The Matjhabeng council is on the brink of dissolution, amidst civil society organisations and the opposition in Matjhabeng seeking accountability. An investigation into the municipality’s reckless spending patterns, which have continued unabated despite being placed under administration, are being demanded. This court order has been subverted by dubious procurement practices, and only last week the municipality launched two sewage trucks with a purported cost of R20 million. Quotations from the service provider allegedly indicated a cost of R10 million. This has ignited intense backlash from residents and stakeholders alike. A community group, Voice for Change, undertook a midnight fact-finding mission, touring several recently inaugurated sewage treatment plants to examine their operations. The video clip they posted on social media platforms show that only one treatment plant is working. This raises concerns that the sewage crisis in Matjhabeng may be a deliberate act designed to justify the continued outsourcing of service providers and the irregular acquisition of sewage jet blasters and pumps. Allegations levelled against the municipal leadership suggest that officials refusing to sign deviations are being subjected to harassment and victimisation. The executive director for infrastructure resigned last Monday amid allegations of being pressured to sign deviations relating to the Ferdi Meyer Hall renovations and others. agement plan and expenditure for ratification,” Mohale stated. Procurement activities continue outside FRP processes, violating court orders and constitutional requirements. Matjhabeng faces severe financial distress with R14 billion in debt, including R6 billion owed to Eskom and R7 billion to Vaal Central Water. The municipality operates with a 51% collection rate and an unfunded budget. For the 2023-’24 financial year, unauthorised expenditure reached R1,05 billion, whilst fruitless and wasteful expenditure totalled R239,02 million. Irregular expenditure amounted to R123,76 million due to non-compliance with supply chain management regulations. The municipality has recorded over 70 default judgements, with legal liabilities totalling R9,34 billion. The PER has recommended that the Provincial Executive Committee consider legal recourse, including compelling compliance through court orders or dissolving the municipality under Section 139(5)(b) of the Constitution. Reliable sources confirm that the Free State Executive Committee has unanimously decided to dissolve the Matjhabeng council, tasking Cogta MEC Saki Mokoena to notifying the court. Municipality leadership reportedly failed to attend the crucial meeting where this decision was taken.

The Welkom Commercial Crime Investigation Unit is appealing to the public for assistance in locating Mika Ramosoeu (34), who is sought as a person of interest in a fraud case involving the alleged fraudulent purchase of a vehicle. Ramosoeu is believed to be connected to a reported case in which a silver Volkswagen Polo valued at R162 000 was allegedly acquired fraudulently from a car dealership in Welkom. According to police, the incident occurred on Tuesday, 23 December, when a 46-year-old business owner sold the vehicle to a customer. However, the proof of payment provided by the purchaser was subsequently discovered to be fraudulent, as the funds did not reﬂect in the business's bank account. Investigators believe that Ramosoeu may be able to assist police with their inquiries into the matter. Authorities are urging anyone with information regarding the whereabouts of Ramosoeu to come forward and assist with the investigation. Animals bear the Little bundles of joy arrive brunt of ‘cheer’ MARTI WILL Christmas and New Year in the Goldfields was a veritable nightmare for the creatures furry and feathered, and many were either killed or bewildered by the barrage of unchecked fireworks and bom crackers that persistently deafened neighbourhoods from around 15 December to 10 January. Every night windows shook, and nerves were rattled as irresponsible and inconsiderate revelers fired off their illegal stashes indiscriminately in the neighbourhoods. Ernest Khakhau, senior SPCA inspector, says the SPCA overcomes a myriad of great challenges on a daily basis, but the period over the festive season is a nightmare. “Animals are abandoned, surrendered and also end up as strays due to neglect and the terrible aftermath of fireworks,” he explains. “I cannot enforce the Firearms and explosives Act, only the Animal Welfare Act. I do not understand why the police do not enforce the law. My

hands are tied. “It is sad that no-one is willing to assist by enforcing the law,” says a frustrated Khakhau. The Virginia SPCA has a large area to regulate, which includes Welkom, Allanridge, Wesselsbron, Virginia, Ventersburg and surrounds. The SPCA had a busy time during December 2025 and took in 167 cats and 141 dogs. Due to the aftermath of the fireworks, Khakhau and his team were also called to rescue

about 20 other species, which included tortoises, goats, pigs, hadidas and snakes. “Many animals and even birds were injured. “On 31 December we did patrols. “The intake of animals in this period represents a 100% or 200% increase above the usual monthly norm,” he says. According to South African law, fireworks may not be discharged in public places. This includes streets and parks. Furthermore, fireworks are prohibited within 500m of hospitals, clinics, old-age homes, or petrol stations without special authorisation. Under the Animals Protection Act, it is an offence to cause unnecessary suffering to animals. This includes the use of loud percussive fireworks, such as air bombs and sound shells, in residential areas where animals are present. Whilst “bomcrackers” is not a formal legal term, it generally refers to larger, louder, and often illegal exploding fireworks, such as air bombs, which are prohibited for general public use due to the disturbance and nuisance they cause.

