Aproposed housing development in Strandfontein remains in limbo as elected Project Engagement Committee (PEC) members have refused to sign terms of reference.

A PEC spokesperson said the committee refuses to sign until specific points, relating to how the houses will be allocated, are confirmed

The PEC was elected nearly

eight months ago and PEC spokesperson Baronise Henry says she has attended every meeting, bar one, when she had a death in the family

The delays have frustrated Ward 43 councillor and Subcouncil 17 chair Elton Jansen,

who said at the Sub-council meeting earlier this month that "houses look better than shacks" and that the project is crucial for addressing crime and property values in the area Henry, however, says the PEC was never opposed to the

development and welcome it, provided the people currently living in the informal settlements and in Strandfontein backyards are given preference

Speaking at the Sub-council meeting, Jansen revealed that despite a meeting on 9 October, where PEC members were invited to sign the terms of reference, only four or five of the 12 elected members had done so

Cape Winelands Airport has received environmental authorisation (EA) from the provincial department of environmental affairs and development planning (DEADP), marking a key step forward in the planned airport expansion.

The authorisation was officially issued last Monday 27 October despite fears of noise pollution, traffic congestion and others The planned expansion of Cape Winelands Airport is expected to be an investment of approximately R8 billion into the economy of the Western Cape, according to a media release by the airport One of the biggest infrastructure projects in the City of Cape Town, it is anticipated to open in 2028

MAJORMILESTONE

This approval marks a major milestone in the progression of the project and authorises the applicant, Capewinelands Aero, to proceed with a phased expansion across 883ha that will transform the existing facility into a major aviation hub complete with terminal buildings, general aviation facilities and extensive supporting infrastructure such as new sewage systems, electricity infrastructure, access roads, stormwater management structures and solar photovoltaic installations

The approval follows an extensive environmental assessment and consultation process undertaken in full compliance with the National Environmental Management Act (NEMA)

The authorisation is the culmination of more than two years of dedicated environmental planning and public participation, including four rounds of public consultation, two open days, and over 40 specialist studies assessing environmental, social, and technical factors With this authorisation now in place, the environmental practitioners have 14 days to formally notify all registered interested and affected parties

“The granting of environmental authorisation is an important validation of the extensive work and consultation that has gone into ensuring this project meets the highest environmental and community standards,” says Deon Cloete, managing director of Cape Winelands Airport

NEXTPHASE

The next phase will focus on developing the detailed plans and implementation measures as stipulated by DEADP before any construction-related activities begin

The Cape Winelands Airport expansion project aims to establish a modern, multipurpose regional airport that enhances connectivity, supports economic growth and unlocks new opportunities for trade, tourism, and industry across the Western Cape, according to the media release

The proposed project entails the expansion of the existing Cape Winelands Airport in a phased development approach

This includes the realignment of the A masterplan perspective by

Knowngangsterkilledinshooting

Two people were killed in a mass shooting in Montrose Park, which is also known as The Farm, in the early hours of Saturday morning Lentegeur Community Police Forum (CPF) chair, Michael Jacobs, said the shooting appears to be gang-related

At least one of the men who were killed is a known gangster, Jacobs said Messages on crimewatch groups called the man “the main problem in the area”

The groups also said that three other people were killed in the shooting but it is not known how many of them were gangsters

“As the Lentegeur CPF we strongly condemn the shooting incident and we cannot allow the community of Montrose Park to be held hostage through targeted shootings, intimidation and acts of arson,” Jacobs said “We call on the police and other law enforcement agencies to quickly apprehend the suspects and bring stability to our area We further call on our community to provide relevant

Jansen said the controversy stems from the original proposal for six permanent and six alternate PEC members However, the community demanded that all 12 people elected at a public meeting in February this year serve as permanent members

"The members refused to sign the terms of reference because they wanted all 12 elected in the public meeting to be part of the PEC, not six permanent members and six alternative members," Jansen explained

After an appeal to the Human Settlements Directorate, approval was granted for all 12 to serve as permanent members Despite this concession, several members still haven't signed

