MobilityDirectorateintends to,uponCouncil’s approval,enter intoanagreement with SANRAL Western Cape to maintain and manage trafficsignalsonnational roads that arelocated within Cape Town.

Management changeforroads

The City of CapeTown's Urban Mobility Directorate is set to take over the maintenance andmanagement of 32 trafficsignals on national roadswithin its jurisdiction, following approval from the Mayoral Committee for athree-year agreementwith the South AfricanNational Roads Agency Limited (Sanral)

Theproposal, whichstill requires City Councilapproval at the end of the month, will seeCape Town manage signalised intersections alongkey national road sectionswhile Sanral continues to bear all construction, maintenanceand operational costs.

The 32 intersections are located along three major national road corridors owned and managed by Sanral:

. TheR300 between the N2 and N1 highways;

. The N2 highway between the R300 and R102;

. The N1 highway from the R300 towards theeast.

This represents asignificant addition to Cape Town's current traffic management responsibilities, as theCity already maintains andmanagesapproximately 1560 signalised intersections across the municipal road network through four dedicated maintenancedepots.

He praised the City's expertise in trafficsignal management, highlighting dedicated staff responsible for sequencing, alignment and timing to optimise traffic flows along major transport networks.

Theproposed 36-month agreement will outline obligations for both parties, including costs for materials, labour, upgrades and new installations. Sanral's signals are integrated intothe area traffic control network and monitored from the Transport Management Centre.

This arrangement builds on Cape Town's existing collaboration with Sanral, which currently operates and maintains the Freeway Management System on behalf of the three road authorities responsible for Cape Town's freeways: the City, Western Cape Government and Sanral itself.

Theagreement follows previous shorttermarrangementsbetween the two entities for maintaining signalised intersections, indicating amove towards more formalised long-term cooperation in traffic management.

Newrecycling collectiondays

The collection schedulefor the Think Twice recycling service in thenorthern surburbsofCape Town and surrounding areas will change from1 February so that recycling collections willtake place onthe same day as generalrefuse collections, accordingtoa mediarelease issuedby the City of Cape Town on Friday.

This change follows requests from communitieswho raised concerns about increasedlitter and perceived safety risks associated with having separate collection days for recycling and general refuse. The affected areas include sub-councils two, five, six and seven, according to a media release issued by the City ofCape Town

By aligning thetwo services,residents will only need to put their refuseand recycling bins out once aweek —aimed at helpingtocontain littering, among other things.

Collecting recycling on thesame day as general refuse is in line with other areas of the City that benefit from Think Twice.

Yu-Yao Chen (16), aGrade 11 learner at Curro Durbanville High School, will present herresearchproject, “Using Macroalgae-Infused Bioink to Improve Oxygen Delivery in 3D-Bioprinted Wound Scaffolds”.

This youngscientist showed living seaweed can survive inside3D-printed wound materials andproduce oxygen when exposed to light. This is important becauseoxygenhelps wounds heal faster, makingthis apromising andenergyefficient approachfor futuremedical treatments. By combining biomedical technology and 3D printing, afresh and excitingsolutiontoareal-world medical problemwas found

The other participant is the 17-yearold Karabo Mpuru, aformer learner at Northern Academy in Polokwane. Karabo will showcaseher researchproject, “Finding theconstant difference in an Arithmetic sequence”.

In this study it wasproven that the two formulae developed can be used to find thecommon differenceinany arithmetic sequence. These formulae work for even, oddand alltypes of sequences,making them reliable and practical. The findings are important because they help students save timeintests, improve problemsolvingskills andsupport further learning in mathematics.

MAJORPLATFORMFORYOUNGSCIENTISTS

The event will be held at the National Taiwan ScienceEducation Center in Taipei, featuringschool-going researchers from around the world. It serves as a major platform for young scientists to share their work andencourage international collaboration.

Cape Town's traffic-enforcement technology proved itsworth this weekend whenCCTV cameras helped police arrest asuspected arsonistwho was allegedly setting fireto vegetation along amajor highway

The suspect was detained just after midnight on Saturday 17 January,after Traffic Communications Centre operators working withFreeway Management System cameras spotted someone setting vegetation alight on the M5 northbound, beforeBerkeley Road.

Acoordinated effort amongthe Traffic Communications dispatcher, FMS operator andHighway Patrol led to the suspect's arrest by Highway Patrol officers.The individual was detained at the Maitland Police Station, where acaseofarson was subsequently opened.

