MCLAREN CIRCUS CONTINUES TO DRAW THOUSAND

The debate in Milnerton has escalated over the use of animals in travelling circuses, with McLaren Circus strongly opposing allegations made by Beauty Without Cruelty South Africa (BWC).

The circus maintains that it is fully compliant withall legal and welfarerequirements, while activists continue to raiseconcerns about animal confinement, transport, and ethics.

Over the weekend protesters gathered in apeaceful demonstration in Milnerton, symbolically marking the organisation’s 51 years of advocacy.

The protest forms part of an ongoing campaign calling for an end to animal performances

and greater transparencyfrom the CityofCapeTown.McLaren Circus has firmly rejected claims of mistreatment, arguing that its operations arelawful, regulated, andsubject to regular oversight.

Representative Karl Hildebrant saidthe circus is frustrated by whatitsees as misrepresentation of itspractices.

“Before addressing activist claims, Iwould askwhatthe City of Cape Town is officially saying aboutthis from an eventing perspective,” he said.

“It is extremely irresponsible forprivateactivistgroups to make allegationsasifthey are spokespeople forthe City.”

Hildebrantsaid. “If we were not compliant with the law, or if therewere valid concerns regardingour operations or animal welfare,law enforcement and cityevent management would have enforced aclosure longago. Ourcontinued legal operation in thepublic eyeisobjective proof of our compliance.”

VETERINARYOVERSIGHT

According to McLaren Circus, its operationsare regularly monitoredand include veterinary

oversight, transport regulations, and permit conditions linked to national legislation governing performing animals.

The organisation argues that thesemeasures ensure animal welfare standards are met.

Akey point of dispute has been footage circulated on social media, which BWC says raises concerns about confinement and animal wellbeing.

McLaren Circus disputes this interpretation, saying such material often lacks context.

“Relying on edited footage or claims from outside parties with an agenda does not provide a factual scope,”Hildebrant said.

He argued that short clips do not reflect the broader care routines, training schedules, or behaviour patterns of the animals.

“SincearrivinginCape Town on 20 March, we have performed for over 20 000 supporters,”Hildebrant said.

“Thispastweekend alone, we had 2250 people attend our shows. In contrast, we counted approximately 43 protesters.”

He added: “Thatisa ratio of 52 circus supporters forevery oneprotester.

The truepublic interest lies with the thousands of families who enjoy our show, and theirvoicesmust be represented in any balanced piece.”

McLaren Circusfurther argues that social mediaactivity doesnot accurately reflect public sentiment.

“Usingsocial media as abaseline for local support is fundamentally flawed,” Hildebrantsaid. “Views are easily skewed and do not reflect physical attendance.”

CITYCONFIRMSCOMPLIANCEANDPERMITS

The City of Cape Town has confirmed that McLaren Circusiscompliant with applicable legislation. Officials stated: “TheEventsPermitOffice is guided by theEventsBy-law andnational legislation in reviewingpermit applications.” The City addedthatthe circus “is compliant with requirements for the Events By-law, as well as thoserequired by national legislation.”

It further confirmed thatMcLaren Circusholds alicence issued under the Performing Animal Protection Act, as well as permits from CapeNature for the transport and use of animals. TheSPCA alsoconducted an on-site inspection as part of the approval process.

“The permit office is satisfied that the circus is compliant andhas been issued with an event permit,” the City said.

BWCRAISESCONCERNS

BWC, however, maintains that serious concernsremain unresolved. The organisation argues thatits campaign is centred on animal welfare, transparency, and ethical accountability.

Executive officerChadCupido said the issue extendsbeyond asingle operator. “It’s about accountability and whether the

City’s actions align with itsstated animalwelfare direction,” he said.

Theorganisation has raised concerns about confinement conditions, transport stress, and whether animals’ behavioural and social needs are being adequately met. It has also called for greater clarity around land use and permitting in Milnerton, particularly where City-linked property may be involved.

BWC has escalated itsconcerns to the SPCA, requesting further investigation intoanimal housing conditions, frequency of transport, and welfare oversight. It argues that publicauthorities must ensure consistent enforcement of animal welfare standards and transparent communication with the public.

