Swimming at Melkbosstrand Beach hasbeen temporarily halted following asewage spill over the weekend, prompting authoritiesto close the beachuntilfurthernotice.

The City of Cape Town told TygerBurger yesterday (Tuesday 24 February) their health and environmental officials wereon site assessing conditions andtrackingany potential risks to beachgoers. Residents and visitors are urged to avoid swimming or water activities until formal clearance is issued and the beach is declared safe.

CAUSEOFSPILL

The City said awet well clean-out wascarried out at the Ou Skip Main PumpStation early Saturday and Sundaymorning. However, unforeseen circumstancesled to an overflow at the 11th Avenue pump station, allowing sewage to enter coastalwaters along the Melkbos beachfront.

"The pump station teamhas since completed theclean-up operation, but public health warning signage hasbeen erected, and the beach will remain closed as aprecautionary measure. Authorities havestated thatthe beach will only reopen

once waterquality results comply with the National Coastal WaterQuality Guidelines for recreationaluse andthe City’s Sewage Spill Response Protocol," the City said.

Beaches are being littered withdiscarded disposable nappies, raising alarm among environmental groups and community volunteers.

At arecent clean-up at Lagoon Beach in Milnerton, hosted by Save aFishie, volunteers removed 187disposable nappies in just over an hour.

According to organisers this is notanisolated incident, but part of agrowing anddeeply troubling trend across rivers,estuaries and coastalareas.

issue was not about blaming parents and caregivers.

“This is about systems that fail people and the environment,” she said. “What leaves our homes doesn’t disappear; it flows downstream.”

Advocates say City leadership is aware of the strain that nonbiodegradable waste places on sewage systems, landfills and biodiversity. But they argue that stronger enforcement, better infrastructure and greater producer accountability are urgently needed. Cape Town has repeatedly been recognised for its natural beauty and biodiversity. However, activists warn that maintaining that reputation requires decisive action.

Running from March to June, the initiative invites primary schools across the metrotoparticipate in ahandson environmentaleducation programme aimedattackling pollution,waste reduction, recycling, water conservation and ecosystem protection. The programme is designed to move beyond theory —placing learnersatthe centre of real-world environmental action.

TURNINGKNOWLEDGEINTOACTION

Participating schools will form Eco Teams of 20 learners who will complete aseries of practical challenges to create meaningful environmental impact within their schools and surrounding communities.

Through action-basedlearning, learners will explore howeveryday behaviours affect streets, parks, rivers andoceans —and howsimple changescan prevent pollutionbefore it starts.

Rather than only learning about environmental problems, learners will actively become part of the solution.

The City of Cape Town has initiated the public participation process for its updated Freight Management Strategy,with residents and stakeholdersinvited to comment on plans that could reshape how goods move through the metro over the next decade.

The comment period opened yesterday, Tuesday 24 February and will continue until 31 March, givingcommunities the opportunity to influence freight planning decisions that directly affect them.

MODERNFREIGHTCHALLENGES

The strategy was tabled at the Subcouncil 17 meeting in Mitchells Plain on Monday 16 February. Cityofficial Nicky Sasman presented the report for noting.

Sasman said the increase in freight traffic has affected not only infrastructurebut also road accident statistics.

The updated strategy builds on the 2016 Freight Management Strategy while addressing contemporary challenges including the surge in online shopping deliveries, informal truck staging, and growing environmental concerns about freight transport.

Enhanced enforcement capabilitiesform acornerstone of theupdatedstrategy, including weigh-in-motion systems and automated over-height detection on strategic roads.

Thesetechnologies aim to reduce overloading andimprove compliance with vehicle regulations.

Thestrategy recognises the need for better freight movement data to inform planning decisions about loading zones, congestion management, and emissions reduction.

Digital scheduling systems and after-hours operations are proposed to reduce peak-hour freightmovements, potentially easingtraffic congestion during busy periods.

SUPPORTINGMICRO-FREIGHTAND LAST-MILEDELIVERY

Recognising the growth in online shopping and small-parcel deliveries, the strategy introduces specific measures for microfreightand last-mile delivery services

These include plans for dedicated loading zones, microhubs for package sorting, and infrastructuretosupport various delivery modes including cargo bikesand small delivery vehicles.

ECONOMICGROWTH CONSIDERATIONS

The strategy emphasises freight transport's role in supporting local and regional economic growth, recognising that efficient goods movement underpins businesscompetitiveness and job creation.

