eputy President Paul Mashatile’s oversight visit to Mitchells Plain onWednesday 27 Maywas overshadowed by anger in the community. Mashatile visited the area to assess progress on Operation Prosper —the joint police and army deployment launched following President CyrilRamaphosa’s Stateofthe Nation Address announcement in February.

At Lentegeur Police Station,Mashatile’s firststop, he met privatelywith the families of crime victims. But community police forum (CPF) leaders who had received invitations arrived to find themselves turned away at the door. Lentegeur CPF chairpersonMichael Jacobsshowed TygerBurger the invitation that had been sent to the CPF late on Tuesday night. The letter, issued by direction of Major General Luyanda Damoyi of the Deputy Provincial Commissioner’s office, apologised for the short notice and asked CPF representatives to attend alongside boardsfromMitchells Plain, Gugulethuand Manenberg. When they arrived, they were told the meeting was “too high-profile” forthem to attend, Jacobssaid.

“We are volunteers and we wantto work with the police and government to address the situation of crime, but what

we experiencedtoday —where Iwas told thatIamnot welcome in my own home it’s aslapinthe face,” said Jacobs “If thatisgovernment’s response to us asacommunity, as volunteers,then we as acommunity need to review our relationshipwith government, withthe police, and otherstakeholders, because clearly this is totally unacceptable.”

Jacobs also questionedthe impactofthe militarydeployment.

“The army’s here,but really, what did the army do? Killings are still continuing,” he said, pointing to adouble murder two weeks ago in MontrosePark, oneofthe area’s identified hotspots. He saidhehad wantedtobrief the deputy president on the Mitchells PlainSafety andDevelopment Forum,amulti-pronged community safety initiative developed in partnership with the provincial government and community stakeholders, including the religious fraternity.

Safezoneactivitiesgetunderway

Community-led safety initiatives are gaining momentum across MitchellsPlain, with safe zone programmesrolling out in Strandfontein, Tafelsig, and Montrose Parkover recent weeks.

The Mitchells Plain Safetyand Development Forum (MPSDF) is driving the initiative, which aims to give young people positive alternatives and reduce the pull of gangsterisminthe area. The rollouts markthe practical implementation of acomprehensive, R9 million provincial government-funded safety plan.

The community-led strategy, which coincides with Mitchells Plain’s 50th anniversarycelebrations, was bornout of months of engagements between residents, police, community police forums (CPFs), and city and provincial representatives.

Builtaround a“Whole of Society Approach” (WOSA), the plan utilises crimedata to target specifichotspots and coordinates existingfaith-based and civil society groups across five core streams: violence prevention,secure communities, effective policing, job opportunities, and leadership and skills training.

STRANDFONTEINHASTWO-DAYLAUNCH

Following asoft-launchon29May at theStrandfontein Community Hall where young people led the event themselves, the officiallaunch of the Strandfontein Safe Zone took placeonSaturday, 30 May 2026. Ward43Councillorand Subcouncil 17Chairperson Elton Jansen attended, describing it as apowerful movement where acommunity-led body stands side by side with like-minded organisationsto collectively opposecrime, focus on crime prevention, and createsafe spaces for children.

CPF chair Sandy Schuter, who addressed thesafety structures, reiterated that gangsterismthriveswhere opportunities andsafespacesare absent.

“Gangsterism fills agap where opportunities, safe spaces, andpositive role models should be,” she said. “Our youth need steering, notjust scolding.

Change starts at grassroots, on our streets, in homes, at schools.”

Schuter stressed that governmentalone cannotcarry the load, calling on families to take an active role.

Stella Cornelius, chairofthe Tafelsig East Neighbourhood Watch, noted that compliancerequirements —such as NPO registration —were proving abarrier for some community organisations wanting to take part in theinitiative.

“Community leaders find it difficult

to apply for NPO status or to get their registration in order,” she said, adding that councillor involvement in addressing thiswould be important.

Cornelius said the discussions focused on building safer communities through safe hubs, education, and supporting organisations to meet the requirements needed to serve effectively.

“We need all stakeholders on boardtolet thiswheel move,”she said.

MONTROSEPARKLEADSTHEWAY

TheMontrose ParkSafe Zone was the first off the mark, having been launched the previous Saturday, 23 May, making it the earliest of the three rolloutsin thisrecent wave of activity across the township.

Alongside Strandfontein, Montrose Park is one of five primary crime hotspots originally earmarked for safe zone interventions by the MPSDF based on regional crime analysis data.

Lentegeur Police Station spokesperson Const Navon van Houten said Montrose Park’s first safe zone activity will be a holiday programme for the upcoming winter school holidays.

