DEBBIE DE LANGE REMEMBERED AS A TEACHER, COACH AND MENTOR

Schools mourn teacher TARRYN-LEIGH SOLOMONS ebbie de Lange is being remembered as a teacher, coach and mentor whose influence reached well beyond the classrooms of Kenridge Primary School. De Lange died on Friday morning after a long battle with cancer. Kenridge announced her passing on social media on Saturday 12 September, prompting tributes from parents, former learners, colleagues and neighbouring schools. Principal Claudell Müller said De Lange had been a valued member of the Kenridge family since 2013. “She will be remembered as a devoted mother, a dedicated staff member and a loyal friend,”

De Lange’s association with Kenridge started as a parent at the school’s pre-primary section, where she was her two sons’ “loudest cheerleader”. She later joined the staff, initially coaching netball before moving into Physical Education. In the latter part of her career, she taught Geography and Economic and Management Sciences (EMS), primarily to Grade 7 learners. Müller said De Lange expected learners to take responsibility for their work and pushed them to

reach their potential. “She set high standards, challenged them to work hard and taught them that settling for mediocrity was not an option,” she said. “Her learners knew that she expected their best because she believed they were capable of giving it.” PASSION FOR SPORT Sport, particularly netball, was a major part of De Lange’s contribution. Metro North Education District director Wendy Horn said calling

her simply a netball coach would not do justice to what she brought to the sport. “Netball was her passion, but more importantly, it was a vehicle through which she served, inspired and brought people together,” Horn said. Through tournaments and other netball initiatives, De Lange helped create opportunities for young players to compete, develop and grow in confidence. “For Debbie, it was never simply about winning a netball match,” Horn said. “It was about what sport could teach young people — discipline, teamwork, resilience, respect and the confidence to become the best version of themselves.”

cLaren Circus may soon have to leave its lions and tigers at home, or skip Cape Town altogether for its next tour to the Western Province. This after the tabling of proposed amendments to the City of Cape Town's animal keeping by-law, which would, among other changes, prohibit the use of wild and exotic animals in circus acts within city limits. The draft amendments also tighten the screws on anyone displaying or exhibiting animals for show or financial gain. No person may do so without a permit from the City, and any application would first have to pass review by an animal welfare inspector before approval. Keeping wild animals on any premises would require permits from both the relevant nature conservation authorities and the City, and no wild animals may be kept in public places at all. Law enforcement would also get sharper teeth. Authorised officials could search premises, vehicles, persons or structures without a warrant to seize any animal or item believed connected to an offence under the by-law. Other proposed changes include stricter regulations around working animals and a dedicated section empowering animal inspectors to enforce the by-law. ANIMAL-FREE ENTERTAINMENT Long-time animal activist Toni Brockhoven, chair of Beauty Without Cruelty (BWC), has welcomed the new draft by-law, calling it "an excellent new document". “We are delighted by the exclusion of wild and exotic animals in the circus. It has been a long time coming, it is long overdue and there will be great joy and jubilation when this finally passes,” she said, adding that the organisation has been advocating against the use of circus animals since 2009. Brockhoven acknowledged that this progress reflects sustained efforts by BWC alongside other organisations and individuals. "The proposed changes are an encouraging outcome of that collective advocacy, with final adoption still awaited," she says. Chad Cupido, executive officer of BWC, says the proposed prohibition on using wild or exotic animals in circus acts represents meaningful progress towards animal-free entertainment. "Our position is straightforward. We support circus arts, but oppose using animals as circus entertainment," he says. "The proposed circus restriction names wild and exotic animals; it does not expressly prohibit domestic-animal acts. BWC’s broader position remains that

