The South AfricanNational Defence Force (SANDF) and thepolicelast week commenced preparatory operations in Cape Townahead of the military's deployment to tackle gang violence in identified crime hotspots.

Aselect contingent of police officials and SANDFmembers conducted operational scanning exercises on Wednesday and Thursday last week, involving air and ground presence of limitedforces at variousidentified locations across the city.

Brig Novela Potelwa,spokesperson for Western Cape police, emphasised that "the exercise should notbemistaken for the actual commencement of deployment of theSANDF" and described it as "essential preparation for the integrated forces ahead of theactual deployment."

Potelwa urged thepublic to "respect the operational spacethese forces require and refrain from speculatingabout their presence in thetargetedareas.

"The preparatory operations follow President Cyril Ramaphosa's announcement duringthe State of the Nation Address on 12 February that SANDFmembers would be deployed to support thepolice in addressing gang violence and illicit mining at identified crime hotspots.

“The case’scomplexityhas probably contributed to the delay, with Sapoa’s courtpapers alone comprising at least 6 000 pages, and AfriForum’s documentation totallingapproximately4000 pages,” he said. Afriforum broughtits own case, but thematters were heardtogether.

AfriForum’s Jurie Ferreira concurred that urgent clarityisrequired to enable theCity to proceed with its 2026-’27 budget planning.

“Should Sapoa succeed, the immediate implications would probably see the three fixedchargesbased on property values set aside anddeclared unlawful,” said Groot, butnoted thatimmediateimplementation would depend on thecourt’s specific directions. He suggested it would make practical sense forcharges to continue until 30th June, marking the end of the City’sfinancial year.

Groot indicated thatanunsuccessful party may appeal the judgement, but that any appeals can only be considered once thejudgementhas been received.

BRIEFING

Prior to the preparations starting the Western Cape Government last Sunday received abriefing from the senior management of the Western Cape police on national plans on the deployment.

"The deployment will be focused on numerous high-crime policing precincts across the Western Cape which together account for approximately 55% of violent crime in the province. Cabinet noted that the SANDF will act as aforce multiplier in support of police operations and stressed that thisintervention must be implemented through strong coordination with all relevant role players," saidWinde.

Winde underscored the importance of ensuring that the deployment is intelligence-driven, collaborative and informed by lessons learned from previous SANDF deployments, including the intervention undertaken in 2019.

"Cabinet noted that provincial resources and initiatives should form part of the integrated effort,including the Western Cape Government’s Law Enforcement Advancement Plan (LEAP), K9 units, technology-enabled policing tools,and the deployment of provincial traffic services to assist with stabilisation efforts," said Winde.

POLITICALCONCERNOVERBUDGETTIMELINE Budget specialist and GOOD Party PR councillor Sandra Dickson expressed dire concern over the delay in delivering the judgement on the case.

“This remains unresolved months after the December 2024 hearings whilst the 2026-’27 City of Cape TownBudget is due out on 31stMarch thisyear,”she told TygerBurger.

“The complexity, multiple parties, and the City’s constitutional threats have delayed judgement from Judges le Grange, Savage, and Boqwana.

“However, ratepayers feel that the judgement should have been handed down timeously.”

Meanwhile, she says, Eskom’s disturbing trend of ramping up fixed charges, with the 8,76% tariff hike effective April this year,spells more hardship for already overstretched ratepayers if the City prevails, layering property taxes onto already crushing bills.

Preceding the court hearing, Dickson called for fair, consumption-based tariffs that reflect actual usage and are not discriminatory based on property values. TheCityofCape Town defended the case, maintaining that itsfixed charges linked to property values represent a lawful and equitable approach to funding municipal infrastructure, arguing that cross-subsidisation ensures sustainability for all residents.

Mayor Geordin Hill-Lewis views the policy as the only viable method to fund Cape Town’s record R40billion infrastructure programme over three years, stating that wealthier residents helping fund services for the lessfortunate creates “a working city of hope for all”.

TygerBurger reported on five different tripple or doublemurders since the beginning of March, stretching across communities such as Kraaifontein, Delft, Mfuleni, Nyanga, Gugulethu and Mitchell's Plain. Almostall the murdersare alleged gangland killings, with retaliationattacks being common placed.

CRIMESTATS

The most recent crime statistics (third quarter, covering October to December 2025) show 257 out of 276 murders described as "gang-related" occurred inthe Western Cape. It is also the province with the second highest murder ratio per100 000 (15.2)

In the thirdquarter nationally 6351 were killed, with 1198 occurring inthe Western Cape.

The only good news is that therewas a declineof3,4% (44 fewer)murdersfrom the previous quarter.

The top 10 stations for murder in the country are all in Cape Town communities. Those stations are Mfuleni, Nyanga, Delft, Gugulethu, Khayelitsha and Kraaifontein.

The provincial department of health, through Tygerberg Hospital, recentlymarked World Kidney Daywith acommunity Fun Walk aimed at raising awareness ofkidney health, early detection of disease and theimportanceoforgandonation.

Held on Saturday14March, the inaugural event brought together 355 participants,including hospitalstaff, families, community members and partner organisations.

The Cape Town Motorcycle Club donated R22000 to Jumping Kids on 11 March.

The club meets at the Goodwood Sports Club in Milton Road on the second Wednesday of every month as the area is located central to most of its members who reside all over the Cape Peninsula and other areas.

