LONG-TERM ANIMAL CONTROL STRATEGY?
Municipal pound outsourcing sparks questions LOITERING animals that pose a risk to motorists and compromise the health and hygiene of residents will soon be a thing of the past following the appointment of a three-year service provider to manage the Municipal Pound, though critics question whether outsourcing represents a sustainable solution to what has become an entrenched public safety crisis across Nelson Mandela Bay. The appointment, confirmed during the first week of January 2026 following what officials described as a comprehensive Supply Chain Management process, effectively terminates the municipality's interim partnership with the SPCA and signals a significant shift towards privatised animal control services — a move that has raised questions about municipal capacity and long-term strategic planning. Nelson Mandela Bay Municipality spokesperson Sithembiso Soyaya defended the decision, stating: “The appointment of this dedicated service provider represents a major step forward in our commitment to public safety and animal welfare. We can no longer afford to rely on temporary arrangements when residents face daily risks from uncontrolled livestock on our roads.”
The newly operational Municipal Pound will accommodate dogs, cats, and livestock including cattle, sheep, goats, and pigs found roaming illegally outside protected farming areas or beyond legally designated residential boundaries — animals that Executive Mayor Babalwa Lobishe described as posing “serious risks to road users and residents.” However, what remains unclear is whether this three-year contract addresses the underlying factors contributing to what has become a persistent problem across informal settlements and under-resourced communities throughout the metro. The municipality is currently collaborating with the Department of Agriculture’s Veterinary Services to upgrade the pound facility, with plans to establish a fully functional animal clinic that will seek registration with the South African Veterinary Council. For now, residents must rely on a state veterinarian available on-call for emergencies and health assessments. Soyaya emphasised that these upgrades form part of a broader strategy: “This is not merely about impounding animals — we are building infrastructure that will provide comprehensive veterinary services whilst addressing the root causes of
animal control violations.” Yet questions persist about why such infrastructure was not developed during the municipality’s previous arrangement with the SPCA, and whether the threeyear timeframe provides sufficient stability for long-term planning. The municipality’s animal control responsibilities are governed by the Nelson Mandela Bay Municipality Animal Control By-law, the Animals Protection Act of 1962, the Municipal Systems Act of 2000, and road safety legislation prohibiting livestock from roaming on public roads and motorways. Under these regulations, the Municipal Animal Control Unit, operating under the Directorate of Public Health, has deployed trained animal rangers authorised to remove non-compliant animals. Impounded animals may be reclaimed upon payment of prescribed fees, which serve both as penalties and contributions towards animal care costs. “The enforcement of these by-laws is not about punishment, but about preventing accidents, protecting public health and ensuring the humane treatment of animals,” Mayor Lobishe stated, though ward councillors have previously raised concerns about residents’ capacity to comply with regulations given inadequate
infrastructure and limited resources. The transition to a private service provider comes as municipalities across South Africa grapple with budget constraints and service delivery challenges. Critics have questioned whether outsourcing essential services represents sustainable governance or merely shifts responsibility without addressing systemic issues. Soyaya acknowledged these concerns but maintained that the arrangement offers improved accountability: “This contract includes specific performance indicators and regular monitoring to ensure service delivery standards are maintained. Deputy Mayor visits Lapland residents to address service delivery concerns THE Nelson Mandela Bay Municipality Deputy Executive Mayor, Councillor Gary van Niekerk, recently visited residents at Bread of Light Pentecostal Church in Lapland, Kariega, to listen to community concerns and urgent service delivery challenges. “Lapland is very close to my heart. I visited the area before COVID-19 and again after the pandemic, and the needs here remain serious,” said the Deputy Executive Mayor. He highlighted the urgent need for street lighting to improve community safety, noting that residents often walk together to and from bus stops owing to crime in the area. He also raised concerns about vandalism, which continues to hinder service delivery, and urged residents to work with the Municipality by reporting such incidents. Other issues raised included youth un-
employment and illegal dumping. A short questions and answers session followed, during which residents raised concerns about electrical faults affecting households, with guidance being provided in response. Van Niekerk said, “In a few weeks, we will bring officials to Lapland to report back on the issues raised in the questions and answers. The community members organised a list of their plights which we will escalate to the respective directorates. We will give those directorates adequate time to repair what they can.” He also mentioned the residents of Ou Lapland who have not yet been moved from the dangerous area after the June 2024 flash floods, an issue which is yet to be brought up with the Human Settlements Department. “We will return around the second week of February to assess the progress,” Van Niekerk concluded.

Their journey on the popular Afrikaans cooking competition was not defined by elaborate plating or reinvention, but by a conscious commitment to authenticity. Rather than transforming themselves to fit a television mould, the pair chose to cook as they always had — drawing on food rooted in memory, family gatherings, and generational knowledge passed quietly from one kitchen to the next. “We cooked the food we grew up with,” they explained. Dishes such as melkkos, baked puddings, and traditional party food — often overlooked in contemporary food spaces — became central to their narrative. On Kokkedoor: Son & See, each plate reflected a conversation between generations: Hanna’s calm precision and decades of instinct balanced by her son’s energy, curiosity, and storytelling. The high-pressure kitchen environment tested that balance. With time constraints and expectations mounting, their contrasting approaches occasionally collided. Where he leaned towards experimentation and instinct, she brought steadiness and structure. Yet those differences became their strength. “We never fought against each

