The operation comes against the backdrop of 133 drug-related crimes recorded between January and March, a stark reminder of the reach of an enterprise that has long cast its shadow across the northern suburbs. “In Cape Town you will often find ‘crypto’ and ‘forex’ traders driving fancy cars with fake registrations or none at all,” said Hill-Lewis in a video posted to his social media pages — an apparent reference to drug dealers operating in the area. “Tonight we impounded cars in Parklands without valid registrations,” he said. “In one case, a brand new silver Merc GLE was registered as a white BMW,

Because you are trading in something.” Smith was equally direct, posting on his own social media: “You drive a R2,6 million vehicle, yet you’re supposedly ‘studying’ in South Africa. You paid cash. You can’t explain where the money came from or how you fund your lifestyle.” The City confirmed that nine persons were arrested in terms of the Immigration Act, and the matter handed to the police for further investigation and action. ‘A SUBSTANTIAL FAILURE OF CRIME INTELLIGENCE’ Smith did not mince his words about what the operation revealed. “Clearly there is a substantial failure of crime intelligence and meaningful investigation,” he said, adding that the City would pursue the matter further, starting with vehicle impoundments and charging persons for fraudulent licences. When asked whether there were operational plans in place to address drug dealing in Parklands Smith told TygerBurger that the City’s enforcement agencies conduct ongoing operations, either autonomously or in conjunction with the police. “The interventions include roadblocks, vehicle checkpoints and general proactive patrols, where resources allow,” he said, adding that while the City had increased its resources in recent years, they remained a fraction of those available to the police. Smith also confirmed that engaging the acting police commissioner about cooperation in addressing Parklands’ drug problem was firmly on the agenda. “This is definitely on the list,” he said. Asked what proactive steps the City was willing to take to address illegal immigration — a concern raised by Parklands residents — Smith said the City participates in ongoing multi-agency operations and that metro police play a supportive role to the national police and the Department of Home Affairs, which are the lead agencies in this regard. Where officers encounter undocumented foreign nationals, he said, they are handed over to the relevant agencies for further investigation and processing. METRO POLICE DETECTIVES UNIT ANNOUNCED Hill-Lewis used the operation to announce plans to establish a dedicated Cape Town Metro Police Detectives Unit, a move aimed at strengthening local investigative capacity. “South Africa needs stronger policing, that’s why we need to investigate crimes ourselves,” he said. Smith noted that South Africa’s Prevention of Organised Crime Act (Poca) already provides powerful tools to investigate money laundering, drug trafficking and asset forfeiture, but that following the money trail requires skilled investigators that the national police service, overwhelmed by violent crime dockets, simply does not have enough of. “South Africa already has robust legislation. The problem isn’t always a lack of laws—it’s a lack of capacity to enforce them. “Unfortunately, our detectives in the

national police service are already overwhelmed by mountains of case dockets involving violent crime, gang violence, murder and firearm offences. Financial investigations are complex and resource-intensive, and too often they don’t receive the attention they deserve,” he said. “Criminals should not be able to hide behind an overburdened criminal justice system,” he said. “If we are serious about tackling organised crime, we must not only arrest offenders, we must follow the money, dismantle their criminal enterprises and deprive them of the profits that fuel further crime.” Smith said the solution had already been proposed: empower competent municipalities with the legal authority to conduct investigations into offences within their mandate and compile courtready dockets. Municipal enforcement agencies, he argued, had demonstrated the expertise, technology and commitment to make a meaningful contribution. SHARED RESPONSIBILITY Acting Western Cape Police Commissioner Major General Luyanda Damoyi told TygerBurger that the police appreciates the City’s involvement, saying the operation was aligned with the existing cooperation agreement between the police, the City of Cape Town and the Western Cape Government. “This partnership is founded on a shared responsibility to create safer communities and to combat criminality through a coordinated approach. “The police are aware of the drug-related challenges in the Parklands area and has various intelligence-driven operational interventions in place to address them,” said Damoyi, adding that these operations regularly result in arrests, drug confiscations and the disruption of criminal activities. He pushed back gently on Smith’s comments about intelligence failures, saying it would be inappropriate to publicly discuss operational methodologies as doing so could compromise ongoing policing efforts. “However, the police remain committed to identifying and apprehending those involved in the drug trade and related crimes.”

