Animal keeping bylaw amended

he City of Cape Town is inviting public comment on proposed amendments to its animal keeping bylaw. The changes would ban wild and exotic animals in circuses, authorise law enforcement officers to seize animals kept in contravention of the by-law, and introduce stricter regulations for working animals. During the last financial year, the City's Animal Control Unit responded to 9 499 calls, with the most falling into the following categories: Animals on the roadway (672); stray livestock (497); stray dogs (4 431); dogs off leash (107); dangerous or vicious dogs (2 839), neglect, cruelty or injury to animals (325) and information calls (628). “There is no doubt that Cape Town is a caring city as witnessed by the thousands of complaints we receive annually about animal abuse, cruelty, neglect and genuine concern,” said chairperson of the Safety and Security Portfolio Committee Mzwakhe Nqavashe. “The bylaw aims to help protect public health and safety by setting out the rules for vaccination, quarantine and the treatment of animals. It also includes the regulating of public spaces, such as animals on leashes to keep residents safe. How we treat our most vulnerable furry, and non-furry friends is a reflection of our values,” said Nqavashe. Mayco member for safety and security JP Smith said the City takes the welfare of all our residents seriously, including the four-footed, furry and feathered ones. “Acting or simply removing an animal can be a lengthy process, especially as the City is limited in when and how we can act. The amendments aim to extend our reach and strengthen our enforcement. By doing so, we are creating a better life for the many animals in the city,” said Smith. FROM PAGE 1 The suspect is facing four counts of murder and appeared in the Cape Town Magistrates’ Court on Monday 7 September. ARREST FOLLOWS WEEKS-LONG INVESTIGATION Police responded at about 13:30 on 23 August after receiving a report that four men had been assaulted and set alight. Their bodies were found metres apart in an open field, with the victims burnt beyond recognition. According to the police, information gathered during the investigation led detectives to the 44-yearold, who was arrested in Dunoon at about 23:30 on Thursday. Western Cape Provincial Commissioner Lt Gen SW Dyantyi welcomed the arrest. “The brutal manner in which these four men lost their lives is deeply concerning,” he said. Police have not confirmed a motive and are still investigating whether others were involved. Earlier claims that the killings were linked to an alleged vigilante attack have not been independently confirmed by police.

10111 CALL REMAINS UNDER SCRUTINY The arrest comes as questions remain over a distress call allegedly made to the police emergency 10111 call centre before the killings. TygerBurger previously reported that the call is being scrutinised following allegations that a failure to act may have denied police an opportunity to intervene. Western Cape MEC of Police Oversight and Community Safety Anroux Marais expressed concern over the allegation and welcomed internal disciplinary action taken against the call centre operator. CPF CONDEMNS VIGILANTE VIOLENCE The Milnerton Community Police Forum (CPF) has condemned the killings and warned against vigilante action. “Regardless of what these men were accused of, no community has the right to act as judge, jury and executioner,” the CPF said. he long-running upgrade of the Table View beachfront has entered its final phase, with the refurbishment of ablution facilities at Dolphin Beach and Bokkomsbaai now under way. The City of Cape Town said work on the facilities started earlier this week and is expected to be completed by midDecember, if all goes according to plan. The beachfront will remain open to the public during the work, but visitors are asked to stay clear of demarcated construction areas, use designated beach access routes and follow safety signage and instructions. Temporary ablution facilities will be available while the upgrades are under way. Table View resident Lauren Jacobs said she was pleased to see the project nearing completion. “It’s good to see the project finally reaching the end. The walkway and parking improvements have made a noticeable difference, and hopefully the ablutions will be finished before the busy season,” she said. FINAL PHASE UNDER WAY The Table View beachfront project started in July 2022 and covers about 3km of coastline between Dolphin Beach and Bokkomsbaai. The final phase includes connecting

the refurbished ablution facilities to the City’s sewer network, as well as constructing a post-and-rail fence between the Bokkomsbaai parking area and Foam Street. Michael Samuels, another Table View resident, said the improved facilities would be important for the many people who use the beachfront. “The beachfront is used by so many people, so having properly maintained facilities is important. I’m glad the work is nearly done, although the construction has been disruptive at times,” he said. MAJOR UPGRADES COMPLETED Much of the project has already been completed, including the rehabilitation of the dune system between Dolphin Beach and Bokkomsbaai. The dunes were reprofiled and replanted with dune-specific vegetation. The rehabilitated dune cordon is now in an adaptive management phase, with the City monitoring and maintaining the vegetation and wind-net infrastructure. The City said the established dune corridor will provide a natural buffer against storm surges and the effects of rising sea levels. Other completed work includes upgrades to beach access, stormwater infrastructure and retaining structures at Bokkomsbaai, as well as improvements to the White Waters parking area.

