joint anti-gang strategy developed in the Western Cape will be rolled out nationally, acting minister of police, Firoz Cachalia announced to the National Council of Provinces last week
The strategy builds on meetings Cachalia held last month and a memorandum of understanding between police, provincial government, and City of Cape Town signed in August last year, though Cachalia said "the potential of that agreement has not yet been fulfilled"
Cachalia described gang violence as "a crisis scaring our communities that demands collective action across all levels of government"
He revealed alarming statistics from his week-long engagement in Cape Town communities last month, where he met with residents in Khayelitsha, Mitchell's Plain, and Langa
"Just from April to September this year, the police recorded 490 gang-related murders Almost 120 young people under 18 were shot," Cachalia told parliament, adding that at least five killed were under 14 Since August, murders have increased by 18% compared with the same period last year "Over 70% of gang murders occur in just 13 policing precincts, including Mitchell's Plain, Bishop Lavis, Kraaifontein, Manenberg and Elsies River, contributing to around 25% of all Western Cape murders
"This violence stops mothers from allowing children to play outside, forces businesses to close early, and prevents consistent school attendance," Cachalia said
Following his Western Cape engagements, Cachalia worked with Justice Minister Mmamoloko Kubayi to convene a crucial 23 September meeting with the National Prosecuting Authority, asset forfeiture unit, special investigation unit, and police leadership
The plan was approved on 1 October, with Cachalia stressing: "This plan is not just a plan on paper Funds to implement this plan have been made available "
As an immediate outcome, Cachalia announced the establishment of an additional police station in Mfuleni, experiencing "extraordinarily high levels" of violence
Deputy National Commissioner Lt Gen Tebello Mosikili said that the plan was

"not just a strategy, but an enhanced strategy" and was developed after extensive civil society engagement
The strategy concentrates on 26 priority police stations in Cape Town metropole, plus five additional stations, totaling 31 operational areas
Operations include "Operation Lockdown", in its third phase, and Operation Shanela, rolled out nationwide in 2023 Mosikili presented statistics demonstrating the strategy's impact from April 1 to September 30 During that period 936 people were arrested provincewide for gang-related activities Almost half of the arrests, 445, came specifically from the 26 priority stations
Likewise, with the attempted murder arrests in Western Cape (927), nearly a third were from priority stations (300) Almost half of the illegal guns confiscated province-wide (1 162) were from priority stations (551) and among the rounds of ammunition seized in the province (12 000) more than half were from priority areas (7 000)
She listed the intervention's conviction successes saying that of 152 total convictions were recorded by NPA and police, 93 were for serious violent crimes including murder and attempted murder and of those 20 received life sentences for sentences for murder and multiple other sentences ranging from 20 to 30 years for murder
The strategy employs partnerships with state security agencies, the Asset Forfeiture Unit, Central Electronic Registry of Arrests, and border management authorities
Building on the August 2020 cooperation agreement, a technical committee with nine work streams oversees joint operations with the metro police, provincial traffic authorities, and community policing forums
On Thursday 9 October, Cachalia presented the strategy to community stakeholders in an online meeting

Last month Ward 75 councillor Joan Woodman said two more lanes had been earmarked for closure in her ward but the process had stalled because the residents on the lane’s edges did not want to enter into lease agreements
She told TygerBurger she has 27 lanes in her ward that have been approved for closing and most of them have already been closed “Each area has different impacts Woodlands was approved but residents are not eager to sign agreements
Some have, however, closed their lanes at their own expense,” Woodman said Ward 81 councillor Ashley Potts told a subcouncil meeting last month that residents in his ward had already closed the lanes themselves
Ward 92 councillor, Norman Adonis, told TygerBurger that the lanes in Botha and Hartbees have been earmarked for closing but he was awaiting funding

approved for closing
The elderly resident, who has been at the forefront of the fight for its closure, said the road's residents had been petitioning for its closure since 1986 They issued a renewed petition in 2023 after a sevenyear-old was killed by a stray bullet in the next road The man who had fired the bullet had used the lane as a getaway, she said
She added that this was just one of many criminal incidents linked to the lane One year, gangsters had thrown stones at each other through the lane Her home got the brunt of the assault and her roof, windows and gutters all had to be replaced She said pedestrians who used the lane ran through it “because you don’t know who is waiting on the other side”
She had heard of residents in other areas who had walled up lanes themselves illegally but the City had then thrown the walls down She was willing to pay for the lease of the lane, she said, provided the amount was reasonable

An off-duty Law Enforcement Advancement Programme (LEAP) officer was killed during a hijacking in Philippi East, the City of Cape Town has confirmed, after his vehicle was found abandoned in Sheffield Road in the early hours of Sunday morning (12 October).
The City s Mayco member for safety and security, JP Smith, said the 26-year-old officer was stabbed in the chest multiple times and also stoned by two attackers, one of whom has since
been arrested
“His colleagues found him in the Marikana informal settlement as he had tried to flee his attackers, but he succumbed to his injuries in hospital,” said Smith
The City has appealed to residents to come forward with any information that may lead to
the arrest of the second suspect

Abiting wind does not deter a group of junior cadets as they practise drilling and marching on an open field in Eastridge.
The practise is one of only a few that the team have had over the last few months Rainy weather and gang violence has disrupted their practises multiple times while they prepared for the National Marching and Drilling Competition which is taking place this weekend
Squad founder Brandon Petersen said they needed to keep their eyes and ears peeled ahead of practises due to the volatility in the area but thankfully none of the practises have needed to be cancelled midway due to gang violence Petersen said this is mostly due to vigilance
“A week ago they killed two people here,” he said “We need to be vigilant, with our eyes wide open, in case there's shooting or fighting Then we have to get the children off the field ”
Petersen, a neighbourhood watch member, started the Eastridge Marching Band (EMB) in 2009 with the aim of giving the “youth at risk” in the community an alternative to “a life of drugs and crime”
In 2007 he was part of the neighbourhood watch team that assisted at the competition and he saw first hand the positive results