A total of 72 babies were born in public health facilities across the Free State on New Year’s Day 2026, with the Bongani Regional Hospital in Welkom recording the highest number – at 11 births. The Free State babies were delivered in maternity wards across 22 public health facilities, with the first baby born at 00:20, and the last one at 23:55. There were 36 boys and 36 girls born. The youngest mother is 16 years old, and the eldest is 45 years of age. The district with the highest number of births is the Mangaung Metro, which recorded 27 births.

In addition, the Free State Department of Health recorded a total of 88 babies born at public health care facilities across the province on Christmas Day. This amounts to 48 males and 40 females. The maternity ward at the Bongani Regional Hospital in Welkom recorded the highest number of Christmas deliveries, with 15 babies born between 00:23 and 23:03. The first Free State baby born on Christmas day, at 00:02, was a girl at the Elizabeth Ross District Hospital in Qwaqwa – and the last at 23:15, a boy, at the Universitas Hospital in Bloemfontein.

Suburbs with the most activity Sales activity was concentrated in established suburbs such as Riebeeckstad, Bedelia, Naudeville, Dagbreek, St Helena and Flamingo Park. These areas consistently recorded transfers across both houses and sectional title units, highlighting their ongoing popularity with buyers. Sectional title units particularly in central and well-located complexes remained in strong demand, driven by aﬀordability, security and low maintenance. What this means for sellers The data shows that realistic pricing remains key. Buyers are active, but they are informed and price-sensitive.

I address this letter to the National Energy Regulator of South Africa (Nersa), expressing my opposition to the proposed electricity tariff amendments regarding Eskom’s asset revaluation and the resulting tariff increases. Our community has endured years of relentless load shedding, economic disruption, and the daily indignity of unreliable electricity supply. To now be asked to shoulder higher tariffs in order to fund depreciation and working capital for aging, failing infrastructure is unjust and unacceptable. ■ Unreliable service: Eskom has consistently failed to provide dependable electricity. It is unreasonable to demand more money from citizens for a service that remains broken. ■ Economic hardship: Families, small businesses and community organisations in Welkom are already under severe financial strain. Higher tariffs will deepen poverty and cripple local economic activity. ■ Accountability first: Eskom must demonstrate transparency, efficiency and accountability before any tariff increases are considered. Citizens should not be forced to subsidise mismanagement and poor planning. ■ Fairness: It is fundamentally unfair to expect communities who have endured years of blackouts to now subsidise depreciation and cash flow issues for assets that have not delivered reliable service. Enough is enough. We reject these amendments and call on Nersa to prioritise affordable, reliable electricity for all South Africans. Our communities cannot continue to carry the burden of Eskom’s failures.

Hloi was invited to be a special guest at the Talkatora Indoor Stadium, New Delhi, on 19 and 20 December. This incorporated the WPC World Championship, and WPC Africa Powerlifting Championship and the divisions were Junior Men’s Bodybuilding, Junior Men’s Physique, Junior Classic Physique, Women Bikini, Master Men’s Physique, and Master Bodybuilding.

This year Hloi will be going professional during the Gym Angel Pro Am Universe League of Legends World qualifier on 23 October. In 2025, he made a mark on the international stage when a long-awaited dream finally came true with his participation in the World Powerlifting Championship that was held in Durban in November. More than 200 athletes from Australia, France, Great Britain, India, Russia, America, and South Africa participated in this prestigious championship on African soil. Hloi says the highlight of his competition was achieving a perfect 202,5kg squat. “It has taken me years to reach this milestone. This was followed by completing the bench press and deadlift with 115kg and 217,5kg, respectively.” These remarkable achieve-

ments secured him first place in his Masters 2 division under 82,5kg bodyweight category, earning him the title of World Powerlifting Champion for the first time. From 2026, WPC South Africa will officially host the International Annual Event − the WPC African Powerlifting Championships. This means that there will be three major international platforms: the AWPC World Championship, WPC World Championship, and WPC Africa Powerlifting Championship. At the beginning of December 2025, Hloi claimed victory in two divisions at the prestigious Muscle Mulisha competition held at the Silver Stars Casino in Krugersdorp on 6 December. Hloi secured first place in both the U70kg and Masters categories.