circus entertainment should be animal free. Implementation must also protect animals already involved. Any transition should prioritise lawful, suitable lifelong care, veterinary oversight and proper welfare safeguards, rather than simply moving the problem elsewhere," he says. "Our message is: 'Keep the circus arts. End the use of animals. Families can enjoy extraordinary entertainment without making animals pay the price'." The Cape of Good Hope SPCA too supports the prohibition of wild and exotic animals in circuses and performances. "This is something the welfare sector at large has called for for a long time," says spokesperson Belinda Abrahams. CIRCUS TO OBJECT McLaren Circus confirmed that it will be making formal representations and objection to the proposed blanket prohibition on wild and exotic animals in circus performances, while fully supporting responsible animal welfare and regulation. "We always maintain the best standard for our animals. Importantly, performing animals are already regulated under national legislation, including the Performing Animals Protection Act, as well as applicable ordinances and CapeNature permitting requirements in the Western Cape. We therefore believe that the proper regulation, licensing and inspection requirements already exists," says circus spokesperson Karl Hildebrandt. "McLaren Circus has operated for approximately 21 years, with performing animals forming an integral part of the traditional circus. We are currently the only operational traditional circus of this nature in South Africa," he says. Hildebrand argues Constitutional protection for the freedom to choose and practise a trade, occupation or profession, subject to lawful regulation. "Where a municipal by-law goes beyond regulation and potentially makes an established lawful business model impossible to operate, we believe the necessity, rationality and proportionality of that restriction must be properly considered in addition to the conflicts it potentially creates in all spheres of legislation," he says. Residents across Cape Town have until end of September to add their voices to the proposed amendment of the City of Cape Town's animal keeping by-law, which are currently open for public comment.

FROM PAGE 1 Horn said De Lange was someone who stepped forward when work needed to be done. “When something needed to be done, Debbie did not wait for someone else to do it. She stepped forward.” Her contribution extended into district sport. Deon Campher, who worked with De Lange through athletics, said she officiated and handled administration for the Durbell cluster and served as an important link between Durbanville and Metro North Education District athletics for many years. “She was also the convenor for the district netball committee and WP netball,” Campher said. He said De Lange worked closely with Jaco van Schalkwyk at Durbanville Primary School before handing over some of her responsibilities to him in recent years. “We surely will miss her presence and participation as she was the link between Durbanville and MNED athletics for many years,” he said. Horn said De Lange’s influence was felt by learners, coaches, educators and parents. “She created spaces where young people could feel that they belonged and where their abilities could be recognised and celebrated.” Much of that work happened behind the scenes. “She gave freely of her time and herself,” Horn said. “She was willing to do the work behind the scenes, often without seeking recognition, because her reward was knowing that she had made a difference.” SCHOOLS PAY TRIBUTE Neighbouring schools also shared messages following De Lange’s death. Fairmont High School extended its “deepest condolences” to Kenridge Primary. “We would like to extend our deepest condolences to our neighbours, Kenridge Primary School, on this great loss,” the school said. Gene Louw Primary said it received the news with “great sadness”. “Our thoughts and prayers are with her family, friends, colleagues and learners,” the school said. DF Akademie also paid tribute. ‘HER FAITH NEVER WAVERED’ Müller said De Lange lived life fully and loved her family and friends deeply. Her Christian faith remained central to her life throughout her illness. “Most importantly, she loved Jesus. Her life was a testimony to her unwavering faith and devotion to God,” Müller said. “Even when she was not feeling well, she continued to live each day with courage, determination and purpose. Her faith never wavered.” Horn said Metro North had lost “a passionate coach, an organiser, a mentor and a woman who understood the power of sport to change lives”. “Her legacy lives in the people she encouraged, the opportunities she created and the countless lives she made a little brighter through her passion and generosity.” Müller said De Lange’s contribution would remain part of Kenridge and the wider community. “It was an absolute privilege to walk alongside Debbie, and we are deeply grateful for the lasting contribution she made.” She said De Lange also embodied the school’s theme. “Mrs De Lange truly embodied our school theme: ‘Step Up and Stand Out.’”