City begins emergency repairs after sewer collapse

mergency repairs were underway in Table View on Thursday 9 July after the collapse of a major sewer pipe, with the City of Cape Town implementing temporary measures to prevent environmental pollution while permanent repairs are arranged. The City’s water and sanitation directorate announced this morning that a 525mm sewer pipe had collapsed at 14 Ruben Road in Table View, requiring urgent intervention by municipal maintenance teams. According to the City, repairs will involve replacing a six-metre section of the damaged pipeline at a depth of approximately 5.5 metres. MAJOR SEWER COLLAPSES To reduce the risk of sewer overflows while repair work is underway, City maintenance teams have installed a mobile pump to manage the sewer flow around the damaged section. The temporary pumping system is intended to ensure the sewer network remains operational while also preventing environmental impacts that could result from potential spillages. The City said the emergency intervention would remain in place until the damaged pipeline has been permanently repaired.

CONTRACTOR TO UNDERTAKE REPAIRS Municipal officials are currently in the process of appointing a contractor to carry out the permanent repairs to the collapsed sewer pipe. The City said every effort is being made to complete the work as safely and as quickly as possible, while ensuring that disruption to residents is kept to a minimum. Although no timeline has been provided for the completion of the repairs, officials said updates will be issued as work progresses. he City of Cape Town says its longterm restoration programme for the Milnerton Lagoon is beginning to deliver measurable improvements, with better water quality, the return of marine life and reduced odour complaints signalling positive environmental change. Residents received an update on the multi-year rehabilitation programme during a recent public meeting held, where officials outlined progress on sewer infrastructure upgrades, wastewater treatment improvements and future environmental interventions across the wider Diep River catchment. According to the City, recent winter rainfall and improving estuary conditions have increased dissolved oxygen levels while salinity and sediment conditions within the lagoon have also improved. One of the most encouraging signs has been the recent capture of a Southern Mullet high up the Diep River. “The presence of this species so far upstream points to better oxygen levels and improving water quality. Although this is an early milestone in what will be a long-term restoration journey, it is a positive indication that conditions within the Milnerton Lagoon and river system are changing,” said Zahid Badroodien, the Mayco member for water and sanitation. WATER QUALITY SHOWS IMPROVEMENT The City’s progress report highlighted significant investment in sewer and wastewater infrastructure throughout the catchment, which officials say is already reducing pollution entering the lagoon. A major milestone has been achieved at the Potsdam Wastewater Treatment Works (WWTW), which recently recorded two consecutive weeks of 100% compliance across all measured final effluent quality parameters. Badroodien said sustained compliance is expected once all phases of the plant upgrade have been completed and fully commissioned.

PRESENCE OF SOUTHERN MULLET POINTS TO IMPROVED OXYGEN LEVELS MAJOR INFRASTRUCTURE UPGRADES CONTINUE Preventative maintenance remains central to the City’s strategy, with more than 31 kilometres of sewer pipelines cleaned during the 2025/26 financial year. Rehabilitation work is continuing across Milnerton, Century City and Montague Gardens to improve the reliability of ageing sewer infrastructure and reduce the risk of blockages. All 56 pump stations within the Potsdam catchment are now monitored through a real-time telemetry system, allowing quicker fault detection and response. Several pump station upgrades are also under way, including improvements at Koeberg Road, Du Noon, Phoenix, Table View East and Sanddrift East. The City also responded to the collapse of the Racecourse Pump Station rising main during June. Emergency measures were implemented immediately and repairs completed within two days, limiting environmental impacts. POTSDAM PLANT REACHES MILESTONE The ongoing upgrade of the Potsdam WWTW remains one of the City’s largest investments in improving water quality. Ultrafiltration facilities have entered trial operation, dewatering facilities are operational and additional treatment units are expected to be commissioned during the course of 2026. Once complete, the upgraded works are expected to significantly improve nutrient removal and the overall quality of treated wastewater discharged into the Diep River. ODOUR COMPLAINTS DECLINE The City also reported encouraging improvements in air quality. Monitoring conducted since February 2025 shows that the World Health Organisation’s daily health guideline for hydrogen sulphide has

