esidents’ efforts to keep one of Kenridge’s main entrances clean and welcoming are being undermined by ongoing begging, littering and alcohol abuseatabusy intersection, according to Ward 70 councillor Ronel Viljoen. Viljoen is urging motorists to stop handing out cash to people begging at traffic lights, saying it encourages them to remain on the streets despite repeated offers of assistance from the City of Cape Town.

CapeTown has smashed anational record, spending more than R12.2 billion on infrastructure in asingle financial year, butnot everyoneiscelebrating,with opposition questioning whether ratepayers cankeep shouldering the cost.

Cape Town Mayor Geordin Hill-Lewis, last week Thursday announced the City’s capitalexpenditure tally of over R12.2 billionfor the 2025-'26financial year as being not only arecord infrastructure investment for Cape Town, but as aSouth African-record for acity in asingle year.

"The recordR12.24 billion capital investment in this past financial year demonstrates notonly to Capetonians –buttoSouth Africansright across the country –whatittakes to build for the future, to build aCity of Hope," said HillLewis in his address to council.

"Not aday goesbythatwedon’t read another heartbreaking reportofthe decay, neglectand collapse of public infrastructure in so many of our country’s other cities andtowns. We made avow that this would never happen to Cape Town.

“When we started this term of office, theCity could achieve no more than R6 billion investment in ayear,but now we havemore thandoubled that to over R12 billion. Ifirmly believe this is the minimum required investment that Cape Town –and every other major metro in thecountry –should be making in basic infrastructure every year as agolden rule, growing annually to account for inflation and population growth.”

TheCity’s top three directorates for percentage of budgetspent was Safetyand Security (99,85%), Finance (99,45%),and Urban Waste Management (98,37%)

Of thedirectoratesinthe City’s "billion club" with major investment portfolios of highly complex projects, Energy spent 96,53% (R1,29 billion) of itsbudget, followedbyHuman Settlements (93,38% or R1,34 billion) and Water and Sanitation (92,1% or R4,47 billion).

MayorHill-Lewis said the City’s water and sanitationinvestment was bigger than theentire capitalbudget of most cities.

"On theveryfirst day of thisterm of office,Iwent to Khayelitsha and deliberately stood at an overflowing sewer, and said this must change. At that time, theCity was replacing andupgrading just 25km of sewerpipes eachyear. Since then, we haveset our targetat100km ayear.

Both the largest,and the second largest sewer pipe upgrade projects in South Africa are currently under construction hereinCape Town,being theCape Flats main sewerupgrade,and thePhilippi mainlineupgrade," he said, adding that they haveseen sewer spillsand blockages come down acrossthe city by 33% in this term

75%OFSPENDBENEFITSLOWER-INCOME

HOMES

He said around 75% of Cape Town’s infrastructure investment directly benefits lower-income households based on the City’sestimatesfor the 2025-'26 capital budget. Furthermore,around 130 000 construction-related jobs will flow from capitalinvestmentinthe current termof office alone accordingtoCityestimates.

Infrastructure investment highlights over the next three years include R16,7 billion for water andsanitation —40% of totalspending— covering major wastewaterworksupgrades, aR2billion pipe replacement programme, and expanded watersupply sources.

The electrical grid will receive R6 billion in upgradesand maintenance as the City prepares for adecentralised energy

future with reduced reliance on Eskom, while R3.7 billion has been allocated to road maintenance, pothole repairs and stormwater upgrades, alongside R653 million for congestion relief.

Public transport receives asignificant boost through R3.2 billion for the MyCiTi Cape Flats expansion, with afurther R3.3 billion set aside for informal settlement upgrading and state-subsidised housing.

ABUDGETOVER-INFLATED?

Budget specialist and nember of the City's Finance PortfolioCommittee, Sandra Dickson from the GOOD Party, asks the question.