man found dead in a car in Stellenberg on Tuesday morning was allegedly one of two robbers who tried to mug a female jogger, and was shot by a passing motorist who witnessed the attack. According to information received by TygerBurger, the mugging took place at about 07:55 on the corner of Carl Cronje and Frans Conradie Roads. Two men jumped out of a white Mazda and tried to rob a female jogger of her fanny pack. A passing motorist saw the attack and fired shots at the suspects, who jumped back into their car and fled in the direction of Tygervalley. The same car was later seen speeding along Mispel Road before stopping on the corner of Eversdal Road and Mountain View Drive. CCTV footage shows the vehicle had been parked on Raglan Street since 06:00, waiting for a target. After being reported by other motorists, medical personnel responding to the scene found the deceased man, estimated to be in his late twenties, inside the vehicle, with what looked like bullet holes on the side of the car. Next to him was a bottleneck with residue of Mandrax. “Durbanville police received a complaint of the stationery vehicle at around 10:30. On arrival at the scene they found a body of a yet to be identified adult male who sustained gunshot wounds,” said police spokesperson Const Ndakhe Gwala. “According to reports, the deceased and

Eversdal vier 50 jaar met skenkings TARRYN-LEIGH SOLOMONS ie Laerskool Eversdal het sy 50ste bestaansjaar in ’n geskenk aan die gemeenskap omgeskep deur R358 500 vir 50 organisasies in te samel. Die skool het aanvanklik gehoop om R5 000 aan elk van die organisasies te skenk – een vir elke jaar van sy bestaan. Die Eversdal-gemeenskap het dié mikpunt egter verbygesteek, met elke begunstigde wat uiteindelik R7 170 ontvang het. Die geldinsameling het deel gevorm van die skool se Damus-projek, ’n tradisie wat reeds sedert 1976 deel van die skool se geskiedenis is. Vanjaar se 48ste Damus-aand is op Donderdag 27 Augustus gehou en het ’n besondere betekenis as deel van die skool se 50ste bestaansjaar gekry. Volgens Salomina du Plessis, die organiseerder van die geldinsameling, wou die skool hê die mylpaal moes oor meer as net sy eie geskiedenis gaan. “Ons het van die begin af gevoel die Laerskool Eversdal se 50ste bestaansjaar moet oor meer as net ons eie vieringe gaan. Dit moes ook ’n geleentheid wees om ons leuse, ‘Ons gee’, op ’n tasbare manier uit te leef,” sê sy. Sy sê die ondersteuning van ouers, personeel en die breër gemeenskap het die projek verder geneem as wat hulle aanvanklik verwag het.

’N TRADISIE WAT GESLAGTE VERBIND Damus het oor bykans vyf dekades ’n vaste instelling by die Laerskool Eversdal geword. Baie van die speletjies wat vandag nog tydens die geleentheid gespeel word, het deur die jare onveranderd gebly. Dit beteken huidige leerders kan dieselfde speletjies geniet wat hul ouers en vorige geslagte Eversdal-leerders jare gelede gespeel het. Die jaarlikse aand bring leerders, ouers, oud-leerders, families en ander inwoners bymekaar vir speletjies, kos en gemeenskapsaktiwiteite. Vanjaar se Damus was die hoogtepunt van ’n groter Augustus-veldtog met dankbaarheid as tema. In die 25 dae voor die geleentheid het die skool elke dag twee van die 50 begunstigde organisasies op sy sosialemediaplatforms bekend gestel. Du Plessis sê die doel was nie bloot om

