other changes, prohibit the use of wild and exotic animals in circus acts within city limits. The draft amendments also tighten the screws on anyone displaying or exhibiting animals for show or financial gain. No person may do so without a

permit from the City, and any application would first have to pass review by an animal welfare inspector before approval. Keeping wild animals on any premises would require permits from both the relevant nature conservation authorities and

the City, and no wild animals may be kept in public places at all. Law enforcement would also get sharper teeth. Authorised officials could search premises, vehicles, persons or structures without a warrant to seize any animal or item believed connected to an offence under the by-law.

lans for a permanent desalination plant have suffered a major setback, with the project now facing a possible five-year delay after Transnet indicated it needs the proposed Paarden Eiland site for the expansion of the Port of Cape Town. The City is now searching for an alternative location for the plant. The latest Water Outlook report indicates that finding a suitable replacement site and restarting the required environmental assessment process could push the project back by about five years. The permanent plant is now expected to become operational only around 2036. Cape Town’s combined major dam storage level stood at 75.4% as of early September 2026, with Theewaterskloof Dam at 76%, Berg River Dam at 91%, Wemmershoek Dam at 90%, Voëlvlei Dam at 59%, Steenbras Upper at 84% and Steenbras Lower at 49%. TRANSNET FORCES SITE RETHINK On 21 August Mayco member for Water and Sanitation Zahid Badroodien told council the City was investigating “alternative locations” for the proposed plant. The Paarden Eiland site had already progressed through the scoping phase of its environmental-impact assessment, meaning the City will now have to identify another suitable location and undertake further environmental work. The delay comes as Cape Town’s water demand continues to increase. The City of Cape Town Water Outlook report shows no immediate threat to water supply, but increasing demand and lower year-on-year dam levels mean water restrictions have

According to the latest Water Outlook the city could reach its maximum allocation from the Western Cape’s major supply dams within the next two years. The dams also supply other municipalities and agriculture, meaning Cape Town cannot rely on all the water stored in the system. The City’s current rate of water-demand growth has been described as unsustainable, adding urgency to efforts to bring alternative water sources online. While the city is not currently facing an immediate Day Zero scenario, officials have warned that growing consumption and a drier-than-usual season are putting pressure on available supplies. CITY REMAINS COMMITTED TO DESALINATION Despite the setback, Badroodien said the City remained committed to developing a permanent desalination plant as part of a diversified approach to water security. He said the City was drawing on a range of expertise and exploring different implementation options to ensure that future water-treatment technologies meet safety, technical and regulatory standards. The proposed plant had been expected to produce between 50 million and 70 million litres of water daily and was originally part of the City’s strategy to increase new water production by 2030.

ANIMAL-FREE ENTERTAINMENT Long-time animal activist Toni Brockhoven, chair of Beauty Without Cruelty (BWC), has welcomed the new draft by-law, calling it “an excellent new document”. “We are delighted by the exclusion of wild and exotic animals in the circus. It has been a long time coming, it is long overdue and there will be great joy and jubilation when this finally passes,” she said, adding that the organisation has been advocating against the use of circus animals since 2009. Brockhoven acknowledged that this progress reflects sustained efforts by BWC alongside other organisations and individuals. Chad Cupido, executive officer of BWC, says the proposed prohibition on using wild or exotic animals in circus acts represents meaningful progress towards animal-free entertainment. “The proposed circus restriction names wild and exotic animals; it does not expressly prohibit domestic-animal acts. BWC’s broader position remains that circus entertainment should be animal free. Implementation must also protect animals already involved,” he says. “Our message is: ‘Keep the circus arts. End the use of animals. Families can enjoy extraordinary entertainment without making animals pay the price’.” The Cape of Good Hope SPCA too supports the prohibition of wild and exotic animals in circuses and performances. “This is something the welfare sector at large has called for for a long time,” says spokesperson Belinda Abrahams. in circus performances, while fully supporting responsible animal welfare and regulation. “We always maintain the best standard for our animals. “Importantly, performing animals are already regulated under national legislation, including the Performing Animals Protection Act, as well as applicable ordinances and CapeNature permitting requirements in the Western Cape. “We therefore believe that the proper regulation, licensing and inspection requirements already exists,” says circus spokesperson Karl Hildebrandt. “McLaren Circus has operated for approximately 21 years, with performing animals forming an integral part of the traditional circus. We are currently the only operational traditional circus of this nature in South Africa,” he says. Hildebrand argues Constitutional protection for the freedom to choose and practise a trade, occupation or profession, subject to lawful regulation. Residents across Cape Town have until end of September to add their voices to the proposed amendment of the City of Cape Town’s animal keeping by-law, which are currently open for public comment.