CPF executive election derails

The plannedelection of anew executive committee forthe Durbanville Community Police Forum (CPF)last Thursday evening in the Durbanville library hall derailed before it even started.

This was aresult of members ofthe forum objecting against the processbeing followed. Themeeting was adjourned andpostponed by AthenkosiMusoke, an administrative officer at theprovincial departmentofpolice oversight and community safety, who chaired the meeting and would have officiated the election.

The election came after the previous executive committee, which served for three and half years, resigned at the end of September last year

The meeting was postponed to Wednesday 25 February after almost an hourofarguing about whether itshould be postponed. The attendees also argued about whether the meeting should have been aspecial general meeting (SGM) and not an annual general meeting (AGM), according to the constitution, the notice period and the lack of transparency on nominations.

Although emails were sentout to some members of the CPF on 18 December, not allmembers received it. Themeeting was advertised in TygerBurger on14January, while the period of notice should have been 21 days.

Musoke was not aware of the correct procedures of such an election. Dressed in sweatpants and aT-shirt, he was reprimanded by amember ofthe public forhis conductand asked to apologise for blasphemy. Musoke on the other hand was

constantly interruptedwhile speaking. Attendees were alsoupset abouta document at theentranceofthe hall, which they hadtosign as part of the attendance register, which threatened arrestifanything discussed at the meeting wasshared with other parties.

Adv Pierre de Waal,onbehalf of four neighbourhood watches, amongwhich Tara Neighbourhood Watch of which his wife, Amanda, is the chair, said the process wasa “recipe for disaster.”

“Let us have aregularmeeting,with proper procedures, proper nominations, proper proxiesand in time, andnot have ameeting where it is goingtoend up in a big fight again,” he said.

“Youhavetofollow the constitution andifyou don’t follow it, you will have adisasterlike we had last year. Thenext thing isyou have areview, the setting aside anyelections, then we have along periodbefore we get back here. The CPF doesn’tfunction until the court ruleson it.Let us avoid that, andpostpone. Let us have aregular meeting with regular notice witheverybody concerned. We shouldvote aboutthis so that everyone can make a decision if they agreeornot,” he said.

“There are people here thatare representingtheir organisations and carrying the organisation’s mandate. Now if they go outhere saying that they postpone without the mandateofthe organisation,those people might getin trouble with the organisations.

“This is not apropermeeting to decide anything about elections,”hesaid.

Members voted that the meeting be postphoned.

The meeting will start at 18:00 in the hall of Durbanville Library.

Traffic officers recorded73225 offences, impounded 143 public transport vehicles and executed 1410 warrants of arrest.

They made 63 arrests, including 50 for drivingunder theinfluence of alcohol, five for reckless andnegligent driving and eight for various other offences.

Metro policeofficersmade 110 arrests, issued 3577 traffic andbylawfines, and recovered various quantities of drugs, one pistol and432 crayfish tails.

Law enforcement officers made 202 arrests and issued 6877 notices.

ThePublic Emergency Communication Centre received 1211 calls for assistance over the weekend, including 429 calls for medical assistance, 46 cases of assault, 29 motor vehicle and pedestrian accidents, 171 noise complaints and 23 reports of domestic violence.

In many homes and streets, people would keep quiet in the face of injustice or share their thoughts, frustrations and hopes in hushed tones, carefully, as if testing whether it was safe to be heard.

People aren’t silent becausethey don’t care.They’re often silent because, over generations, they’ve been taught that their voices don’t matter. Taught to doubt their worth, to normalise being ignored, to survive quietly. But in some spaces,

The annual DNL Netball Tournament has been launchedthis week by the DNL NetballDevelopment Programme 2026.

The tournament, apowerful platform dedicated to the development ofthe youth andwomen, education, and community upliftment through sport,will open with agala opening and fundraising event on Thursday 5February at Fairmont High SchoolinDurbanville.

The tournament this year will welcome 30 elite players and mentors from across South Africa, who will engage with local teams throughout thetournament.

This mentorship model bridges the gap between elite athletes and aspiring young players, inspiring thenext generation of women in sport, says Dr Freda Kemp, founder and director of the DNL Tournamentand Netball Development Programme.

Tournament matches will take place on Friday 6and Saturday 7February and will be broadcasted live on SuperSportSchools, allowing viewers across South Africa to experience women’s sport at itsbest.

"The DNL Netball Development Programme integrates structured sport development with education and social impact.

“The initiative provides young women andchildren with access to quality coaching, mentorship, and leadership opportunities, while addressing barriers such as geography and financial constraints," says Kemp.