not been exceeded. While nuisance odour incidents occurred regularly during 2025, officials say these have declined significantly during 2026 due to improved wastewater management and fewer pollution incidents. “While there is still important work ahead, the improvements that we are seeing demonstrate that our integrated approach is delivering results. The combination of proactive maintenance, major infrastructure investment, environmental monitoring and longterm rehabilitation will continue to improve the health and resilience of the Milnerton Lagoon and the broader Diep River catchment for years to come,” said Badroodien. DREDGING PLANS REMAIN UNDER APPEAL The next major phase of the restoration programme involves dredging the lagoon. Although environmental authorisation has been granted, eight appeals have been lodged against the decision. The City said procurement for the dredging project will only resume once the appeals process has been concluded. If the authorisation is upheld, dredging is expected to begin during early 2027. TygerBurger previously reported about numerous concerns and backlash from residents regarding the lagoon’s dredging plans. Gregory Nortje, an architect who has

lived along the lagoon on Woodbridge Island for three decades, said the current dredging proposal has not been fully thought through.The City planned to dredge a narrow central channel and deposit sludge along the banks, forming raised mud berms. Nortje warned this could transform the lagoon dramatically. “This beautiful wide body of water will be reduced to an ugly, muddy thing which no one wants.”He added that the sludge banks, likely to consist of sewercontaminated material, could pose both a health risk and an environmental concern. “The banks will most likely smell and be a health hazard as they are full of bacteria and sewer solid remnants.”Residents are not opposing the project outright, he said, but are calling for a delay until other infrastructure upgrades are completed and alternative disposal methods for dredged material are explored. COMMUNITY GROUP RAISES CONCERNS Environmental advocacy group Rethink The Stink welcomed improvements in air quality but questioned aspects of the City’s latest report. In a statement following the public meeting, the organisation said it remained concerned about what it described as sporadic poor-quality treated effluent discharged from the Potsdam WWTW between February and May this year. The group said the City’s explanation that the decline resulted from a temporary change in the discharge point was unconvincing and called for greater clarity regarding elevated E.coli levels recorded downstream of the treatment plant. Rethink The Stink also questioned whether the proposed dredging project would provide lasting ecological benefits, arguing that it could disturb recovering ecosystems and significantly alter the lagoon’s appearance by creating extensive mudflats during low tide. The organisation said it expects a decision on the appeals during August. Should the project receive final approval, dredging is anticipated to begin in early 2027.

family holiday in Bali took an unexpected turn when a Milnerton Surf Lifesaving Club lifeguard sprang into action to rescue a struggling swimmer at a resort pool. Kate Rautenbach had arrived in Bali with her family just a day earlier when she found herself responding to an emergency at the Bintang Bali Resort in Kuta on Wednesday 8 July at about 13:30. Relaxing beside the pool with her father, Rautenbach heard splashing followed by a panicked cry for help. Looking up, she spotted a man struggling to stay afloat in the deep end of the pool, about 10 metres away. Without hesitation, she leapt from her sun lounger and dived into the water. Rautenbach quickly reached the swimmer, believed to be in his 30s, and managed to support him and keep him afloat until the resort’s pool lifeguard arrived with a flotation device. Working together, they safely guided the man to the edge of the pool. It later emerged that the man had been using a pool noodle with his child

It said the prototype e-bus will be piloted on a variety of routes in the coming weeks to determine its performance on steep inclines and downhill, with many stop-and-goes, in heavy traffic during peak periods and when travelling longer distances. All in all, the City will take delivery of 38 low-floor battery-electric buses as part of the roll-out of the MyCiTi bus service to the metro south-east, it said. The buses are expected to arrive later this year with the fleet earmarked for operational roll-out in 2027, the City said. “The MyCiTi service is now 16 years old,” said Rob Quintas, Mayco member for urban mobility. “The arrival of our e-bus is a major highlight on this journey and supports our transition towards a cleaner, more sustainable public-transport system that is not only more cost-effective to operate and maintain, but more resilient.” ROUTES The prototype bus is branded in familiar MyCiTi colours and will be tested on several routes across Cape Town, including Hospital Bend, the N2 highway, in Camps Bay and wherever else