One of the motorcycle club’s members, Izak “Sakkie” Rust from Moorreesburg, who was taking part in thisyear’s Absa Cape Epicmountain bike challenge, is an amputee himself. He was racing in the Cape Epic to raise funds for Jumping Kids and two other organisations— Rejuvenate SA and Zimele. Rust, who joined the motorcycleclub in March 2020, wereone of six amputees takingpart in thecycle challenge —three teams of two athletes.

The funds raised are part of Össur South Africa’s “What’s Your Epic?” campaign. Össur is aglobal leader in non-invasive orthopaedics;innovating, producing, andproviding advanced technological solutions within the prosthetics and bracingand supportsmarket.

It’s asimple question, but one that carries weight.

In aworld that moves fast and demands more from us eachday, kindness often becomes an afterthought, something we assume we’ll get to when life feelsa little lessoverwhelming

But the truth is, kindness doesn’t require time, money, or perfect circumstances.It asks only for intention.

One only needs to scroll social media, listen to the radio or switch on the television to see how unkind we human beingshave become toward one another.

Murders, rape, gender-based violence, bullying. The list is endless.

IamaChristian and the Bible teaches us that we need to love our neighbour as we love ourselves. But sadly, we have somehow lost sight of this calling, allowing hatred,anger,and indifference to take over.

Somewhere along the way,many of us have become so consumed by our own struggles, deadlines, finances,stress,and uncertainty that we forget the quiet power of how we treat others.

We rush past people, avoid eye contact, and sometimes respond with frustration instead of patience.

Yet the smallest gestures can leave the deepest marks.

It costs nothing to offer asmile to someoneata traffic lightinsteadof turning away.

And sometimes, it can evensave a life.The heartbreaking story of an eightyear-old girl from the Eastern Cape, who reportedly felt that escapingbullying was only possible through ending her life,isa devastating reminder of what happens in the absence of kindness.

—don’t buy your child a bunny for Easter, warns alocal bunny lover and foster carer from Durbanville after multiple rabbits were deliberately shot with apellet gun in the Durbanville cemetery in the past two weeks.

The problem of domestic rabbits being abandoned in parksin Durbanville and the Durbanville cemetery has escalated far beyond neglect into intentional cruelty with the rabbitssuffering horrific injuriestotheir legs, stomachs and hindquarters, says 25-year-old Kaylin-Lee Eveleigh.

ENDUREIMMENSEPAIN

“This is not aquick or humane death. These animals endure immense pain, often for hours or days, before they are found. In several cases, theinjuries have been so severe that the only humane option has been euthanasia.

“Our veterinarians have removed pellets from injured rabbits, confirming the nature of these attacks, and we are currently trying to pursue acriminal case.

“What makes thiseven more alarming is that these incidents aretaking place near well-known primary schools in the area, raising serious concerns notonly about animal cruelty but also aboutthe safety and behaviour being modelled within the community,” she says.

Teen conservationist raisesfunds forbirds

At just 14 yearsold Romario Valentine is already making waves in conservation, using hispassion for nature, art and activism to help protect some of the world’s most vulnerable seabirds.

Through his Back aBuddy fundraising campaign the young environmentalist is raising money for three important conservation initiatives led by the Southern African Foundation for the Conservation of Coastal Birds (Sanccob) and BirdLife South Africa.

Funds raised will support efforts to protect the criticallyendangered African Penguin as well as the Albatross Task Force and the Mouse-Free Marion Project.

One of the organisations benefiting from the campaign is Sanccob, which operates a seabird rehabilitation centre in Table View.

Romario hoped his campaign would inspire others to support conservation and help secure thefuture of seabirds.

INSPIREDATAYOUNGAGE

Romario’sjourney into environmental activism began when he was just six years old.

During aschool production, in which he played the role of an orca, he learnt about the devastating effects pollution can have on marine life.

“That moment sparked something in me,” he explained.

Since then he has become an environmental activist, conservation artist and author of the book Protect OurPlanet –Take Actionwith Romario, which encourages young people to become “Earth guardians”.

Through his campaign Romario is supporting three major conservation initiatives.

The first focuses on saving

Young conservationist Romario is raising fundsfor seabird-conservation projects supporting Africanpenguins, albatrossesand other threatened seabirds

the African penguin through Sanccob.

Thespecies faces numerous threats including declining fish stocks, oil pollution, habitat destruction and disease. Today, only about 8000 breeding pairs remain in the wild in South Africa.

TheAlbatross Task Force works to reduce seabird deaths caused by fishing gear. Since launching in 2006 the initiative has helped reduce seabird deaths in SouthAfrica’s trawl fishing industry by about 90%.

Another project close to Romario’sheart is the MouseFree Marion Project, which aims to eradicate invasive house mice on Marion Island. Themice, introduced more than 200 yearsago, prey on seabird chicks and threaten several species with extinction.

MAKINGADIFFERENCE

Romario has already helped sponsor 57 ha of Marion Island through the project’s Sponsora-Hectare initiative and hopes to reach agoal of 100 ha.

His dedication to conservation has not gone unnoticed. Among his accolades are the WESSA Youth Environmental Award, the Pick nPay Hero Award and the BirdLife SouthAfrica OwletAward.