he Parow Community Policing Forum (CPF) commended the police and community members whose information and cooperation contributed to the successful removal of drugs off the streets. The police confiscated more than 27 000 Mandrax tablets during a raid at a house in Da Gama Street on Wednesday (9 September). The bust was part of the police’s Operation Lockdown. Police spokesperson Thembakazi Mpendukana said the successful bust was thanks to a tip-off. “This is a powerful example of what can be achieved when law enforcement and the community work together towards a common goal, creating safer communities and addressing criminal activity. “The Parow community has made it clear that we will not simply accept illegal activities taking place within our neighbourhoods. Through responsible reporting, information sharing, community participation and continued cooperation with the police and other relevant enforcement agencies, we can collectively make a meaningful difference,” says CPF chair Bronwin Daniels. BUST AND ARREST The police conducted a thorough search which led to 27 279 Mandrax tablets being seized. One man (39) was arrested in connection with the drugs. appeared in the Parow Magistrates’ Court. Daniels says crime prevention is a shared responsibility. “When communities stand together with the police and enforcement agencies, we strengthen our ability to identify and address criminal activity and reclaim our neighbourhoods.” She says the CPF remains committed to supporting constructive partnerships between the community, police and relevant stakeholders in the ongoing fight against crime. “We thank the members who continue to put in the work and we encourage our community to remain vigilant, report criminal activity through the appropriate channels and continue standing together. Together, we can take

back our communities,” Daniels says. Earlier last week the police also arrested a 28-year-old man for the possession of drugs. The suspect was apprehended on Tuesday 8 September during a stopand-search operation in Cook Street, Goodwood. The police say 18 and a half Mandrax tablets were found in his pockets. The suspect appeared in the Goodwood Magistrates’ Court.

Boy (13) shot dead in Uitsig RICHARD ROBERTS Western Cape police confirmed this week that it is investigating the murder of a 13-year-old boy from Uitsig who was shot dead over the weekend. A 58-year-old man has been taken into custody in connection with the murder. Const Ndakhe Gwala, police spokesperson, said detectives at the Ravensmead Police Station are investigating a murder case following the incident on Friday, 11 September, which occurred at a church premises in Belhar Railroad, Uitsig.

Former traffic officer jailed for selling licences A former senior traffic superintendent has been jailed for corruption after selling learners’ and drivers’ licences for cash. Elvis Frank Nontyi (55) was sentenced by the Bellville Specialised Commercial Crimes Court to six years’ imprisonment, of which three years were suspended for five years. He was further declared unfit to possess a firearm. Nontyi who was stationed at the Stellenbosch Driver’s Licence and Testing Centre, pleaded guilty to six counts of corruption. He had access to the National Traffic Information System (NaTIS) and was authorised to test applicants for learners’ and drivers’ licences, including the issuing thereof. Between 17 March and 19 July 2022, he issued licences to applicants in exchange for cash payments of R5 550.

