Police, NPO step up AVRIL FILLIES he general concern of National Child Protection Week among the police and community organisations in communities served by TygerBurger are that our children are subjected to unspeakable violations. National Child Protection Week was held from Thursday 29 May to Thursday 5 June. It was described by Sinelizwe Ncaluka, spokesperson of the NPO Mosaic Training and Healing Centre in Wynberg, as a critical time to reflect on the ongoing crisis facing South Africa's children. They have branches in Mitchell's Plain, Philippi and Khayelitsha and the violations the NPO have to deal with in the different areas include sexual abuse, neglect, trafficking, domestic and gender-based violence, often at the hands of those meant to protect them. anguished by her continued disappearance. True justice can only be achieved when Joshlin is found and returned safely. s crime levels in Cape Town become untenable, the need to devolve certain national policing powers to the City's metro police has become more urgent that ever before. Having not had any meaningful reply on this topic from the National Police Commissioner in a previous letter from Mayor Geordin Hill-Lewis, the City last week said that its safety and security portfolio committee will now table a resolution at the next council meeting calling on the national government to devolve certain policing powers to the City in terms of the intergovernmental dispute framework. These legislative powers would include investigative authority over specific crime categories such as gang-related violence, firearm offences, extortion, and drug trafficking. Additionally, the responsibility for crime intelligence should be devolved to the City, and the City should also be assigned the function of managing forensic laboratory testing centres related to firearms. "This means our officers will be able to investigate criminal cases. When a crime is committed they will open/file a case docket and present it to the National Prosecuting Authority for prosecution and present the evidence in court with the prosecutor in front of a presiding judge or magistrate," chair of the safety and security portfolio committee, Mzwakhe

Contrary to this, we want to know through crime intelligence what criminals are planning to do in future so that we can prevent, disrupt and arrest perpetrators especial in the category of gang violence, murder and extortion." COURT DELAYS Insofar as ballistic testing by metro police goes, Nqvashe said laboratory evidence would be admissible as evidence in court as it is currently happening. "The problem currently is national government is unable to run these labs optimally and efficiently. It is known that labs have a backlog on cases like firearm ballistics and DNA tests, with waiting periods of six months and more. He explains that these delays cause criminal cases to be struck off the court
roll for further investigation. "The term 'further investigation' is in most cases a general term which describes that the detective investigating the case cannot proceed in court pending laboratory results on all crucial evidence submitted to court in the case docket." Nqavashe believes that metro police obtaining these legislative powers will enhance the City's capability to assist the under-resourced police with investigations and intelligence to improve gang-related convictions. "Our communities are plagued by crime at all levels and it is clear that more is needed from the police and the City. Recently, we highlighted that the City has removed nearly 2 000 illegal firearms from the streets, yet the conviction rate is not keeping pace. The police do not have the manpower and the City’s uniformed staff do not have the power to undertake investigations into firearm confiscations, and other crimes," he says. He emphasises that in recent years the City has established specialised units such as the metro police gang and drug task team, increased visible policing through the Law Enforcement Advancement Plan (LEAP), and invested in advanced technology including CCTV, gunshot detection systems, drones, and more. "Yet the situation remains untenable," he states. "Our residents continue to live in fear, children are unable to play safely outdoors, and criminals still control our streets."

Lentegeur police top in province The police have initiated a newly developed QR scan code where the public can rate any police station's service. Lentegeur Police Station developed innovative ways to improve their rate of service even with the on-going gang violence within the area. Lentegeur police has designated space where people come to the station to do their certification and affidavits, which is a quick and sufficient way to avoid long queues. The other space is for opening of dockets and any general enquires. "This method has worked in such a great way where Lentegeur police reached number 1 in the Western Cape for the rating of service," says Lentegeur police spokesperson, Const Felicia Adams. Station Commander Col Umavathie Rameshwarnath has encouraged this working strategy to better the service of the station for the community.