DIVIDEDPUBLICOPINION

Public reaction in Milnerton remains divided. Some residentssay they were influenced by activist content and express concern for the animals.

Oneresident said, “I feel sorry for the animals. Seeing thosevideos online really changed how Ithink about circuses.”

Others support the circus as alegitimate form of entertainment.

Another resident said, “If everything is legal and the animals are well cared for, then Idon’t see the problem. But there needs to be transparency.”

ONGOINGPROTESTS

As the debate continues, BWC has confirmed further protests are planned, calling for ongoing public engagement.

“This weekend is another critical moment,” Cupido said. “There is a strong sense that people are no longer comfortable with animals being used for entertainment.”

He added that publicpressure may shape future decisions.

“There is astrong sense that this could be the last chapter for animal circuses in Cape Town,”hesaid, “but that depends on whether the City is willing to act, and whether the public is willing to show up.”

Thecircus invited TygerBurger to a tour of itsfacilities on Monday, but at the time of going to print,the publication had not been able to attend.

With thewintermonths lying ahead aspecial campaign hasstarted to get underway to help protectthose most vulnerable and in need. The Keep Cape Town Warmcampaign —apartnership between Good HopeFM, Community Chest and theCity —calls on all residentsto donateblankets, non-perishable foods and cashtohelp makethe life of people on the streetsa bit easier.

Thecampaign,whichhas been running for more thanadecade now, was launched on Wednesday22April this year at the Parow North Primary school in Theal Street,Parow, where alive broadcast by Good Hope FM's breakfast team were conducted.

PARTNERSHIP

ChaneVredeveld, school spokesperson, said that this yearmarksthe school’s60th anniversary and that the blanket drive is one of severalactivities planned to mark the occasion,with aschool concert scheduledfor the end of the third term. Sheconfirmedthatthey had partnered with Good Hope FM last week as part of theKeepCape Town Warm campaign.

“Learners gathered andsang during thebroadcast, andthere was astrong senseofinvolvement across the school as pupils and staff supported the initiative,” Vredeveldsaid.

The broadcast included interviews with

several learners, as well as principal Zaskia Kuün, who spokeabout the school’s involvement in the campaign. René Nel, one of the first families to live in Parow North,also shared her connection to the school, reflecting on her time as both a learner and later as ateacher.

“The blanket drive forms part of the school’soutreach efforts to supportthose in need during the winter months,” said Vredeveld.

In 2025 alone, more than 5000 nonperishable items, 1400 blankets and 47 bigbags of second-hand clothing were donated as part of the Keep Cape Town Warm campaign, benefiting 41 non-profit organisations across the city, Good Hope FM said.

From now up until Saturday 20 June schools, universities, companies, community groups, and individuals are urged to rally together,challenge each other and extend ahealing hand to someone in desperate need.

Donations of blankets and non-perishable foods can be dropped off during the live school broadcasts of the Roger Goode Breakfast Show, or alternatively at the SABC Studios in Sea Point. The day unfolded at Kings and Queens Primary School, wherelearners from Grades 1to7were engaged in activities aimed at raising awareness about environmental responsibility and community challenges.

Cape Town has soundedthe alarm of African penguin facing extinction.

The City of Cape Town marked WorldPenguin Day on Saturday 25 Aprilwith astarkwarning: the beloved African penguin is facing afight for survival.

While the global event celebrates all 18 penguin species, local authorities saidthe African penguin –the only species native to South Africaand Namibia –was now among the most at-risk populationsworldwide.

Following its 2024 uplisting to critically endangered on the International Union for Conservation of Nature Red List, the species has seen adramatic decline.

AccordingtoDeputy Mayor and Mayco member for Spatial Planning and the Environment Eddie Andrews fewer than 10 000 breeding pairs remained.

“Without drastic intervention scientists predict this charismatic species could be extinct in the wild by 2035.”

Food scarcity, drivenby commercial fishing of sardines andanchovies, wasforcing penguins to travel furtherfor food,leaving chicks vulnerable to predators.

Urbanpressures were also taking atoll, particularly in Simon’s Town, where penguins faced threats fromdomestic animals,traffic and human disturbance.

In response, the City has invested in adedicatedPenguin Ranger Team in partnership with The Southern African Foundation forthe Conservation of Coastal Birds (Sanccob) and SANParks.