Pride and prejudice seems to cloud our society “Imagine all the people, living life in peace.” Perhaps these lyrics have sparked a familiar melody for whoever’s reading. This evergreen seventies tune, “Imagine”, from former Beatles band leader John Lennon, has become an anti-war anthem for peace, justice, equality and most importantly empathy, a word which seems to be deafened and bludgeoned in this “age of outrage” we ﬁnd ourselves navigating. He was shot four times in the back by a “fan” after he autographed his album and died a few metres from his hotel in Manhattan on December 8, 1980. The song “Imagine”, released during the Vietnam war, which killed over three million young men, children, mothers and fathers, is accompanied by a soft piano and gentle melody and sounds like a prayer or plea for understanding in a time of senseless bloodshed. During the war, despite the news reports commenting on the latest batch of deaths and destruction, many young men were drafted and sent in droves like bullets in an assembly line. Tragically the song has become an idyllic lament for a society where we can all respect and care for each other regardless of skin colour, culture or creed. Luther King Jnr, who preached peace and non-violence in his quest to ﬁght race segregation and inequality, was assassinated along with Malcolm X. As if the call for basic dignity and equal rights is so outrageous it could lead to death. Ironically the author of Utopia, Sir Thomas More, also lost his head for his visions for a future society. He was beheaded in 1535 for treason, after he refused to accept King Henry VIII as the Supreme Head of the Church of England.

THE POPULARITY OF ‘RAGE-BAITING’ IS ALSO SAD TO WITNESS

The novel criticised greed, power and supported women’s rights and religious freedom, during a conservative time in the 16th-century under the king’s reign. Even musical legend Bob Marley whose protest songs supported peace, freedom and “One Love”, was shot but survived a politically motivated assassination attempt ahead of the 1976 general election in Jamaica. This act however only fueled his desire to continue singing about the struggle to love in an unsympathetic world. These days apathy and cynicism have become a popular camouflage to endure the widespread hate, violence, intolerance and propaganda infiltrating our psyches wherever we go. Whether doom-scrolling on our cellphones, listening to the news on our car-radios or even stopping for a quick catch-up at work, we’re flooded with the latest tragic news. Once again we’ll hear about the latest air missile strike in the Middle East, the price of petrol and goods skyrocketing again, the unrestricted plagiarism of AI models regurgitating artworks and voices, all for the sake of profit. These days the integrity of the newsroom has also been more important in the wake of various influencers reporting on news and publishing their pieces, often with their own agendas, without much consideration for verifying information in the hopes of increasing followers and monetising their content. Lately, the popularity of “rage-baiting” is also sad to witness too, you’ve probably seen many videos of people manipulating each other until an argument or violent fight occurs. Research shows algorithms financially reward anger which creates cognitive urgency, compelling users to comment, correct, or share in real-time, which all boosts engagement and virality. I read that the primitive parts of our brain, the amygdala, scan the environment for threats and process negative information significantly faster than positive experiences. Pride and prejudice seems to cloud our society even more so these days, while these algorithms, these heartless systems capitalise and advertise on any content that can shackle the viewers in an endless loop that keeps their profits high and our attention spans low. And so “Imagine”, a song of hope, remains more relevant than ever in 2026. - KEANAN HARMSE

Firefighter smoke inhalation Warm somer op pad article was misleading With reference to the article that appeared on your website on 6 July with the headline “Exposure to smoke is taking a toll on Cape Town’s firefighters”: It is unfortunate that the article published on the UWC website misrepresented the findings of the study. The headline, for example, was quite simply misleading. The City reached out to the researchers and the headline has now been corrected. Based on the study’s own results, only 278 firefighters participated, with 53% showing some symptoms that included coughing, running noses and headaches. That represents less than 15% of firefighters within the City of Cape Town and it must be noted the study was conducted while staff were on duty. Also to note that 97,8% of participants had normal lung function, which the research found is significantly higher than that reported in comparable studies conducted in other countries. To note, the Cape Town Fire and Rescue Service conducts a functional ability test on a quarterly basis,

which measures firefighters’ respiratory rate. In addition, firefighters undergo in-house medical screening before every physical ability test. Should they have abnormal screening results, they are referred to either their private medical provider or to the City’s occupational health department. Staff who drive and operate appliances and equipment must undergo compulsory medical testing every two years. The Fire Service also has very strict medical screening in place for those joining its ranks. In addition, staff are required to follow fitness programmes on their on duty days. Our staff are trained to perform under all hazardous conditions and respiratory protection equipment is provided on every fire engine to ensure staff remain safe. We take the health and safety of our firefighters very seriously and we provide the highest level of respiratory protection in the form of a Self-Contained Breathing Apparatus Set. I wonder what happened to the grand plans at Athlone power station site, after having spent a few thousand (millions perhaps) on the project. So why not build a big commercial and residential centre on the parking lot with adequate parking under or above? morning when the rest of us are asleep. They walk into situations that others run away from. They deal with trauma, violence, and heartbreak on a daily basis, and then go home to their own families and try to leave it all at the door. Most of the time, no one says thank you. I am not naive. I know that there are those within the service who have let communities down, and accountability