Henry says that recent delays stemmed from disputes unrelated to the actual project documents

"There were certain issues that certain elected members of the PEC were not comfortable with, which had nothing to do with the actual documents at that point," she said

The issues centred around "the process of the election and the outcome thereof" and "caused the delay and until that was resolved, a certain group of PEC members were not going to be signing"

NOOPPOSITIONTOHOUSING

Henry emphasised there is no fundamental opposition to the project itself

"I want to make clear that there is no opposition to the housing development in principle," she said "I stand firmly on the point every person born in this country and a citizen of this country should be dignified with proper housing " However, she stressed that existing residents must be prioritised "Our people, all our people of the informal settlement and all our backyard dwellers, must be housed," Henry said She said there is already a strain on infrastructure "They're using the infrastructure already They are already part of the traffic pile-up They're already part of the overflowing sewage," she said "If they cannot develop infrastructure alongside the development so that by the time the houses are up and the people are moving in, and the infrastructure has been upgraded to accommodate additional people, then what's the point?"

She expressed frustration with existing conditions: "Is it right that we can't get the infrastructure that we are deserving of, that we don't take an hour just to get out of Strandfontein so that we can go and earn a living to pay rates and taxes, that our sewerage is spilled out into our streets?"

A critical issue yet to be addressed is what happens to informal settlement residents who don't qualify for housing "We ve got to work through all of those things what happens to the people who do not qualify for BNG or for housing,"

MONTROSE PARK GRIPPED BY FEAR AFTER DOUBLE MURDER AND SERIES OF ARSON ATTACKS

information to the case by contacting the station commander of Lentegeur police ”

Jacobs said the arson he was referring to was other incidents reported on crime groups this weekend

In the first incident a man in his thirties died in a house fire in Terence Macaw Street, Woodlands on Saturday night

Then on Sunday morning, Lentegeur police retrieved a burnt out body from a field near the police station

“After the shooting in The Farm, there was also an arson attack in the area,” Jacobs said without giving more details

TENARRESTED

Also, on Sunday, a tip-off led police to retrieving a hijacked van Police located the van which had been hijacked in Athlone, in Woodlands Lentegeur police spokesperson Capt Navon van Houten said

Henry asked "There is no use building or developing a housing structure if the informal settlement is still there, then it defeats the object "

PROJECTBACKGROUND

The Strandfontein Integrated Housing Project on Erf 1212 has been in development for over a decade Jansen noted that informal settlements existed in the area 11 years ago when he became councillor, and likely 10 years before that "This project is dealing with the informal settlements in Strandfontein, but it's also an opportunity for the backyard dwellers to benefit," Jansen said He argued that proper housing would increase property values in Strandfontein

police acted on a tip off on 2 November and investigated a group of known gangsters who were gathering in Watt Court, Woodlands

The police ran a search on the vehicle they were driving, a red Volkswagen Van, and found it was linked to a case registered at Athlone Police Station

The officers searched the van and found three guns and more than sixty rounds of live ammunition

Police arrested 10 men, aged between 20 and 36 They are due to appear at Mitchell’s Plain Magistrate’s Court on Tuesday 4 November

TEENSCAUGHTWITHGUNS

Meanwhile, last week anti-gang unit (AGU) officers arrested two teenagers for weapons possession Const Ndakhe Gwala from the Western

Cape’s provincial media office, said the AGU was acting on information about a concealed firearm on Wednesday 29 October They raided a residence in Cricket Street, Beacon Valley They recovered a 38 Special revolver and one round of ammunition and arrested a 17-year-old boy

In a separate incident in the same area, officers searched a house in Atletiek Street where they discovered a 16-year-old boy in possession of another 38 Special revolver, with no serial number

Both teenagers face charges of illegal possession of a firearm and ammunition

In a separate incident, also on Wednesday, Mitchell’s Plain police arrested two men, aged 20 and 22, for possession of an unlicensed firearm and ammunition

The men were apprehended during a routine stop-and-search operation They were in possession of a 9 mm pistol loaded with 15 rounds of ammunition, Const Gwala said