TOILET REFURBISHMENT NOW UNDER WAY A new parking area opposite Visagie Street has also been completed, along with the refurbishment and upgrading of parking areas along Beach Boulevard and Otto du Plessis Drive between Marine Circle and Perlemoen Street. The new 2km coastal walkway from Marine Circle to Bokkomsbaai is complete, while the existing walkway and beach access paths between Marine Circle and Dolphin Beach have also been restored or upgraded. City Deputy Mayor and Mayco member for spatial planning and environment Eddie Andrews said the project was now in its final stretch. “Our efforts focused on meeting the project deadline,” he said. The project is expected to be completed by midDecember, ahead of the festive season. Andrews thanked local businesses and residents for their support during the project and said he expected the completed upgrades to benefit the area in the years ahead. Resident Nadia Adams said the changes were already noticeable: “The upgrades have changed the area quite a bit. I’m looking forward to seeing the completed project.”

Residents living near the Astron Energy refinery have been warned to expect increased noise and visible emissions as the facility works to restore normal operations following an external power dip. In a statement dated Friday 4 September, Astron Energy said the power dip resulted in multiple process units shutting down at the refinery. The company said the affected units had since been safely stabilised, with work under way to restore normal operations. “As part of the safe restart process, there may be increased noise and visible emissions,” Astron said. The refinery operator said the restart activities were being closely monitored, with safety and mitigation measures in place to minimise the impact on neighbouring communities. The latest warning comes after residents in areas surrounding the Milnerton refinery have previously raised concerns about noise, emissions and communication during refinery incidents. In June,

residents across Table View, Parklands, Milnerton and Melkbosstrand also expressed concern after a large flare was visible above the refinery, with some reporting strong odours and other symptoms. RESIDENTS RAISE CONCERNS Bernard Mills, a resident who previously raised concerns about refinery noise, said the latest warning would be worrying for communities already affected by noise from the facility. Mark van der Merwe, a Milnerton resident said: “Residents shouldn’t have to wonder what is happening when they hear unusual noises or see emissions from the refinery. Better communication from the company would go a long way.” Darren Williams, a Sunset Beach resident, said: “I appreciate that safety has to come first, but residents also need reassurance. Puppy seller sentenced KAILIN DANIELS

Ncubeko Hloni was sentenced to nine months in prison after a case dating back to 2023 ﬁnally reached its conclusion.

22-year-old Dunoon man known as the “Dunoon puppy seller” has been sentenced to nine months’ direct imprisonment after admitting to animal cruelty, illegally selling animals and escaping from lawful custody. Ncubeko Hloni appeared in the Cape Town Central Magistrates’ Court on Wednesday 2 September. Hloni had been in custody since his rearrest on 1 December 2025, following his escape from Sea Point Police Station. Former Cape of Good Hope SPCA chief inspector Jaco Pieterse, now a candidate attorney at Gishen McLeod Attorneys, attended the proceedings.

GUILTY PLEA Hloni pleaded guilty to the charges at an earlier court appearance on 27 August in terms of section 112 of the Criminal Procedure Act. Pieterse addressed the court in aggravation of sentence on behalf of the State. The State described the offences as serious and requested direct imprisonment. It also asked the court to declare Hloni unfit to be in charge of animals in terms of the Animals Protection Act. During the proceedings, Hloni admitted that he had bought animals for R150 and resold them for R300. He was sentenced to R3 000 or three months imprisonment on the four counts relating to offences under the Animals Protection Act. He received a further R3 000 or three months imprisonment for selling animals without the required City of Cape Town authorisation, in contravention of the animal keeping by-law. A further R3 000 or three months imprisonment was imposed for escaping from lawful custody. The sentences will run concurrently. As Hloni was unable to pay the fines, he will serve the term of imprisonment. ESCAPE FROM POLICE CUSTODY Hloni’s arrest and conviction followed a lengthy history of encounters with authorities. After being taken to Sea Point Police Station, where SPCA inspectors intended laying criminal charges against him, Hloni asked to use the bathroom. He was escorted there by a police officer but was left alone in the bathroom, which had a small unsecured window without burglar bars. Hloni climbed through the window and

