The City of CapeTown has opened asecond round of public participation on its City of Hope Budget 2026-'27, giving residents until 10 June to have their sayonarevised setof tariff proposalsthat touch everything from water and sanitation charges to propertyrates and electricity costs

At theheart of theshake-up is acourt order that struck down the City's property value-based approach to fixed water and sanitation charges, amodeldesignedto make wealthierhouseholds carry more of thefinancial load. With thattool now offthe table, Mayor Geordin Hill-Lewis facesadelicatebalancingact of protecting lower- and middle-income residents from higher bills, keeping Cape Town's recordbreaking infrastructure programme on track, anddoingitall within alegal framework that has just narrowed the City's room to manoeuvre.

Here'swhat's changing,who it affects, andwhat the City is proposing to soften the blow

Akey impact of the ruling is thatthe City reverts back to the previous method of usingmeter size to determine fixed water and sanitation charges. Because these fixed chargesare no longer linked to property value bands, properties under R2,8millionwill pay more andhighervalue properties will pay less for water andsanitation fixedcharges (for meter sizes up to 22mm)

Mayor Hill-Lewis said the City will protect these lower- andmiddle-income householdsbyfurtherraising the ratesfree rebate for thosehomesuptoR620 000, up fromR450 000

Allresidential propertiesuptoR8 million (previously R7 million)will now get the first R620 000 rates-free, up from R450 000. Indigent benefits will apply for allpropertiesunder the new R620 000 threshold.

Pensioners will continue to benefit from the country's widest rebate qualifying criteria,thanks to theprevious raising of themonthly income threshold to R27 000, regardless of property value. Cape Town is also theonly metro offering lifeline electricitytopensioners up to this threshold. In othercities pensioners must beclassified as indigent to qualify.

"The mainimpactofthe judgment istolimit theability of the City –and allmunicipalities–tocross-subsidise toprotect lower- andmiddle- income households. These amendments represent the City’sproposedefforts to continue offering this protectionwithin the framework of theruling," said Hill-Lewis.

This engagementwill focus on other available means to secure crosssubsidisation goingforward, especially in relation to National Treasury’s metro trading services reform initiative and the White Paper on Local Government.

The mayor emphasised that the Cityis notproposingany cutstoCape Town’s essential infrastructure projects. "The collapse and decay thatwesee in all the othermajor cities in South Africa is a direct resultofnot meeting this minimum level of required investment in new infrastructure."

SUMMARYOFTHEPROPOSEDAMENDMENTS

City-wide cleaning costs move back intoproperty rates. Residents previously funded city-wide cleaning services via an electricity surcharge contribution to property rates revenue. In 2025-'26, the cost of city-wide cleaningwas made astandalone charge for residential properties, loweringelectricity prices. This method has been amended following the high court ruling.

This removes the standalone city-wide charge and increasesproperty rates forresidential customers –amending the -10,2% reduction tabled in March to -2,09%. Commercial propertyrates will

alsoincrease, while electricity unit costs will reducedue to the phased reduction of the surchargecontribution to city-wide cleaning. Residentialelectricitytariffs remain unchangedasthesecustomers no longer contribute to city-wide cleaning in this way.

The overall average energy tariff increase for commercial customers has been reduced to 5,46% (from 6,82% in the Marchtabledbudget), while the residential increase remainsunchangedat6,64%.

To accommodate the shift in City-wide cleaning to rates, andthe phasing out of theelectricity contribution for commercial properties, the rate-in-the-rand and the ratesratios are proposed to be amended.

WATERANDSANITATIONTARIFFCHANGES

Fixedwater andsanitation charges revert to water meter size, the method used before propertyvaluebands. Accordingtothe City, this impact of the courtrulingmeansthathigher value propertieswill pay less fixed charges while lower valueproperties will pay more than they do currently.

"This is largely offset by lower property ratesthankstothe raisedrates-free and indigent benefits. The proposed further raisingofthe indigent relief threshold will seemany more properties benefiting from theCity’s indigentrebateswiththe threshold increasing from R450 000 to R620 000, whichincludes a100% property rates rebate," theCity statedinapress release.

The City is also proposing the following measures to further buffer the impact of thefixed chargeschange: alower overall fixedchargesportion of the tariff; consolidatingthe fixed tariff for the mostcommon watermetersizes –those under 22mm; andshifting costs to higher consumptionusers compared to the March tabledbudget –throughincreases to the step-tariff for usage over 10.5kl.

