The City’s Street People Programme Unit continues to make a tangible difference in the lives of Cape Town’s rough sleepers, having helped over 5 000 people off the streets in the past financial year This they did through access to City-run Safe Space and partner shelters, work placement and reintegration programmes, family reunification, and help to overcome substance abuse
Bayside back on track: Work on the multi-million-rand Bayside canal upgrade in Milnerton will resume in October following the resolution of a contractual dispute with the service provider The upgrade was temporarily suspended in November 2024 at 55% completion The project is a key City investment to improve water quality in the Rietvlei by enabling Bayside canal to cope with increased stormwater flows during peak periods and addressing pollution of stormwater channels into the vlei The provision of naturally structured treatment facilities is a major focus to improve the quality of stormwater runoff from the canal into the Rietvlei This is why construction will first focus on the stormwater canal leading to the primary sedimentation ponds as well as the bypass canal from the secondary treatment channel to Rietvlei
City needs help containing the creep
Recreation and Parks is actively managing ivy infestations in public spaces. Yet community awareness and action remain critical to control this invasive creeper across town.
English ivy (Hedera spp ) is a flowering species from the Araliaceae family and is native to Europe It was originally introduced to South Africa as a groundcover and ornamental climber, but in Cape Town, its rapid spread has become a growing concern in both public and private spaces The Hedera canariensis and Hedera helix are particularly problematic.
Let’s cut it down to size
The ivy is listed as a category 3 invasive species under the National Environmental Management: Biodiversity Act 10 of 2004 and must be managed accordingly In sensitive or riparian areas, its status escalates to category 1b, requiring control If left unmanaged, ivy blocks a tree’s sunlight and causes branch dieback The added weight that the creeper adds to the distressed tree often results in collapse and also increases the risk of wind damage in open areas. The plant outcompetes and displaces local vegetation, which damages our biodiversity
Creeping up on us: The City is calling on residents to help it control and contain Hedera spp , commonly known as ‘ivy’ or English ivy The creeping, climbing invasive plant poses a serious threat to the local environment
If you have ivy in your garden, use what is left of the cooler months – ivy’s dormant phase – as a strategic opportunity to control or remove it safely, following the steps below:
• Manually pull out the stems and roots. The stems can be removed from the ground of a standing tree Upper vines will die if they are not rooted, so they can be left to rot
• Follow up regularly to remove any new growth
• Dispose of the cuttings responsibly Do not dump trimmings in natural areas, as the plant may re-root and spread.
• Either dry the vine clippings on a plastic or canvas sheet or a paved surface, and then shred, or solarise in black trash bags until the vines are no longer viable.
* Report ivy overgrowth in public spaces by logging a service request via the City’s C3 system. Alternatively, log sightings on the iNaturalist app and website to help the City track infestations.

No mow, let them grow
To give Cape Town’s spring flowers and fynbos a chance to grow, bloom and seed, the City will again be following a ‘no-mow’ approach at selected public open spaces, greenbelts, road verges and parks from July to November The affected areas will be marked with temporary signage to inform residents of the adjustment to the mowing schedule and encourage respect for these special natural spaces
Many of the earmarked no-mow areas contain remnants of critically endangered vegetation and pockets of high biodiversity, and often serve as corridors that connect larger biodiversity hotspots such as conservation areas, nature reserves and national parks.

TfimShe Western Cape Provincial Safety Council convened on Wednesday 10 September to strengthen its approach to fighting crime and improving community safety across the province
The meeting, chaired by Premier Alan Winde, brought together a range of stakeholders including the police, municipalities, and academic institutions
The council provides strategic oversight of crime prevention efforts and promotes evidence-based decisions and innovation to address safety challenges
Opening the meeting, Winde acknowledged the ongoing struggle residents face due to high crime rates
“Our residents are feeling the impact of high crime levels more than ever before We must build stronger partnerships with a joint approach to addressing this issue,” he said

Winde praised the City of Cape Town for recently deploying 700 new metro police officers – the largest investment in personnel in a decade This includes a dedicated neighbourhood deployment for each ward in the city
The council also reviewed progress on the Western Cape Safety Plan, highlighting key focus areas:
Ongoing stakeholder consultation; Strengthening community safety forums; Pushing for greater devolution of policing powers; Addressing police underresourcing in the province; and directing more resources to high-crime areas
Council members agreed that faster implementation of the Safer Cities Cooperation Agreement – signed by the Western Cape Government, national government, the police, and the City of Cape Town – is essential
While some crime categories show modest improvements, Winde noted that many communities, especially those affected by gangsterism, are yet to feel any real difference
“There is a need to intensify crimefighting efforts, but we must also focus on preventing violence,” he added

Following the Safety Council meeting, Winde hosted a digicon discussing violence prevention strategies such as the Violence Prevention Unit (VPU), managed by the provincial Department of Health and Wellness
The VPU uses data from healthcare facilities to develop targeted interventions addressing the root causes of violence in communities
The digicon also featured a discussion on the provincial government's latest Policing Needs and Priorities (PNP) report for 2025'26 This legislated report aims to shape policing strategies and guide the allocation of resources
The province continues to face chronic underfunding despite high crime levels

Western Cape Minister of Police Oversight and Community Safety, Anroux Marais, noted that despite these challenges, the police in the Western Cape have recognised the value of the PNP report and is using its recommendations to improve service delivery and strategic interventions

