boiler suit jacket, a black beanie, and blue pants The victim identified himself uttering the name Mzayifane before he was taken to the hospital Efforts by police to identify him were all in vain

Drie gimnaste van die Riebeeckstad-gimnastiekklub het aan die nasionale Best of the Best MAGkampioenskapsbyeenkoms in Pretoria deelgeneem Slegs die drie topgimnaste in elke afdeling in die Vrystaat is genooi om deel te neem. A long-awaited dream for the Welkom bodybuilder

Frans Hloi to compete on the international stage finally came true when he participated in the World Powerlifting Championship held in Durban between 4 and 9 November.

More than 200 athletes from Australia, France, Great Britain, India, Russia, America, and South Africa participated in this prestigious championship on African soil

Hloi describes the road to this prestigious event as the most challenging yet exciting journey, filled with valuable lessons and lasting memories

“It required tremendous discipline, consistency, strength, and emotional fortitude, whereby I would only

sleep two to four hours most nights Every night I would wake up and work on my lifting calculations, plan subsequent sessions, and correct previous session mistakes

All the struggles paid off in the end with the best results

Everything from strength, performance, and technique improved during preparation, and I look forward to achieving even greater heights in the future,” he explains

Hloi maintains that the highlight of his competition was achieving a perfect 202,5kg squat

“It has taken me years to reach this milestone This was followed by completing the bench press and deadlift with 115kg and 217,5kg, respectively”

These remarkable achievements secured him first place in his Masters 2 division under 82,5kg bodyweight cat-

egory, earning him the title of World Powerlifting Champion for the first time

It has been announced that from 2026, WPC South Africa will officially host the International Annual Event the WPC African Powerlifting Championships

This development means that from next year, there will be three major international platforms: the AWPC World Championship, WPC World Championship, and WPC Africa Powerlifting Championship

Hloi is going to compete at the Summer Bodies event at the Silver Stars Casino, and at the Muscle Mulisha on 6 December at the same casino

He was invited to take part at the Mr and Ms Universe 2025, incorporating Junior Men’s Bodybuilding, Junior Men’s Physique, Junior Classic Physique, Women Bikini,

Master Men’s Physique, and Master Bodybuilding

Hloi was invited to be a special guest at the Talkatora Indoor Stadium, New Delhi, on 19 and 20 December

Due to lack of funding,

Hloi will not be attending this prestigious event