WCRC sets global standard
T
he Western Cape Rehabilitation Centre (WCRC) in Lentegeur welcomed an esteemed international guest, Prof Andrew Haig from the University of Michigan, in a visit aimed at advancing rehabilitative medicine across the African continent. Prof Emeritus of Physical Medicine and Rehabilitation, Haig was in Cape Town to attend the Southern African Spinal Cord Association (Sasca) Congress, held from 22 to 24 May. Ahead of the congress, on Tuesday 20 May, he toured the WCRC to gain firsthand insight into its facilities and model of care. Haig was joined by a delegation including Dr Virginia Wilson, former Sasca chair, and Prof Nick Kruger, head of the Acute Spinal Cord Injury Unit at Groote Schuur Hospital. The group visited the WCRC’s Health and Wellness Centre, the Wheelchair Workshop, and physiotherapy treatment areas. Deeply impressed by what he saw, Haig commended the centre’s high standards of care and professionalism, particularly praising the dedication and expertise of the nursing staff— highlighting this as a rare standard in many parts of the world. "This facility is as good as any place you can see in the world. It has everything it needs, and they are running a really good programme.
“The nursing sisters were especially impressive,” he said. SHAPING ACADEMIC TRAINING Haig’s visit forms part of his broader efforts to shape academic training for rehabilitation professionals in low-resource settings. “As a professor of rehabilitative medicine in the United States, I recognised that sub-Saharan Africa lacks specialists in my field. Here in South Africa, health professionals often learn on the job,” he added. In addition to South Africa, Haig has led the development of medical rehabilitation programmes in countries like Ghana and Ethiopia through initiatives such as the International Rehabilitation Forum, the International Society of Physical and Rehabilitation Medicine, and the Cochrane Collaborative. A number of South African clinicians are currently enrolled in his two-year training programme focused on academically-led rehabilitation medicine. Although none of these participants are currently based at the WCRC, the centre’s manager of medical services, Dr Barry Smith, views the visit as a meaningful opportunity to build global partnerships and strengthen the centre’s offering. “For a centre of excellence like the WCRC, building these connections enriches the

services we provide—not only by benchmarking ourselves internationally but also by identifying where we can improve,” Smith said. “Programmes like the International Rehabilitation Forum’s fellowship offer immense value in helping our clinicians grow and deliver the highest standard of care to more people across our communities.” The WCRC is the only public health facility of its kind in the Western Cape and provides 156 beds for specialised rehabilitation. ITS CORE PROGRAMMES INCLUDE: stroke rehabilitation; spinal cord injury care; post-amputation rehabilitation; home and worksite assessments; specialised wheelchair seating clinics and shoulder, hand, and urology clinics. As the demand for comprehensive rehabilitative services grows in South Africa, partnerships like these help ensure that local facilities remain aligned with global best practices—equipping healthcare providers with the skills to deliver care that transforms lives.

Youth called to ‘Flip the Script’ A
total of 20 youth in Cape Town are invited to apply to Flip the Script for youth during Youth Month as change-makers under the auspices of the Thrive Initiative. Led by transformation facilitator and founder Brian Segal and co-founder, Aphiwe Nqevu, the Thrive Initiative is launching its Cape Town pilot with a bold call to action and will be training the youth from the ground up. After a national roadshow packed with powerful, free workshops that gave young people practical tools to handle stress and level up their communication, the bootcamp for personal and community transformation will take part in a free three-month journey. The 20 applicants will be trained to tackle the root causes of issues tearing our communities apart, like gender-based violence, addiction, gangsterism, isolation and broken communication. From this crew 10 successful will be selected for a 6 to 9 month internship, where they'll be equipped to become Thrive Facilitators skilled facilitators, community leaders and entrepreneurs with the power to shift the story of Cape Town's youth. "The Thrive Initiative's pilot is more than a project - it's a regeneration strategy for a fractured generation. If you have a burning desire to change both yourself as well as your society and to set up out of surviving and start thriving, this is your shot," says Segal. EMPOWERMENT If you join, the selected applicants will attend a three-month workshop on personal growth and empowerment that will transform your life and those around you. You will have an option to become a Thrive Facilitator and helping to facilitate real change in your society. "Thrive Facilitators will form a team