"Dothe ratepayers of Cape Townfit anywhere in the Mayor's spending extravaganza? Today, City Councilwas turned into an awards ceremony for spending ratepayers’ money," she said after the council meeting.

"TheMayor boasted that the City spent R12,24 billion of itscapital budget, while directorates were ranked, praised and handed certificates for achieving the highest spending percentages," she said.

"But thisisnot prize money. Everyrand comes from residentsalready battling rising electricity, water, sanitation, refuse and property-rates bills. Many households are cutting back on food and other necessities simply to keep theirmunicipal accounts paid."

She noted the Mayor had indicated that future capital-budget increases must equal population growth plus inflation. While thismay explain the growth in expenditure, she said, the question remains whether ratepayers can afford to keep funding it

"Spending almost every cent of abudget is not automatically an achievement. The real testisaffordability, value for money and whether residentsactually receive reliable services. Cape Town does not need acompetition to spend ratepayers’ money. It needs accountability for what every billion delivered, and what it cost struggling households,"she said.

"Itiseasy to say that one is satisfied with the City’s management when one can pay their municipal bill without any difficulty every month. But that personal experience does not represent the realityofhundreds of thousands of other households. For many residents, salaries, pensions and social income are not increasing at nearly the same rate as electricity, water, sanitation, garbage collection, fixed charges and property taxes. They do not necessarily use more services, but each year the share of their income that must be paid to the City increases."

"When amunicipal bill grows larger and larger while ahousehold’s income changes little, people eventually have to choose between food, transport, medicine, school expenses and paying municipal services. It is not simply amatter of people not wanting to pay. Many simply cannot pay everything anymore. This creates acity of two realities: thosewho can absorb the rates and are therefore satisfied, and those who sink further intomunicipal debt every month.

"Good governance should thereforenot only be measured by how much money is spent or how Cape Towncompares to other cities. It should also be measured by how many ordinary people can stillafford theirbasic municipal services without sacrificing other necessities."

Officials assist people with obtaining identitydocuments, accessing social grants where they qualify, reconnecting with family members and working with social workers in other provincesbefore anyone returns home

“They don't just send someone away. They first speak to the family and social services where that person comes from.”

Despite thoseefforts, many choose to remain on the streets.

Viljoen recalled speaking to one elderly man who said he did not want to return to the Eastern Cape becausepeople in Bellville looked after him.

“I asked him what happens during winter. If people really cared, would they leave him sleeping outside?”

Children should not be on the streets.

Viljoen also raised concerns about children being seen with adults at intersections.

“It's completely unacceptable,” she said.

Established by the Greater Tygerberg Partnership (GTP), the network includes more than 16 leaders from organisations such as Metropolitan, Old Mutual, Nando's, Mediclinic, the V&AWaterfront, Sanlam Foundation, Sanlam Sky, the University of the Western Cape (UWC), Cape Peninsula University of Technology (CPUT), Heineken,Astron Energy and Tyger Valley Centre.

Theseconcernsare notaboutthe taxi industryasa whole.Theyconcern specificconductthatpassengers should notbeexpected to tolerate simplybecause theydependonpublictransport.Public transport users deserve accountabilityand protectionfrom exploitation,intimidation and unsafepractices.

The Tygerberg Photographic Society (TPS) recentlycombinedanexhibition of members' favourite images with the announcement of the winners of acompetition held for aspirant photographers from high schools

The event was held in the hall of the NG Kerk in Panorama on Saturday 4July with about 70 member prints on display. All the entries from the students were displayed on acontinuous video display on alarge screen. Various hot soupsand sherry/fruit juice, as well asbread rolls, wereavailable for guests to enjoy.

The winning studentsinthe three categories –Open Colour,Open Monochrome and Photojournalism/Sport –were announced during the event. The

winner fromeach category receivedfree membership to the Society andtothe Photographic Society of South Africa, withfull membership privileges. Aspecial certificate was awarded to the winner whose image was judged to be best overall.