Kommentaar // Comments

BULL FLUGTAG SOARS AGAIN: Fun,laughter and high-flying excitement filled

Embrace analog to balance digital life

Regarding the letter published on 29 October, it appears that the world has moved from physical childhood slavery to mental childhood slavery

Meditation tai chi hiking many sports and activities away from computers help solve this problem I am a software developer with 40 years experience I hike I meditate I do tai chi I wear a 40-year-old watch that doesn’t count steps or tell me things I really don’t need to know On my bike, I don t use a headset or bluetooth

I don’t play computer games There are loads of great board games and there is my favourite activity, being able to have an old fashioned discussion without resorting to Google to check things I asked an electrical engineer friend a question the other day He said have you asked Google? I then emailed my

question to an electrical engineering professor I know, who I studied with in 1982, and he referred me to an electronic engineer who can solve the problem

We need to have digital and analog worlds I still have an old motorcycle with an analog speedometer I dislike these new digital speedometers which my car has, and which give one zero “distance”, zero reference point I live in Milnerton If people can get groups of 10 or more people (scholars included) together, I am willing to run weekly meditation and tai chi classes

People can email me (david@mypowerstation biz) WhatsApp notifications are switched off on my phone as they distract me too much

My personal view is that these activities increase people s brain power and ability to do more and stay

Weekend events gridlock city

I think it s time to say to the City administration: Wat genoeg is, is genoeg!

There is hardly a weekend going by without some or other huge event Now we just had this "Classic Motor Race” on an extremely busy Kgosana Drive It’s been poorly planned and seriously inconvenienced probably 100 000 residents who use the affected routes to travel between work and home daily The City no doubt made millions, but won't compensate even one of the affected citizens who’s travelling time will have been longer, using more fuel or paying more for taxi fare

If it’s not a marathon, it’s a huge football game in the stadium when thousands come in their cars gridlocking the city centre for hours (Sunday 5 October) I don’t know what the authorities did during the Western Cape in 2010, I wasn’t here, but I read about parking facilities to the east of the city centre and shuttle buses If then, why not now ?

Film crews hanging around everywhere blocking some roads even during the week or there is a fun walk, or the Cape Town Carnival, or beach Pro Volleyball in Camps Bay, as if that suburb isn’t congested enough It’s become almost impossible for large

coaches to drive along Victoria road any time on any day

The cruise ship season is here again when up to a dozen coaches depart from the cruise terminal on the days a ship is docked Driving up and down Kloof Nek road is a nightmare for the drivers, while turning into it coming from the cable way station in Tafelberg road is a lesson in extreme patience

Not to forget about the CTICC, hosting thousands of conference participants regularly, causing traffic along the adjacent roads to creep along at best

Cape Town’s traffic control is totally out of sync at any time in the week, the City administration is out of touch with reality and staging such huge events is pleasuring relatively few yet causing thousands of the rate paying citizens much disruption

The time is long overdue when the number of huge events must be kept to a minimum, such as the traditional ones, Tweede Nuwejaar, the Two Oceans and the Argus

Additional ones should be limited to a maximum of maybe one a month, not like now when we have almost one every weekend

Meditation tai chi and other activities help to develop our brains and help to develop our intuition Intuition is knowing things we were never taught I use my intuition to find possible answers which I always research and check

‘Not a mistake’

Your article “Milnerton High parent pleads for mercy on family (TygerBurger 29 October) refers

Where was the “mercy” for the victim of your son’s bullying behaviour?

This is not some alleged activity It was captured on video for all to see!

And to dismiss deliberate behaviour as a “mistake” is ludicrous

A mistake is when you add 2 + 2 and get 5

This deliberate behaviour caused both physical and emotional harm the victim will live with for the rest of his life

While you are scared to leave your house, imagine the horror endured by the victim having to go to school every day and having to face your son's assault, physical or verbal

This is not about you

It’s about the victim, so deal with it like the victim had to deal with being beaten by a gang of cowards and thugs

What will they be getting up to once they leave school?