Following the escape, the SPCA issued a citywide alert and offered a R5 000 reward for information that could lead to his arrest and successful prosecution. ARRESTED IN DUNOON Almost three months later, on the morning of 1 December 2025, residents in Dunoon recognised Hloni and managed to contain him before alerting authorities. Pieterse then mobilised City Law Enforcement and local security groups, who secured him until Table View police took him into custody. His re-arrest brought an end to months of uncertainty over the case and allowed the criminal proceedings to continue. The case dates back to 2023, when the Cape of Good Hope SPCA received repeated complaints about an animal hawker operating near the Malibongwe Drive bridge in Dunoon. One incident involved Hloni allegedly placing a string around a rabbit’s neck and swinging the animal through the air in the middle of traffic, apparently to attract motorists’ attention. After more than a month of reports and attempted interventions, the SPCA, with assistance from a member of the public and the City’s Law Enforcement Animal Control Unit, secured his arrest on 16 March 2023. However, the matter was delayed after Hloni was released on bail and disappeared. A warrant for his arrest was subsequently issued. In 2024, he again escaped from law enforcement officers during a sting operation. His eventual arrest in December 2025 paved the way for the matter to reach its conclusion.

More green certiﬁcations for Century City

entury City’s green building tally has reached 22 following a new 4-Star Green Star certification for Junxion Park, as developers continue to incorporate energy and water efficiency into new projects. The certification was awarded to Junxion Park by the Green Building Council of South Africa (GBCSA). The development, which forms part of the redevelopment of the former Ratanga Junction site, consists of office buildings and incorporates a number of measures aimed at reducing energy and water consumption. Century City’s sustainability approach includes encouraging walking and cycling, energy efficiency, water conservation and waste management. Rabie Property Group, the main developer of Century City, has previously described environmental sustainability as one of the precinct’s smart-city focus areas, with the aim of “growing and developing responsibly”. NEW CERTIFICATION FOR JUNXION PARK Junxion Park includes three office buildings targeted for Green Star and EDGE certification. Among the sustainability measures incorporated into the development are energy-efficient lighting, efficient heat pumps and systems for monitoring energy and water use. Treated effluent from the Potsdam Waste Water Treatment Works is also used for toilet flushing and landscape irrigation. Other features include water-efficient landscaping, low-flow fittings, energyefficient air-conditioning and a centralised solar photovoltaic system, according to the project's sustainability consultant. Rabie previously said the system was incorporated as part of its green building approach at Junxion Park. MORE BUILDINGS RECEIVE CERTIFICATION Junxion Park adds to a number of buildings across Century City that have received Green Star certification. Of the 22 certified developments, 11 have achieved 4-Star Green Star ratings, while the precinct also includes 5-Star-rated buildings. The Zutari building, developed by Rabie, was the first 5-Star Green Star-rated building in South Africa. Century City Urban Square and Bridgewater are among the mixed-use developments in the precinct to have received Green Star certification. Urban Square was the first South African development to receive the GBCSA's custom mixed-use rating. CONFERENCE CENTRE ALSO CERTIFIED The Century City Conference Centre, which forms part of Urban Square, has also received environmental recognition through the Green Key certification programme. The certification assesses areas including environmental management, water and energy use, waste, cleaning practices and sustainability education. The conference centre received a 100% audit score in its first year, according to

the information supplied by Century City. It has also received industry recognition, including being named Africa’s Sustainable Venue of the Year at the 2019 Global MICE Awards and receiving silver for Positive Climate Impact at WTM Africa in 2024. RESIDENTIAL DEVELOPMENTS TARGET EFFICIENCY Sustainability measures have also been incorporated into recent residential developments by Rabie. Nine Palms, On Park and Park Place have achieved EDGE Advanced certification. The EDGE system, developed by the International Finance Corporation, assesses buildings according to their energy, water and embodied-energy performance. EDGE Advanced requires buildings to achieve at least 40% energy savings compared with a local baseline, together with minimum savings in water use and embodied carbon in materials. Buildings achieving the level are recognised as “Zero Carbon Ready”, meaning they have the efficiency levels needed to transition towards full net-zero carbon operation. FROM EFFICIENCY TO NET ZERO Estuaries Plaza is another example of the different certification levels being pursued in Century City. In addition to its 4-Star Green Star rating, the building has achieved a Net Zero rating. The growing number of certified buildings reflects a wider shift in the property sector towards measuring the environmental performance of buildings rather than relying solely on design claims.