Water usage will costR2,09 more per KL from 10,5 –35KLcomparedtothe March tabledbudget,and R8,06 (excl VAT)more over 35KL, with similarincreases for sanitation perKLintheseusage bands.

"Had theCity proposedconsumptiononly tariffs, this wouldraise usage costs significantly right from the first kilolitre, disablingthe ability of households to save through lowerconsumption," the City stated.

All revenue raised in 2025-'26 has gone to theintended purpose of infrastructure and servicedelivery. It is important to further notethatthe rulingdoes not take issue with thenecessity of these funds to run thecity. Ratepayers will now contribute to thesesame running costs but in adifferent way basedonthe new proposals for 2026'27.

Accordingtothe City, around 130 000 construction-relatedjobs will flow from capitalinvestmentinthe current term of office, with 75% of infrastructure spendingdirectly benefitting lower-income households.

The 53-year-old Craig Stuart, originally from Scotland, is akeen Springbok supporter —“that is, when hishometeam from Scotland is not playingagainstthe Boks”, he admits —and followed Erasmus on Instagram.

“I saw that he often shared photos of special moments with hisdog,Kwedini. It wasclear that they havea very special connection,and Idecided to do apainting of hisdog. Ipaused one of the videosand used the image forthe painting,”Stuart explains.Kwedini means “boy” or “small boy” in Xhosa.

SHAREDONINSTAGRAM

It took him two to three days in April to finish the oil painting, and he sharedparts of theprocess on Instagram. Soonthe photos came to Erasmus’s attentionand he instructed his personal assistant to contact Stuart.

“I offered the painting to him asa gift. He was blown awaywhen Ihandedit to him in person two weeksago in my studio at ourhome in Pinehurst,” he says.

MOVETOSOUTHAFRICA

Stuart himself has two rescue dogs, but he preferstopainthis two daughters, aged 10 and 11.

He met his South African wife, Hazel, in SouthKorea, where they both taught English. They married in 2012 and Stuart movedtoSouth Africa.

Stuart regularly paints clients’ pets and undertakes other commissionwork. He worksmostly in oils, but also in acrylics and other media

CITYSHRUGSRESPONSIBILITY

The City hasinthe meantime shrugged all responsibility on to the SPCA, blaming volunteerswho feed the bunnies for the overpopulation.

In response to enquiries about what the City is doing to address the issue in its cemetery andsurrounding areas, Francine Higham, Maycomember for community services andhealth, said: “Feeding these naturalised colonies is the real reason whyoverpopulation develops and then becomesa nuisancefor residents.”

Shesaid that“communication with the SPCA hasbeeninitiated to remove all the rabbits from Durbanville cemetery”. This was confirmedbyTheresa Uys, councillor for Ward112, to TygerBurger

“The City’s recreationand parks department is not mandated to catch or relocateabandoned animals. This activity can onlybedonebythe SPCA, or organisations authorised underthe SPCA Act 169 of 1993. However, the department is willing to provide assistance to authorised organisations,” Higham said. Higham alsostated that“the ward councillor is in discussionwiththe rescuers.” This was strongly denied by thevolunteers involved with the various bunnyrescue projects.

TygerBurger was informed by the volunteers that SPCA officials had confirmed they had no intention of removing any bunnies, as “it does not fall within theirmandate”.

In an email from an SPCA official to a volunteer,appreciation was expressed “for the dedication of the volunteersto continue to care for, rescue, sterilise and protect the bunnies under very difficult circumstances”.

According to one volunteer, it is untrue that feeding the bunnies contributes to breeding.

“We deliberately feed them alowprotein diet, which discourages breeding. Owl boxes have also been erected in the cemetery to attract natural predators. We also catch bunnies and have them sterilised at our own cost.”

TheDurbanville Dutch Reformed Church suffered aloss of about R5 000 when newly planted rosebushes wereeaten by bunnies on itsgrounds. According to a spokesperson for the church, about nine bunnies were chased out of the church grounds with brooms to the adjacent school sportsfields and entry points were blocked to deter the bunnies from reentering.

Bunnies also populate Durbanville Primary School. Principal PierreduToit said more than 50 bunnies have invaded the school’sgardens and sportsgrounds.

“The children love them and they are now part of our grounds. It is not that we feel we have to intervene at this stage, but we would like to have the situationmore under control. We would welcome it if any institution could become involved. It is also about the welfareofthe animals,”he said.