HELE GEMEENSKAP DRA BY Die R358 500 is deur ’n gesamentlike poging ingesamel. Ouers en voogde het onder meer

produkte, tyd en vaardighede beskikbaar gestel, terwyl personeel die projek gereël en aangebied het. Leerders het ook deelgeneem en die breër gemeenskap het die Damus-aand ondersteun. Die skoolhoof, Gys Burger, sê die projek weerspieël die waardes wat die skool by sy leerders wil vestig. “Ons is ongelooflik trots op wat ons skoolgemeenskap bereik het,” sê Burger. “Ons wil hê ons leerders moet verstaan dat sukses nie net gemeet word aan wat jy bereik nie, maar ook aan wat jy bereid is om vir ander te beteken.” Volgens hom speel omgee, deernis, diensbaarheid en vrygewigheid ’n belangrike rol in die mense wat die skool hoop sy leerders sal word. Die geldinsameling kom boonop op ’n tyd waarin openbare skole self toenemende finansiële druk ervaar. Burger sê dit maak die gemeenskap se bereidwilligheid om organisasies buite

die skool te ondersteun, des te meer betekenisvol. “Elke bydrae, elke uur se werk, elke produk wat geskenk is en elke mens wat Damus ondersteun het, het deel hiervan geword,” sê hy. “Dit is wat gebeur wanneer ’n gemeenskap rondom ’n gemeenskaplike doel saamstaan.” Du Plessis sê die bedrag vertel net ’n deel van die verhaal. “Agter die R358 500 is soveel mense wat bereid was om te gee. Ons ouers, voogde en personeel het ongelooflik hard gewerk en ons gemeenskap het ons met ope arms ondersteun.” Vir die Laerskool Eversdal het sy 50ste verjaardag só nie net ’n terugblik op vyf dekades geword nie, maar ook ’n geleentheid om sy leuse prakties uit te leef. Vyftig jaar later strek “Ons gee” veel verder as die skoolhekke.

Fairmont High marks 49 years TARRYN-LEIGH SOLOMONS airmont High School marked its 49th anniversary this month, celebrating almost five decades of education in Durbanville while turning its attention to its 50th birthday next year. The anniversary celebrations started on 3 September and continued into the weekend. Principal Mari Schnehage said reaching 49 years showed the school’s continued role in providing quality education. Schnehage said many former Monties had gone on to make significant contributions to society.

RICH HISTORY Fairmont opened in 1977 as Eversdal English Medium School under founding principal Clive Wigg. It started with 330 pupils and 17 teachers. The hall was still under construction, the sports fields were incomplete and the upper floor was not yet in use. The school was renamed Fairmont High School at the end of its first year. Today it has about 1 500 learners. This year’s anniversary programme included cultural performances, interhouse competitions and a look back at the school’s history. Fairmont also introduced the Monty Sunrise. Learners, staff and families gathered early in the morning to watch the sun rise and remember the

KARATE CHAMPS The Welgemoed Primary School learners who participated in the South African Karate Championships during August delivered outstanding performances. Monty Sahd came in second place, earning him a silver medal in the u-11 under 40 kg division, Leah Sylvester took gold in the u-13 under 50 kg division, and Troy Keogh achieved silver in the u-7 open division. Municipalities adding 16% proﬁt to your electricity bill Recently at the office, I received a message on my phone from my Fungi application — it’s time to load money for electricity again. From the conversation that followed with colleagues, it appears everyone has suddenly become several hundred rands worse off within a year. Some as much as R1 000 on their electricity bills. Then there are those who still receive a traditional electricity bill, on which astronomical amounts are simply loaded out of the blue. And to sort it out is nearly impossible. Meanwhile, you just have to pay, or the municipality will simply cut you off. The annual tug-of-war between Eskom and the price regulator, Nersa, leaves consumers increasingly cold. This, usually accompanied by talk that our electricity is actually still cheap. That’s why it remains sensible for those who can afford it to increasingly replace electricity consumption with self-sufficiency, for example through solar panels. The big snake in the grass, however, is profit-taking by metro councils and municipalities. On average, they load about 16% profit onto the consumer’s electricity bill. Some of the councils, which are notorious for poor management, wasteful spending and corruption, make up to a third of their income from electricity. It is time that serious questions are asked about this. The campaign for the local election is the ideal opportunity for voters to place this

