In theGospelofLuke8:15,Jesus describes good soil as those“with anoble andgood heart, who hearthe word, retainit, andby perseveringproduce acrop.”
This is morethanpersonalspirituality– it reveals God’sheart for the city.
Theseed (God’s Word)isalwaysgood The difference lies in thesoil. When hearts arereceptive, cities begin to change.God’s strategy for transformation is not systems first, butpeople whose hearts areopentoHim
Areceptiveheart produces humility. It produces holiness. It produces integrityinprivate and compassion in public.Itreshapeshow we speak, howwelead, howwedobusiness, how we raisechildren, and howwetreat strangers. Paul writes in Epistle to the Galatians 5:22: “Thefruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness…”
Goodnessisnot performance;itisthe Spirit’s work within us.Weare encouraged in Galatians 6:9: “Letusnot become wearyin doinggood, for at the proper time we will reap aharvest if we do notgiveup.”
Noticethe connection: goodness, perseveranceand harvest.
Areceptiveheart hearsthe Word, guards it, and livesit– even when it is difficult
Theresultisfruit that transformscharacter beforeitinfluences culture. Humble holiness becomes visible.Integrity becomes attractive. Peacebecomes contagious. And fruit creates hunger.Realfruit is attractive.
Areceptiveheart does morethanimprove one individual. It becomes acatalystfor communitytransformation. When people seepeace in the midstofchaos, generosityinthe midstof greed, forgivenessinthe midstofoffense, and steady hopeinuncertain times, theybegin to askquestions
Fruit createshunger– people begin to desire the source
Alife rooted in Christ does notjustupgrade theindividual; it awakens acity.
God’sheart forthe citybegins with receptive hearts.Fromsuchhearts, ahundredfold harvest can flow –transformingusand stirring others to love and liveJesus more.

On Monday 23 February, the Matjhabeng LocalMunicipality launchedthe implementation of auxiliarydeductions on prepaid electricitypurchases foraccounts that arein arrearsfor 30 days or more.
In astatement, the municipality said it is mandated to ensurethat all consumerspay for services received, toreduce outstanding arrear debt, and to remain on acurrent accounttoenable the municipality to continue delivering reliable and sustainable servicesto allcommunities
Theseservices includeelectricity, water, sanitation, refuseremoval, roadsand stormwatermaintenance, streetlighting, parks, cemeteries, public facilities, communityservices, and otheressential municipal services
In line with aCouncil-approved Credit Controland Debt Recovery Policy, aportion of prepaidelectricitypurchases may be automaticallydeducted andcredited towardsoutstandingdebt. When residents purchase prepaidelectricity, apercentage of the purchase value maybeallocatedtoreduce
arrears. Theapplicable rangeisdetermined accordingtothe property value category
Amounts deducted maybeusedtoreduce residents’electricityarrears, other municipal service arrears, fines, and penalties Deductions areapplied only to accounts in arrears(30 days andabove), and only if prior notification is providedtoaffecteddebtors in accordance with municipal policy.
Thededuction percentage is determinedby Council resolution and maybereviewed from time to time
“Residents andbusinessesare encouraged to keep their municipal accounts up to date, paytheir monthlymunicipal bills on time, andmakearrangements with the municipality should theyexperience financial difficulties Customers who wish to querytheir accounts, arrangea paymentplan, or seek clarity regardingthe applicable deductions areadvised to visittheir nearestmunicipal office or contact the Revenueand Credit ControlSection for assistance,” says TshidisoTlali, spokespersonfor the mayor's office
During amedia briefing heldonSunday 22 February, ExecutiveMayor Thanduxolo Khaliphaalsoaddressedrevenue collection, describingitasfundamental to sustaining service delivery, whereheannouncedthe auxiliarydeductions on prepaid electricity purchases.
Khaliphaindicatedthatthis approach is intendedtopromotefairnessand financial sustainability, notingthatthe continued provision of electricity, water, sanitation, refuseremoval, roads, stormwatermaintenance, streetlighting, parks, cemeteries, and other services depends on improved revenue collection.
“Deductions applyonlytoqualifyingarrear accounts, and prior notification is issued in accordance with municipalpolicy. Residents and businesses areencouraged to keep their accounts currentand to approach the municipalitytomakepaymentarrangements where financial challengesarise TheRevenue and Credit ControlSection remainsavailable to provide supportand clarification,” said Tlali.
On Monday23February Thanduxolo Khalipha, executive mayorofMatjhabeng, officially launched the MayoralNaudeville Project in ward 33 (StHelena),Welkom.