Voices needed for World Singing Day at Groote Kerk

he call is out for 1 400 voices to join Cape Town’s celebration of World Singing Day on Saturday 17 October at Groote Kerk, Adderley Street. Hosted by The Heartsong Collective, a local non-proﬁt community choir, and Uthando South Africa, the event will feature guest appearances by Vicky Sampson and Khayelitsha-based singer/songwriter Mohau Moahloli. The audience becomes the choir at the event, which runs from 18:30 to 21:00. Lyrics will be provided so that everyone can take part, regardless of musical background or singing experience. The theme, “One country. One voice. One day”, celebrates what unites South Africans rather than what divides them, bringing people of different ages, cultures, faiths and communities into one shared experience. “It is an expression of ubuntu: the understanding that our humanity is strengthened through our connection with one another,” Heartsong Collective founder Lynne Poulsen said. The song at the heart of the event will be a South African adaptation of Matisyahu’s “One Day”. The movement’s central message is: “Sing together. Unite the world.” “South Africa has something distinctive to contribute,” Poulsen said. “Our extraordinary singing tradition is renowned for its emotional depth, rhythmic vitality, rich harmonies and ability to communicate across cultural and linguistic boundaries.” Sampson said music had enabled her to bridge divides among people from all walks of life. “Even during Apartheid, music played a very signiﬁcant role in building our morale, giving us courage and uniting us to stand against the evils of human unkindness and intolerance. he City of Cape Town has signed on to the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), gaining access to world-leading road safety expertise and four full-time professionals embedded at the City for the next four years. The initiative links more than 30 cities worldwide in implementing evidencebased measures to cut traffic deaths and injuries. For Cape Town, the partnership arrives just as the City’s transport planning and network management team begins rolling out the recently approved Road Safety Strategy. Projects stemming from the partnership will be managed by the urban mobility directorate in close collaboration with traffic services. Mayco member for urban mobility Rob Quintas said the timing could not be better. “The launch of this exciting partnership is perfectly timed as our transport planning teams embark on the implementation of the City’s recently approved road safety strategy, which ultimately directs our efforts in making Cape Town’s roads safer and reducing the number of accidents and loss of life,” he said. The updated strategy addresses safety for pedestrians, other non-motorised road users, and passengers, especially scholars and public transport users. “We are aligned to what we know is one of the greatest drivers for the BIGRS, which is to assist cities in creating a transport system that allows people to move safely and efficiently,” Quintas said. BIGRS director of injury prevention Kelly Larson said the initiative helps cities implement a proven package of lifesaving activities, with a strong focus on data collection and surveillance, changing road-user behaviour, and improving road infrastructure. “We are thrilled to be in Cape Town this week to mark the start of our new partnership with the City of Cape Town,” Larson said. “We are certain that Cape Town will achieve great success in their efforts over the next few years and plan to support the team with the experience and resources we have to offer.” The City leads the development, coordination, and oversight of road safety initiatives. The initiative has also improved safety features in 135 car models, redesigned

more than 2 400 dangerous intersections, and trained nearly 80 000 traffic police across 22 countries. The initiative implements a comprehensive package of activities proven to save lives, focusing on five key areas. This includes strengthening national legislation, enhancing data collection and surveillance, changing road-user behaviour, improving road infrastructure, and upgrading vehicle safety. Its next phase aims to save one million additional lives through 2030. The initiative includes the Bloomberg Initiative for Cycling Infrastructure (BICI), which helps cities design streets that increase biking rates, revitalise neighbourhoods, and promote community health and well-being. Since 2022, BICI’s competitive grant programme has reached two million people across 10 cities, building over 200 miles of safe cycling facilities and preventing 8 000 crashes. It anticipates a reduction of 97 000 tons of CO2 emissions by 2040. For Cape Town, the partnership will bring technical assistance and training from experts in the world’s leading road safety organisations, benefiting the City’s Transport Planning and Network Management team as they implement the recently approved Road Safety Strategy. The City has assured residents that progress from the partnership will be tracked, with interventions and resources directed to areas of greatest need.