on the agenda. Local government should in any case not be about party politics, but rather about service delivery. Ask your local candidates what their policy is on the cost of your electricity bill. Tell them that, rather than blue, yellow or green pamphlets with photos and old promises, this will determine your vote. Electricity bills should in principle be for electricity consumption. Other services must be handled according to a clear and accountable cost scale. Transparent and separate. Too large salary bills, too expensive vehicles, excessive entertainment and catering bills, and then the notorious tenders become too tasty a gravy train from our electricity bills. On top of that, we get no value for money — the overall state of service delivery speaks for itself. Most voters don’t get meals at work. They must pack their own sandwich or buy something at the work canteen, or elsewhere. Tshwane and Cape Town have already scrapped meals for general council meetings. They can easily go further and make sure this applies to all committee sittings as well. This is just one example of how a general and undefined profit levy on electricity bills can be abused. The number of councillors and duplicated functions with other government levels are further issues that need attention. The number of officials versus value in outputs is another issue. Candidate who make themselves available to become councillors should be informed about these matters. So, armed with a plan on how to reduce profit-taking on our electricity bills, wait for them with your electricity bill and get their position on record. Candidates who have voters’ interests at heart will show this through meaningful solutions. Animal bylaw ﬂawed and not applied fairly The Draft Animal Bylaw has already sparked widespread and valid public criticism. The reality is that the majority of animal and pet owners maintain their animals to a high standard of care and are not dependent on welfare organisations. In fact, many owners actively support and donate to welfare initiatives. When compared to the broader pet–keeping community, welfare statistics represent only a small fraction of the overall picture. Yet, the

motivations presented by the CoCT suggest that animal welfare organisations have proportionately inﬂuenced the drafting of this bylaw. Breed associations, clubs, and other key stakeholders were not consulted, while welfare groups appear to have been the primary voices engaged. It is also publicly acknowledged that enforcement of existing laws is inconsistent. For example, livestock roaming freely in Kuils River and along the N2 pose a

Wat regtig aan my vreet, is dat hierdie nuwe verordeninge net geleentheid vir korrupsie gaan skep. Now is the time to think differently about how you use water resources Premier Alan Winde recently issued what he called a “call to action”, urging Western Cape residents to prepare for a hotter, drier summer driven by a particularly strong El Niño cycle. We would do well to listen. The province has allocated R12 million for the upcoming fire season, which has already started earlier than expected, with a wildfire reported in the Cape Winelands in late August. While dam levels may look acceptable on paper, the Premier rightly cautioned that the severe flooding in May does not mean we received enough rain to secure our water resources through summer. El Niño brings warmer-than-normal temperatures and below-average rainfall. If it lingers for six to nine months, as

experts warn it could, we could find ourselves in a precarious position. This is not a time for complacency. We have been here before. We know what nearing day zero felt like, and we know what it took to pull back from the brink. The Premier's warning should not be filed away as another government press release. It is a heads-up from a man who has seen the modelling and does not like what it shows. Now is the time to start thinking differently about water use, to clear vegetation around properties in fire-risk areas, and to take seriously the simple measures that could make a real difference when the heat arrives. CoCT’s animal bylaw not designed to aid animals I am shocked to see a heavily redacted and slanted version of the proposed animal keeping bylaw published in the media. This is clearly a version of the proposed bylaw put out by the City of Cape Town’s PR department. This proposed bylaw is impossible to implement in the townships as we have seen during the last 20 years where animal welfare is left completely in the hands of public donations and volunteers. The article makes no mention of the proposed bylaw giving the City the right to raid our homes without a warrant, to conﬁscate pets, to charge a permit fee for every pet, to make regular rabies vaccination mandatory. Balle rol vir Alta du Toitskool