Theproject entailsthe construction, repairand replacementofthe collapsedsewer line
Themunicipalityoperates 11 wastewater treatment works. Twofacilitiesare fully operational, whiletwo major plantsare nowmorethan90% complete. Engagements to stabiliseelectricity supply to theseplantsare at an advanced stage, and oncepowerissecured, thefacilitieswillbe commissioned without delay
Theseupgradesare expectedtosignificantly reduce recurring sewerspillagesand improve environmental health conditions. Theprojects form part of the national Sanitation Ministerial Intervention Programme, withanappointed
implementing agentoverseeingexecution. In Welkom, contractorsare prioritising improvements to thedrainagenetwork, while in Thabong severalteams aresimultaneously replacing ageing sewerpipelines to address long-standing infrastructureweaknesses
Theexecutive mayoracknowledgedthat construction activitieshavecausedtemporarydisruptions in some areas. During pipelinereplacement, manholesare occasionally sealed to allow safe installation, whichhas in certaininstances resultedinbackflowsand localisedflooding affecting homes, schoolsand businesses
He stressedthat thesechallenges aretemporaryand directlylinked to long-termsystem stabilisation.
Significant progress has also been recorded in theupgrading of the sewerpump station
network. Of the 57 pump stations acrossthe municipality,23havealready been completed underthe intervention programme, with several currentlyoperational and improvingwastewater movement from residential areas.
To enhanceoperational efficiency, the municipalityhas procured twohigh-pressurejetting truckstoclear blockages, inspect underground pipelinesand identify infrastructurefaults with minimal disruption. Trailer pumpscontinue to be rotateddailyinhigh-risk areastoreduceoverflow incidents and manage silt accumulation.
Theexecutivemayor emphasisedthat infrastructureinvestment must be supportedby communityresponsibility. The disposalofplastics, rubble, cloth and otherforeignobjects into the sewersystemcontinues to causeavoidable blockages and damage to infrastructure.
Thesustained executive instability at Matjhabeng Local Municipality has become aserious causefor concern, particularly giventhatthe municipality remains under Section 139(5)(a) and(c) constitutional intervention andisoperating under an approved Financial Recovery Plan.
Theseextraordinarymeasureswere intendedtorestore governance stability and financial discipline.Instead, instabilityatsenior managementlevel has become entrenched.
Theposition of Municipal Manager hasremainedvacantsince November2024 followingthe resignationof Advocate LonwaboNgoqo. Although the recruitmentprocesswas initiated, shortlistingconducted andinterviews completed, the recommendationto appointapermanentMunicipal Manager—whichcame beforeCouncil in October2025—was ultimatelywithdrawn. No permanentappointment has since been finalised
In the absence of apermanent Municipal Manager, the Chief Financial Officer hasrepeatedlybeenappointed to act in that position. Whilstlegislation permits actingappointments under limited circumstances, this prolonged arrangementhas effectivelyleftthe Finance Departmentwithout stable executiveleadership.Inamunicipalityunder aFinancial Recovery Plan, wherestrict financial controls, budget oversightand revenuemanagement
are critical, the repeated rotation of the CFOintothe Municipal Manager position creates avacuum in financial governance
Thisunderminesaccountabilityand disrupts continuityinthe very departmentresponsible for implementingthe recovery plan.
Theinstability extends beyond the Municipal Manager'soffice Theposition of DirectorofHuman Settlements haseffectivelybeenunstable since 2023 and hasbeensubjecttoextensive litigation that remains unresolved
HumanSettlements is acoreservice delivery portfolio responsible for housing projects, informalsettlementupgrading and the management of housinggrants. Theprolonged legaluncertainty and absenceofstableleadership in this directoratedirectlyimpactthe most vulnerableresidents of Matjhabeng Council recordsfurther reflectthe suspension of Advocate Lauretta van WykWilliams inAugust2023, whichresulted in extendedactingappointments within CommunityServices andLaw Enforcement. Subsequentlitigation ledtoher reinstatement. However, the processitselfcontributed to prolonged administrativedisruptionina departmentresponsible for refuseremoval, fleetmanagement, trafficservices and security.Repeatedsuspensions, acting extensions and legaldisputesatthis levelerode institutional stabilityand servicedelivery continuity
Theposition of DirectorofStrategic SupportServices wasalsovacantfor a prolonged period following suspension proceedings and court challenges,
whichthe municipality reportedly lost—further exposingthe financial and governance risks associated with instabilityatexecutivelevel."Thecumulative effectofthese events is amunicipality operatingwith arevolving door of actingexecutives, prolongedvacancies, unresolved litigationand blurredlines of accountability—all whilstunder provincial intervention. Section54A of the Municipal Systems Actand the 2014 Regulations on the Appointmentand Conditions of EmploymentofSenior Managers clearlyregulateactingappointments andwerenever intendedto allowmunicipalities to function indefinitelywithoutpermanentleadership," says MaxieBadenhorst,DAcouncillor in Matjhabeng
Thepurposeofa Section139 interventionand aFinancial Recovery Plan is to stabilisegovernance andrestore lawful administration. YetMatjhabeng continues to functionwithouta permanentMunicipal Manager, without stable leadership in HumanSettlements, and with financial oversightweakenedby the repeated actingdeploymentofthe CFO.
TheDemocratic Alliance will formally escalate this matter through its representativeinthe Free StateLegislature andrequestthatthe MECfor CooperativeGovernance provide acomprehensive accountofall actingappointments, confirm compliancewith statutory limits andMEC concurrence requirements, clarify thestatusofthe Human Settlementslitigation, andpresent a clear, time-bound plan to permanently fill all senior managementvacancies