These rangers monitor nests, collect data onbreeding

successand respond to injured or distressedbirds. Rescued penguins aretaken to Sanccob, whichhas an 80% rehabilitation and releasesuccessrate. Their work includesmanaging thedelicatebalance between humans and wildlife in urban coastalareas

Despite thechallenges officials said extinctionwas not inevitable.“The2035 extinction predictiondoes not have to be our reality,” said Andrews. “Byworking together we can protect these iconic birds and preserve our coastlinefor future generations.”

As Cape Town marked World PenguinDay themessage was clear:saving theAfrican penguin will require urgent action and collective responsibility.

Soaring pricesput houses outofreach

Cape Town residents acrossall income brackets arestrugglingwith housing affordabilityasmunicipal ratesand taxes continue to rise, according to Leon vanZyl, chair of the Western Cape PropertyDevelopment Forum (WCPDF)

In the forum’slatest newsletter addressing the housingcrisis, vanZyl warned that affordabilitychallenges, onceconfined to lowerincome groups, arenow affecting the middleclass as propertyprices soarthroughout the region.

“In response, some commentators are calling forpricecontrolsand land-value taxation to cross-subsidisehousing. Others arguethat short-term rentals arereducing availablehousing stock. Stillothers blame risingoperational costs, particularlyhighermunicipal rates and taxes, and point to an increasingly bloatedpublic administration as the root cause,”hewrites.

But housing affordabilityisnot unique to Cape Town; priceescalations in surroundingtowns such as Stellenbosch, Paarl and even as farafieldasGeorge and Mossel Bayconfirmthat affordability is abroader regional challenge, drivenby both demand and supplychallenges

STRONGDEMANDMEETSSUPPLY CONSTRAINTS

TheWestern Cape’s appeal as an internationally recognised destination is drivinghealthy market demand. VanZyl cited the region’snatural beauty, superior governancecompared to otherparts of South Africa, and its attractiveness

“And,measuredonaninternational scale, theCapeisaffordable when compared to otherinternational addresses.Plus, withthe message of good governanceand abetterlife, comesthe message of potentialemployment opportunities, leadingto mass semigration across alllevelsofincome.”

However, supply-sidechallenges areexacerbatingthe crisis.Despitethe Western Cape’s reputation forgood governance, vanZyl criticisedexcessive redtapeand associatedcosts

“Manywould agreethat theWestern Cape is exceptionallygood at crossing every‘t’ anddotting every‘i’ when it comes to statutoryapprovals fornew development.Thiscreates the perception that thegoverningculture is oneof: ‘It’seasier to saynothantosay yes’,” he observed.

“With publicsectorsalaries andjob security often exceedingthose in the private sector,bureaucrats arefrequently criticised forlackofurgencyindelivery, prioritising cleanauditsoverimplementation. However, sinceclean audits seem to be thepoliticaldifferentiatorcelebrated by politicalleadership, canone blame thebureaucratsfor the politicalculture ofclean auditabove delivery?Red tape isarealchallenge in the Cape,and the cost of timeisdirectly reflected in the cost of housing,” he wrote.

prefer to preserve thestatusquo.Despite itsliberal reputation, theCape is farmore conservative than most wouldcareto admit,” he writes.

Building material costsfurther compound theproblem, as fewmaterialsare produced locallyinthe Western Cape

“Materialsdelivered at scalein Gauteng arebrokenintosmaller quantities forCape projects, with transport costsand markupsadded along theway,” vanZyl explained.

Combined with higher labour costs, stricter site controls,and rising fuel expenses, construction costsinthe Western Cape significantly exceed those in other provinces.

Rather than seekingsimplesolutions, vanZyl called foramultifaceted approach encompassing land availability, statutoryrights reform, services provision,financestrategies, andbuilding cost management

“Housing activistsoften search forthe silver bullettoaddress housing affordability,but none exist,” he concluded, dismissing suggestions that addressing short-term rentalsorimplementing land-value capturewouldprovide magicalsolutions.

Theforum chair’s letter highlights the complex interplay of factors contributing to theWestern Cape’s housing crisis, suggesting that sustainablesolutions willrequirecoordinatedaction across multiplefrontsrather than piecemeal interventions.