The Thrive approach restores this connection empowering people with the inner tools to THRIVE rather than merely survive. We don’t want to produce 100 painters doing the same job - we want to cultivate entrepreneurs with vision and originality, who can create true wealth and transformation in their communities," he says. Participants who complete the course will have their enrolment fee returned plus a bonus. Those who do not complete the course will forfeit the fee, reinforcing accountability and commitment. Graduates will be positioned as leaders and changemakers in their community, trained to teach, counsel and enrol others into a cycle of thriving. Montrose Park youth gear up for school holiday skills AVRIL FILLIES With the school holidays coming up youth from Montrose Park, Beacon Valley and Lentegeur can take part in the school holiday programme of Natalie Baxter to learn more about recycling. "In the programme we train the children about the different recycling materials and do upcycling programmes as well as gardening projects. We are trying to empower them with a skill through recycling and upcycling," says Baxter. She has her own waste company in Montrose Park where she employs 12 people and became the sole-owner of the company after Covid-19 and her family withdrew. "I attended a tourism workshop in 2014 and recycling was one of the subjects, called responsible tourism. The practical part was done for a year after the workshop at the organisation Hands of Honor in Schaapkraal. They empower the marginalised to up-cycle obsolete stock and recyclable items. Men are empowerd with the necessary skills to turn waste/ obsolete stock into award winning earlylearning tools and furniture," Baxter says. YOUTH THE FOCUS Through this knowledge about recycling and upcycling, she targeted the youth at
schools and started her school's holiday programme. "We have had children starting their own recycling projects at home to empower themselves. Not everyone sees the vision but for the broader minded youths, they have found a way to sustain themselves through recycling. "My workers and I visit businesses in the area to collect their waste and separate the recyclables from the others. Recyclable products include glass bottles, plastic bottles, polipropylene and we all know that plastic bottles filled with paper can be used as bricks. After we've collected the recyclable products we bale it and take it to businesses that buy it. We teach the same principle to the learners who attend the school holiday programme," says Baxter. She believes people should be informed about recycling and up-cycling as there are so many recyclable items dumped at dumpsites all over the metropole. Instead of burying these items under dirt and sand, it should and could be recycled as this is money in someone's pocket. “Through recycling you can give someone an opportunity to earn money and also do something for the environment," she says. Smooth ride ’round the mountain: The City recently completed the 18-month rehabilitation of Tafelberg Road, which provides access to both Table Mountain national park and the aerial cableway. In addition to a new road surface, upgrades include wider verges, extended boardwalks, and formalised, paved parking and sidewalks. The upgraded stormwater system will help channel stormwater away from the road during heavy rains.

Water meter replacements still rolling
A MESSAGE FROM THE EXECUTIVE MAYOR proper sanitation is the biggest enabler of a life of dignity. In addition to our multi-billion-rand upgrades of wastewater treatment works, the Cape Flats bulk sewer upgrade is the biggest project of its kind in South Africa. Likewise, our MyCiTi expansion into the metro southeast, connecting Khayelitsha, Mitchells Plain and other communities with Wynberg and Claremont, is the biggest such project ever undertaken in our country. As part of the penultimate phase of this MyCiTi expansion, we have just broken ground in Claremont, and
we are seeing wonderful progress on our “Sky Circle” in Lansdowne. Once completed, this route will be a true gamechanger for many Capetonians. Perhaps the biggest news from the 2025/26 budget, however, is the R6,7 billion spend on safety and security, which will see 700 new municipal police $ &' %!$- &$'' ($+# ' & # ( $# ($ ( $ &' + * added since the start of the term. We continue to lobby for more policing powers from National Government so that we can effectively investigate crimes and get criminals locked up. Yet we’re also investing heavily in our own boots on the ground to take back our communities from gangsters, drug dealers and other criminals. These are some of the budget highlights that will future-proof our city and prepare it for the population and economic growth that is headed our way. Against a backdrop of municipal collapse elsewhere, we are bucking the trend in South Africa and showing that decline and failure is preventable. It is indeed possible to build a city of hope. R2,8 bn secured to gear up our electricity grid
Up until June 2027, the City will be spending R39,5 billion on infrastructure in the country’s largest ever three-year infrastructure investment by a metro. This includes investing over R4 billion in electricity grid upgrades and maintenance, which will be partly funded by a R2,8 billion concessional loan recently obtained from German development bank KfW. t the end of March, we tabled the fourth – and secondlast – budget of this term of $ + !! '$$# $# !) %) ! participation on the budget and then vote in Council to adopt it. Looking back on the past three and a half years, it is encouraging to see so many of our biggest infrastructure investments and milestones being realised and reached. Initially, the ever-increasing targets of pipe replacements, road repairs, power procurement and affordable housing seemed daunting. But we have stuck to our promise of increasing our infrastructure spending on each new budget, and we are 100% on track to deliver what we pledged. This record investment in Cape Town’s infrastructure is not a luxury or mere nice-to-have. You only need to look at every other South African metro, where timeous investments have not been made, to know that our budget priorities are critical and urgent. Spending on infrastructure is non-negotiable if Cape Town is to avoid the fate of those other cities. We’re ramping up our water and sanitation investments, particularly in lower-income communities, where