Min onderwerpe is so naby aan Jessie se hart as haar verhouding met God —endie lang, soms pynlike reis om haar geloof en haar identiteit te versoen. "Mense het my geoordeel, afgesny en probeer oortuig dat daar iets fout is met my," sê sy. "Maar deur te ignoreer wat dié mensesêenmyeie pad met die Here te loop, kon ek by die antwoord uitkom dat die Here my so geskape het." Haar boodskap is eenvoudig

maar kragtig: "OnsGod is 'n God van liefde. Mense mag dalk nie dieselfde dink nie. Onssal altyd bestaan, en ons is geliefd deur die Here." Sy streef daarna om God die middelpunt van elke aspek van haar lewe te maak —van die rugbyveld tot dieverhoog. "Ek is, soos enige mens, nie 'n perfekte Christen nie. Maar my doel is om te lewe virdie Here en Sy doel vir my op aarde so goed ek kan uit te voer."

DIEROTSAGTERDIEKROON

Agter elke prestasie staan mense wat glo. VirJessie is dit haar gesin en vriende. "My gesin is my rots. Hulle aanvaar my nes ek is en ondersteun my in elkeaspek van my lewe. Of dit nou langs die rugbyveld is of in die eerste ry by Mej. DF —hulle is daar. Ek sou nooit enige van hierdie prestasies sonder hul hulp, motivering en ondersteuning kon bereik nie." Drie skoueroperasies in Desember het misluk, wathaar gedwing het om haar werk —wat sy 17 jaar lank doen —te verlaat. Sy kan ook nie meer self bestuur nie.

"’n Lewe met ’n gestremdheid is nie maklik nie. Jy moet dikwels meer doen as ander net om jouself te bewys.Dit verg meer emosionele as fisieke krag. Dit is ’n daaglikse stryd om in jouself te glo," sê sy.

Ditisjuisinhierdie tyd van hopeloosheid dat Vanporppal se boodskap haar diep geraak het.

Vanporppal hetMaandag sy reis voltooi en soverhet hy reeds $37 000 (ongeveer R600 000) vansy$45 000-teiken (ongeveer R735 000) ingesamel.

By die geleentheid in Kaapstad het Carolissen ook ’n man ontmoet wat ’n boekaan haar gegeehet.

Hy hetself die boekgeskryf —met ’n boodskap wat persoonlik virhaar bedoel was.

"Dit was ’n oomblik van geloof vir my. Dieboodskaphet bevestig dat ek die regte besluit geneem hetomtekom," sê sy.

Childneglectcontinues

Far too many children continue to be exposed to abuse, crime and violence, says Patric Solomons, director of child-rights organisation Molo Songololo.

His comments come as National Child Protection week concludes on Friday 5June.

This year’s theme is “Working together in ending violence against children”. The campaign is spearheaded by the National Department of Social Development in partnership with key government departments and civil societyorganisations providing child protection services.

Solomons tells TygerBurger: “We need everyone to invest in child safetyand protection because that investment can help theirsurvival. And can increase theirfuture prospects.”

He says that while attempts have been made to strengthen child protection interventions at national level, the turnaround time for addressing cases at local community level remains unclear for many children.

Children-rights activist Lucinda Evans implores communities, parents and government to do more to guard children.

The founder of Philisa Young Minds Academy, an earlychildhood development (ECD)

centre for children in Lavender Hill and surrounds, believes there are not enough safe spaces for kids.

“I want the community to be more vigilant and to report abuse. There is still a reluctance to report abuse.” Evans said abuse of all forms, not just physical, should be reported.

“Neglect is also aform of abuse. Toooften we see children at traffic lights or shopping centres begging for food while the parents sit and wait for them.”

According to the Western Cape Department of Social Development (DSD), more than 43 000 children are in foster care in the province and 2800 more children in NPO-run child and youth care centres. Between Octoberlast year and March thisyear, the department says it received 1 957 reportsofabuse.

Acting Western Cape MEC of Social Development Deidré Baartman says everyone has an obligation to protect children. “When areport of abuse is received asocial worker conducts arisk and safetyassessment.Ifthere is an immediate risk to the child’s safety, they are removed from theirhome and the matter is presented to the Children’s Court.”

