CapeTown has smashed anational record, spending more than R12.2 billion on infrastructure in asingle financial year, butnot everyoneiscelebrating,with opposition questioning whether ratepayers cankeep shouldering the cost.
Cape Town Mayor Geordin Hill-Lewis, last week Thursday announced the City’s capitalexpenditure tally of over R12.2 billionfor the 2025-’26financial year as being not only arecord infrastructure investment for Cape Town, but as aSouth African-record for acity in asingle year.
“The recordR12.24 billion capital investment in this past financial year demonstrates notonly to Capetonians –buttoSouth Africansright across the country –whatittakes to build for the future, to build aCity of Hope,” said HillLewis in his address to council.
“Not aday goes by that we don’t read another heartbreaking reportofthe decay, neglectand collapse of public infrastructure in so many of our country’s other cities andtowns. We made avow that this would never happen to Cape Town.
“When we started this term of office, theCity could achieve no more than R6 billion investment in ayear,but now we havemore thandoubled that to over R12 billion. Ifirmly believe this is the minimum required investment that Cape Town –and every other major metro in thecountry –should be making in basic infrastructure every year as agolden rule, growing annually to account for inflation and population growth.”
TheCity’s top three directorates for percentage of budgetspent was Safetyand Security (99,85%), Finance (99,45%),and Urban Waste Management (98,37%)
Of thedirectoratesinthe City’s “billion club”with major investment portfolios of highly complex projects, Energy spent 96,53% (R1,29 billion) of itsbudget, followedbyHuman Settlements (93,38% or R1,34 billion) and Water and Sanitation (92,1% or R4,47 billion).
MayorHill-Lewis said the City’s water and sanitationinvestment was bigger than theentire capitalbudget of most cities.

Thearrests followed amultidisciplinary investigation involving the Hawks, the police's K9 Unit, Melkbosstrand police, the Department of Social Development and the Department of Health.
The Hawks previously saidthe woman had managed to escape and report the alleged exploitation.
The coupledisputed the allegations and producedanemployment contract which, according to their attorney, provided for thecomplainant to receive R100 000 per month. The allegations remain unproven.

Bail wasinitially refused by the Atlantis Magistrates’ Court, butthe Cape Town High Court latergranted the couple bail of R50 000, after whichthe children were reunitedwith their parents.

Furthermore, around 130 000 construction-related jobswill flow from capital investment in the current termof office alone according to City estimates. Infrastructure investment highlights over the next three years include R16,7 billion for water and sanitation —40% of total spending —covering major wastewater works upgrades, aR2billion pipe replacement programme, and expanded water supply sources.
Theelectrical grid will receive R6 billion in upgrades and maintenance as the City prepares for adecentralised energy future with reduced reliance on Eskom, while R3.7 billion has been allocated to road maintenance, pothole repairs and stormwater upgrades, alongside R653 million for congestion relief.
Public transport receives asignificant boost through R3.2 billion for the MyCiTi Cape Flats expansion, with afurther R3.3 billion set aside for informal settlement upgrading and state-subsidised housing.

Family forced to rebuild Van der Merwe said although the family was doing well the case had taken asignificant toll on them and their businesses.
“The case was terribly bad publicity for them. Their businesses have been affected. It is now amatter of starting over for them.”
He said the couple would first consider theiroptions before providing him with further instructions regarding any possible steps they may wish to take.
While the charges have now been provisionally withdrawn the NPAhas indicated the matter could still continue. Theprosecution will first awaitthe outstanding reportsand assess them beforemaking adecision on whether the charges should be reinstated.

Ward councillor Suevan der Linde said the proposed shelter was among several key community matters addressed during what she described as another busyweek in the ward.
Van der Linde was joined by the City’s Anti-Land Invasion Unitfor an inspection of the proposed shelter site.
During the inspection it was agreed that all structures on the property would be numbered to help officials monitor the site and control any further expansion.
The Solid WasteDepartment will also be approached to assist with removing the large amount of wastethat has accumulated on the property.

Van derLinde alsoissued an appeal following what she described as an unfortunateand avoidable incident involving agathering in the area.
She urged residentshosting parties and other gatherings to be considerate of their neighbours. “Parties should not spill into the streets, and vehicles should never block roads, driveways or access points.”
Residentswho ignore these considerations could face intervention from the police or law enforcement, including the possibilityofevents being shut down and fines being issued, Van der Linde warned.
She was, however, grateful to residents who were on the same page, cooperating with the ward to address local challenges and improve the area. “As always, thank you to the many residentswho continue to workalongside us to make Ward 113 a wonderful place to live.”