enable the City to beat outages, diversify supply, ensure reliable electricity for a growing city, and enable thousands of small-scale sellers to move electricity across the grid. Ensuring a stable supply, in turn, is essential for economic growth and social development. The KfW’s concessional 15-year loan offers favourable terms for long-term affordability, enabling the City to invest sustainably in infrastructure with long operational lifespans. an investment of approximately R120 billion, with the majority of projects tying in with the metro’s overall Climate Change Strategy. Cape Flats water reclamation plant coming along
The new water reclamation plant being constructed on the Cape Flats will help replenish the aquifer to ensure sustainable water supply for the future.

Found its way back home: At a recent City Library and Information Services (LIS) Fine-Free Week, librarians were stumped to receive a book back 24 years after its due date. The book, French Cinema (held in the picture by Central Library assistant librarian Nicole Smith), was originally due for return on 8 March 2001. The LIS Fine-Free Weeks are held a few times throughout the year to allow patrons to return overdue items without paying the accrued penalties. Having moved extensively, both locally and internationally, the person who had borrowed the book discovered it while sorting through stored belongings. Through its FineFree Weeks, LIS has been able to return 13 178 of just over 40 000 overdue items to City library shelves.
he Cape Flats advanced water reclamation plant (AWRP), being constructed next to the Cape Flats wastewater treatment works in Pelican Park, is a key component of the Cape Flats aquifer management scheme. Under the scheme, treated secondary ! aquifer under strictly managed conditions to replenish this vital groundwater source – a process called managed aquifer recharge (MAR) (see box below for more). This will enable the City to abstract water from the aquifer sustainably. The scheme is expected to yield up to 54 million litres of water per day.
Managed aquifer recharge (MAR) is an environmentally sustainable method for ensuring an adequate groundwater supply by injecting highly treated wastewater into the " ! before being abstracted downstream. It is then treated once
more at a potable water treatment plant to meet SANS 241 drinking water standards before being distributed. Importantly, MAR is also used to form barriers along the coast to prevent sea water from seeping into the aquifer’s freshwater supply, which would make it unsuitable for human consumption.
Bo-Kaap Market site delivers surprise A mural for a Mitchells hero: A recently unveiled mural on Eisleben Road, Mitchells Plain, honours Dr Athol Williams for his contributions to education, justice and community upliftment. Williams, who grew up in Mitchells Plain, co-founded Read to Rise and launched the Cape Flats Book Festival to make reading accessible to all. The mural is also a salute to his bravery in exposing corruption. Currently based at the University of Oxford in the United Kingdom, Williams’s academic achievements include a doctorate from Oxford and top universities. However, despite his global success, he remains deeply connected to his roots. In the course of the Bo-Kaap Market site upgrade, the City’s contractor uncovered a stone well associated with Spolander House, a national heritage site on the corner of Yusuf Drive and Pentz Street. The well is probably more than 150 years old. The land surrounding Spolander House, on which the well was found, is protected as a provincial heritage site. Construction was stopped "

The well is located on a portion of the farm Schotschekloof, originally granted in 1707. The farm underwent several subdivisions, and in the 1830s, what remained of it belonged to a Mr Pentz. New trees coming to Claremont
Residents and other stakeholders have made their voices heard about the removal of established trees in Claremont to make way for the infrastructure associated with the MyCiTi Phase 2A roll-out along Imam Haron (M24) and Chichester roads. A total of 178 trees that cannot be pruned or cut back are being removed. These include gum, Cape ash, wild plum, cottonwood, beefwood, white karee, Chinese banyan, karee, plane and oak trees, many of which are in a poor condition, and some are invasive. To replace the trees earmarked for removal, the City will introduce 115 new trees and 18 Canary Island date palms along the affected roads. Seeing the wood behind the trees Phase 2A of the MyCiTi roll-out, which will connect commuters from Mitchells Plain and Khayelitsha with Claremont and Wynberg, is the biggest urban mobility improvement project by any South African city to date. The work in Claremont extends over 2,7 km, and if all goes as planned, the project should be completed by December 2027.

