An evidence-based policing pilot in Mitchell’s Plain has shown some promising results, but not all crime-fighting stakeholders in the area are convinced it is working.
The new approach to policing that relies on data-driven strategies has shown measurable results in reducing violent crime in hotspot areas

Prof Firoz Cachalia’s stakeholder engagement last week, Anine Kriegler of the Institute for Security Studies (ISS) highlighted the impact of evidence-based hotspot policing, first piloted in Mitchell’s Plain in 2023
The system has shown success abroad, but had not been tried in South Africa before Kriegler said the approach was partly experimental policing, which tries different strategies out and measures their success

TfimShe Western Cape Provincial Safety Council convened on Wednesday 10 September to strengthen its approach to fighting crime and improving community safety across the province
The meeting, chaired by Premier Alan Winde, brought together a range of stakeholders including the police, municipalities, and academic institutions
The council provides strategic oversight of crime prevention efforts and promotes evidence-based decisions and innovation to address safety challenges
Opening the meeting, Winde acknowledged the ongoing struggle residents face due to high crime rates
“Our residents are feeling the impact of high crime levels more than ever before We must build stronger partnerships with a joint approach to addressing this issue,” he said
SAFETYPLAN
Winde praised the City of Cape Town for recently deploying 700 new metro police officers – the largest investment in personnel in a decade This includes a dedicated neighbourhood deployment for each ward in the city
The council also reviewed progress on the Western Cape Safety Plan, highlighting key focus areas:
Ongoing stakeholder consultation; Strengthening community safety forums; Pushing for greater devolution of policing powers; Addressing police underresourcing in the province; and directing more resources to high-crime areas
Council members agreed that faster implementation of the Safer Cities Cooperation Agreement – signed by the Western Cape Government, national government, the police, and the City of Cape Town – is essential
While some crime categories show modest improvements, Winde noted that many communities, especially those affected by gangsterism, are yet to feel any real difference
“There is a need to intensify crimefighting efforts, but we must also focus on preventing violence,” he added

Following the Safety Council meeting, Winde hosted a digicon discussing violence prevention strategies such as the Violence Prevention Unit (VPU), managed by the provincial Department of Health and Wellness
The VPU uses data from healthcare facilities to develop targeted interventions addressing the root causes of violence in communities
The digicon also featured a discussion on the provincial government's latest Policing Needs and Priorities (PNP) report for 2025'26 This legislated report aims to shape policing strategies and guide the allocation of resources
The province continues to face chronic underfunding despite high crime levels
Recommendation: Allocate funding based on crime severity and community needs

Western Cape Minister of Police Oversight and Community Safety, Anroux Marais, noted that despite these challenges, the police in the Western Cape have recognised the value of the PNP report and is using its recommendations to improve service delivery and strategic interventions

Three learners were stabbed in a classroom altercation at AZ Berman High School in Tafelsig on Wednesday (10 September).
According to Mitchell’s Plain Police Station commander Brig Brian Muller the incident occurred at about 12:20, when an argument broke out in a Grade 10 classroom
A male learner allegedly used a screwdriver to stab his three classmates
Paramedics treated the injured learners at the scene before transporting them to hospital One victim was taken to Groote Schuur Hospital after sustaining wounds to his shoulder and back

Town Centre traders have dismissed a storage unit plan as untenable, but the Subcouncil said the space has come about after years of negotiation with informal traders' associations
Trader Tash-riek Erasmus of Eastridge said the plan was not the council's first attempt at regulating them through a storage unit, but they had failed dismally before and would again
The matter had been tabled at the Subcouncil 12 meeting last month
Subcouncil chair Solomon Philander said that a storage facility had been built for traders in Town Centre
"For many, many years there was a promise made to the informal traders in Town Centre that they would be given storage space, and finally that building is complete," he said
Philander said that the storage will come with stricter adherence to the trading bylaw
"You will see that we are removing structures and things in Town Centre, because the by-law says that a permitted trader will come at sunrise and set up, and at sunset they will leave the place as found, but what is actually happening is people put pallets there, they put kissies there, they put structures there and it is just a lawless thing So now with the storage space up and running, these things will not be allowed A permitted trader will need to ensure that they stick to the by-law We ask the support of every trader to follow what the permit says We cannot allow lawlessness in the community "

TygerBurger asked Philander to address these questions and he said: "Not all traders will be part of the process We have agreed with the informal trading associations that we will have 15 members from one and 15 from the other of the two main associations in Town Centre "
Those 30 spaces will only be for fresh produce, he said, "as was agreed by the associations when we had long discussions around this over the years"