Traffic Fine Roadshow in Parow Motorists who need to settle outstanding fines and warrants or just have a query regarding a road-traffic infringement are invited to attend the City of Cape Town’s Traffic Fine Roadshow in Parow this week. Taking place daily this week until Saturday 19 September at the Parow Civic Centre in Tallent Road, it will bring the Traffic Services, the Revenue Department, municipal court representatives and other internal departments together at a single service point, the City said. The officials will be able to assist with traffic-fine and warrant enquiries, applications for fine reductions, payment and finalisation of fines and warrants, assistance with admission-of-guilt fines, depending on the status of the fine and the removal of warrant administration marks

on final payment of outstanding warrants. “These roadshows offer a win for all involved,” JP Smith, Mayco member for safety and security, pointed out. “The public can finalise fines and warrants at a single service point, saving them the trouble of multiple visits to different municipal courts. Author wins cultural award

uthor, writing facilitator and mentor Rita Swanepoel has been honoured at the 2026 Western Cape Cultural Awards, receiving an award for her contribution to the literary arts. Swanepoel has worked across several forms of writing, including prose, short stories, essays, theatre and radio drama. She made her literary debut in 1996 with the novella Missis Victoria, which won the Kwela Publishers, Engen and NNTV Writing Competition. Her radio dramas Poppespel and Grensgeval were later selected as finalists in the RSG/Sanlam Radio Drama Competition. MENTORSHIP Her commitment to developing other writers has become an equally important part of her literary contribution. Since 2013 she has facilitated writing and drama workshops within correctional services, using storytelling, mentorship and creative expression as tools for development. Closer to home, Swanepoel heads a writers’ group at Durbanville Library. It was through the library and this shared passion for developing people through reading and writing that her path crossed with City of Cape Town Library and Information Services Area head, René Walker.

NOMINATION Walker witnessed Swanepoel’s commitment to creating opportunities for aspiring writers and subsequently nominated her for recognition at the Western Cape Cultural Awards. “Rita has never made writing only about herself,” said Walker. “What stood out for me was her ability to see a writer

Public input needed on electricity market plan Eskom may lose its energy monopoly if a new paper by the Department of Electricity and Energy paper is approved. The position paper, which the department opened for comment last week, sets out government’s plan to transform the electricity sector and one of the strategies it proposes is a competitive wholesale electricity market where customers can choose who they buy from. Minister of Electricity and Energy Dr Kgosientsho Ramokgopa published the document for public comment on August 21. SOME POINTS OF NOTE The document acknowledges that over the past two decades the sector has faced “a lack of adequate and reliable generating capacity”. It says government interventions have helped to “successfully resolve the most recent load shedding crisis”, but adds that “further structural transformations are essential”. For households that have solar panels or are considering going off the grid, the document says they

“will not have to pay any system charges”. However, “those that rely on the grid for some power or want to sell their excess energy will be required to pay network charges”. The document also recognises small-scale power generators connected to local distribution networks as part of the future market, though a minimum size threshold for participation will be set at a later stage. their own experiences into written narratives. The workshops explored stories shaped by real life — including experiences of loss, poverty, family, hardship, courage and hope — while participants developed their writing through mentoring, discussion, rewriting and feedback. For many, the greatest transformation was confidence: women who initially did not regard themselves as writers began discussing manuscripts, editing their work and encouraging one another as fellow writers. The journey ultimately moved beyond the workshop tables and onto the printed page. Contributions from women who participated in the workshops, including those held at Bellville Library, formed part of the published anthology Haar Verhaal van Krag. The publication gave emerging writers the opportunity to see their own stories in print and ensured that the voices developed through the project could reach a much wider audience. Swanepoel’s own literary journey continues alongside her work developing others. Her writing has appeared in publications and collections over many years, while her creative work has also extended to the stage and radio. In 2025, her proposal for the staged-reading production Begrafniskos was selected for Artscape’s New Voices Call for Proposals and subsequently performed at Artscape. “I nominated Rita because I had seen the ripple effect of what she does,” Walker said. “From the writers’ group at Durbanville Library to women sitting around tables in our libraries discovering their voices, her passion travels with her. Seeing Haar Verhaal van Krag published was already something worth celebrating.”