Your roadworks roundup
Roadworks are being carried out across Area South to prolong the longevity of the road network, improve safety and access, and make residents’ lives easier. The City is also proposing a few new projects.
In Pinelands, roadworks were carried out along Alices Ride, Dagbreek and Avonduur streets, Nightingale and Eland ways, Forest Drive Service Road, Bonteheuwel and La Gratitude roads, and Ringwood Drive. These roads were resurfaced, kerbs and channels repaired, manhole levels adjusted, and new road markings applied. The same scope of work was carried out along Main Road in Glencairn and Simon’s Town, from Dido Valley Road to the Glencairn Expressway. To help mitigate the impact of errant vehicles travelling down Kloof Nek Road, 18 warning signs have been put up to caution truck drivers to stay in low gear. The implementation of arrestor structures at strategic places along the road is also being explored. Despite numerous requests from the public, the City cannot ban heavy vehicles from using the road, as because of the limited number of access roads linking central Cape Town to the Camps Bay area and beyond. In Schaapkraal, 8th, 9th and 10th avenues are being turned into surfaced roads with kerbs, channelling and stormwater drainage. Work includes excavation, tarring and reconstruction. New kerbs and channels are being laid, and a new sidewalk is being constructed. Drilling will be done underneath Strandfontein Road to connect to the existing bulk stormwater line, and subsoil drains on either side of the new road will also be repaired. Roadworks in central Cape Town are taking place along the inbound and outbound carriageways of Nelson Mandela Boulevard, between Hertzog Boulevard and the Father John Oliver footbridge on the Foreshore. This involves road resurfacing, replacing kerbs, sealing cracks, and repairing guardrails. In Grassy Park and Lotus River, resurfacing and other road maintenance work was done along Zeekoe, Klip and
Brookford roads, 5th and Sandpiper avenues, East Road, 3rd, 7th and 4th avenues, and Hilton and Orlando roads between 2nd and 3rd avenues. The same occurred in Eagle Park, Pelican Park, along Candelabra Crescent, Shoveller, Sparrowhawk, Partridge, Moorhen and Auriel roads, Haroon Street, Shukoor Hoosain Way, Spoonbill Crescent, Sunbird Link and Spoonbill Close. The City has restricted large tour buses (seating 36+) from entering Upper Wale Street in Bo-Kaap. Certain parking restrictions also apply. This is in response to residents’ complaints about bus-related congestion in the area. The existing parking along Buitengracht (southern approach), just south of Wale Street, is being converted into a stop-and-drop facility for large buses, and an existing parking embayment along Buitengracht will also have three bus bays. Smaller buses may utilise the drop-and-go outside the Bo-Kaap Museum on Wale Street before parking in the allocated area behind the Schotsche Kloof civic centre on Yusuf Drive. Roadworks proposals The City is proposing road upgrades in Muizenberg to increase capacity and improve public transport and mobility. This will affect Royal Road (from the intersection with Vlei Road to Prince George Drive), Baden Powell Drive (from Prince George Drive to Sanderling Road), Vlei Road (from the intersections with Royal to Alexander roads), Beach Road, and Atlantic Road (from Main to Royal roads). In Camps Bay, two new MyCiTi bus stops are being proposed along the 106 and 107 routes to improve access. The proposed new stops will be Argyle (eastbound) near the intersection of Argyle Street and Lincoln Road, as well as Argyle (westbound) on the opposite side of the road.