Province to boost burns care

With the upcoming fire season the Western Cape government said it was raising the importance of strengthening burns care and doing what it can to ensure the province’s health system is adequately prepared to respond to burnrelated injuries. Last week the government said it was preparing its health system before any increase in fires and burn injuries. The Department of Health and Wellness is also strengthening specialised services and ensuring that appropriate care is available closer to communities, the province said. The Western Cape currently has two dedicated specialised burns services: the

18-bed paediatric C2 Burns Unit at Red Cross War Memorial Children’s Hospital and the adult burns service at Tygerberg Hospital, comprising 20 low-care and six high-care/critical-care beds. During the 2025-’26 financial year these services managed 606 paediatric patients at Red Cross and 220 adult patients through Tygerberg Hospital.

BRINGING CARE CLOSER TO COMMUNITIES The department was also looking beyond the traditional model of concentrating all burns care in specialised centres. In partnership with The Children’s Trust it is providing specialised equipment and targeted training at Ceres Hospital and

Worcester Hospital to strengthen their ability to manage appropriate paediatric burns closer to where patients live. The approach is to decentralise what can safely be decentralised while ensuring the most serious and complex cases continue to reach specialist- and critical-care services, the province pointed out. A BROADER REDESIGN FOR ADULT BURNS The department was developing a broader service redesign for adult burns care over the next 18 months. The redesign will make better use of general surgical and critical care capacity across the province while concentrating highly complex burns at Tygerberg Hospital.

Teachers targeted in fresh permanent-post scam New, unemployed and substitute teachers in the Western Cape are again being targeted by a scam that promises permanent posts and demands payment for fake appointment letters. The Western Cape Education Department (WCED) first flagged the scheme in December 2025 and says several schools have now reported fresh incidents, according to WCED spokesperson Bronagh Hammond. “WhatsApp messages sent to teachers. These messages typically claim to be from a district official or school principal and state that a permanent post has become available at a particular school, with the recipient identified as the preferred candidate. The WhatsApp message may

even include the name and photograph of the relevant principal or official to make the communication appear authentic. “The message then instructs the teacher to report to a school with speciﬁc documentation or contact a WCED official using the scammers contact details,” says Hammond. Critically, it concludes with a request for a “onceoff fee”, usually to the amount of approximately R2 800, allegedly required for the “authorisation of an appointment letter” at district offices, accompanied by banking details. “Regrettably, some teachers have fallen victim to this scam, arriving at schools having paid the so-called authorisation fee, only to discover that

no such post exists. This deception has caused signiﬁcant distress to the affected individuals and has the potential to damage the reputations of schools, principals, and district officials who are being impersonated.” Affected individuals are urged to report incidents to the police. The department stresses that permanent teaching posts are advertised only through its Directorate: Recruitment and Selection, and that the WCED including head office, district offices and schools, will never ask for payment for job applications or appointments. The official platform for advertising and applying for posts is the online E-Recruitment System.

THINKING OUT LOUD

Don’t just jump on the party bus this election Before backing a party in the local government elections, voters should ask three questions about its ideas: Does it make historical sense? Does it make political sense? Does it make moral sense? As young South Africans, how often do we stop to ask where the ideas we support come from? Can they actually work? And if they do, are they right? Or do we simply ask whether they sound good or speak to our frustrations? This makes me think about a bus. If I were standing at a bus stop, I would want to know where the bus was going. But the destination would not be enough. I would want to know who was driving, which route we were taking, and whether the bus had made the journey before. Politics is not so different. As South Africa moves towards the 2026 local government elections, political parties will offer different destinations: better services, more jobs, economic freedom, safer communities. But a destination on a sign does not tell us everything about the journey. This matters because political identities can be inherited long before political beliefs are properly examined. We may support a party because our parents do, or reject one because of what we have experienced. But at some point, we have to ask: what do I actually believe? Does it make historical sense? South African politics cannot be separated from our history. Colonialism and apartheid shaped who held power, who owned land, who had access to education and where people could live. That history still inﬂuences how many vote. For many South Africans, the ANC’s history as a liberation movement remains important. For others, its record in government carries more weight. The EFF has found support among voters frustrated by inequality