The Premier’s special guest at the digicon was Mark Shaw, Executive Director of the Global Initiative Against Transnational Organized Crime –the world’s largest organised crime think tank With one of its 14 global observatories based in Cape Town, the organisation is well-acquainted with local challenges
“It is not only the Western Cape that is affected by organised crime and gangsterism This is a huge challenge globally,” said Shaw
“We need a strategic, joined-up response We need to work together to bring together all the resources we can in a coordinated way " He outlined six recommendations for fighting organised crime:
. Ensure strong political will;
. Develop a clear and unified strategy;
. Disrupt criminal financial networks, including through the South African Revenue Service;
. Address resourcing gaps; . Prioritise the removal of illegal firearms; and . Build community resilience to reduce the influence of gangs Winde concluded, “Ultimately, we must prevent violence by building a safer society from the ground up ” . City to clamp down on illegal angling
The City is calling on the public to help protect Rosendal dam in Durbanville by respecting existing no-fishing regulations Despite clear signage and regular patrols, illegal fishing continues to pose a serious threat to wildlife and undermine ongoing efforts to rehabilitate the area
The dam supports a variety of indigenous bird species such as cormorants, cattle egrets and Egyptian geese, as well as indigenous plants forming part of the larger aquatic ecosystem Conserving this biodiversity is essential to the City’s broader environmental goals and community wellbeing
Recent events have underscored the need to stamp out unregulated angling in Cape Town’s sensitive local ecosystems At Rosendal dam, a cormorant was found dead, suspended from a tree by fishing line. The same fate nearly befell an Egyptian goose at Sonstraal dam shortly thereafter, although the bird managed to return to the water
Don’t become ‘catch of the day’ Fishing at undesignated sites and without a valid permit is illegal According to City and CapeNature policy, all anglers must obtain a CapeNature recreational fishing licence Residents wishing to fish legally in the greater Durbanville region are encouraged to get a permit and fish only at designated City sites, such as Doordekraal dam in Bellville This serves to protect both fish populations and other, dependent species in the ecosystem Law Enforcement officers will be on patrol, and those breaking the law will be fined.

City’s keeping an eye on Milnerton

To safeguard residents against any potential harmful exposure to hydrogen sulphide in the Milnerton lagoon area, the City has parked a mobile air quality monitoring station at the canoe club to take ongoing readings.
An air quality monitoring station is in operation at Milnerton lagoon as part of the City’s broader efforts to restore the lagoon environment Air quality results will also be shared with the public.
Initially placed at the Woodbridge Island complex in February, the monitoring station has now been moved to a permanent location in the parking area of the Milnerton canoe club The mobile minilaboratory is equipped with a continuous air quality analyser for the full-time measuring of hydrogen sulphide (H2S) levels – the gas responsible for the rotten egg odour sometimes experienced in the area. Readings are taken every 10 to 15 seconds. Data is automatically stored and analysed to assess exposure against international standards
Since installation, the technology has helped Scientific Services detect varying levels of H2S in the area While foul odours may be experienced at times, 100 days of data indicate that there were no exceedances of the World Health Organization’s recommended maximum of 150 micrograms per 24 hours The City utilises the WHO guideline, as South Africa does not have its own H2S air quality standard

In July, the City enhanced the capabilities of the Oasis neighbourhood watch in Atlantis by providing the 27-member team with equipment such as bodycams, traffic control lights, LED vehicle lights and night vision goggles In 2025/26, more accredited neighbourhood watches across town will receive assistance to the tune of nearly R4,4 million via ward allocations

What is H2S?
H2S is a so-called ‘nuisance gas’ due to its characteristic odour, even at extremely low concentrations The gas is colourless and flammable, and toxic when found in high concentrations in confined spaces It is typically found in environments such as sewer systems, oil and gas industries, and as a by-product of certain industrial processes
No secrets
The City is also engaging the Department of Forestry, Fisheries and the Environment as well as the South African Weather Service to publish the H2S readings on the South African Air Quality Information System (SAAQIS) platform for public access This will give the public realtime access to the data, either via SAAQIS’s smartphone app or website (https://saaqis environment gov za/)
The Milnerton facility is the City’s fourteenth air quality monitoring station. The others making up the administration’s citywide air quality monitoring network are at Athlone, Atlantis, Bellville South, Bothasig, Cape Town Foreshore, Goodwood Khayelitsha, Molteno, Plattekloof, Somerset West, Potsdam, Table View and Wallacedene

Atlantis helps pick PV’s name
The City’s first utility-scale solar photovoltaic (PV) plant in Atlantis is nearing completion By the end of the year, 12 850 solar panels will start to power the local grid in the area
To make the plant truly part of the Atlantis community, local residents were asked to help choose a name for the installation. The winner will be announced at an on-site ceremony in December
The R200 million solar plant project has brought about significant upskilling of local labour as well as business opportunities in the renewable-energy sector

Vir haar was dit onaanvaarbaar en onregverdig omdat sy nie haar ma se enigste wens kon uitvoer nie
Sy het ook aansoek gedoen om haar pa te laat opgrawe sodat hulle wel op een plek kan lê Haar pa is hierdie jaar in Julie opgegrawe en bo-op haar ma herbegrawe

Volgens Kruger moet daar kennis geneem word dat daar sekere omstandighede is wat dit onmoontlik maak om voldoende diepte vir twee kiste te bereik, soos baie sanderige grond, harde rots en water in die graf
Verder, indien grafwande per abuis voor die begrafnis ineenstort, is dit soms moeilik om te verseker dat kiste op voldoende diepte begrawe word om plek vir 'n tweede kis te verseker
Hy sê begrafnisondernemers word in kennis gestel van hierdie risiko en moet hierdie risiko aan hul kliënte verduidelik