Proposal to unlock further growth for Green Point
A mixed-use development proposal in Green Point is intended to boost development and offer more affordable housing.
The City is proposing a mixed-use development at 1 Three Anchor Bay Road, Green Point, to help drive economic increasing affordable housing in the area. The site (marked in red on the aerial picture alongside) is well connected to key destinations along the Atlantic seaboard and central Cape Town, and is close to landmarks such as the Sea Point Promenade, Cape Town Stadium, Green Point Park and the V&A Waterfront. Existing community amenities on the site, such as the library service point and civic hall, will be retained, and parts of the site may need to remain in public ownership to accommodate this.
Will try to accommodate tenants Other current uses of the property include privately operated sports grounds and clubhouses, public parking, an electrical
substation, and an early childhood development centre. A piece of vacant land is used periodically as an informal market. Based on the outcome of specialist studies, the City will consider
possibly including the four active leases in place on the site. The longest of the existing use rights expires by December 2027. Engagement with the tenants is ongoing.
Trail and toads will coexist: Construction of a new trail at Princess Vlei Park has started. On completion in December, the trail will improve access for visitors and assist with educational activities at the vlei. Work did not commence before a comprehensive environmental impact study was done, however. This is because Princess Vlei is a breeding site for the endangered western leopard toad, contains remnants of the critically endangered Cape Flats sand fynbos, and is home to endangered fynbos species such as the marsh heath and strawberry spiderhead. Trail construction will include the rehabilitation of sensitive vegetation in collaboration with the Princess Vlei Forum. The trail will allow walking, hiking and running, and cyclists will be able to traverse certain sections. Off-road four-wheelers and night cycling will not be permitted, as these can be hazardous to the western leopard toad and natural vegetation.

Dream big and be the agent of your own life In a world shaped by systems one's mindset is the one thing that can set one free, and set one apart. It's not your background, your bank account, or even your education that determines your future; it's the way you think. All these things are useless when the mind is blind. When you dare to think differently, to question what's around you and craft your own path you step into your power. That's what truly separates those who succeed from those who settle. I learnt this early, not from textbooks but from watching people accept the life they never chose. Where I come from in the Boland it's common to see young people finish school only to end up in predictable jobs on farms, in restaurants, behind counters. Honest work, yes, but not always born from dreams. Too often it's just what's available. Just what's handed to you. But what if we didn't accept what's handed to us? At the age of 10 I began dreaming of a life beyond what I saw, beyond my colourful essays. I didn't know where exactly I was going, but I knew I couldn't allow my environment to shrink my imagination. I crafted a universe in my mind, one where I could break cycles, define my own success and live with purpose. Even at this age I do that. Life is by no means easy. Life tests you in subtle and serious ways, through finances, health, limited access, just to name a few. It throws you a general dish, a one-size fits all blanket and tells you to be grateful.

