Cape Town’s final budgetof the current mayoral term was adopted on Monday amid sharp divisions in Council, with Mayor Geordin Hill-Lewis hailing fiveyears of infrastructure investment as aturning point for the City while opposition parties condemned the increases as unaffordable.

clearly inadequate, and many residents will simply be unable to absorbthese escalating fixed service charges, which have increased by as much as 68.3% since the 2024/25 financial year. These increases are completely beyond the reach of ordinary salary earners, whose wage increases do not come close to matching such excessive tax and tariff hikes.”
‘THEPOORAREGETTINGPOORER’
Delmaine Cottee of the ANC highlighted the impact of the electricity increases, noting that residentscurrently pay R100 for 25 units, on top of fixed charges. After the increases take effect, that same R100 will only yield 22 units. He pointed out that most residentsneed to purchaseR100 of electricity every second day, making the increase asignificant burden. Cottee added that 70% of pensioners’ income is already consumed by electricity costs, and that the newly introduced water and sewage charges compound the hardship further.
“The poor are getting poorer,” he said. Sandra Dickson from the GOOD Party noted that all the proposed electricity, water and sanitation and refuse increases are above the City’s own CPI assumption of 3.4%. She also noted the following to illustratewhat she views as ablatant disregard for large sums of money.
“The current-year forecast for free basic services in informal settlements is R1.393 billion. For 2026/27 it rises to R3.404 billion, an increase of R2.011 billion, or 144%. And of that new calculation R1.6 billion is simply described in the budget as “Other”.
Referring to several projects, Dickson argued that the City is missing its own targets on housing and wastewater, and instead of fixing the problems, it is quietly lowering the targets. At the same time, it is asking residentstopay more.
She refers to Annexure 25 that shows that in 2024/25, the City delivered only 873 formal housing serviced sites against a target of 2400 ,just 36% of target.
And the response she says, is not a recovery plan, but areduction of the 2026/27 target from 4000 sites to 3200.
Dickson says seven land parcels awarded since 2022, capable of delivering approximately 5000 housing opportunities, remain untouched.

“The same pattern appears in wastewater. Compliance with treatedeffluent standards has dropped from 88% in 2012/13 to 77% -against arequired minimum of 90%. Yet the 2026/27 target is set at only 78%, reaching 82% by 2030. This budget does not present apath back to compliance. It formally budgets for continued non-compliance.”
Across housing, wastewater, and service delivery, the pattern is the same, according to Dickson. “When performance falls, targets are lowered rather than standards restored. Cape Townresidents are being asked to pay more. They are entitled to demand more than repetitive explanations, reduced targets buried in thousands of pages of annexures. They are entitled to transparency, accountability and specifically delivery.”

Aspecialised Reaction Unit of120 members was launched to respond swiftly to sudden violent flare-upsinother areassuch as Hanover Park,Manenberg, Atlantis, Kraaifonteinand Elsies River.
In addition to the firearmand contraband confiscations between July 2025and April thisyear Leapofficershave also recorded increases in overall arrests and several other categories, including proactive inspections of premises like scrap yards and liquor outlets.
They are also increasingly being requested to assist with safeguarding City officials in high-crime areastoensure service delivery continues amid ongoing threats of extortion and crime.
Statistics comparing the periods July 2024 to May 2025 and July 2025 to May2026 reflectagenerally upward trend inlawenforcementactivity. Arrests increased from 7812 to 8537, while escorts rose sharply from 419 to 758. Inspections also climbedfrom 2458 to 2717. Firearms recoveredincreased from 125 to 148, and drug seizures rose
significantly from 18 797 to 26 546 units. However,not all figures have trended upwards.
Ammunition recoveries dropped considerablyfrom 4812 to 1443, and imitationfirearms declined marginally from30to27.

Rather thanrelyingonself-reported data, theindexdraws on actual vessel calldatatoassess factorsincluding berth availability, cargo handling, yard operations, and stakeholder coordination, providing aconsistent andcredible basis for comparingport performance across regions andover time.

The Western Cape EducationDepartment has expanded its holiday security supportfrom 424 schools lastwinter to 453 high-risk schools ahead of the 2026 June-July holidays, allocating R11,99 million for holiday securityinthe 2026/27 financialyear.

While communities have an important role to play in protecting schools during theJune holidays, theDAhas called on thepolice to intensify visible policing around educational facilities and to strengthenefforts to combat criminal elementstargeting places of learning.
“Every school that is vandalised represents adirect attack on achild’s
future. We urge communities to remain vigilant and immediately report suspicious activity to the police or the Safe Schools Hotline on 0800 45 46 47. A watchful community can defeat even the most determined criminals,” saidPeter Johnson, DA provincial spokesperson on education.
Johnson added that he would be writing to the office of the provincial commissioner to obtain aclear understanding of what plans the police has in place to protect schools during the June holidays.
“As places of learning increasingly become targets for vandalism and theft, visible policing and proactive interventions are essential. Communities and schools cannot fight thisbattle alone, and the police must play itsfull role in safeguarding our children’s futures. Criminals and vandals must be caught and successfully prosecuted to ensure the safetyofour schools,”hesaid.