City calls on ECD sector to help shape priorities The City of Cape Town has announced four regional Early Childhood Development (ECD) conversations in October to help guide the City’s priorities for the sector. The Community, Arts and Culture Development Department will host the conversations, which are open to ECD practitioners, principals, non-governmental organisations (NGOs), government departments and sector partners. Participants will be able to engage directly on regional challenges, identify solutions and contribute towards the City’s annual ECD programme priorities and strategic plan. The four conversations will culminate in the annual City of Cape Town ECD Indaba, announced for 2027, which will consolidate recommendations from all four engagements into a City-wide action plan. BUILDING ON PREVIOUS INDABAS The department hosts compliance drives and roadshows in communities throughout the year to engage the ECD sector on their journey to compliance. The conversations build on three previous ECD Indabas. Municipalities adding 16% proﬁt to your electricity bill Recently at the office, I received a message on my phone from my Fungi application — it’s time to load money for electricity again. From the conversation that followed with colleagues, it appears everyone has suddenly become several hundred rands worse off within a year. Some as much as R1 000 on their electricity bills. Then there are those who still receive a traditional electricity bill, on which astronomical amounts are simply loaded out of the blue. And to sort it out is nearly impossible. Meanwhile, you just have to pay, or the municipality will simply cut you off. The annual tug-of-war between Eskom and the price regulator, Nersa, leaves consumers increasingly cold. This, usually accompanied by talk that our electricity is actually still cheap. That’s why it remains sensible for those who can afford it to increasingly replace electricity consumption with self-sufficiency, for example through solar panels. The big snake in the grass, however, is profit-taking by metro councils and municipalities. On average, they load about 16% profit onto the consumer’s electricity bill. Some of the councils, which are notorious for poor management, wasteful spending and corruption, make up to a third of their income from electricity. It is time that serious questions are asked about this. The campaign for the local election is the ideal opportunity for voters to place this

on the agenda. Local government should in any case not be about party politics, but rather about service delivery. Ask your local candidates what their policy is on the cost of your electricity bill. Tell them that, rather than blue, yellow or green pamphlets with photos and old promises, this will determine your vote. Electricity bills should in principle be for electricity consumption. Other services must be handled according to a clear and accountable cost scale. Transparent and separate. Too large salary bills, too expensive vehicles, excessive entertainment and catering bills, and then the notorious tenders become too tasty a gravy train from our electricity bills. On top of that, we get no value for money — the overall state of service delivery speaks for itself. Most voters don’t get meals at work. They must pack their own sandwich or buy something at the work canteen, or elsewhere. Tshwane and Cape Town have already scrapped meals for general council meetings. They can easily go further and make sure this applies to all committee sittings as well. This is just one example of how a general and undefined profit levy on electricity bills can be abused. The number of councillors and duplicated functions with other government levels are further issues that need attention. The number of officials versus value in outputs is another issue. Candidate who make themselves available to become councillors should be informed about these matters. So, armed with a plan on how to reduce profit-taking on our electricity bills, wait for them with your electricity bill and get their position on record. Candidates who have voters’ interests at heart will show this through meaningful solutions. Animal bylaw ﬂawed and not applied fairly The Draft Animal Bylaw has already sparked widespread and valid public criticism. The reality is that the majority of animal and pet owners maintain their animals to a high standard of care and are not dependent on welfare organisations. In fact, many owners actively support and donate to welfare initiatives. When compared to the broader pet–keeping community, welfare statistics represent only a small fraction of the overall picture. Yet, the

motivations presented by the CoCT suggest that animal welfare organisations have proportionately inﬂuenced the drafting of this bylaw. Breed associations, clubs, and other key stakeholders were not consulted, while welfare groups appear to have been the primary voices engaged. It is also publicly acknowledged that enforcement of existing laws is inconsistent. For example, livestock roaming freely in Kuils River and along the N2 pose a