DON’T BE AFRAID TO BE DIFFERENT; IT’S OFTEN YOUR GREATEST STRENGTH. But I refused to accept the idea that this was all there was. And that refusal became my strength. My father once told me "smooth seas never made skilled sailors, and when you are born into a system your first act of freedom is to question it." That quote has never left me. It's guided the way I move through the world. Systems, political, economic, educational, the media don't just shape what's possible for us, but how we think what is possible. And if you don't break free of the script you were handed you'll play a role you never auditioned for. June is Youth Month and this year's theme, "Skills for the Changing World, Empowering Youth for Meaningful Economic Participation", points us towards the future. Mindset is the hidden engine driving our choices, fuelling our creativity and expanding our vision. It's that small spark that says "there must be more than this." Thoughts are powerful. They come from what we consume in our conversations, our culture, our environment. But when you start thinking independently everything changes. You stop chasing appearances and start building substance. You stop measuring your worth by what you wear, where you live or what you drive and start defining success on your own terms. After all, one of the greatest traps of our time is an obsession with looking successful. What sets you apart, really, is how deeply you think, how courageously you act, and how consistently you build, what you're planting when no-one is watching. That's the difference maker. You know, "be the change you want to see." If there's one thing I want young people (like myself) to take from this Youth Month, it's this: Don't be afraid to be different; it's often your greatest strength. Sopkombuis krap inwoner om Ons wil almal graag diegene wat minderbevoorreg is help, veral in die wintertyd waar ons warm en knus binneshuis is en omstandighede dit nie vir almal toelaat nie. Who benefits when property prices explode? An absurd budget yes, a home bought in 1990 for R132 000 is now suddenly R4 million worth. Most of us could afford a home of R130 000 in 1990 but not a home of R4 million today. In the meantime most became pensioners too, and some with zero pension. So what have gone up in the last 30 years of bond period? Building, material and labour cost? So my home still is worth R130 000 because we could afford it, not the property, but the monthly bond payback premiums. Also, are the property marketing companies flairing up the value over the years by comparing property values with replacement cost to earn more sales commissions? The difference between a R130 000 property and a R4 million property monthly bond premiums is way out and for most of us unaffordable! Those fixed tariff benefits can't be legal, because why do pay a monthly property tax? For what? We bought the plots to build, according to the municipal rules and regulations, by the developer or private owner and it's registered on our name, so why the property tax?Is their a binding contract between
home owners and the municipality? Does the contract make room for future additional tarrifs? No, because they think they own us and can do as they feel and get away with it because they think they are every propery owners government. I declare here and publicly that I refuse to pay an extra monthly tariff fee for clean-up. In many property owners's opinion, it's daylight robbery and people are fast asleep (the frog in already boiling water). The City "Masters" must choose: either the property tax go or all the extra tariffs go. I clean my street in front of my paid-up property myself. We are not the waisters. Us property owners are not going to fall for or accept it a communist fools game. We're not here to subsidice the poorly controlled influx of "illegal alien immigrants" or growing squatter camps. That's not our problem. Most of us live on tight budgets and have our own free choice of living standards - surviving on our own leftover savings, not free handouts. Rus in vrede, Christa Pligsgetrou en hardwerkend was Christa Cronjé van Parow-Noord haar lewe lank. In die jare sewentig was sy baie lank die saalsekretaresse by Tygerberg-hospitaal se hartsaal A6, waar sy 'n leeftyd se vriende gemaak het. Prof. Helmut Weich was haar hoof. Sy was ook een van die eerste mense wat met prof. Chris Barnard gepraat het nadat hy destyds die wêreld se eerste hart oorgeplant het. Dit was in 1974, toe Barnard direk ná die operasie die hoofkardioloog by die Tygerberg-hospitaal, prof. Helmut Weich, bel met dié groot nuus. Baie lank daarna, toe ek as pasiënt by prof. Weich se privaat praktyk was en hy hoor ons is susters, het hy met groot lof van A6 se mev. Christa Cronje gepraat, met baie groete ook aan haar. Kort daarna is hy oorlede. Nou onlangs met my suster se opname in die Mediclinic Panorama se hoësorgeenheid, het sy seun, ook prof. Helmut Weich, die laaste prosedure op haar uitgevoer. Christa is op 19 Mei oorlede. Sy sou op 9 Julie 90 word. Christa was 'n bekende by die markte in Milnerton, Parow en ook by die oudhedehandelaars daar. Sy was baie gesond, het geen kroniese medikasie gebruik nie, het geen oog- of gehoorprobleme gehad nie, maar het begin ly onder rugpyne, wat haar mobiliteit en kragte verswak het. The programme plays a vital role in the lives of people living with psychosocial disability, especially if they have been recently diagnosed. It creates opportunities for them to begin the journey of recovery, find meaning in life, and actively contribute to the social and economic well-being of their families and communities. The Fountain House catering units is an initiative of Cape Mental Health’s psychosocial rehabilitation programme (PSR), offering Fountain House members support through peer interaction and psychoeducation to help them reintegrate into society and the workplace. The catering unit equips its members with basic cooking and baking skills so that they can apply them in their homes and communities. Service users can also use their catering skills as a kitchen hand or a chef’s assistant. The unit also generates

Lensman and jazz impresario dies T
ributes continue to pour in for a man whose life's work bridged the worlds of political resistance and artistic expression. Rashid Lombard, acclaimed photographer, cultural activist and jazz visionary died on Wednesday 4 June at the age of 74. He was laid to rest on Thursday 5 June according to Muslim rites. Lombard and his parents moved to Cape Town in 1962 from Gqeberha. Originally trained as an architectural draftsman and later as an industrial photographer, he began his career with construction giant Murray & Roberts. His political consciousness was later