Stadswyeskoonmaak

In die 2026/27-begroting watin Maartter tafelgelê is, is stadswye gebiedskoonmaakdienste befonds deur ’n stadswye skoonmaaktarief(van toepassing op residensiële eiendomme en onbeboude grond) asook ’n bydrae vanuit die eiendomsbelastingrekening, gesteun deur’n bydrae uit kommersiëleelektrisiteitsverkope. Stadswyeskoonmaakvir residensiële eiendomme enonbeboude grond sal nie meer deur middel van’ntariefverhaalwordnie, maar eerder deur eiendomsbelasting befondsword.

•Die afhanklikheid van elektrisiteitsbydraes tot eiendomsbelasting vir stadswye skoonmaakdienste wataan kommersiële kliënte gebied is,sal uitgefaseer word. Die tabel hier onder toon die opsomming vandie voorgestelde wysigings aan eiendomsbelasting indie 2026/27-begroting watin Maartter tafelgelê is:

•Asgevolg hiervan, is die algemene energietariefverhogingvir kommersiële kliëntetot 5,46% verminder (van 6,82% in die 2026/27-begrotingwat in Maarttafel gelê is), hoewel die gemiddelde tariefverhoging vir residensiële energieonveranderdop6,64%bly Beide hierdie verhogingsisonder die Nersa-goedgekeurde verhoging van9,01%, en weerspieël’ndalingindie c/kWh-verhalingskoersvan 4,04c/kWh.

Daarbenewens, om die impak vandie implementering van die bostaande te versagenverligting tebied waar dit die nodigste is, is die vermindering in residensiële eiendomsbelasting totR620 000 verhoog (insluitende die statutêrevermindering), op vanR500 000 in die2026/27-begroting wat in Maartter tafel gelê is.

Verder,omvir die uitfaseringvan die elektrisiteitsbydrae vir kommersiële eiendomme (hier bo) voorsieningtemaak, isdie koers-in-die-rand vir eiendomsbelasting en die

Hoewel diealgehele inkomstegrenseonveranderdbly,het diebalanstussenvaste (basiese) inkomste en verbruiksgegronde inkomste geskuif, metminder inkomste watnou vanuitvaste tariewe ingevorder word (daaltot ongeveer17% vanwater-ensanitasie-inkomste vanuitdiensheffings), en meer vanuit verbruiksheffings (ongeveer 83%).

Vakansies word by die see baljaar, altyd net mooi naby genoeg om ookby sy eie ma –reeds diep in haar negentigs –te gaan inloer.

Die jare bring geluk, ook seer en smart, maar niks kan sy lied demper nie.

Die dekades stap verby.

Twee dinge bly konstant: die Afrikaanse koerant saam met sy oggendkoffieendie bruinoë wat, hoewel nou niemeer kinders nie, steeds sy hele lewe is.

Van die tuig neerlê en versit na ’n makliker heenkome, wilhyniksweet nie. Maar selfs daardie dag breek aan.

Die bruinoë kyk nou met ’nander soort deernis na hom.

Waar hy hulle vroeër oor die drumpel gedra het, is dit nou hulle watsy arm stewigmoet vasvat as die huppel in sy stapsoms huiwer.

Sy hart verlang dikwels terug na die plaas, die plek waar sy kinderjaresestof nog aan sy skoene sit.

Die huppel in sy stap is noumeer wilas weg.

Sy lied is ’n geneurie met vergete lirieke. Gister kon ons berge versit, of minstens die wil was daar.

Hoewelinwoners se finansiëledruk en frustrasies verstaanbaar is, is dit belangrik dat die gesprek oor die Stad Kaapstad se begrotingendiensleweringdie feite weerspieël,asook die stappe watreeds gedoen word om inwoners te ondersteun en te beskerm.

DieStadKaapstad presteer die bestevan alle metro's in Suid-Afrikaten opsigte vanbasiesedienslewering,infrastruktuurbelegging, finansiëlebestuur en skoon oudits.