Councillor Solomon Philander hasmet with formal businesses from the TownCentre to build stronger ties around safety, economic growth, and creating amore welcoming environment for traders and shoppers.

ALONG-OVERDUECONVERSATION

Philander, who is also the Wolfgat Subcouncil chair, says themeeting was long overdue. While the City regularly engages various stakeholders in the Town Centre, one voice had been missing: that of formal business operators. The Mitchells PlainCID meets with property owners, the City meets with informal traders, and safetystructures hold theirown meetings —but formal businesses had not had adedicated space to raise their concerns directly. This meeting setout to change that, he said.

“I received various meeting requests from the business community, hence it was practical to call an open meeting to deal with the challenges and give acollective response,” he said.

ABOUT25BUSINESSOWNERS ATTENDED

Approximately 25 businesses took part, from small business owners to anchor tenants, Philander said, with all sharing theirexperiences and raising concerns.

The meeting brought together keyrole players, including representatives from the South African Police Service (Saps),Metro Police, Area Economic Development (AED), Law Enforcement, the City Improvement District (CID), theprecinct manager, and the sub-council.

APRODUCTIVEOUTCOME

According to Philander, the meeting achieved its goal. Businesses had a direct platform to raise their concerns, while responsible officials gave an overview of theirservices and responded to issues in real time.

Thesubcouncil chair said contact details were also exchanged between parties to help improve service delivery in the Mitchell’sPlain CBD. Philander confirmed the engagement was well received by all.

“Both parties acknowledged that the TownCentre is Mitchell’sPlain’s economic hub and that it serves the community where shoppers get bargains,” he said.

Businesses also recognised the good work being done by the City and enforcement agencies, noting that property break-ins and robberies had decreased.

Philander said several concerns were brought to the table during the meeting, at the Lentegeur Administrative Offices:

. Public lighting in the Town Centre needs urgent attention.

. Apermanent precinct manager is needed to improve day-to-day management.

. Unpermitted trading in lanes and non-trading areas has grown, with little to no enforcement taking place.

. General safety concerns persist in the CBD, including gang-related activity.

. Traffic violations in parking areas need to be addressed

. Specific municipal account issues need to be resolved quickly.

Mitchells Plainisastep closerto having itsown local drug action committee after Subcouncil 17 met on Monday 18 May,tohear apresentation on the NationalDrug Master Plan, and acouncillormade afirmcall to have thebody up andrunning before November

The meeting was held as part of the City of Cape Town’s drive to setupArea LocalDrug Action Committees (ALDACs) at subcouncil level across the city. Each ALDAC will reporttothe city’s Central Local Drug Action Committee, which reports to the Western Cape Substance Abuse Forum.

THENATIONALPLANEXPLAINED

Chantel Pepper of the department of social development and FerialSoeker, the headofsubstance abuse andgender atthe Western CapeGovernment’sDepartment of Social Development, presented the National Drug Master Plan,the guide that sets out how to deal with alcohol and drug problems, from national government down to local level.

Pepper explained that the planisbuilt on abottom-up approach, meaning communities must identify their own needs first, rather than waiting to be told what to do.

“We can’t tellyou what your needsare, you tell us what your needs are,” she said.

“That’s howthe partnershipworks.”

Theplan has seven goals covering everything from cutting the supply of drugstobuilding stronger communities and creating economic opportunities to ease poverty and unemployment. Pepper said the Cape Flats, where gangsterism, crime, unemployment, and poverty remain

serious riskfactors,need action on both the supply anddemandsides, andthat this waswhy the anti-gangunit task team was established.

TIKSTILLAMAJORCONCERN

Pepper said tik remainsthe mostwidely used substanceinthe Western Cape, andwarnedofagrowing problem with substance-induced psychosis, caused by long-term drug use, whichcan look like schizophrenia or bipolar disorder. She also flagged reports of anew substancepicked up in the Cape Winelands andSaldanhaarea, as well as anyaope-like substancebeing promoted on TikTok, raisedbysocial workers in the Cape Flats

A2013 study withthe United Nations Office on Drugs and Crime found that learners in theWestern Cape preferred, in order, alcohol,cigarettes, dagga, and tik, andthosepatternshave remained largely consistent since then.

Pepper also mentioned the ASSIST tool, afree app thatcan be used by anyone, including mothers,teachers, and councillors, to screen themselves or someone they knowfor possible substance useproblems. It gives guidance on whethercommunity-based care, early help, or inpatient treatmentisneeded.

Over 20% of people usingtreatment services in theWestern Cape are readmissions,people whohave been through treatment,relapsed, andreturned. This, Pepper said, showedwhy communitybasedcare matters as much as inpatient treatment

Shepushed back against what she called the“washingmachine model”, the belief that someone goesintotreatment and comes out cured.