In recent weeks, severalprotests have drawnpublic attention, particularlyinareas such as Parklands, Claremont, and SeaPoint. Thesegatheringshave sparkedstrong debatewithin communities, with some residents expressing concern about the messagingbehind certainmovements, while others feel that protest action is the onlyway to have their voices heard.
What is becoming increasingly clearisthatmanyof thesedemonstrations arerooted in deeper socio-economic frustrations. Rising electricitytariffs, transport costs, housing shortages, andunemployment continue to placepressure on households already struggling to makeends meet
However, while the concernsmay be legitimate, the manner in which theyare expressed matters Thereisa risk that heightenedtensions andmisinformation can lead to fear,division,and even confrontation within communities. This is whyresponsibleleadership,clear communication from authorities, andcalmengagement with residents areessential during such times. More than 5000 learners participatedinthe City of Cape Town’s substance-abuse prevention interventions in just nine months, with demand far outstripping what was planned.
The milestone comes as World Drug Dayismarked today (26 June), thisyear’s theme centering on prevention, which is also one of four corefocus areasofthe City’s Alcohol and Other Drug Strategy
The Community, Arts and Culture Development Directorate’s substance-use prevention programme was planned for 3500 participants across themetropole over anine-month period. Attendance reached 5193, with several schools requesting that programmesbeextended to includemore learners.
Mayco member forCommunity Services and Health Francine Higham said the figures reflected an urgent community need.
“We cannot ignorethe direct link between substance abuse andthe violence and crime that plague many of our communities. That is why prevention programmes such as these are so important. They do more than educate young people about dangersofsubstance use; they also address issues like bullying, peer pressure, self-worth andmakinggood decisions. In several instances schools askedthatthe programmes be extended to include more learners, hence the higher attendance. And, while the appetite for these interventions is heartening it is also indicative of the very real threatthat substance use poses in communities.”

The nine-week programme targets caregivers of teensagedbetween 10 and 17, teaching positive parenting strategies andhelping teens developcopingskills andfamily problem-solving skills.It also strengthens family communication andrelationships, promotesnon-violent discipline and stress management,and draws on community support to create a safe,nurturing home environment
This year’s World Drug Dayfocuses on treatingpeople who use drugs with respect andempathy, providing evidencebased and voluntary services, offering alternativestopunishment, prioritising prevention and leadingwith compassion.
ACOMPREHENSIVEAPPROACH
Prevention is oneoffourkey focus areas in the City’s Alcohol and Other Drug (AOD) strategy, aimedatchanging the trajectoryofsubstanceuse within the metropole.
Intervention services are led by City Health through its outpatient Matrix® substance-abuse treatment programme
The City’s Safety and Security Directorate handles suppression through enforcement operations andthe City’s overall efforts are coordinatedbyits alcohol anddrug action committee
Higham said theCity was reviewing
its strategy to ensure it kept pace with emerging trends.

Ourapproach is comprehensive anddesigned to support national andprovincial government priorities on substanceabuse. However, we are now in theearly stages of reviewingour existingalcohol and drug strategy, to ensure it remained relevant and responsive to emerging trends and substance-abuse priorities.”

While thousands of Capetonians will lace up theirwalking shoes forthis year’s Blisters for Bread fun walk, volunteers willbehardat work behind the scenes ensuring the event runs smoothly.
For over 40 years, the Lions Club have given their time as marshals at the annual fundraising event, which raises money for the PeninsulaSchool Feeding Association (PSFA).

Blisters for Bread, one of Cape Town’s most iconic charitywalks, hasbeen fighting childhood hunger for 58 years.
This year the event will take place on Sunday 16 August and withonly 10 000 entries available, participants can choose between a5km or 10km route along the Sea PointPromenade.
Entries cost R125, enough to provide breakfast and lunch to 23 children for a day.
The 10km walk starts at 07:30 and the 5km route at 08:00, with medals and refreshments provided to all participants. Each year around 130 Lions Club members takeuppositions along the route guiding participants, ensuring theirsafety andhanding out medals to those who

successfully completethe race.
Former Lions Club president John Houston,who has personally volunteered at theevent for 30 years, said supporting Blisters for Bread alignsperfectly with oneofthe organisation’s coremissions.
“One ofthe Lions Club’s pillars is hunger relief, andBlisters for Bread falls perfectly into that category,” he said.
Houstonsaid members willingly volunteer their time because they understand the impact the event has on children facing food insecurity.
“Every cent raised goes directly to feeding schoolchildren. Ienjoy attending theevent andassisting people. Ibelieve it’s fora worthy cause,”hesaid.
Despitethe early starts andlonghours on their feet, Houstonsaid the atmosphere makesthe experience worthwhile.
“We do it voluntarily anditisfun.
There is agreat sense of camaraderie and satisfaction in knowingyou’re helpingto make adifference.”
The Lion’sClub is alsoencouraging community members who would liketo get involved and serve as marshals in future events to contact the organisation.