Hierdieprestasie is nietoevallig nie, maar danksy voortgesettebeleggings in water-,krag-,pad-en veiligheidsinfrastruktuur tenspyte van’nbedeesde ekonomieseklimaat

Die briefverwysnadie druk wathuishoudings ervaar weensstygende lewenskoste.Die Stad erken hierdie realiteit, en juis daarom is verskeie aanpassingsonlangsaan die konsepbegrotingvir 2026-'27 aangebring om die impak op middelklas-enwerkende inwoners te versag

DieStadhet onder meer die voorgestelde vaste heffings vir waterensanitasie afwaarts aangepas; diekoste van maandelikse waterverbruik bo 10,5 kl verhoog,wat beteken dat groter verbruikers meer sal betaal; diedrempel vir die heffing vaneiendomsbe-

lasting is vanR450000 totR620000 verhoog. Dit beteken dat geen belasting op die eersteR620000 vaneiendomme met ‘n waarde totR8miljoen gehef salwordnie

Betreffende veiligheid en die onwettigeaktiwiteite waarnaverwysword, is die Stad ook besig met verskeie ingrypings,ondermeer die uitbreiding vanwetstoepassings-enmetro-polisiediensteinhoërisikogebiede; die ontplooiingvan meer tegnologie,insluitend kamera- en beheerstelsels om misdaad te bekamp; voortgesetteoptrede teen onwettigeelektrisiteitsen wateraansluitings watnie netinkomsteverlies veroorsaak nie, maar ook gemeenskappe in gevaar stel,enprogramme om onwettigebesettingsbinne die raamwerk vandie wettebestry.

Die realiteit is dat Kaapstad, soos alle groot stede wêreldwyd, onder drukverkeer weens verstedeliking, werkloosheid en nasionaleekonomieseuitdagings. Tog blydie Stad een vandie min metro's watsteeds konsekwentininfrastruktuur belêendienslewering uitbrei.

Kritiek is belangrik in ’n demokrasie,maar dit moet gebalanseer word met erkenning vandie werklike pogingsenvooruitgang watgemaak word om die stad funksioneel,veilig en finansieel volhoubaar te hou.

The City of Cape Town’s Mayco has greenlitplansto develop an open-air staff parking facility at the civic centre in the city’s CBD into affordable housing and mixed-use development.

The plan will now go to council for approval of apublic participation process to release the site for redevelopment.

The site —strategically located within the foreshore, close to major public transport infrastructure —has been identified as having much greater potential for mixed-use development, including residential, commercial,retail and publicspace upgrades.

This step has been welcomedby the housing lobby group Ndifuna Ukwazi, which commemorated the two-year anniversary of its #Land4PeopleNot4Parking campaign in April thisyear.

The campaign calls for WesternCape Government-owned parking lots,aswell as the parliament parking lot —currently used for the temporary parliament site —tobeused for social, affordable and inclusionary housing.

“We are recommending that this parking lot be released by the City to unlock yet another affordable housing development right in the heart of theinner city.The development should also offer mixeduse opportunities —for shops, offices, parking and so on. This is how we are making under-used publicassets work for Capetonians with abroaderlandrelease pipeline of over 12 000 affordable housing units,” Mayor Geordin Hill-Lewis said

The redevelopment is expected to deliver long-term benefits, includingestimated sale income of R230 millionplus R50 million in annualrates and services revenue to support service delivery, as well as R1,5 billion in private sector investment.

About 3500 jobs will be created in the constructionand related sectors during bothconstruction andthe life cycleofthe development.

Carl Pophaim, Mayco member for human settlements, added: “The City’s human settlements department will support planning processes for this site to ensure we optimise affordable housing opportunitiesfrom this development. This is just oneofseveralexciting innercityland release initiatives that together will deliver thousands of well-located affordable units over time. Others include the City’s Fruit &Veg site on Roeland Street,several more sites in Woodstock andSaltRiver, andthe City’s support for provincial-led projectsatBuitengracht Street and Artscape.”

REPORTSUBMITTEDFORCONSIDERATION

Following the Mayco’s recommendation, thereport will nowbesubmitted to

councilfor consideration.

Subject to approval, the City will start aformal public participation process, duringwhich residents, stakeholdersand interested partieswill be invited to submit commentsonthe proposedredevelopment.

Ndifuna Ukwazi welcomed the announcement“as an important step towards addressing Cape Town’s housing crisis and spatialinequality” in amedia release.

“It reflectsgrowingrecognition that well-located public land should be

prioritised for affordable housing instead of underutilised parking infrastructure or exclusive private development.

“As part of reflecting on the campaign and imagining what these sites could become, Ndifuna Ukwazi partnered with the NowNow Competition to invite architects, designers and membersofthe public to submit proposals envisioning the future of thesespaces.

“We now call on Premier Alan Winde and the provincial government to release thesesites for social, affordable and inclusionary housing,”according to the media release.