matters. But it would be deeply unfair to allow the actions of a few to overshadow the quiet dedication of the many who serve with integrity and honour. Varsity Football returns with twists S

outh Africa’s premier university football competition returns with an exciting new look as Varsity Football 2026 gets underway in August. The women’s tournament kicks-off on 1 August and will be contested over two weekends before attention shifts to the men’s competition, which runs from 7 August to 2 October. This season introduces one of the biggest changes in the tournament’s history with Varsity Football moving to Friday nights for the men’s competition. For the first time, supporters can kick start their weekends by enjoying the country’s best university football under the lights with selected matches broadcast live on SuperSport. CONTINUED GROWTH Siya Noqayi, Varsity Football Code Manager, believes the continued growth of the competition reflects the increasing quality and competitiveness of university football in South Africa. “Every season Varsity Football continues to raise the standard both on and off the field. We are excited to introduce Friday night football this year where we won’t just be hosting a football tournament. We will be creating a movement. With the women’s tournament expanding its footprint and the men’s competition welcoming new teams alongside the return of familiar rivals, we are looking forward to another unforgettable season that celebrates talent, opportunity and the passion of football”. The women’s tournament will once again showcase the country’s top student footballers, with WSU, Wits, UL, CPUT, TUT, UJ, UP Tuks and three time champions UWC competing for the title over two action packed weekends. The men’s competition promises another fiercely contested campaign with current champions UFS returning to defend the title they claimed in memorable fashion last season beating TUT 5-4 on penalties. Joining the men’s competition this year is the University of Limpopo, while UWC makes a welcome return after missing out on last year’s tournament. NWU and CUT missed out on qualification, underlining the increasingly competitive nature of Varsity Football. UFS head coach Mokete Tsotetsi says last year’s triumph has only strengthened the squad’s desire to defend its crown: “Lifting the trophy last year was an unforgettable feeling of pride and joy. It meant everything to the players because we understood how much hard work, sacrifice and commitment had gone into achieving that moment. We felt we weren’t just winning for ourselves but for everyone who supported and believed in us. For the university it created a real sense of pride and unity across the entire community.” Despite a number of new faces in the squad, Tsotetsi is confident supporters will recognise the identity that brought UFS success: “Fans can expect a team that plays with purpose, confidence and

Festival of Unity gets underway AVRIL FILLIES TS Bellville and Goodwood Rugby Club are among the 19 local schools, rugby clubs and community institutions that are currently in action in hockey, rugby and netball in the Festival of Unity until Friday 18 July at three different venues in the City. The week-long tournament kicked off on Monday 13 July and 14 of the poshest schools from the UK are taking part in hockey at Hartleyvale Stadium in Observatory, rugby at Jan Burger Sports Complex in Parow North and netball at St Cyprians School in Fish Hoek. “The multi-sports event is happening in the Mother City to uplift Capetonian kids from diverse backgrounds. The money raised are for talented kids from our communities to travel for the first time to represent their country in Thailand in rugby and we need the community's support to make it happen,” says spokesperson Karen Breytenbach. The UK teams take part in mixed boys rugby, girls netball and boys and girls hockey at u-16 and u-18 age level. Other local clubs include Be The Difference Foundation, Groote Schuur High, Fish Hoek High, Collegians RFC and WiseUp Foundation. UK Schools include Clifton School, Ethan College, Fogle College, Claire's Court School and St Anselm's College. The tournament started on Monday 13 July with hockey fixtures at Hartleyvale Stadium and yesterday, 14 July, the rugby kicked off on the A and B fields at Jan Burger Sports Complex in Parow North,

as well as netball at St Cyprians in Fish Hoek. “Connect has been invited to participate in the Globe Schools Challenge in Thailand in December in a tournament that brings together teams from around the world, providing young rugby players the opportunity to compete internationally, to experience different cultures and represent SA on a global stage. “To make this opportunity available we will be selecting a representative team of rugby players from the Festival of Unity. They will earn their place in the team through commitment, character, sportmanship and performance during the week,” Breytenbach says. To make the tour possible R690 000 is needed and funds will be raised through Back-a-Buddy, which will help cover international flights, tournament entry, food, accommodation, playing kit and equipment, as well as travel insurance. “Our goal is to make the tour to Thailand as affordable as possible for every selected player and their families, and we need the local communities at the different venues to come and support the event,” she says.