Wat regtig aan my vreet, is dat hierdie nuwe verordeninge net geleentheid vir korrupsie gaan skep. Now is the time to think differently about how you use water resources Premier Alan Winde recently issued what he called a “call to action”, urging Western Cape residents to prepare for a hotter, drier summer driven by a particularly strong El Niño cycle. We would do well to listen. The province has allocated R12 million for the upcoming fire season, which has already started earlier than expected, with a wildfire reported in the Cape Winelands in late August. While dam levels may look acceptable on paper, the Premier rightly cautioned that the severe flooding in May does not mean we received enough rain to secure our water resources through summer. El Niño brings warmer-than-normal temperatures and below-average rainfall. If it lingers for six to nine months, as

experts warn it could, we could find ourselves in a precarious position. This is not a time for complacency. We have been here before. We know what nearing day zero felt like, and we know what it took to pull back from the brink. The Premier's warning should not be filed away as another government press release. It is a heads-up from a man who has seen the modelling and does not like what it shows. Now is the time to start thinking differently about water use, to clear vegetation around properties in fire-risk areas, and to take seriously the simple measures that could make a real difference when the heat arrives. CoCT’s animal bylaw not designed to aid animals I am shocked to see a heavily redacted and slanted version of the proposed animal keeping bylaw published in the media. This is clearly a version of the proposed bylaw put out by the City of Cape Town’s PR department. This proposed bylaw is impossible to implement in the townships as we have seen during the last 20 years where animal welfare is left completely in the hands of public donations and volunteers. The article makes no mention of the proposed bylaw giving the City the right to raid our homes without a warrant, to conﬁscate pets, to charge a permit fee for every pet, to make regular rabies vaccination mandatory. ie Kuilsrivier-rolbalklub wat jaarliks rolbalspelers bymekaar bring vir ’n goeie doel het op Saterdag 12 September 'n toernooi ten bate van die Alta du Toitskool aangebied. Altesaam 56 spelers van klubs, waaronder Langebaan, Old Oak, Strand, Kraaifontein, Yzerfontein en Kuilsrivier, het deelgeneem. Hoewel daar gesonde kompetisie was, het die spelers hul ondersteuning vir ’n verdienstelike saak gewys. Die geleentheid is moontlik gemaak

danksy die borgskap van Rock Properties, Marais, Muller & Hendricks Prokureurs en Steenser-konstruksie. Die dag is op ’n gesellige noot afgesluit met die prysuitdeling, veiling en ’n aandete. Geld is ook met ’n veiling en lootjieverkope ingesamel. Verskeie pryse is vir die veiling geskenk, waaronder ’n dubbelbedmatras van Mattrest en verskeie pryse van individue. Die klub bedank al die spelers, borge, skenkers en ondersteuners wat gehelp het om die dag ’n sukses te maak.

Die toernooi se wenpan van Kuilsrivier-rolbalklub. Van links is Willie Nel (wedstrydsekretaris), Marius Louw, Adel Louw, Elzanne Bensley, Graeme Bensley, Cobus Carstens (Rock Properties) en Marius Erasmus (hoof van Alta du Toitskool).

AFRIL FILLIES occer legends from across the Western Cape showed they can still teach the young ones how it is done at the Walking Community Fun Day on Sunday 13 September in Belgravia. The event, a fundraiser to assist soccer legend Farouk Abraham with his cancer treatment, was organised in collaboration with Farouk Abrahams Goalkeeper Academy, Football Kings and Walking Football Cape Town, amongst others. A total of 16 soccer teams participated in the five-aside event and represented families, businesses, ex-clubs and community organisations. The teams were Santos, Hellenic, Battswood, Cape Town Spurs, Glendene, Wynberg St. Johns, Walking for health, Gladiators, Simply the Best, Davids Family, Adams Family, Walking Football Cape Town Elders, Hammertime, Kuils River, Play sport 4 Life, Astro Paints, Schaapkraal Warriors, Federation Legends, Duncan Crowie Legends and All Star Legends.