TygerbergHospital marks50years
In celebration of its 50th anniversary this year, Tygerberg Hospital in Parow, Cape Town recently honoured 260 employees for theirunwavering commitment to public healthcare at its Long Service Awards Ceremony.

Die All Blacks uit Nieu-Seeland ishierop huleerstevolwaardige toer in 30 jaar. Die toer staan bekend as The Greatest Rivalry, want nie net is die Springbokke en dieAll Blacks mekaarsegrootste teenstanders nie, maar hulle is ook al jarelank die leiers in rugby.
Dertig jaar gelede het die All Blacks Suid-Afrika toe gekom en die eerste keer in die geskiedenis‘nreeks hier gewen. Vanjaar gaan hulle weer probeer indie viertoetse —drie in Suid-Afrika en een in Amerika.
Maar dis nie sodanig oor dierugby wat ek wil praat nie, maar wel oordie bekgevegtetussen ondersteuners wat reeds op sosiale media woed. Die gevegte woed nie tussen regte Nieu-Seelandersen Suid-Afrikaners, maar wel tussen Bokondersteuners en Suid-Afrikaners watdie AllBlacks ondersteun.
Hierdie is nie ‘n nuwe situasie nie, want histories het bruin en swart mense die All Blacks ondersteun om hul weersin in apartheid te wys. Onder daardie verwerplikebestel kon slegs wit spelers vir die Bokke speel en daarom was die situasie algemeen aanvaarbaar.Met die nuwe bestel kon bruin en swart spelers teoretiesvir die Bokke speel,maarbaie mense in rugby het ditsomoeilik as moontlikvir spelers van kleur gemaak om gekies te word. Ek het gehoor sokker is ons nasionale sport, maar ek weet vir‘nfeit datrugby die nasionale gemoed bepaal. Wen die Bokke, is almal gelukkig —van die kassier by die winkel tot die petroljoggie. Verloor hulle, kan‘nmens amper hoor hoeinflasie styg en alles duurder word. Alles is nie wel in ons landnie, maar wanneerdie Springbokke wen, dan vergeet onsbietjie van wat rondom ons aangaan. Dit bring my by die punt wat ek eintlik wil maak: kom ons gebruik hierdie toer om mekaar beter te verstaan. Rugbyis so ‘n lekker sport en is ‘n katalisator vir baie mooi dinge. Wanneer rugbyondersteuners, van verskillende spanne, goedig met mekaar spot,maakdit die spel nog lekkerder, maar wanneer hulle mekaar begin vloek en beledig, doen dit afbreuk aan die spel en dievrede watdit kanbring.

of alcohol, often with clearsignstheyare under the influence of asubstance other than alcohol, whichmake them aggressiveand unpredictable, andraises obvious andserious safety concernsfor passengers.
Thesedrivers don't care about the livesand safety of their passengers, drivingintooncomingtrafficlanes simplytoavoid waitingintrafficaseveryoneelse must,insultingand cursingatpassengersfor objecting to their livesbeingplacedatrisk.
Theseconcernsare notaboutthe taxi industryasa whole.Theyconcern specificconductthatpassengers should notbeexpected to tolerate simplybecause theydependonpublictransport.Public transport users deserve accountabilityand protectionfrom exploitation,intimidation and unsafepractices.

The Tygerberg Photographic Society (TPS)recently combined an exhibition of members' favourite images with the announcement of the winners of acompetition held for aspirant photographers from high schools.
The eventwas held in the hall ofthe NG Kerk in Panorama on Saturday 4July with about 70 member prints on display. All the entries from the students were displayed on acontinuous video display on alarge screen. Various hot soups and sherry/fruit juice, as well asbreadrolls, wereavailable for gueststoenjoy.
The winning studentsinthe three categories –OpenColour, Open Monochrome and Photojournalism/Sport –were announced during the event. The winner from each category received free membershiptothe Society and to the Photographic Society of South Africa, with full membership privileges.Aspecial certificatewas awarded to the winner whose image was judged to be best overall.
