The City of Cape Town has confirmed that its specialised Diala-Ride transport service will be realigned from Monday 8 September to focus primarily on transporting persons with severe mobility impairments to and from work The shift, according to Rob Quintas, Mayco member for urban mobility, is a necessary response to an unsustainable financial model and an opportunity to expand access through broader, long-term transport investment
In a statement Quintas explained the reasoning behind the change, citing spiralling operational costs and increasing demand that far exceeds the service’s original design “We agree that mobility is key to independence, dignity and participation in society,” said Quintas “(But) the reality is that we cannot sustain an ever-expanding demand ”
The current cost per Dial-a-Ride trip averages R737, with users contributing only R22 The City subsidises each trip by approximately R515, while the Western Cape Government covers the remaining R200 This amounts to a monthly cost of roughly R31 000 to transport a single user who travels 21 days per month equating to over R370 000 per user annually “The financial model is unsustainable The service is currently running at a deficit of nearly R1 million per month," Quintas said "We have explored multiple options in trying to secure funding from other sources, but without assistance from National Government, the City has no alternative but to align the service with the available funding ”