For the Van der Westhuizens, food is not trend-driven but deeply social — present at birthdays, church gatherings, and family tables, carrying stories as much as flavour. “Heritage cooking is memory on a plate,” Hanna said. Rather than erasing the past, they believe contemporary South African cuisine should honour it carefully, preserving recipes that risk disappearing while allowing younger generations to adapt them in their own time. With the prize money offering what they describe as “breathing space”, the duo is not rushing into commercial ambition. Instead, their focus remains on meaningful collaboration — sharing stories, preserving family recipes, and creating spaces where food fosters connection. Kariega quartet win open men’s fours title
Bergsig-sportfees lok 81 spanne HANNES SCHOEMAN
ALTESAAM 81 sportspanne neem op 27 en 28 Februarie deel aan die Bergsig Skool se gewilde Build It-sportfees deel. Dit sal die vierde jaar wees dat dié fees spanne in netbal en rugby lok. JD Esterhuizen sê die fees is besig om in gewildheid te groei. Die skool het vier jaar gelede met ’n beskeie 40 spanne begin en verlede jaar het 65 spanne aan die opwindende aksie deelgeneem. Met sestien meer spanne wat volgende maand gaan deelneem dui dit
daarop dat die getal in 2027 nóg hoër kan wees. Esterhuizen sê die fees beloof om soos altyd ’n groot naweek te wees op die plaaslike sportkalender. Dit gee al die skole in die omgewing geleentheid om hul verskeie spanne reg te kry vir die komende seisoen. Agttien spanne sal aan die o.13-netbalwedstryde deelneem, terwyl die hoërskole ook deur 18 spanne verteenwoordig sal word. By die o.13-rugbyspanne sal 20 spanne in aksie wees en 25 by die hoërskole. Daar is talle tweestryde om na uit te sien.
Onder hulle is Bergsig se eerste rugbyspan wat Muir College om 19:00 op die Vrydagaand pak. Dan word ook reeds lippe afgelek vir Despatch se kragmeting met Port Rex, en Pearson se stryd teen Andrew Rabie. Warriors claim three victories at Cubs Week THERE were some mixed results and brilliant individual performances from the Eastern Warriors U19 cricket side at the national Cubs Week. The Warriors won three of their five matches at the tournament, which ended in Stellenbosch last week. One of the players who stood out was Sulaymaan Gangat from Pearson High in Gqeberha. With 10 scalps behind his name, he was one of the leading wicket-takers. v Northern Champions The brilliant unbeaten knock of 86 runs by Riley Miller was the difference in the opening match of the Warriors. Samuel Scheckter (39*), Randy Syce (35) and Dawid Vermaak (27) helped the Warriors, batting first, to a score of 172 runs. Miller was then the thorn in the flesh of the Warriors' bowlers. He led the Northern Champions to 175/5 and a victory by five wickets. v Western Legends Another outstanding individual performance, this time by the leg-spinner of the Western Legends, Olefa Padi, sank the Warriors.
The Legends batted first for 246/8. The spinners, Sulaymaan Gangat (3/29) and Rhys Wiblin (2/51), did the best with the ball for the Eastern Cape side. Scheckter (51) fought bravely and was the last wicket to fall when the Warriors were dismissed for 194 runs. There were also solid contributions by William Beamish (50) and Wiblin (29), but Padi was just too good. He took 6/36 in a match-winning effort. The Legends won by 52 runs. v Southern Superstars The two stars of Pearson High, Cayden Wilson and Gangat, played a key role in a tremendous victory for the Warriors. Leading into the match, the Warriors weren't given much of a chance against the unbeaten Southern Superstars, but Wilson and Gangat had other ideas. Wilson led the onslaught with the bat with an unbeaten knock of 71 runs. He was well supported by Vermaak (43) and the consistent Scheckter (31). The Warriors posted 207/8 and then it was Gangat's time to shine. The leg-spinner destroyed the Superstars
with 5/35, well supported by Luphelo Mdyesha (3/26). The Superstars were bowled out for 188, giving the real stars, the Warriors, victory by 19 runs. v Central Gladiators After the victory over the Superstars, the Warriors were disappointing against the Central Gladiators. The Gladiators scored 272/6, which was too many for the Warriors. Vermaak (44), Daveric Petersen (33), Syce (31) and Corbin Tidbury (24) all tried hard, but the target was just too big. The Gladiators won by 78 runs. v Coastal Conquerors The Warriors ended the week on a high note and ensured that they avoided the wooden spoon by beating the Coastal Conquerors by 73 runs. Syce (41), Scheckter (41), Tidbury (33) and Wilson (29) helped the Warriors, batting first, to 237 runs. Beamish (26) and Gangat (21) also contributed to the team effort to make sure of a winning total. The Conquerors were bowled out for 164 with Mdyesha (3/10) the main destroyer. Scheckter, Beamish and Wilson all picked up two wickets each in another solid team effort.

Jantjies en Darren Tait was verantwoordelik vir Despatch se oortuigende oorwinning met nege paaltjies én ’n bonuspunt. Mentors JayBay het eerste gaan kolf en kon net 55 lopies in 18.3 boulbeurte aanteken. Jantjies, wat die beste boulsyfers van sy loopbaan behaal het, het vier paaltjies platget-
rek terwyl hy in 3.2 boulbeurte net een lopie afgestaan het. Hy is goed bygestaan deur Tait, wat in agt boulbeurte 5/26 ingeoes het. JayBay se kaptein, Danie van Wyk, het moedig probeer met ’n puik 44 van 38 balle, maar hy kon nie die ondersteuning kry om die beurt te bou nie.