“Years back when we started
competing, we won trophies both at the Mitchell's Plain police competition and at the Western Province competition, as those years we competed in both, but
for about 10 years we weren't in any drill competition as we concentrated mostly on the brass band Last year we decided to go back to our roots and get a team ready for the competition this year,” Petersen said
The squad that will be competing on Saturday are new and untested but eager Mishka Charles joined the squad “to be off the road”
The 10-year-old said drilling and marching had taught her discipline
Fagmeeda Erasmus (11) joined the squad because she wanted to compete

While the area is quiet, Petersen practises with the squad daily for two hours in the late afternoon
The only squad member with competition experience is Petersen’s daughter Shireen, who is playing the alto saxophone but has been helping out with the drums at practises
A few weeks ago the team were also sponsored with jackets and caps by an anonymous donor Cornelia Louw, the local organising committee chair for the upcoming competition, said EMB are one of seven community bands taking part
The others include teams from Delft, Ocean View and Uitsig . The competition takes place at the Jan Burger Sports Complex in Parow this Saturday (18 October). Entry is free Gates open at 07:30

The red carpet was rolled out at the Artscape Theatre on Tuesday 7 October, as the provincial department of cultural affairs and sport honoured the province's top talent in arts, culture and heritage Under the theme "Journey from Darkness into Light: Thrive", the evening was a celebration of creativity and contribution, recognising artists, linguists, librarians, and heritage custodians for their lasting impact across the Western Cape (WC). Winners were crowned across a range of categories, including Excellence in Performing Arts Award, a project that promotes South African Sign Language or the marginalised indigenous languages of the Western Cape, The Best Friends of the Public Library and Ministerial Commendations.
Renowned musician Loukmaan Adams was one of the recipients of a Ministerial Commendation, while Dr Isaac Balie was one among those who received a Ministerial Legacy award for his lifelong contribution in his field.
Thandi Swartbooi, founder of the all-female
ensemble Women Unite, was also recognised for her pioneering work in preserving indigenous dance and music, and empowering communities through the arts.
Jabaar Mohamed, provincial director of DeafSA Western Cape, won the Project that Promotes South African Sign Language or the Marginalised Indigenous Languages of the Western Cape category for his TV show called Accessibility with Jabaar Speaking to People's Post, Mohamed said the award is more than just a "trophy".
"It's a recognition of years of advocacy, passion, and belief in my media platform Accessibility with Jabaar TV talk show on Cape Town TV It represents the roots of inclusivity for the Deaf, Hard of Hearing, and Disability communities because that's where true community begins."
Mohamed said it's a powerful reminder that accessibility matters, and that voices expressed through South African Sign Language (SASL) are "finally being seen and valued".
"I dedicate this award to everyone who continues
to break barriers and create equal opportunities for all. I'm especially proud that this recognition comes from the Western Cape, my home, all the way from Elsies River."
He said this fuels him to do more
"Being deaf is not an obstacle It's part of who I am and what drives me to do more This award doesn't mean I'm done; it's just the beginning. There's still so much I'm planning."

OTs are also active in the Community Orientated Primary Health Care (COPC) model bringing services closer to communities and empowering communities to engage in wellness collaboratively
“We contribute to COPC by applying our expertise in analysing our patients, their occupations and environments to deliver client-centered, community-relevant rehabilitation,” says Natasha Paarman, OT at Inzame Zabantu and Crossroads Community Day Centres
OTs are key in the training of rehabilitation care workers (RCWs) and community health workers (CHWs) to rehabilitate clients in their homes to ensure continuity of care
RCWs and CHWs are trained on safe handling, rehabilitation techniques, positioning red flags of development and assistive devices
With a variety of programmes, outreaches and partnerships with CHWs, RCWs, allied health workers and NPOs, OTs are key in promoting health and wellness
“Collaboration is imperative for holistic care OTs do not only treat symptoms of a condition, we tailor our intervention in
a way that includes client goals, family goals, community goals or organisational goals so that intervention is relevant and meaningful to clients’ environments, cultures and resources

OTs are vital in the rehabilitation of a variety of ailments, including neurological conditions – strokes, Head injuries, Spinal cord injuries, alzheimers disease, surgical – amputations, hip and knee replacements
Orthopaedic – hand conditions, arthritic conditions, mental health – dementia, schizophrenia, anxiety disorders, bipolar mood disorder, and depression, not limited to the above and paediatric –developmental delays, autism (ASD), and ADHD
Caregivers often receive hands-on training before the discharge of their loved ones, to ensure continuity of care in the holistic rehabilitation of patients

. Do not over help Encourage independence as far as possible Find out what the patient can do for themselves so that you can encourage independence at home and continue with therapeutic tasks after discharge Do not do too much if the patient can do certain tasks themselves
. Get a good support system at home You cannot do everything alone Have healthy conversations with the extended family, neighbours, friends, trusted people from your religious groups, who are willing to assist and support

Portland High boys u-16 and Ocean View u-18 girls walked away as the champions after two days of competing against each other at the Rocklands Sportsground on Monday 6 and Tuesday 7 October

This is the second time Portland High

won the tournament as they were the winners in 2018 as well
In the girls u-18 final Ocean View came from a 0-1 deficit to beat Muizenberg High 2-1 in a penalty shootout after the game was tied at 1-1 after regulation time Ocean View ended second in their group with six points behind Portland, who lost to Muizenberg in the semifinal Ocean View beat Zeekoevlei 6-0 in the quarterfinals and Iqhayiha from Khayelitsha 2-0 in the semifinals