ie Kuilsrivier-rolbalklub wat jaarliks rolbalspelers bymekaar bring vir ’n goeie doel het op Saterdag 12 September 'n toernooi ten bate van die Alta du Toitskool aangebied. Altesaam 56 spelers van klubs, waaronder Langebaan, Old Oak, Strand, Kraaifontein, Yzerfontein en Kuilsrivier, het deelgeneem. Hoewel daar gesonde kompetisie was, het die spelers hul ondersteuning vir ’n verdienstelike saak gewys. Die geleentheid is moontlik gemaak

danksy die borgskap van Rock Properties, Marais, Muller & Hendricks Prokureurs en Steenser-konstruksie. Die dag is op ’n gesellige noot afgesluit met die prysuitdeling, veiling en ’n aandete. Geld is ook met ’n veiling en lootjieverkope ingesamel. Verskeie pryse is vir die veiling geskenk, waaronder ’n dubbelbedmatras van Mattrest en verskeie pryse van individue. Die klub bedank al die spelers, borge, skenkers en ondersteuners wat gehelp het om die dag ’n sukses te maak.

Die toernooi se wenpan van Kuilsrivier-rolbalklub. Van links is Willie Nel (wedstrydsekretaris), Marius Louw, Adel Louw, Elzanne Bensley, Graeme Bensley, Cobus Carstens (Rock Properties) en Marius Erasmus (hoof van Alta du Toitskool).

Tweede was die span van Old Oak-rolbalklub. Van links: Willie Nel (wedstrydsekretaris), Marshall Donaldson, Andrè Smook, Danie Tredoux, Elsa van der Westhuyzen, Cobus Carstens (Rock Properties) en Marius Erasmus (hoof, Alta du Toitskool).

Legends unite for friend

occer legends from across the Western Cape showed they can still teach the young ones how it is done at the Walking Community Fun Day on Sunday 13 September in Belgravia. The event, a fundraiser to assist soccer legend Farouk Abraham with his cancer treatment, was organised in collaboration with Farouk Abrahams Goalkeeper Academy, Football Kings and Walking Football Cape Town, amongst others. A total of 16 soccer teams participated in the five-aside event and represented families, businesses, ex-clubs and community organisations. The teams were Santos, Hellenic, Battswood, Cape Town Spurs, Glendene, Wynberg St. Johns, Walking for health, Gladiators, Simply the Best, Davids Family, Adams Family, Walking Football Cape Town Elders, Hammertime, Kuils River, Play sport 4 Life, Astro Paints, Schaapkraal Warriors, Federation Legends, Duncan Crowie Legends and All Star Legends. FUN FAMILY DAY Food stalls sold koesisters, lamb akhni and boerewors rolls among others. For the children a tuckshop catered to all their needs as well as fun and games, under supervision, to keep them occupied. The Fun Day was really a family day in the true sense of the word as families came out to spend the day with soccer legends. The legends who were well-known in their playing days included Duncan Crowie, Nazeem Isaacs, Michael Smith, Cassiem Mohamed and Nooroedien September. CAPE WINELANDS BASEBALL TEAM TO PLAY IN MASTERS The Cape Winelands Masters Baseball team will be competing in this year’s National Masters Baseball Tournament taking place in Benoni, Gauteng, next month. Here are team representatives Wilbert Basson (coach) and Lance McKinnon (captain) with Trudy Winter and Kurt Winter, their new sponsor, Kit Online. The Cape Winelands Masters Baseball team was started about three years ago, says McKinnon. “We wanted to create another competitive side in the Western Cape to accommodate a vast number of players to play in the annual national tournament,” he says. Their players are from various areas across the Cape, including Kraaifontein, Brackenfell, Bloubergstrand, Maitland, Stellenbosch and Strandfontein. Kit Online is currently expanding their business to Cape Town.

Abrahams says he appreciates his soccer rivals and team mates from yesteryear assisting in raising funds to help with his medical bills and cancer treatment.