and land ownership, while the DA has built its identity around liberal democracy and effective government. The Patriotic Alliance has gained support around crime, migration and political representation. These parties offer different answers to what South Africa should become. Understanding where those ideas come from does not mean agreeing with them, but we cannot understand the road ahead if we refuse to look at the road behind us. Does it make political sense? Can it work? A party can promise jobs – how will those jobs be created? It can promise housing – where will the money and land come from? It can promise redistribution – how will wealth continue to be created? A slogan is not a plan. A promise is not a guarantee. Local government makes this particularly clear. Politics is visible in our daily lives: whether bins are collected, lights stay on, water reaches our homes and roads are maintained. These involve choices about money, priorities and responsibility. Parties should be judged by what they say and what they do with power. The DA has governed the Western Cape since 2009 and Cape Town since 2006, so its record can be measured against its promises. The same standard must apply to every party. No party should receive a free pass. Does it make moral sense? Even if it works, is it right? A policy can be effective and still cause harm. A government can deliver economic growth while leaving people behind. Politics is not only about what we want to achieve but also about what we are willing to do to other people to achieve it. Perhaps we spend too much time deciding what we are against and not enough time deciding what we are for. “Anyone but them” is not a political philosophy. As young South Africans, we have an opportunity to develop political beliefs of our own rather than simply inherit them. If I believe in accountability, I should demand it from the party I support. If I believe in human dignity, that principle should not change depending on who is affected. And if I change my mind after learning something new, that does not make me disloyal. Before we get on the political bus, we should ask more questions. We may never know exactly where the journey will end. What we need is more accountability With reference to the letter, "Static response is disingenuous" in TygerBurger on 2 September, I completely disagree. Firstly, whether you're driving uphill or downhill, the speed limit does not change. You as a driver are responsible to stick to it. And if you get caught speeding, be it uphill or downhill, take responsibility and just pay the ﬁne. From experience, it's the guys who got caught with their hands in the cookie jar that are ﬁrst to complain. And yes, it's easy to complain hiding behind your anonymity. Secondly, just because you don't see it does not mean it doesn't happen. The city is big and there are only so many traffic officials. What we really need is

more accountability from motorists, whether you drive a taxi, car, bus or truck. Yes, maybe traffic services can do more, but they can't be everywhere at once. The reality I witness day after day is that your average motorist has just as much disregard for the rules of the road as some taxi drivers — yellow-lane passing, skipping stop streets, jumping red lights, passing over solid white lines, and driving against oncoming traffic. And that's despite passing various traffic services vehicles in my daily commute. For instance, this morning I passed ﬁve — two provincial and three City of Cape Town vehicles. Of these, two were clearly out on visibility patrols — one in the process of pulling a bakkie over on the N1 — and the others were dealing

with infringements next to the road, of which one was a taxi. Motorists behave when they see traffic officials, but as soon as they're out of sight, the bad behaviour returns. What you refer to as "static response" is also necessary. The officials don't just pick a spot they think will be easy money; they put their cameras in spots where there are regular complaints. To this I can attest, living in a neighbourhood bordering a busy through road where speeding is a huge problem and residents regularly complain. The same goes for them popping up at the stop street in a quiet neighbourhood; it's usually a response to regular complaints. Esther, DURBANVILLE

Cattle in suburbia are a problem As a municipal taxpayer and senior citizen of Kuils River I'm very upset that cattle, goats and sheep are grazing freely on ﬁelds, pavements, private property and crossing the main road in search of further grazing while one herdsman attempts to control up to 70 animals at a time. My car was bumped by a cow in Mitchell street recently when cattle moved across the main road. No response from the police, metro police, or Kuils River municipality, although Cape Town emergency services advised that the matter would be attended

to. The stench of the animal dung and manure causes flies, blue flies and gnats entering houses. Living less than 100 meters from the canal, my wife can’t open the backdoor as the insects swarm in especially when preparing food. This couldn't-care-less attitude is not acceptable.