Lombard went on to work as a freelance photographer and television sound recordist at the height of the antiapartheid struggle. He documented pivotal moments in South Africa's journey to freedom, including the rise of the democratic movement in the 1980s, the release of late former President Nelson Mandela from prison in 1990 and the country's first democratic elections in 1994. In 1997, Lombard founded espAfrika, the events-management company behind one of his most enduring legacies: the Cape Town International Jazz Festival (CTIJF), which he launched in 2000 and directed until his retirement in 2014. After stepping away from the festival he took over the digitisation of his archives, a task previously managed by his wife Colleen. Lombard later partnered with the National Archives and the Department of Sport, Arts and Culture (DSAC) to make the collection publicly accessible online as a national heritage resource. His daughter will now carry this work on. A gifted visual storyteller, Lombard published Jazz Rocks in 2010, edited by the late George Hallett. The book is a journey looking through the eye of his camera, capturing music, people, and places that defined his life and work across the globe. It offers a richly textured window into the vibrant world of jazz, reflecting not only the performances, but the deep, spiritual connection between Lombard and the musicians he photographed. His work received widespread acclaim and he was honoured with numerous awards for both his contributions to news photography and his impact on music and tourism. In 2014, he was awarded the prestigious National Order of Ikhamanga in Silver "for his excellent contribution to arts and culture and his dedication to promoting jazz music that has put South Africa on the map for many jazz enthusiasts around the world." ADVOCATE FOR THE ARTS Marlene le Roux, Chief Executive Officer of the Artscape, described Lombard as an "unwavering activist and a promoter of the arts". "He was one of the most unassuming, humble, modest advocates for the arts. "Whether it was through his photography, his involvement in music, jazz in particular, or whether it was through his development and creation of work opportunities," she explained. Le Roux said they would be lighting a candle on stage in his memory. "The arts world is definitely poorer now that he is gone… but his legacy lives on in people whose lives he touched, the work he created and in the immaculate images only he could see through his lenses." Lombard is survived by his wife, his sister Fazoe Sydow and his five children, Chevan, Shadley, Yana, Zach and Daniel, and grandchildren.

Man dies in shooting A 35-year-old man was fatally wounded in a driveby shooting on Friday 6 June at 06:10 at the traffic intersection, corner of Turfhall Road and Manenberg Avenue. "It is alleged that the 35-year-old male victim stopped at the traffic intersection when his assailants stopped in another vehicle next to him. His assailant got out of a white vehicle firing several shots fatally wounding the male, a lone driver of a VW Golf in his head," says Capt Ian Bennett, spokesperson for the Manenberg Police Station. "The driver managed to drive across the traffic intersection before he succumbed to his fatal gunshot wounds. The white vehicle drove off and a case of murder has been opened for investigation. xcitement is mounting in Mitchell's Plain for the start of the 10th u-16 Bayview Youth Cup which will be launched on Monday 16 June at Mondale High School. A total of 64 teams from all over the Western Cape as far as Beaufort West and Namibia will participate and the current champions are Ubuntu who beat Cape Town Spurs in the final 2-0

"Games will kick off at 09:00 at Strandfontein Sports Field and 336 games per week will be played. The finals will be on Sunday 16 August in Athlone Stadium," says Mark Rodrigues, chair of Bayview Football Club. The 64 teams will be split into 16 groups of four and the first shots of the tournament will be
fired on Sunday 29 June until Sunday16 August. For six days teams will battle it out for the honours to be crowned the Bayview Youth Cup Champions. Duncan Crowie a, retired striker and former Bafana Bafana player, will be at the launch. Crowie played for Lightbody Santos in the Federation
Professional League before soccer in SA was united to form the current Premier Soccer League. He was the top scorer in the 1989 Federation Professional League season with 19 goals and helped Santos to finish second in the league. He started his senior soccer career at Glendene United and played for the team from 1982
to 1986 and joined Santos in 1987 until 2000. "The entry fee per club is R2 500 and the entry fee at the gate for players the day of the tournament is R5 for players and children u-18, adults pay R10 and you also pay R10 for your car. Entry fees were R6 000 for the six days with a stall in the Athlone Stadium for free," he says. This coming Saturday all roads lead to Bergzicht in Stellenbosch for the derby between Maties and Van der Stel-Evergreens. Maties played against the former Van der Stel about 20 years ago when both played in the Grand Challenge Cup of Western Province. Van der Stel disappeared from the rugby scene after 2003 and only resurfaced when the club merged with Evergreens from