Plans include protecting freight-generating land uses near the portand along arterial routes from rezoning pressures

that could compromise freight efficiency.

Thestrategy also addresses the needs of small and informal freight operators, acknowledging theirimportant role in the local economy whilst working to improve safetyand compliance standards.

Following the public participation period, Urban Mobility will compile and analyse all comments received, preparing responses and incorporating appropriate feedback intothe final strategy.

Theupdated strategy will then progress through the City's formal approval processes, including consideration by the PortfolioCommittee for Urban Mobilityand eventual review by the Mayco and Council.

Subcouncils have been asked to assist with distribution of participation materials through their offices, libraries, and community networks, whilst encouraging local stakeholders to engage with the process.

South Africa announced Cape Town International Airport (CTIA) is about to get amajor facelift, to the value of R21,7 billion.

Tender Love and Care (TLC), along-standing NGO based in Table View, will join the CityofCape Town in strengthening efforts to supportteen mental health as the City steps up suicide prevention and early intervention programmes amid asharp rise in mental-health screenings and serviceuse.

The Cityhas intensified its response to teen mental health and suicide prevention following worrying trends in suicide attempts and a significant increase in mental health screenings at City Health facilities.

Between the 2023-'24 and 2024-'25 financial years City Health recorded amarked rise in children and adolescents accessing mental health services, reflecting both increased need and improved access to screening and care.

According to City Health data 24 children underthe age of 18 were attended to for suicide attempts in 2024-'25, compared to 18 the previous year. Mentalhealth screenings for under-18s increased five-fold, from 417in 2023-'24 to 2048 in 2024-'25, while mental-healthvisits rose from 391 to 520 over the same period. Among adults suicide attempts climbed sharply from 50 to 139 cases, underscoring the link betweencaregiver well-beingand child mental health.

CityHealth hosted an awareness event atSteenberg High School on Wednesday 18 February, when learners were encouraged to speak openly about their struggles and were given practical toolstocopewith stress. The programme alignedwith the World Suicide Prevention theme, “Changing the narrative on suicide”, highlightingthat suicide is preventable andopen, empathetic conversations can savelives Learnerswereremindedthat feeling overwhelmed or anxious

daily with children who have experienced abuse, neglect, homelessness andsubstance abuse. The organisation runs educarecentres, rehabilitation and skills development programmes, counselling services and outreach initiativesin informal settlements acrossCape Town.

TLC alsooperates aSkills Development Centre, offering an 11-month rehabilitationand education programme for youth recoveringfrom drug addiction, as well as counselling,life-skills trainingand partnerships suchas horse therapytoaddress anxiety and communication challenges. In addition, theorganisation supports families in informal settlements, provides educare

services to prepare children for school, and runs astreet ministry assisting those living on the streets. Through ongoing collaboration with schools,police, community organisations and the City, TLC aims to strengthen early intervention and ensure that atrisk children receive the care and support they need.

ACCESSTOMENTALHEALTHSUPPORT

Mental health screening is available at City Health facilities for both children and adults, with clear referral pathways for specialised care, including access to psychologistsand appropriate

follow-up services. Parents, caregivers, educators and communities are urged to watch for warning signs such as withdrawal, behavioural changes, mood shiftsorexpressions of hopelessness. “Protecting our children’s mental health requires everyone to worktogether,” Higham added. “When we care early, we prevent crisis later. Residentsexperiencing emotional distress or who are concerned about ayoung person are encouraged to visit their nearest City Health facility or seek urgent assistance through emergency services if thereisan immediaterisk

I'm absolutely fedupwith the number of dog owners inour area who think it's perfectlyfine to lettheir pets run wild without leads. It's becomingaserious problem that's affecting everyone'ssafetyand enjoymentofpublicspaces. Just last week,I wasout formymorningjog whena massive German Shepherdcame chargingtowards me, barking aggressively. Theownerwas nowhereinsight, andIhonestlythought Iwas about to be attacked. When Ifinally spottedthe owners chattingontheir phone 50 metres away,theyjustshruggedand said, "He's friendly"!

Well,that's notthe point, is it? Ishouldn't have to

guess whethersomeone's dog is going to bitemeor just wants to play.Myelderlymother won'tevenwalk to the shopsanymorebecauseshe'sterrifiedofbeing knocked over by an overexcited dog. And don't get me started on the mess theseunleashed dogsleave behind in our parksand on pavements. It's disgustingand completelyunfair to families trying to enjoy thesespaces.