“It’s alifelongcommitment,” she said.

Pepper said mostfunded bodies are based in the City of Cape Town, leavingrural and district municipalities far worse off in terms of resources, agap shesaid made the resilienceofsmallercommunities all the more remarkable

HOWTHECOMMITTEEWILLWORK

Soeker explained thatthe new area committeewould need to hold at least one meetingper quarter, with itsreports ready before each quarterly Cape Town Alcohol and DrugAction Committee meeting.

The Cape Town Alcohol and Drug Action Committee hasconcluded itsmeetings for thecurrent financial year, she said.

“We’re trying to make it as simple and as easy on sub-council managers as possible,” she said. Pepper confirmed that the City’s own Alcohol and Other Drug Strategy is aligned with the National Drug Master Plan and is currently under review.

Westridge councillor Ashley Potts made afirm call for the Local Drug Action Committee to be up and running in Mitchell’sPlain before November, when his termends.

Potts,who ran the Cape Town Drug Counselling Centre before it was closed, has along history working in drug recovery.

“There is abig need, but without adrive and aclear intention to ensure it happens, our people are going to continue suffering in the community,”hesaid.

He proposed visits to the Matrix Clinic and Sultan Bahu Centre, and called for a recovery support allies training session to be hosted locally so that community volunteers, including neighbourhood watch members, could be trained to spot people who need help and point them to the right services.

He also noted that Friday, 19 June, the International Day Against IllicitDrug Trafficking, was adate by which the committee’swork should be visible to the community.

Subcouncil chair Elton Jansen confirmed that Potts had been nominated as subcouncil lead for the committee and asked the secretariat to hold the process to account.

Jansen asked whether religious leaders had been brought on board and Soeker replied that they absolutely had to be.

The City’s Community Services and HealthDirectorateismoving aheadwith planstoupgrade and redevelop the Swartklip SportsGround as part of the broader precinct, areport to Subcouncil12has confirmed.

The report was tabled at the Wolfgat Subcouncil meeting on Thursday21 May. It included an update on theplanned Swartklip cemetery.

Three daysearlier, proportional councillor George Paige tabled amotion forarequest for acemeteryinMitchells Plain at the Subcouncil 17 meeting on Monday 19 May.

He saidthe area was one of the fastestgrowing communities in theCity, with apopulation of approximately 310 000 in 2010 that has continued to grow

“Mitchells Plain has become one ofthe fastest growing communities in Cape Town,” Paige wrote. “WithMitchells Plain’spopulation’s growth, the numberof deaths are also increasing by the day.”

Of the 40 cemeteries serving the area, only 11 are still active, meaning 29 are full.Existingcemeteries in Maitland,Klip Road, and Delft areovercrowded, with residents facing problems around parking, available plots, and traffic congestion when travelling to burials outside the area.

Paige noted that poorer families areoften forced to hire buses to transport mourners to cemeteries far from Mitchells Plain. The area has approximately 45 mainstream churches, not counting those based at schools and community halls,and church leaders have raised the issue with himon behalf of their congregations.

Although each of the three projects is beinghandledseparately because of its complex nature, therelationship between them hasbeentaken into account in a draft developmentframeworkthat has been prepared.

WHATTHEPLANNINGEXERCISEINVOLVES

The aim of theplanning exercise is to work outwhether it is practical to upgrade and develop the sportsground. This may include making better use of theexisting sports facilities, as well as exploringopportunities to redevelop land that is no longer needed for the sports ground’s main purpose

Portionsofthe land being considered for redevelopment could include mixed-use development on surplus areas, subject to therequired statutory approvals and competitive processes whereapplicable.

Ateam of professional service providers was appointed by the planning, development, and PMOdepartment to carry out arange of due diligence studies on the sportsground in 2025.

Thestudies were aimed at identifying opportunities and constraints, and at providing evidence to guide future planning decisions.

Thestudies covered:

. Civil engineering –reviewing stormwater, water, and sanitation services on the site.

. Electrical engineering –assessing services on siteand the surrounding supply area.

. Traffic engineering –looking at the sportsground’sgeographic boundaries, existing facilities, and surrounding road networks.

. Geotechnical engineering –identifying potential ground-related constraints.

. Irrigation –reviewing existing infrastructure on the site.

. Town planning –evaluating the site, considering planning constraints, and compiling all the due diligence reports.

. Urban economics –assessing property market trends and identifying potential opportunities.

. Environmental screening –preparing a draft environmental screening report. Theresults of thesestudies indicate that the siteissuitable for development. Adraft development frameworkhas been prepared and needs to be tested with professional service providers, with the aim of submitting aland use application to the relevant department for statutory approval.
